“Young Family” program in Nizhny Novgorod in 2021

Young families find it most difficult to resolve the housing issue. In the Nizhny Novgorod region, as in many regions of the Russian Federation, there is an initiative of the authorities called “Young Family”. This program is designed to help young families purchase housing. Providing housing for citizens of the Nizhny Novgorod region of various categories is carried out in accordance with Resolution No. 302 of April 30, 2014. For young families, the Government of the Nizhny Novgorod region adopted Resolution No. 466 of June 17, 2011.

Purpose of the program

The “Young Family” program in the Nizhny Novgorod region and Nizhny Novgorod aims to make it easier for newly created families to acquire their own housing. Program participants receive a subsidy for partial payment of housing upon purchase.

This initiative is supported by funds from budgets of all levels - municipal, regional and federal . The popularity of the program is growing every year, which is noticeable in the number of people willing to take part in it:

  1. 2006 – 2013. In the region, funds were spent to help 2,382 young families.
  2. 2016 The volume of subsidies from the federal budget increased to 28.3 million rubles, from the regional and municipal budgets - to 57.5 million rubles. Certificates for receiving social payments were issued to 90 families.
  3. 2017 The amount of subsidies from the federal budget remained at the same level.

In addition to the main task, the program simultaneously solves several issues:

  • the number of people in need of a housing solution is significantly reduced;
  • The birth rate is increasing in Nizhny Novgorod and the Nizhny Novgorod region;
  • The authority of the family in society increases.

Reasons for refusal and ways to solve them

Despite the mirror procedure for participation in the Young Family housing program, there are cases of refusal. The following factors are considered to be the reason for refusal:

  • Unreliability of the data provided, unreadability of documents or presence of errors. Solution: transfer to the required authority of readable documents that do not raise any doubts about their authenticity.
  • Low wages of the spouses, which are not enough to pay off the mortgage or other payments. The minimum wage for two spouses without children: 21,500 rubles, for a young family with a child – 32,500 rubles (the minimum wage is different for each region). The income of the spouses is approved by a certificate received six months before the application.
  • Provision of adequate housing conditions.
  • Exceeding the age limit of one of the spouses.

After receiving a refusal, you can re-apply for participation in the housing program, provided that the previously specified reason is eliminated.

Types of programs

Several initiatives are being implemented in Nizhny Novgorod and the Nizhny Novgorod region to subsidize young families. The first of them began in 2006. The primary basis of all existing ones is the main federal program. Local authorities have the right to expand or supplement the basic one. Members of a young family can submit documents separately to each of the programs:

Important! Only those with sufficient funding to support the programs participate in municipal initiatives.

Subsidy amount

  • name of the local government body;
  • request of applicants to include them in the list of program participants indicating their full name and date of birth, passport details and residential addresses;
  • a list of applicants’ children indicating their full name, date of birth, details of birth certificates or passports - depending on the age of the minors;
  • Full name, signatures and date of each adult family member, which confirms familiarization with the features of the program;
  • list of attached documents.

What documents are needed

After the regional administration has received data on how much money is allocated to its region, specialists distribute the amounts received among the participants. First of all, assistance is sent to large families and other needy applicants.

Back at the State Council in September, the head of the Ministry of Eastern Development, Alexander Kozlov, explained why at 2%: “Now the standard mortgage is about nine percent. To receive it, the family income must exceed 70 thousand rubles. And on average, a young family in the Far Eastern Federal District receives 55 thousand: we asked Rosstat specifically, it made a cut for approximately half of the 16.7 thousand young families registered with municipalities. With a two percent loan, the monthly payment will be 16 thousand rubles, and the income of a family of two should exceed 50 thousand.”

  1. Preferential lending (their parents can become co-borrowers of a young couple, which will increase the total income, deferment of loan repayment upon the birth of a child and his or her reaching the age of 3, 15% of the down payment if the first child is born during the loan period).
  2. Wide coverage of participants due to subject expansion and priority of economy class housing.
  3. Annual increase in funding.
  1. Collection of a fairly large list of documentation.
  2. Big queue.
  3. Both spouses must be no more than 35 (limited to those married couples with a large age difference).

