Goals of the program for doctors

The federal program “Zemsky Doctor” is a project aimed at providing financial support to doctors who decide to move to rural areas.

Program goals:

  • improving the quality of medical services through system improvements;
  • employment of young doctors;
  • attracting highly specialized specialists to villages;
  • providing jobs for young doctors;
  • social support for doctors who agreed to work in rural areas.

The specialist has the right to spend the allocated funds at his own discretion in order to improve his living conditions.

Validity

The project began to be implemented in 2012, and its completion was planned for the end of 2021. After the expiration date, the program continues into 2021.

In this case, the specialist has every right to take part in the project and receive all the benefits currently due to him. He must be provided with housing and a place to work. As support, the doctor receives financial assistance in the amount of 1 million rubles.

The document regulating the legal and economic norms of the program is Federal Law No. 326 “On compulsory health insurance in the Russian Federation”: article 51, paragraph 12.

The objectives of the program are considered for the period from 2021 to 2025, included in the Decree of the Government of the Russian Federation dated December 26, 2017 No. 1640 “On approval of the state program of the Russian Federation “Health Development”. Prior to this, Resolution No. 294 was in force, approving the state program, and became invalid on January 1, 2018.

Conditions for joining the Zemsky Doctor program

Young doctors can familiarize themselves with the conditions for participation in the project in Appendix No. 8 from the Decree of the Government of the Russian Federation No. 1640.

To receive financial support, a doctor must meet the following requirements:

  • have a higher medical education;
  • be under 50 years of age;
  • do not own real estate in the locality where you will be sent for employment;
  • must be a citizen of Russia;
  • move to a rural area and enter into an employment contract with a local health authority for at least 5 years.

The material support received may be targeted. In this case, it can only be spent on the purchase of housing, or a plot of land with further construction of a house on it.

Spending of funds does not imply reporting: according to the project, during 5 years of work under the contract, the specialist will in any case spend the funds on living expenses.

Important! If a family of doctors participates in the program, then payments are due to each of them. When a woman goes on maternity leave, the term of participation in the project does not provide for an extension of the contract.

Nurses were equated to zemstvo doctors

To attract specialists to medical and obstetric centers, last year the region launched the “Zemstvo Paramedic” program, and this year, the “Zemstvo Nurse” program. Mid-level specialists who find employment in rural areas can count on a payment of 500 thousand rubles from the regional budget.

In addition, the region has been implementing the “Zemsky Doctor” program since 2011, thanks to which more than 270 doctors have been employed in rural hospitals. Each of them was paid one million rubles. The number of doctors in rural areas increased by 16 percent.

Regions participating in the Zemsky Doctor program

Highly specialized doctors are in demand in rural areas, so paramedics are least likely to take advantage of the program: the project’s activities are aimed at attracting doctors.
The Zemsky Doctor project extends to the following areas:

  • Volgogradskaya;
  • Irkutsk;
  • Moscow;
  • Krasnodar;
  • Tomskaya;
  • Kaliningradskaya;
  • Smolenskaya.

The list of regions is regularly updated: if necessary, new areas where there is a shortage of medical workers are added. You can find out the latest information in the administration of your locality, or on the website of the Ministry of Health.

How to become a member of the Zemsky Doctor in 2021

It is the regional authorities that provide information about vacancies for medical workers in certain localities.
To become a participant, you need to find a place where your specialty will be relevant. This can be done by contacting a medical institution or by viewing official announcements. If a place is found, then you need to send a request for employment to the future employer.

The procedure for taking part in the “Zemsky Doctor” program:

  • collection of documents;
  • visiting the regional office of the Compulsory Medical Insurance Fund and then drawing up an application;
  • waiting for an official resolution of the request;
  • if a positive response is received, signing an employment contract and papers confirming participation in the program;
  • moving to the selected region to fulfill work obligations;
  • execution of an additional agreement with the direct employer;
  • receiving financial assistance.

