How to participate in the program

The stages look like this:

1. A person planning to move must submit a petition to the relevant authorities in his city. The applicant must be registered as needing housing. The application is submitted in January–July. Permission from each family member is attached to it.
2. The administration of the northern city is processing the application and the documentation attached to it (deadline - until 01.08).
3. The generated lists of all Russians planning to move are divided into categories. Priority is given to those who most need to move.
4. Notifications are sent to all applicants.

Lists and priority are formed in accordance with the procedure regulated by Article 2 of the Federal Law “On Housing Subsidies”.

In order to participate in the program, the applicant must submit the following documents:

• Written petition (written in the form prescribed by law).
• Evidence that the applicant arrived in the Far North after 01.1992.
• Documents capable of establishing the fact of family relationships (provided that household members are also moving).
• House certificate.
• Bank certificate.
• Documents confirming the fact that the applicant is registered (relevant for northerners in need of housing).
• Confirmation of length of service (does not apply to retired persons).
• General passport (if all family members move, their passports are also provided).
• Pension certificate (for pensioners).
• Medical certificate (for persons with disabilities).
• Any documents confirming the fact that the applicant has the right to northern real estate.
• Certificate from the employment service (unemployed).

The documents that are required when moving to an employee dismissed from the Federal Penitentiary Service must be regulated by the internal regulations of the organization.

Northerners who want to participate in the program have six months to choose a region of resettlement and submit documents.

What benefits are provided?

In addition to relocation assistance, the government provides additional benefits to participants in the relocation program.

The state undertakes to help internal migrants find work. Persons registered with the employment service are paid a monthly allowance. The money comes from the federal budget within six months after the move.

The following are exempt from paying social tax:

• Persons who have undergone the procedure for establishing disability of the 1st and 2nd groups.
• IP owners.
• Private traders (lawyer practice).
• Persons engaged in notarial business.

Re-registration procedure

When the place of residence within Russia changes, the procedure for re-registration of pension payments consists of the following steps:

1. Contact the territorial branch of the Pension Fund of the Russian Federation at your new place of residence. This is done in order to forward the payment file to the citizen’s new place of residence.
2. Make a corresponding statement. There, indicate your personal information, new residential address and select the delivery method for the security.
3. The department employee makes a note about accepting the papers. After this, they are sent for review.
4. Wait for a decision on the issue. If the outcome is positive, start receiving your pension using the chosen method. If you refuse, get a written explanation.

What documents are required

A pension based on northern experience is assigned when moving to another region upon presentation of the following documents:

• passport;
• SNILS;
• employment history;
• other documents that are necessary to establish additional circumstances, for example, birth certificates of children, certificates and extracts from orders to confirm the missing northern experience.

Please note that the applicant can submit documents independently or through a legal representative.

In the latter case, a power of attorney certified by a notary is required. You can submit your application in other ways:

• by sending by registered mail;
• by filling out a special form on the Pension Fund website through your personal account;
• by contacting the Multifunctional Center.

Recalculation terms

Thanks to the introduction of electronic document management, the time frame for considering an application, forwarding a payment file, and assigning a pension when a citizen moves to another area has been significantly reduced. The time allotted for procedures is strictly regulated:

• Request a case at the PRF branch at the previous place of residence - within 1 business day from the date of registration of the application.
• Preparation and forwarding of the pension file takes from 1 to 3 days from the date of receipt of the request.
• Acceptance of a citizen for registration at a new place of residence, verification of provided documents and previously made accruals - 2 days.

After all the procedures have been completed, an order to extend the pension payment is issued. Please note that even when transferring security to the card, transfer of the pension file is necessary to receive all benefits and payments, taking into account regional legislation.

Providing compensation

In accordance with Article 326 of the Labor Code of the Russian Federation, the following categories of Russians have the right to receive compensation for expenses:

• Civil servants who have signed a corresponding agreement with the employer.
• Persons wishing to work in state extra-budgetary funds.

Compensation payments fall on the shoulders of the state and the new employer. Produced once. The amount is equal to two average salaries for the enterprise or two employee salaries.

Payments are due to all family members who arrived with the new employee.

The employer is obliged to pay in full for the travel of his employee and his family members. They also pay for the container.

When moving, a northerner has the right to transport no more than five tons of things. They are paid in accordance with the terms of the transportation tariff set by the carrier.

Information for pensioners on reimbursement of expenses

The state will compensate expenses associated with moving to another Russian region for persons who are not recipients of insurance payments or state pension benefits.

Where to go

To receive compensation, the pensioner should go to his or her Pension Fund unit. This can be done either in person or through an official representative.

If a pensioner moving within the Russian Federation for permanent residence does not have the opportunity to visit his Pension Fund branch and does not have a friend who can be entrusted with this matter, the application and the documents attached to it are allowed to be sent by mail.