Who can use the program

According to the Ministry of Social Policy, on the territory of the Nizhny Novgorod region, within the framework of the federal target program “Housing” for 2015–2020, the subprogram “Providing housing for young families in the Nizhny Novgorod region” of the state program “Development of housing construction and state support for citizens to provide housing in the territory of the Nizhny Novgorod region” is being implemented region" (hereinafter referred to as the subprogram), approved by Decree of the Government of the Nizhny Novgorod Region dated April 30, 2014 No. 302.

  1. To provide young families participating in the subprogram of payments for the purchase of economy-class housing or the construction of economy-class housing.
  2. To create conditions for young families to attract their own funds and additional financial resources from credit institutions for the purchase or construction of housing.

Conditions for participants

In the Nizhny Novgorod region, support is provided under the following conditions:

  1. The project level is state.
  2. The maximum subsidy amount for applicants who meet all criteria is 40% of the cost of the purchased housing.
  3. Purposeful use of funds. This means that the subsidy received can only be used for the needs listed in the project.
  4. The decision to allocate a subsidy is considered made only after a meeting of the special commission.

In 2021, it is planned to increase the allocated funds to 1 billion rubles.

Directions for using subsidies

A young family has the right to use the received amount of social benefits to pay for:

  1. The value of the purchase and sale agreement. An exception would be an agreement with an authorized organization on the primary housing market, the price of which includes the price of residential premises for a young family.
  2. The cost of a construction contract for the construction of an individual house.
  3. A down payment loan, mortgage loan, home loan for the construction or purchase of a home.
  4. Purchasing housing with participation in shared construction of an apartment building. Commissioning of this facility must be after 01.01. 2006 or if the house is still under construction.
  5. The last contribution of a share in a housing construction, housing, housing and savings cooperative, where one of the spouses is a member.
  6. Interest and principal on a mortgage or loan to purchase or build a home.

These rights are enjoyed by young families recognized as participants in the Program.

Payment amount

The payment amount cannot be greater than the balance on the loan or contributions to the cooperative. The remaining amounts remain within 30% for families without children and 35% if there is a child in a young family.

When calculating the amount of social benefits, the estimated cost of housing is taken into account. It does not coincide with the real cost of the purchased object and is determined taking into account:

  1. The established norm of living space. It is 18 square meters. m per person for a family of 3 or more people. If there are 2 people in a family (option: one parent with a child), then 42 sq. m.
  2. Standard cost of 1 sq. m in the Nizhny Novgorod region for municipal housing. This figure should not be higher than the average market value.
  3. Family size. Only those family members who have the status of a citizen of the Russian Federation are taken into account. Children are taken into account as relatives, as well as those under guardianship or adoption.

A family can receive a subsidy when purchasing or constructing housing with an area equal to or greater than the standard indicator . For example, for a family of 4 people in the Nizhny Novgorod region, a payment will be assigned for a total apartment area of ​​72 square meters. m.

If another child appears in the family between the moment of inclusion in the list of applicants and receipt of the subsidy, an additional payment is assigned. It is paid one-time and only to participants of the regional program. For the adoption or birth of 1 child, an additional payment is provided in the amount of 5% of the estimated cost of the apartment, for the second and subsequent children - 10%. This rule also applies to the birth of the first two children.

Who can take part?

