Just 10 years ago, Bashkortostan could not be called a region of Russia, which is distinguished by the volume of construction of new residential buildings, but in 2013 this republic became the leader in the ranking of the Volga Federal District.

The depressing fact is that the cost of housing is not decreasing, but, on the contrary, increasing. Therefore, the only way out for Russian citizens who do not have large sums of money to buy housing is to participate in government programs. There are enough of the latter in the region, as of 2021.

One such beneficial system for young families is the “Young Family” program. How many Bashkortostan residents have already become participants in the program, and what are the conditions for participation - more on that below.

Benefits with the support of the Young Family program

Initially, the program was designed until 2021, but it showed such good results that in 2021 it was decided to extend the experiment; now you can use government assistance until 2021. It is assumed that improving housing conditions in general will have a beneficial effect not only on the quality of life of Russian citizens, but will also allow them to save money, avoid debts and take out bank loans.

In fact, preferential subsidies within the framework of the “Young Family” program presuppose the following conditions for the implementation of the system:

  1. The state acts as the main assistant, a partner in paying for real estate and issues a subsidy of 30% of the declared cost of living space.
  2. In order to be able to participate in the program, you must meet a number of rules and mandatory requirements for applicants. Officials have already calculated the approximate number of those in need in Russia in their own square meters - 170,000 couples, and it is they who will be provided with assistance in making their cherished dream come true.

The head of Bashkiria, Radiy Khabirov, amended the decree on increased alert in connection with the threat of the spread of coronavirus. The authorities published a document with the text of the amendments today. According to the head’s administration, Khabirov made the decision to make changes after a meeting of the republican operational headquarters for counteraction.

“Young Family” program in 2021: how to become a participant

The main conditions for participation in 2021 remain unchanged:

  1. The program involves working with those citizens who live in cramped living conditions, i.e., when calculating the square footage per 1 family member, a violation of the norms was revealed.
  2. The age of spouses can vary from 18 to 35 years; other citizens do not participate in this system, but are able to try their hand at other operating government programs.
  3. If a family already has an apartment, even if it is small, individuals will not be allowed to participate.
  4. Spouses must live in the same area.
  5. The income declaration of two people living in a family cannot exceed 21,621 rubles per month. If you have a child, the maximum possible income is 32,510 rubles.
  6. It is advisable to have a child in the family; large families are a priority.
  7. All children must be Russian citizens.

Subsidy goals in 2021

The Young Family program until 2021 provided subsidies to solve a number of housing issues:

  • participants can buy housing;
  • build a house;
  • pay a fee to the housing cooperative for the purpose of registering the right to own square meters;
  • repay debt obligations under a mortgage or other loan provided by the bank in relation to housing, if the agreement was executed before January 1, 2011.

In 2017-2018, the program was amended:

  1. If previously subsidies could be used to pay off a mortgage loan, today the system no longer works with money taken from banks.
  2. It is prohibited to carry out purchase and sale transactions with housing on the secondary market.

Reasons for refusal and ways to solve them

Despite the mirror procedure for participation in the Young Family housing program, there are cases of refusal. The following factors are considered to be the reason for refusal:

  • Unreliability of the data provided, unreadability of documents or presence of errors. Solution: transfer to the required authority of readable documents that do not raise any doubts about their authenticity.
  • Low wages of the spouses, which are not enough to pay off the mortgage or other payments. The minimum wage for two spouses without children: 21,500 rubles, for a young family with a child – 32,500 rubles (the minimum wage is different for each region). The income of the spouses is approved by a certificate received six months before the application.
  • Provision of adequate housing conditions.
  • Exceeding the age limit of one of the spouses.

After receiving a refusal, you can re-apply for participation in the housing program, provided that the previously specified reason is eliminated.

Package of necessary documents

To qualify for participation in the “Young Family” program in Bashkortostan, you must prepare a list of documents, which includes:

  1. An application written in 2 copies, drawn up according to the sample (free form is not considered). The text of the application describes the purposes of receiving financial assistance. The application is considered valid if 2 spouses sign at the bottom. One copy is kept by the couple, the other remains in the government agency for further processing and entry into the register of participants if the documents meet the established parameters.
  2. Photocopies of the married couple’s passports; if there are children, attach birth certificates.
  3. A photocopy of the marriage certificate; in the case of an incomplete family, this item can be skipped.
  4. An extract made from the house register confirming the composition of the family.
  5. Information about the residence address of Russian citizens for the last 5-7 years - it is enough to enlist the verbal support of friends or record the fact in a documentary form.

Participation of the Republic of Bashkortostan in the program

The “Young Family” program, up to 2015 inclusive, attracted 7 large banking structures that offered mortgage loans. Among the main conditions one could most often see:

  • making an initial payment of 10% of the total price of the apartment;
  • registration of insurance for purchased housing;
  • it is desirable to attract guarantors;
  • the opportunity to enlist the support of co-borrowers in the person of parents is welcome;
  • loan repayment period – 5 years.

In 2021, after adjusting the conditions for participation in the housing program, the issuance of subsidies in the context of an apartment mortgage has been cancelled. Therefore, participants are focused on obtaining square meters only in a new building. Government employees are guided by:

  • for the standard living space provided for one family member in Bashkiria - 18 sq. m;
  • price per 1 sq. m cannot exceed 32,500 rubles.

Also, residents of Bashkortostan can use the subsidy to build a house. If you plan to buy premises in a housing cooperative, the subsidy can be issued as a share contribution, which is provided last.

The program involves the use of a slightly different calculation formula to obtain living space if a family has 5 or more children: fixed 18 square meters. m are multiplied with the number of family members.
