Who is recognized as a low-income family?

The status of a low-income family must be obtained when applying for benefits . Benefits are provided not by the Social Protection Authority, but by responsible departments or ministries . For example, to receive compensation for parental fees, one of the parents must contact the kindergarten with an application and a document confirming the status of a low-income family. And to apply for benefits for housing and communal services, you need to contact the local housing department or management company.

Answers to the most common questions

If social security finds out that a family intentionally hid their income to receive benefits or benefits, they will be required to return all excess money received. Therefore, as soon as the family’s average per capita income increases to the subsistence level, the applicant must contact social security to terminate the assignment and payment of benefits.

In 2021, some adjustments were made to the rules, which state that a family in which one person has less income than twice the subsistence level can be considered low-income.

Based on this, it becomes clear that due to payments for the second and subsequent children, maternal capital is gradually spent, so if there are plans for a mortgage or any other targeted loan, this point must also be taken into account.

Payments, benefits and benefits for low-income families in 2021

  • all family members must live, be registered in one place and lead a common life. By everyday life we mean the joint purchase of basic necessities, clothing, general goods, payment of utility bills and other bills, joint recreation and attending events. This must be confirmed by certificates, checks, tickets or, in extreme cases, by witnesses;
  • The parents' marriage must be official. Simple cohabitation - regardless of the duration and number of children together - is not taken into account;
  • All able-bodied family members of the appropriate age have an official job or are registered as unemployed. This does not apply to pregnant women and mothers on maternity leave.

Also, for large low-income families in the Krasnodar Territory, in accordance with the Law of the Republic of Kazakhstan No. 2568-KZ of 08/01/2012 “On additional measures of social support for certain categories of citizens”, an additional monthly payment is provided for the third or subsequent children born from 01/01/2013. , until they reach 3 years of age. The amount of this payment for 2021 is 10,766 rubles.

In addition to the standard family capital that all Russians receive, residents of Kuban are paid almost 130 thousand more. But you can use it only after the child for whom the subsidy was received turns 3 years old.

Who can count on help?

Also, do not forget about the relatively new measure of state support for needy families, introduced by Federal Law No. 418 of December 28, 2017, which provides for a monthly payment for the first child to families with an income not exceeding 2 times the regional subsistence level of the working population for the 2nd quarter of the previous year. In the Krasnodar Territory, the amount of such payment as of 2021 is 10,639 rubles.

The second important criterion is that all able-bodied family members must officially work or be registered with the employment center as unemployed. If someone from the family does not work or is not registered with the Central Work Center (but is able to work), the status is not granted. Does not apply to women on maternity leave.

To the Department of Social Protection of the Population of the Dinsky District. At the moment, this is impossible to do, since due to quarantine in the region, personal reception of citizens has been suspended. It was possible to submit documents through the MFC, but most offices also stopped working until April 30.

If a family no longer meets the low-income requirements (for example, income increases), it is necessary to notify the Social Security Administration within two weeks. In this case, the status is removed and payments are stopped.

Benefits for families with children

Average per capita income is the sum of the income of all family members for 12 months, divided by the number of family members. For example, in 12 months, each spouse earned 250 thousand rubles (this included all payments: maternity leave, salary, benefits, pensions, scholarships and business income before taxes and others). The first child was born in the family in 2021, therefore, to calculate the average per capita income for this family, you need the total income, say 500 thousand rubles, divided by 12 months and divided by three (the number of people in the family).
