How to take part in the “Young Family” program in the village of Volovo in 2021

Many young families, especially after the birth of a child, are faced with an urgent need for separate housing. But it is often not possible to purchase an apartment or house with your own funds. Even if we assume that citizens have some savings, they are unlikely to be enough to buy an apartment. But now there is a way out.

Thanks to the emergence of various preferential programs from the state, many Russians finally have the opportunity to acquire personal living space (Resolution of the Government of the Russian Federation dated December 17, 2010 N 1050 (as amended on November 20, 2018) “On the implementation of certain measures of the state program of the Russian Federation “Providing affordable and comfortable housing and utilities for citizens of the Russian Federation”, Decree of the Government of the Russian Federation dated August 25, 2015 N 889 “On amendments to Decree of the Government of the Russian Federation dated December 17, 2010 N 1050”). Let's consider one of these projects - the "Young Family" program in the Tula region 2021. Its conditions change regularly, which allows many young families to acquire an apartment.

“Young Family” program 2021-2021 Basic conditions and purpose of the program

When introducing this program, two goals were pursued:

  1. Increase in construction volumes.
  2. Support for families who cannot purchase housing at their own expense.

In 2021, the Housing program has undergone some changes. You can no longer use the certificate funds to pay off the loan. It will also be possible to purchase apartments only among new buildings. Housing on the secondary market is not covered by the program. If the loan for the purchase of housing was issued earlier than January 1, 2011, then it can be repaid using the certificate. Investing in shared construction will also be allowed. But these changes apply only to those families who applied for participation in the subprogram “Providing housing for young families” of the federal target program “Housing” for 2015 - 2020.

Who can participate in the “Young Family” program

A young family can become a participant, and it does not have to be full. Housing subsidies from the state are also given to families consisting of one parent and children. To qualify for payment in the Tula region, at least one member of the family must be registered in the city or region. In addition, the following conditions must be met:

  • the age of the spouses on the day of approval of the lists is not older than 35 years;
  • participants must be citizens of the Russian Federation;
  • availability of funds or a certificate from the bank stating that they will be given a loan to buy an apartment, because the amount issued by the state is enough to pay for 1/3 of the housing;
  • the family needs improved living conditions.

On the last point, you still need to prove that you need improved conditions. The following facts may serve as evidence:

  • lack of personal living space;
  • living in a house subject to demolition;
  • lack of square meters (less than 18 square meters per person).

How to become a participant in the program and review periods

To be included in the list of participants in the Young Family housing program in 2021, you need to go through several stages:

  1. Submit an application to local authorities, for consideration of which the authorities have only 10 days. After this period, the applicant will receive a detailed answer about a positive or negative decision;
  2. Approving lists and waiting for your turn. To participate in the housing program in 2021, you need to submit the entire package of documents before the beginning of September 2021 and, after approval, wait your turn;
  3. Prompt subsidy processing. After receiving a response from the local government about a positive decision (later replaced by a certificate), you must transfer this confirmation to the bank as quickly as possible within 30 days after receipt. In turn, the bank opens a bank account in the name indicated in the certificate and sends the documents within 6 days to local authorities. After receiving a request from the bank, government officials transfer funds as a subsidy within 5 days. All funds received are then transferred to the account of the person selling the home, and the newly-made family becomes the full owners of the property.

You can also become a participant in the housing program in 2021 after applying online through the State Services website or an MFC branch. In this case, the status of the application can be tracked directly on the website in the “applications” section or directly in the MFC building. Authorities are required to respond to the application within 10 days.

Conditions and requirements for receiving a subsidy

In addition to the above requirements, the family must meet the following paragraphs:

  • spouses must be adults;
  • no living space should be owned by any family member;
  • husband and wife are required to live together;
  • income for two family members must be at least 21,621 rubles, and for three - at least 32,510 rubles.

According to the new requirements, the subsidy can be spent on the following:

  • purchase of real estate in a new building;
  • down payment on mortgage;
  • building your own house;
  • payment to a housing construction cooperative.

The certificate is provided once in a lifetime. It cannot be sold or given away. Spouses registered at the same address can apply for payment.

Registration procedure

When all the documents have been collected, you need to contact the real estate department of your city, hand over the entire package and wait for your turn. An application for the right to receive social benefits for the purchase of residential premises or the construction of an individual residential building will be considered up to 10 days. After this time, the center staff will contact you to inform you about the status of your application. If the answer is yes, then the participant is put on the queue and receives a certificate only when it is his turn. When the certificate is in hand, the applicant must contact the bank to open a new account, where the money will be transferred if a living space is selected. This procedure must be completed no later than two months from receipt of the certificate. Most often, participants open accounts with Sberbank.

