Who are young professionals?
The term young specialist is found in Art. 70 of the Labor Code. This document does not prescribe all the characteristics of such a citizen. Who belongs to this category is determined by regional norms. According to them, a young specialist must be:
- up to 30-35 years of age depending on the region and specialty;
- received a full-time education at a university/secondary educational institution with state accreditation at a budgetary department;
- employed in a budget organization no more than within a year after receiving the diploma.
The status of a young specialist is valid for three years, but can be extended under the following conditions:
- admission to postgraduate study and preparation for defending a dissertation;
- maternity leave;
- Military service;
- advanced training in another location or abroad.
The status is extended for the number of years devoted to the above activities. In action, this means that a 40-year-old woman who has been on maternity leave for a child under 3 years of age twice in a row can participate in the program.
Goals of creating the program
The program is aimed at attracting graduates of educational institutions to villages. According to it, state support is provided to this category of the population. It is expressed in:
- providing young professionals with temporary housing;
- providing financial support for purchasing housing or improving living conditions.
The program is designed for specialists working in the social sphere, in particular teachers and doctors.

Support from the state is intended for those who have moved to the village and do not have housing there.
Young Professionals Support Program
For this purpose, it is necessary to implement the following legal, financial and organizational measures: regulatory legal and methodological support for the implementation of these activities; formation of stable sources of state support for young families and young professionals in rural areas at the expense of the federal budget, budgets of constituent entities of the Russian Federation and extra-budgetary sources for the construction (purchase) of housing in rural areas; conducting outreach activities aimed at highlighting measures to provide housing for young families and young professionals in rural areas.

citizens of the Russian Federation whose age does not exceed 30 years and who have graduated from a higher (secondary, primary) vocational educational institution (hereinafter referred to as the educational institution), received a state diploma (document) on higher (secondary, primary) vocational education, or are students of the latter course of an educational institution and have expressed a desire to work for at least 5 years in organizations of the agro-industrial complex or in organizations of the social sphere of the village in accordance with the qualifications received, or work after graduation from the educational institution in organizations of the agro-industrial complex or in organizations of the social sphere of the village, do not have housing or need improving living conditions in rural settlements.
What are the conditions for participation in the program?
You can receive a subsidy from the budget that will be equal to 70% of the cost of housing if the following conditions are met:
- have savings covering 30% of the cost of housing;
- after receiving financial assistance, work for at least five years in your specialty;
- live in the village permanently.

How expensive housing a young specialist can purchase is decided in each locality specifically.
A housing subsidy can be spent by a young specialist on:
- purchasing housing in rural areas, while its service life should not exceed five years;
- purchasing an apartment in a building under construction;
- construction of a private house, completion of construction.
Young Professionals Support Program: 2021 conditions
- providing mortgage lending on very soft terms;
- special residential developments designed for young teachers;
- special conditions for renting residential premises in state houses;
- reduction in prices for purchasing an apartment or house from the primary real estate market.
After young people receive assistance from the state, they are required to work in their specialty in the chosen village for at least five years. This responsibility is assigned to them by law, otherwise the specialist will face unpleasant consequences, including the seizure of property purchased with public money.

List of documents required to participate in the program
A former graduate, and now an employee of a government organization, can start working with a rural housing program by contacting the housing committee in his constituent entity of the Russian Federation. If living conditions do not meet the established standards, then it is necessary to obtain a document that will confirm the need to improve conditions. When this document is ready, you can apply for a subsidy. To do this, submit the following documents:
- passports of all family members, for children under 14 years of age - birth certificates;
- a document confirming completion of higher or secondary education (the educational institution must be accredited by the state);
- work book, which indicates that the specialist works in a rural area;
- an employment contract with a rural enterprise;
- certificate of marriage or divorce;
- act of the commission on housing issues with a conclusion on the need to improve living conditions;
- if a citizen does not have his own housing, a document from Rosreestr is provided indicating the absence of residential premises registered in the name of the applicant;
- a bank statement stating that the applicant has 30% of the amount of the cost of housing.

In some regions, the list of required documents may be longer. It is being expanded based on regional regulations.
Deadlines for processing the appeal and making a decision
Based on the submitted documents, local self-government bodies create lists of program participants. The application must be reviewed within two months. When this period expires, the applicant is sent an official response stating that he is now in line to receive a subsidy.
In regions, the timing of receiving subsidies may vary. The more applicants, the longer the documents will be considered. Before September 1 of this year, village administrations undertake to provide lists to executive authorities. The size and number of subsidies are determined taking into account the number of applicants. Young professionals receive notification of a decision on their issue from executive authorities.
The amount of subsidies that will be sent to the regions and specific localities becomes known after November 1, since it is by this time that the annual budget is approved. The distribution of amounts by the Ministry of Agriculture is influenced by such factors as:
- the number of rural residents in the region and their standard of living;
- state of local housing (dilapidation, accident rate);
- average cost per square meter of housing;
- staff shortage.
The credit institution's subsidy funds are not transferred to the young specialist's account. They are sent by developers, home sellers or building materials if the house will be built on their own. This form of payment prevents the misuse of funds intended for improving housing conditions.
Additional terms and options
The allocation of funds for the purchase of housing is not free of charge. This is a preferential loan, which is issued for 10 years with an interest rate of 5%. According to legislators, this form of issuing money should stimulate the desire to work among young professionals. It also protects the state from the development of dependency sentiment among citizens.

Loans can be issued up to 70% of the cost of housing. What it is is calculated in each locality separately. The debt is repaid in annuity payments, that is, divided into equal parts and carried out from each salary of a young specialist for ten years.
As in the case of mortgage lending, a young specialist must have a down payment amount. By law, it must be at least 30% of the cost of housing in a particular locality. The state pays the remaining cost. If a young specialist moves to a rural area without savings, he still has a chance to receive this subsidy. To do this, he needs to apply for participation in the program.
If approved, the applicant is given 18 months to accumulate the required amount, that is, 30% of the cost of housing.