Additional documents for pensioners

Additionally, pensioners wishing to move from the North to another Russian region must submit:

• Proof that the family has a person aged 18–22 who is studying full-time at one of the Russian universities.
• Documents proving the presence of dependents in the applicant's family.
• Travel documents issued in accordance with domestic laws.
• A certificate confirming the cost and level of travel.
• Documents for the vehicle (when moving in your own car).
• Baggage and cargo waybill.

How quickly compensation is paid

An application for compensation for moving from the Far North is considered by employees of the pension fund within 30 days from the date of its submission.

The decision to reimburse costs can be either positive or negative.

Notification of a decision to refuse payment of compensation

If it is accepted in favor of the applicant, the payment is made within 30 days. The benefit is transferred to the pensioner’s ruble account in any Russian bank.

How to make an application

When drawing up an application for compensation when moving from the North, the following information must be indicated:

1. The name of your PFR unit.
2. Full Name.
3. Date of birth of the applicant (HH, MM, YY).
4. SNILS number.
5. Certificate of a retired person (number + date when the document was issued).
6. All details of the document identifying the applicant (name, series and number, who issued it, when it was issued).
7. Address of the new place of residence in any territory of the Russian Federation that does not belong to the RKS (name of the subject of the Russian Federation, city, district, zip code, street, house and apartment number), telephone number, e-mail.
8. Next comes a request to provide compensation for the cost of travel and baggage transportation. It is necessary to indicate who exactly the payment should be provided to, only one person or all members of his family.
9. Former address (name of the subject in the Far North region, district, zip code, street, house and apartment number).
10. Information about the previous place of work (company name, address, position of the applicant, date of hire and date when he submitted his resignation).
11. Departure date (HH, MM, YY).
12. Date of arrival in another region of the Russian Federation (HH, MM, YY).
13. Information about family members - dependents of a pensioner who are moving with him from the Far North (full name, marriage or other relationship with the applicant, date of birth, SNILS, address of actual residence, passport data, age).
14. The route of the applicant and his family members, as well as baggage transportation routes (type of vehicle, departure station and destination).
15. The applicant undertakes to confirm that he is not a person who works under a contract and has any source of income other than pension payments. The same paragraph states that he and his family members have not yet been provided with compensation for the move. The applicant confirms responsibility for providing this information with his personal signature, as well as his surname and initials.
16. The bank account where the money will be received (you must write the name of the bank and its details).
17. If the pensioner has a representative, his details are entered (F.I.O. and HH, MM, YY of birth, address of actual residence, contacts, passport details, as well as a document that confirms the authority of the representative).
18. List the documents that are attached to the application (name of the transportation document, route, including transportation of the applicant’s things, type of vehicle, price of travel and transportation of things).
19. List other documents (name of the certificate, its series and number, name of the authority that issued it). The registration number of the application, the date when the Pension Fund of Russia employees accepted it, and the documents of the pensioner attached to it are indicated.

A similar statement is drawn up when moving from the North to the middle zone or any other corner of Russia.

The statement should indicate that payments to the pensioner are due in accordance with Article 35 of the Law “On State Guarantees and Compensation”, which is relevant for northerners.

Amount of old age benefits

The fixed supplement to the pension when moving is determined without the northern coefficient. But if a person’s work experience in the RKS or equivalent areas is completed completely, then the pension will not change. This point is regulated by Articles 17 and 18 of the Federal Law “On Insurance Pensions”.

Pension experience in the regions of the Extreme Server

When moving to the southern regions, the established northern coefficient is 1.3. The main criterion is having 20 years of experience in the ISS.

If a person has lived in the Far North region since the eighties, has 19 years of northern experience and receives an old-age pension, then when moving to the northern zone, the established coefficient increases by 50%.

The regional coefficient (1.5) remains the same with northern experience of 25 years (for men) and 20 years (for women).

Should I withdraw my pension file?

If a person moves to a new place of residence and plans to stay there for permanent residence, then he definitely needs to pick up his file from the northern department of the Pension Fund of Russia.

Pensioners also have the right to submit a corresponding application at the new place of registration at the branch of the pension fund. Employees can request a pension file themselves.

Compensation for baggage transportation costs

The main document that allows you to receive compensation when transporting luggage by personal transport is a cash receipt received when purchasing fuel at a gas station.

Not all such expenses are reimbursed. Compensation is calculated taking into account the basic fuel consumption standards for the corresponding vehicle. These standards were approved by the Ministry of Transport of the Russian Federation in 2008.

If receipts are lost, then in order to receive compensation you will need to provide the pension fund employees with any other evidence of the funds spent. If they are not, then the amount is recovered through the court.

Is the northern pension preserved when moving?

The legislation establishes that a citizen, when changing his place of residence, is obliged to notify the Pension Fund about this. This is connected not only with the transfer of the pensioner’s payment file, but also with the peculiarities of calculating pension payments for different categories of citizens. When you change your place of residence, the amount of the northern pension may change:

• Will increase or decrease if the regional coefficient is applied to the pensioner’s pension.
• It will not change if the citizen has the necessary experience in difficult climatic conditions and when calculating security, the fixed amount is calculated at an increased rate.