It is worth knowing that either one spouse or both can submit documents. It often happens that spouses are refused a subsidy. The main reasons for the decision are the following:

  • one of the spouses is over 35 years old;
  • not all documents have been collected;
  • one of the family members has personal living space;
  • people are unable to pay the remaining amount;
  • you have previously participated in such a program;
  • the information provided is incorrect.

It is worth knowing that a family has 9 months to find and purchase housing. If housing is not found during this period, the subsidy is reset to zero. The conditions of the program indicate that the apartment must be put into operation and meet sanitary standards. The area of ​​the apartment is calculated based on the number of family members. You should adhere to these rules:

  • At least 18 square meters are allocated for each subject if there are 3 or more people in the family;
  • 42 square meters for families consisting of two people.

List of documents

To qualify for payment, you need to prepare a large package of documents. You will need:

  • passports of all adults;
  • children's birth certificates;
  • marriage certificate, if we are talking about a complete family;
  • a certificate from the bank confirming the existence of an account;
  • work books (for working citizens);
  • documents about the state of your credit history if you take out a loan;
  • a certificate from the bank about the status of the account, if the additional payment will be made with personal funds;
  • personal income tax certificate 2;
  • military ID for men;
  • certificate of family status;
  • if there is housing under construction - a document on ownership;
  • a copy of the certificate for maternity capital in 2021;
  • certificates from social protection about receiving assistance;
  • residence data for 5 years.

In addition to these documents, it is necessary to write an Application for the right to receive social benefits for the purchase of residential premises or the construction of an individual residential building in two copies for the provision of assistance. It needs to indicate what difficulty the family is experiencing. Certificates indicating income must be provided for the last six months.

Reasons for refusal and ways to solve them

Despite the mirror procedure for participation in the Young Family housing program, there are cases of refusal. The following factors are considered to be the reason for refusal:

  • Unreliability of the data provided, unreadability of documents or presence of errors. Solution: transfer to the required authority of readable documents that do not raise any doubts about their authenticity.
  • Low wages of the spouses, which are not enough to pay off the mortgage or other payments. The minimum wage for two spouses without children: 21,500 rubles, for a young family with a child – 32,500 rubles (the minimum wage is different for each region). The income of the spouses is approved by a certificate received six months before the application.
  • Provision of adequate housing conditions.
  • Exceeding the age limit of one of the spouses.

After receiving a refusal, you can re-apply for participation in the housing program, provided that the previously specified reason is eliminated.

Subsidy amount in 2021

The subsidy amount in 2021 will be the same percentage as in previous years:

  • 40% of the average cost of housing for families with a child (this can be a complete family with two parents and an incomplete family with one parent and a child);
  • 35% of the cost of housing for families with no children.

To calculate the average cost of an apartment in the region, you need to use the following formula: multiply the norm of square meters allocated for a family by the cost per square meter in the region. The amount of the subsidy in numbers looks like this:

  • for a family of two people 600 rubles;
  • for a family of three people 800 rub.
  • for a family of 4 people – 1 million rubles.

If there is a large family in line, the amount of the subsidy is calculated individually. Some families raising several children can receive several subsidies and purchase housing entirely at the expense of the state.

Regional program “Young Family” in Tula and the Tula region

To date, the program in the Tula region is carried out on the basis of providing housing for young families in 2014-2021. It is worth knowing that residents in the city of Tula and the region can apply for a subsidy if each person has less than 11 square meters, and not 18, as in other regions. In addition to this subsidy, you can apply for other housing programs in the Tula region.

Amount of subsidy in the region

Advantages and disadvantages of the Young Family program

The main disadvantages of this program include the following:

  • the chance of receiving a subsidy is smaller and smaller every year, as the number of participants grows;
  • the priority direction of the program can be called the construction of economy class housing;
  • the maximum mortgage amount cannot exceed 2.2 million rubles;
  • Citizens with a regular income or those who have savings can receive a subsidy;
  • It is impossible to purchase secondary housing.

But in general, the program has a number of advantages with which people can acquire their own housing. These include the following:

  • when applying for a mortgage, the down payment from your own funds can be 10%;
  • The loan term increases to 30 years;
  • upon the birth of subsequent children, an additional payment may occur, and then the size of the monthly payment will decrease.

Despite the fact that the program has pros and cons, reviews about it are mostly positive.