  1. Spouses in a registered marriage or single-parent families. Cohabitants without a stamp in their passport cannot participate; they must be officially husband and wife. Childless couples are also allowed to participate, but this will affect the amount of the subsidy. The duration of marriage does not matter, the main thing is that it is registered in the registry office. Single-parent families mean families with one parent and children. Single candidates without children will not be able to participate. At least one of the spouses must be a citizen of the Russian Federation.
  2. Candidates whose age is less than 35 years inclusive. If you are 30 and your spouse is 37, you will not be able to become a candidate. Moreover, your age will be checked twice. The first time is when submitting an application, the second time is when assigning a subsidy. Several years can easily pass between these checks, and if at the time of the second one one of the spouses is over 35 years old, they will be excluded from the “Young Family 2020” program.
  3. Families in need of improved housing conditions. To do this, you should not have your own housing or a share in it, or the level of housing security should be less than the accounting norm (Article 51 of the Housing Code). At the same time, the family itself must be low-income (Article 49 of the Housing Code): the average per capita income must be lower than the regional subsistence level. So if the three of you do not huddle in a tiny one-room apartment, but live in a full-fledged apartment and receive a good salary, which is enough for all three of you, they will refuse a subsidy. Please note that they are not automatically recognized as needy - to do this, you need to go to the USZN and register for housing or get a certificate of recognition as needy - this will also work (clause 7 of the Rules).
  4. Families able to pay the difference. The subsidy will not be able to fully cover the cost of purchase and sale; the family must pay the difference on its own. From your own savings or credit funds, it doesn’t matter to the state - the main thing is that you can pay extra. And if you already have a mortgage, can you participate in the Young Family program? Yes! This is not an obstacle; only additional documents are required.

What type of housing can be purchased under the Young Family program?

This is the minimum size, and it can be increased locally. For example, in the Novosibirsk region, families upon the birth of 1 child receive from the regional budget an additional 5% of the estimated cost of housing. And in St. Petersburg, for example, the amount of subsidy from the city budget alone is at least 75% of the estimated cost.

The project is valid until 2025, therefore, during this period you can submit applications for participation. Since the process of approving an application and paying a subsidy is lengthy, it is better to start the application procedure as early as possible.

You can spend the allocated money on purchasing finished housing on the secondary market. Some of the money will need to be contributed yourself, and some will need to be paid for with subsidies. With this scheme, the document required to receive assistance is a purchase and sale agreement. If an apartment is purchased in a house under construction - a shared construction agreement.

Subsidy amount

  • Sberbank – amount from 300,000 rubles for a period of up to 30 years from 4.1% per annum;
  • VTB – amount up to 12 million rubles for a period of up to 30 years from 6.1% (for families with children);
  • Uralsib – amount from 300,000 rubles for a period of up to 30 years from 5.99% per annum;
  • Bank Otkritie – amount up to 12 million rubles for a period of up to 30 years from 4.7% (for families with children).

for a family of 3 or more people, including 1 or more children in addition to young spouses (or a family consisting of 1 young parent and 2 or more children) - 18 square meters for each family member.

  • 30 percent of the estimated (average) cost of housing, determined in accordance with the requirements of the Subprogram, for young families without children;
  • 35 percent of the estimated (average) cost of housing, determined in accordance with the requirements of the Subprogram, for young families with one or more children, as well as for single-parent young families consisting of one young parent and one child or more.

First of all, these lists include young families - participants in the subprogram, registered as needing improved housing conditions before March 1, 2005, as well as young families with 3 or more children.

  1. Decent provision of housing for young people.
  2. Loan to improve housing conditions for young families on preferential terms.
  3. Development of economical and comfortable residential complexes.
  4. Practice of reducing divorces.

Where to submit papers

As part of the program, young families of the Nizhny Novgorod region and Nizhny Novgorod submit documents at their place of residence to the relevant authority. In this case, this is the Department responsible for accounting and distribution of housing of the Nizhny Novgorod district administration. Detailed information can be obtained by phone or on the administration website.

The verification of documents lasts 10 days, then a list of applicants is compiled and submitted to the Ministry of Social Policy of the Nizhny Novgorod Region.

Once approved, the applicant is issued a certificate valid for 7 months, but not more than December 25 of the given financial year.

The applicant, within 1 month, transfers the certificate to the bank participating in the program.

If the payment is not received in the current year, the young family is automatically transferred to the list to receive it in the next period. In this case, information must be provided that the previously submitted information has not changed.
