Over the past few years, programs have been implemented in the Russian Federation in the regions of the country to help young families purchase housing or improve living conditions. The Krasnodar region, being no exception, actively implements and adapts state programs to life in the region’s conditions. The “Young Family” assistance program for beginning families, conducted in the Krasnodar Territory, gives young families in need a real chance to become full owners of their own apartment or house.

Program in the region. Features and participants

The youth assistance program in the Krasnodar Territory is an integral part of the state program “Housing”. The project began in 2015 and has been extended until 2021. The goal of the program is to help young spouses get their own housing or improve their living conditions. All regions of the Russian Federation at one time underwent a thorough selection to be included in this state project. The Krasnodar region is one of those who are allowed to solve problems in this way. A local project to help young married couples has been carried out in Krasnodar since 2004. We have accumulated useful experience based on local realities. The program is financed from federal, regional and municipal sources, which increases payments to young families when buying a home or paying off a loan. The project involves conditions that participants must meet:

  • The age of the spouses should not exceed 35 years;
  • Mandatory registration in the Krasnodar region;
  • The status of a needy family, confirmed by documents;
  • Availability of income in the family necessary to cover payments of residual amounts after investing the subsidy.

To establish the status of a needy family, it is required to provide documents with information about the size of the living space owned by the family. If a married couple manages several premises, then the calculation takes into account all available square meters. The standard established by the local administrations of Krasnodar and the regions of the region is taken into account. Permanent registration and residence in the Krasnodar region is required. Housing that will be purchased using subsidies must be located on the territory of Kuban. If older family members meet the requirements, they can begin collecting the necessary documents. Before applying for a cash grant, you need to find out whether your locality is a participant in the project. The fact is that the “Young Family” program in the Krasnodar Territory does not operate in all settlements of the region. If the city or settlement where the applicants live is not included in the list of cities participating in the project, funds will not be allocated. To avoid such mistakes, you should contact your local administrative authorities in advance and clarify this situation.

Subsidy for the purchase of housing for young families

Payments are only available to those who do not have their own home. If you have your own home, its area will be taken into account in the general standard, and the amount of subsidies for the purchase of housing from the state will be reduced. For a single serviceman, the norm in 2021 is 33 square meters, for a family - 42, if there are children - 18 square meters for each.

Subsidy for the purchase of housing for military personnel

It is important to understand that if a deliberate deterioration of conditions is revealed, the certificate will be denied. This could be either damage to housing, moving in non-family members, exchanging existing living space for a smaller one, etc. Those on the waiting list cannot leave the preferential category or solve housing problems on their own, otherwise they will be denied the subsidy amount.

These factors are the basis for registering the poor with local authorities. The new apartment (house) must meet the following requirements: the area must correspond to the established standard; due to its increase, living conditions have improved.

Sequence

Documents of project participants are registered with the administration. To determine the priority, the date of application is important. A queue is formed according to the date. There are some features when compiling lists. Families recognized as needing improved living conditions before 2005 and having more than 3 children have priority rights, as stated in the relevant Resolution of the local administration. The head of the local government approves the generated list (a Resolution is issued), which is sent to the Kuban Center for Assistance to the Population. It is they who are implementing the “Young Family” program in Krasnodar. The formed lists from all settlements of the region flock to the center. Here one general list of applicants for benefits is formed, which is certified by the Ministry of Housing and Communal Services of the region. An extract is sent from the Ministry to local administrations, which contains information about the families receiving the payment and its amount. Married couples (or single-parent families) will receive a subsidy certificate indicating a specific amount after the funds arrive in the budget of the locality at their place of residence.

Procedure for receiving cash payment

  • purchase of housing;
  • purchase of housing during the construction phase;
  • making a down payment on a mortgage or repaying the principal debt on a mortgage loan;
  • to purchase a separate room in a communal apartment in addition to your own.

Who has the right to claim the status of “poor”

If the applicant deliberately worsened his living conditions (exchanged the apartment for a smaller one, registered strangers, sold his share, got a fictitious divorce), he is denied benefits for the next 5 years.

State assistance for young families

Typically, 10 to 70 percent of the actual costs incurred are paid. Certain rules apply to developers, in particular, the applicant is an individual and must not have previously participated in other support programs for improving housing conditions.

It is important to note that in order to receive a subsidy, you must have the status of a family in need of improved housing conditions. This status is assigned by the local administration based on the package of documents provided. Moreover, citizens in need of improved housing conditions do not necessarily have to have the status of a low-income family to receive a housing subsidy.

Free housing is provided to low-income people based on a certain status. Therefore, some municipalities require regular proof of low income. As a rule, this procedure is performed regularly after the generation of new quarterly data on the minimum subsistence level for a particular region.

