Citizens who suffered during and from various consequences of the Chernobyl accident are assigned the status of “Chernobyl survivor” and given various benefits (for example, separate pensions for disabled veterans). Also, such beneficiaries and their descendants are provided with new housing and free medical care.
Let's consider what payments and benefits are available to persons affected by radiation in the Chernobyl zone - Chernobyl victims and their family members, as well as liquidators of the consequences of the Chernobyl accident and their children under and after 18 years of age.
Regulatory regulation
Citizens of the Russian Federation are assigned the status of “Chernobyl survivor” depending on the fact of residence in a certain Chernobyl zone and other important factors. In Art. 7 Federal Law No. 1244-1 of May 15, 1991 established 4 categories of such a place:
- Exclusion Zone. This area of Chernobyl is located next to 4 Chernobyl reactors. They do not live or work in such a territory;
- The resettlement zone is part of the territory of the Russian Federation outside the exclusion zone, from which many people left after the Chernobyl disaster. Citizens who live in this place are also provided with various benefits;
- Zone with the right to resettle. This is a contaminated area in which various radiation measurements are regularly taken. Citizens who want to leave this place are given certain preferences;
- Zone with permissible radiation level. People who still live in such a place also receive government support.
Attention! In all 4 of the above zones, radiation levels are regularly monitored. Based on the results, a final decision is made to change the specific category of certain areas and transfer citizens of the Russian Federation to another less dangerous zone.

Changes in benefits in 2021 for liquidators of the Chernobyl nuclear power plant
It should be borne in mind that the length of time in a queue is not regulated anywhere or by anyone. The applicant can stay in it for either 1-2 years or several decades. It all depends on how many people are in front of him in line and how much funding is allocated for this program in the region where the application is submitted. If you fail to use the certificate on time, it will no longer be valid and you will have to start all over again. This includes waiting in line from the very beginning.

Determination of Chernobyl status
After being assigned the Chernobyl status, citizens of the Russian Federation are provided with various benefits. In this situation, a Chernobyl certificate is issued. The following persons receive this document:

- persons who, as of April 26, 1986, worked and lived near the Chernobyl Nuclear Power Plant and nearby areas;
- persons who became disabled due to radiation exposure received a specific group. These include military personnel, doctors, medical personnel - liquidators of the consequences of the accident at the Chernobyl reactors, as well as local residents (including pregnant women) in the exclusion zone, etc.;
- bone marrow donors. Urgent transplantation of this organ was performed on many radiation victims;
- workers who were sent to the scene of the accident to perform various work duties, etc.
Important! The Chernobyl status is assigned to citizens who, after the man-made accident on April 26, 1986, lived or worked in conditions of low Chernobyl radiation.
Are there any benefits for those living in the Chernobyl Zone?
There are features of calculating pensions for persons with a significant number of benefits that give the right to a reduction in age. For example, if a citizen has benefits as an accident liquidator, has work experience in the Far North, and lives in a preferential status zone at the time of the pension, all available benefits are summed up.

- The first - a similar category is assigned to Chernobyl liquidators of various consequences of the accident at the Chernobyl reactors, who became disabled and received group 1, 2 or 3;
- Secondly, liquidators of the Chernobyl disaster are included in this preferential category. However, when a citizen is in this place from April 26 to July 1, 1986, the time spent in this territory is not taken into account;
- Third - this category is given to liquidators of various consequences of the Chernobyl accident and citizens who lived in Chernobyl and Pripyat for at least 1 month. in the period 1988-1990 or were engaged in sanitation of this place in 1986 for at least 2 weeks;

Those who voluntarily left the resettlement zone
Those who left the Chernobyl relocation zone on their own are considered to have left the Chernobyl relocation zone voluntarily.