Important: regardless of the place of actual residence, for citizens who are disabled in group 1, have reached the age of 80, or have a minor child or other dependents in their care, the fixed payment is calculated at an increased rate.

For residents of RKS and equivalent territories

Depending on the place of residence, a certain regional coefficient is applied to the pension. It extends to territories belonging to the Far North (FN) and equivalent areas (ELA). The size of the coefficient ranges from 1.15 to 2, so depending on the region of residence, the amount of security will be different.

Maintaining a pension based on northern service

For pensioners - former employees of RKS and PKS, who have northern and insurance experience of at least the standard value that gives the right to receive a northern pension, the amount of payments does not change when moving. This is due to the fact that the citizen receives increased security by increasing the basic amount of the insurance pension. Required standards:

The retirement age in the north for citizens with full preferential service until the end of 2021 will be 55 years for men and 50 for women. From January 1, 2021, it will begin to increase gradually until it reaches 60 for men and 55 for women by 2028. Citizens who have completed the required length of service in hazardous conditions according to lists 1 and 2 will, as before, go on vacation according to the old rules. For them, the age limit does not change.

Please note that when moving to another region, the accrued pension should not be lower than the subsistence level established for the region where the pensioner decided to settle.

If the amount is below the minimum monthly allowance, the recipient is entitled to an additional payment:

• from the funds of the regional budget through social protection, if the minimum wage for the region is greater than the federal value (for example, Moscow, St. Petersburg, Magadan);
• from federal budget funds, if the PM in the region is less than the federal value (Belgorod Region, Stavropol Territory).

Important nuances

There are cases when, when moving from the Far North, enterprises refuse to pay compensation and demand:

• Complete deregistration at the previous place of residence.
• Providing a new registration (address where the container was sent).

Such requirements are not regulated by law. A person has the opportunity to defend his rights, relying on Article 35 of the Law of the Russian Federation “On State Guarantees” (last amended on December 31, 2014).

The issue of land is usually decided not in favor of the person moving. This point is also regulated by federal law.

If a person who has moved from the northern region to another region of Russia is denied payment of compensation funds, he has the opportunity to recover the money through the court. He also has the right to index the amount required by law.

Statement of claim for compensation for relocation

This point is regulated by Art. 236 of the Russian Labor Code. The employer undertakes to repay the money with interest. The interest rate is at least one 150 times the current key rate of the Central Bank of the Russian Federation on the amount not paid on time for all days of delay.

Filing a claim in court is a paid service. The average cost is 3500 rubles. In accordance with Art. Federal Law of the Russian Federation No. 127, art. 333.36 Tax Code of the Russian Federation No. 198-FZ and clause 2 as amended. Federal Law No. 23-FZ dated 03/08/15, pensioner plaintiffs are exempt from paying state duty if the cost of the claim does not exceed 1.0 million rubles.

If a pensioner moves from the north, the northern pension supplement is lost

Having lived and worked in the north for a sufficient number of years, almost every retiree strives to move to a milder climate. At the same time, many people think: “How will the northern pension change when moving to another region?”

There have been changes here since last year. The approach remains the same: after completing the length of service, the pension amount remains almost the same as in the north. To do this, you need to work in the northern regions for 15 years or 20 in equivalent areas. The total length of service should not be less than 25 for men, 20 for women. Then the pension is assigned to 55 men and 50 women. The northern pension when moving to another region is paid when all the work experience has been completed. There are slight differences in amounts, but they are minimal. Previously, the size of pensions for northerners increased by the amount of the regional coefficient. When moving, if the length of service was fully exhausted, the pension amount was reduced by approximately 10% of the coefficient - depending on the size of the pension, it was 500 - 700 rubles. Now the procedure for calculating the pension has changed. If the length of service has not been completed, then the pension is calculated according to the formula: a fixed base amount plus a regional coefficient. After completing the length of service, an increased fixed basic pension is paid regardless of place of residence. Thus, when moving to another region, the northern pension will be paid only to those northern pensioners who have fully completed both their northern and insurance service. Even if they moved before the pension was assigned, their northern experience will be taken into account when applying for a pension. The size of this pension depends on a fixed base amount and should not differ from what would be paid in the north. It is difficult to say how this will happen in practice, since the specialists of the Pension Fund of Russia branch will recalculate the pension, and not pay it in the amount that was in the north. And how they will be calculated is unknown, since there are plenty of nuances in the calculation, and the size of the pension is extremely individual. After moving, you need to submit an application to the local Pension Fund office for registration. After which the pensioner’s documents will be requested in the previous region of residence. As a rule, this will take several weeks, after which the pension will be recalculated and paid on time.

Northern pension: what changes to expect
