To benefit from the Housing Expansion Program, a family must qualify as needy or low-income. The grounds for obtaining such statuses are determined by the Housing Code (Article 51). These must be documented when submitting your application. The list of possible beneficiaries was given above.

A specific list of documents required to apply for housing expansion is compiled by local authorities.