On a note! Children of such beneficiaries are sent out of turn on a free voucher to specialized children's organizations of a medical or sanatorium type.
Residents
Pension and other benefits are provided to Chernobyl pensioners who live in the Chernobyl specific resettlement zone.
In 1986, these citizens were forcibly evicted from apartments and private houses in order to ensure their safety. Attention! Citizens of the Russian Federation are recognized as victims of the severe consequences of the Chernobyl accident, regardless of the absence or presence of specific diseases. If necessary, these persons are provided with all the above concessions granted to various categories of Chernobyl victims.
To liquidators of nuclear power plants
Liquidators of the consequences of the accident at the Chernobyl nuclear power plant are provided with various social support. For example, Chernobyl victims are paid money for monthly housing and communal services and are provided with benefits, the use of which restores lost health.
On a note! In 2021, the Russian government plans to introduce new laws under which Chernobyl liquidators will receive an increase in the amount of monthly payments. Benefits will also be increased for those Chernobyl victims who became disabled after the accident and received groups 1,2 or 3.
Widows
The above benefits are also provided to widows in the event of the loss of a breadwinner. In this situation, various payments are issued.
Important! Widowed wives or husbands are given a 50% discount on housing and communal services. Similar state support is extended to most public services. After the death of the Chernobyl husband (the main breadwinner), widows are paid 6,199.81 rubles monthly.
Child benefits
Children of various categories of liquidators are provided with the following types of state support:
- extraordinary enrollment and admission to a local university;
- in the event of the loss of a breadwinner during the Chernobyl accident, disabled dependents are paid 20,000 rubles monthly;
- payment for the funeral of a father or mother who liquidated the consequences of the Chernobyl disaster, etc.
Attention! After the onset of radiation sickness, children of 1 or 2 parents who were Chernobyl victims are paid a monthly allowance of 2,022.94 rubles until they reach adulthood.
Tax benefits
Various tax deductions are also issued to Chernobyl victims. Thus, disabled people from WWII or other combat operations have their monthly income reduced when calculating their personal income tax.
Important! Heroes of the Russian Federation, the USSR and disabled people of groups 1 and 2 have their tax base reduced for all income. As a result, the personal income tax amount becomes smaller.
Chernobyl Payments to Working Citizens Who Are Entitled
Not so long ago, a one-time allowance of 500 rubles per person in the family who left the exclusion zone began to be paid to affected people for lost property in connection with the move, as well as travel was fully compensated, and every year 100 rubles were paid for health improvement.
Chernobyl vacation: categories of recipients and conditions of registration
I was illegally denied payment of Chernobyl benefits for a child under 1.5 years old, citing the law of July 1, 2021, which states that the benefit was cut in half and not canceled, as she proves. How can I hold a social worker accountable? insurance?
Those with Chernobyl status have the right to a state pension for old age or disability - Art. 10 FZ-166. After the death of a Chernobyl victim, family members have the right to receive a survivor's pension. Payment for work in the Chernobyl zone can be made in the form of a state or insurance pension. To appoint it, certain conditions must be met: reaching retirement age, pension points in the required amount, or disability if the citizen has worked before that point. The insurance period can be any length.
Insurance pension provision is assigned according to Federal Law-400, 2013. The minimum insurance period for 2021 is 9 years, mandatory points are 13.8. For many citizens, pensions were calculated using the old formula that was in effect before the law was adopted. After its adoption, a recalculation was made using the new formula. If payments due to recalculation are less, accruals are made in the same amount.
State pensions are provided to victims of Chernobyl if they have a minimum of 5 years of experience. Persons who become disabled as a result of their stay at the Chernobyl Nuclear Power Plant or radiation exposure receive an appropriate pension. The presence of work experience does not matter: it may not exist at all. Instead of providing pensions for disabled people, a citizen can choose a state old-age pension, which in some cases is much higher.
Good afternoon. Recovery of moral damages can only occur by court decision. As judicial practice in recent years has shown, this category of cases cannot be considered due to the statute of limitations. However, there is a precedent when, after four years of litigation, the liquidator of the Chernobyl accident received compensation for moral damage of three thousand euros. True, he had to reach the European Court of Human Rights.
Do I have the right to pay housing and communal services in the amount of 50% if I have certificates of a Chernobyl survivor who voluntarily left the zone of residence with the right to resettle from 1986 to 1994. What law or article in the law can I rely on?
Additional payments for disabled Chernobyl victims
- When a citizen is transferred from one place of work for medical reasons, he is paid a benefit either until full restoration of his ability to work, or until his disability status is registered;
- Temporary disability benefits for Chernobyl victims are paid in the amount of 100% of the average salary;
- When a child under 14 years of age lives with a citizen, compensation is calculated monthly for the purchase of food in the amount of 781.4 rubles.

- Statement.
Attention! If relatives contact the Department of Social Protection of the Population, then in this case they provide certificates that confirm the relationship of such persons and the fact that they are (or were previously) dependent on a particular Chernobyl survivor.
Preferences for Chernobyl survivors in neighboring countries
In addition to the above benefits that are established for Chernobyl victims in Russia, various preferences are also provided to participants in the liquidation of the severe consequences of the Chernobyl disaster who live in neighboring countries. These, for example, are the following states:
- Ukraine. Here, benefits for Chernobyl victims are provided according to Federal Law No. 796-XII of February 28, 1991. In this country, benefit recipients are also divided into specific categories;
- Republic of Belarus. According to the Law of the Republic of Belarus No. 9-Z of January 6, 2009, Chernobyl victims are provided with various benefits.
Important! Victims of the man-made disaster at the Chernobyl Nuclear Power Plant are considered citizens not only of the Russian Federation, but also of other countries of the former USSR. Therefore, such social assistance is provided not only in Russia.
What payments (compensations) are due to Chernobyl victims in 2021?
Important! Payments are provided for only one of the reasons. However, if a citizen is one of the beneficiaries specified in Law No. 1244-1, he can take advantage of the EDV, transferred on two or more grounds.
