The implementation of the Program activities is carried out in two directions:

  1. Co-financing of Program activities as part of the participation of the Perm Territory in the implementation of the subprogram “Providing housing for young families” of the federal target program “Housing”, which provides for the attraction of funds from the federal budget and local budgets, within the framework of which social benefits are provided in the amount of:
      30% of the estimated (average) cost of housing - for young families without children;
  2. 35% of the estimated (average) cost of housing - for young families with one child or more, as well as for single-parent young families consisting of one young parent and one child or more;
  3. Providing participants in the Social Payments Program at the expense of the regional budget in the amount of 10% of the estimated (average) cost of housing - for young families, including single-parent young families consisting of one young parent and one child or more.

If a young family receives social benefits from the regional budget in the amount of 10% of the estimated (average) cost of housing, they lose the right to receive social benefits in another direction.

As part of the implementation of these areas, it is planned to provide young families participating in the Program with land plots for individual housing construction. The procedure for providing young families participating in the Program with land plots for individual housing construction is determined by the regulatory legal act of the Perm Territory.

Calculation of the amount of social benefits for the city of Perm

The size of the social benefit is calculated based on the size of the total area of ​​living space established for families of different sizes, the number of members of a young family participating in the Program and the standard cost of 1 sq. m of total housing area in the municipal district or urban district of the Perm Territory, in which the young family is included in the list of Program participants. Standard cost of 1 sq. m of total housing area in the municipality of the Perm Territory for calculating the amount of social benefits is established by the municipal district or urban district of the Perm Territory, but not higher than the average market value of 1 sq. m. m of total housing area in the Perm Territory, determined by the federal executive body authorized by the Government of the Russian Federation.

The size of the total area of ​​living space, taking into account which the amount of social benefits is determined, is:

  • For a family of 2 people (young spouses or one young parent and child) - 42 square meters;
  • For a family of 3 or more people, including one or more children in addition to young spouses (or a family consisting of one young parent and two or more children), 18 square meters per person.

The estimated (average) cost of housing used in calculating the amount of social benefits is determined by the formula:

Options for using social benefits in Perm

Social benefits are provided for the purchase from any individuals and (or) legal entities of a separate residential premises (apartment, residential building) both in the primary and secondary housing markets or for the construction of an individual residential building that meets established sanitary and technical requirements, landscaped in relation to the conditions settlement chosen for permanent residence, and can be used:

  1. To pay for residential premises purchased under a purchase and sale agreement (except for cases where funds to pay for the cost of a purchase and sale agreement are provided as part of the cost of an agreement with an authorized organization for the purchase of economy class residential premises on the primary housing market);
  2. To pay for a construction contract for the construction of an individual residential building;
  3. To make the last payment towards payment of the share contribution in full, if a young family or one of the spouses in a young family is a member of a housing, housing construction, housing savings cooperative (hereinafter referred to as the cooperative), after payment of which the residential premises become property this young family;
  4. To pay a down payment when receiving a housing loan, including a mortgage, or a housing loan for the purchase of residential premises or the construction of an individual residential building;
  5. To repay the principal amount of the debt and pay interest on housing loans, including mortgages, or housing loans for the purchase of residential premises or the construction of an individual residential building, received before January 1, 2011, with the exception of other interest, fines, commissions and late fees fulfillment of obligations under these loans or borrowings.
  6. To pay for an agreement with an authorized organization for the purchase in the interests of a young family of economy-class residential premises on the primary housing market, including payment for the cost of a purchase and sale agreement for residential premises (in cases where this is provided for in the contract) and (or) payment for the services of the specified organization;
  7. If young families are provided with a social payment from the regional budget in the amount of 10 percent of the estimated (average) cost of housing, the social payment can also be sent to:
  8. For the purchase of housing through participation in the shared construction of an apartment building;
  9. To repay the principal amount of the debt and pay interest on housing loans, including mortgages, or loans for the purchase of housing or construction of an individual residential building, with the exception of other interest, fines, commissions, penalties for late fulfillment of obligations on these loans or borrowings.

The right to use social payments to repay the principal amount of the debt and pay interest on loans or borrowings, including mortgage housing loans or loans, for the purchase of housing or the construction of an individual residential house is granted to Program participants recognized as needing to improve their living conditions in accordance with the requirements of the Program at the time of concluding the corresponding credit agreement (loan agreement), in the following order:

  • Participants of the Program whose members suffered (died) as a result of mass tragic events, subject to the conclusion of the corresponding credit agreement (loan agreement) no earlier than January 1, 2006 (mass tragic events are incidents that occurred on the territory of the Perm Territory, as a result of which the victim ( died) 50 or more people;
  • To other participants of the Program, subject to the conclusion of an appropriate credit agreement (loan agreement) during the period from January 1, 2006 to January 1, 2011.

  4. families registered as in need of improved housing conditions before March 1, 2005, as well as young families recognized by local government bodies at the place of their permanent residence as in need of improved housing conditions after March 1, 2005 on the same grounds established by this article 51 of the Housing Code of the Russian Federation to recognize citizens as needing residential premises provided under social tenancy agreements, regardless of whether they are registered as needing residential premises.

How to become a participant in the program and review periods

  3. Prompt subsidy processing. After receiving a response from the local government about a positive decision (later replaced by a certificate), you must transfer this confirmation to the bank as quickly as possible within 30 days after receipt. In turn, the bank opens a bank account in the name indicated in the certificate and sends the documents within 6 days to local authorities. After receiving a request from the bank, government officials transfer funds as a subsidy within 5 days. All funds received are then transferred to the account of the person selling the home, and the newly-made family becomes the full owners of the property.