Important! Obtaining a lift is possible if the region participates in the project and the medical worker meets all the criteria. The doctor must be prepared for the fact that he will need to provide all documents confirming his right to benefit from financial support.

Early termination of an employment contract

List of documents

The package of papers may vary depending on the region and individual cases. General list of documents:

  • a copy of the employment contract with a medical organization, the duration of which is at least 5 years;
  • passport;
  • diploma with an insert about the specialization received;

  • a certificate indicating the place of residence in the locality;
  • a copy of the employment order;
  • SNILS;
  • bank account number;
  • an application requesting to be placed on a waiting list to receive financial support.

Important! When visiting the MHIF, a citizen will need to sign a consent to enter into a contractual relationship with the Ministry of Health.

When contacting an organization, you should provide not only originals, but copies of papers. If it is not possible to visit the MHIF in person, a medical worker has the right to fill out an application remotely.

To do this, the doctor should prepare all the papers and send them by mail. It is also possible to submit an application through the official MHIF website by filling out the form and attaching copies of documents.

Important! When submitting an application remotely, all documents must be notarized.

Employees must review the application sent to the Compulsory Medical Insurance Fund within 1 month. If a positive decision has been made, the doctor will be invited to the Department to formalize an agreement for payment of compensation.

Benefits and payments

According to Federal Law No. 326, doctors who moved to a village for the purpose of working in their profession are entitled to receive compensation payments.
Their registration is possible not only if all criteria are met, but also if you have a work experience of 5 years. In addition to money, doctors are entitled to the following benefits:

  • provision of a home for living;
  • allocation of land for further construction of a house on it;
  • reimbursement of a certain amount of the loan taken to purchase a home.

Depending on the region, young professionals are often given discounts on utility bills and are paid at an increased rate. The exact list of benefits can be found in local authorities.

If a female doctor participates in the program and she decides to go on maternity leave, she is not obligated to return the compensation received. The employment relationship with her is not canceled and her position and place in the medical institution are retained.

Important! The amount allocated to a young specialist as a participant in the “Zemsky Doctor” project is not subject to personal income tax, since the money has a target value and serves as an incentive to work in rural areas.

How much compensation can a young doctor claim?

The exact amount of funds to be paid under the program is determined after the approval of the state budget. The allocated money is distributed among the regions where the final amount of payments is formed.

Important! Funds are allocated for each citizen individually.

The maximum amount of compensation that a young doctor who decides to take part in the project can claim is 1 million rubles. Every year in Russia, officials consider the possibility of increasing the volume of assistance to young doctors working in villages. In 2013, 2.8 billion rubles were allocated for the program, in 2015 the amount was 3.2 billion rubles, and in 2016 4 billion rubles.

In 2020–2021, it is planned not only to increase the amount of funds to help doctors, but also to consider the possibility of abolishing age restrictions for citizens. Projects aimed at supporting medical workers include not only the Zemstvo Doctor program, but also the Zemstvo Paramedic program. The amount allocated to paramedical personnel is 500,000 rubles.

Where to go for money

A young specialist who has taken part in the “Zemsky Doctor” program must apply to the Compulsory Medical Insurance Fund in order to receive payments. Employees must pay compensation within 30 days after a positive decision is made upon consideration of the application. The amount that the state provides to a citizen under the program must be transferred to the municipal budget within 3 days. Once funds are received, local governments must add the missing portion of the money and transfer the compensation to the participant's account.

Can they refuse the program?

Receiving a negative response when considering an application is possible for various reasons.
The most common of them is incorrectly filling out documents, or providing an incomplete package of papers. Errors may also occur on the part of municipal authorities. Participation in the program will be denied to those persons who do not meet the requirements of the project. If a citizen has suspicions that he was denied participation in the program unreasonably, then he should collect the following papers:

  • a copy of the submitted application to the Compulsory Medical Insurance Fund (it can be printed from your personal account if it was submitted on the website, or picked up when accepting documents);
  • written refusal received at the MHIF office.

With the collected documents, you should contact the judicial or law enforcement authorities by filing a claim or statement.