Special rules have been approved for each category. Thus, the age of each spouse to meet the definition of a “young family” must be no more than 35 years old on the date of provision of the subsidy. Subsidy amount

When receiving a subsidy, participants must understand that the state does not compensate for the entire cost of the purchased housing. The subsidy covers only part of the costs, depending on the standards established in the Krasnodar Territory. The size of the payment directly depends on the composition of the family and is determined by:

  • Childless couple – 30% of the average cost of housing;
  • Couple with child (children) or single-parent family – 35% of the cost of housing;
  • At the birth (adoption) of a child during the period of participation in the project - an additional 5% of the average cost of housing.

An additional allowance is made from the local budget of the region . The average cost of an apartment is determined separately in each settlement and is fixed by a special act of the locality administration. The price range in this case can be quite significant. If you compare the price in Krasnodar and a small town in the region, the difference will be noticeable. Therefore, the size of the allocated subsidy, which is based on established percentages, may be different. The exception is the case when the payment is given to pay a contribution to the cooperative. If the share size is smaller than the calculated subsidy, then only the required amount of funds will be allocated.

  • 20 sq.m - in relation to an apartment, part of a residential building (Article 403, paragraph 3 of the Tax Code of the Russian Federation);
  • 10 sq.m - in relation to a room, part of an apartment (Article 403, paragraph 4 of the Tax Code of the Russian Federation);
  • 50 sq.m - in relation to a residential building (Article 403, paragraph 5 of the Tax Code of the Russian Federation).

Large families in the Krasnodar Territory have the right

:

  • for benefits for a third child under 3 years of age;
  • to receive free legal assistance;
  • to receive a free plot of land;
  • for complete exemption from payment of transport tax;
  • for regional maternity capital;
  • to repay the mortgage debt in the amount of 450,000 rubles at the birth of the third child or subsequent children;
  1. Job loss. You need to register as unemployed.
  2. Disability of the first and second groups.
  3. Sick leave for more than two months.
  4. Reduction of income by 30% if the payment is more than 50%.
  5. An increase in the number of dependents with a decrease in income by 20%, if the payment is more than 40%.

How much will they give? A family without children will be given 30% of the estimated cost of housing, with children - 35%. The estimated cost is calculated according to standards, taking into account the number of family members and the approved price per square meter. For area, the standard is general, but for price it depends on the municipality. For a family of three, the subsidy will be calculated based on the fact that each person needs to pay 18 m².

Child benefits

Who will get it? The list of the president’s instructions includes payments to large families to pay off their mortgages. This proposal has already taken the form of law. Another gratuitous payment will appear in Russia: the state will pay for a large family part of its mortgage debt. Purpose of payment

Funds allocated to a young family can only be used for strictly defined purposes. This approach ensures the rational use of state and municipal money. Having received a certificate for a subsidy, a young married couple has the right to use it for the following purposes:

  1. Payment for the home purchase agreement. Such operations are prohibited with close relatives;
  2. When constructing a residential building, you can pay for the work of builders (construction contractor);
  3. Payment of the contribution to the cooperative, provided that it is the last one;
  4. Payment of the first payment on a preferential loan for young spouses (mortgage, loan to improve housing conditions);
  5. Payment to an organization purchasing economy class housing for a young employee;
  6. Payments on a previously taken out housing loan. Repayment of debts and interest, not counting penalties and fines;

Each locality in the Krasnodar Territory has its own standards for an apartment or house purchased under the program. The property must meet the following requirements:

  • Meets local sanitary and technical standards;
  • Located in the region;
  • Not purchased from relatives.

New housing, purchased or under construction, should not be smaller in area than specified in local regulations. Mortgage in Krasnodar region

In the Krasnodar Territory, mortgage benefits are provided for young families. The project is called “Savings Mortgage”. The process of accumulating funds consists of two stages - accumulating money on your own and assigning a state subsidy. The bank opens a special deposit for participants, which is replenished by the participant independently for several years every month. The bank transfers interest for each period. From the regional budget, in turn, a transfer is made in the amount of 30% of the amounts received (no more than 3,000 rubles ). This is followed by applying for a loan (6-8% per annum) and the allocation of money accumulated independently. To this are added %% of the bank and government subsidies. This new mortgage model significantly expands the possibilities for improving the living conditions of young people.

The main objective of the project in the Krasnodar region is to popularize the institution of family and provide as many young families as possible with decent housing. Since the program began in the region, more than 6,000 couples have improved their living conditions using government support. However, now the region is experiencing a decline in funding for social projects, while the demand for budget housing continues to grow. Regardless, the 2019-2020 long-term plan provides annual payments to more than 106 married couples. In Krasnodar, measures are being taken to reverse the trend of reducing government investments at the expense of local budgets.
