Contact the Ministry of Internal Affairs via the global network
The virtual reception is located on the website mvd.ru
How to proceed:
- go to the menu in “Online services”;
- then click “Reception of applications from citizens and organizations”;
- select the ATS department from the list and use the “continue” link;
- examine and mark consent;
- fill out all fields of the form.
If the complaint is large (more than 2000 characters), it is better to send it as a separate file (there is an option to attach a file). You can also insert photo documents into the file.
Useful information: similar virtual reception areas are available on all official police websites (regional, territorial).
If, for example, there is no need to write to a federal agency, the applicant wants to contact the department of the Ministry of Internal Affairs at his place of residence, then it is better to use the form on the regional website.
As a rule, everyone has an address with a region or republic number: 61.mvd.ru (Rostov region), 28.mvd.ru (Amur region). The entire list is listed at the link: .
What should police do after receiving a complaint?
When the application is received at the address, law enforcement officials must check it, make a decision and send a notification. According to the law, there are three possible scenarios:
- A criminal case will be opened based on the fact described in the form.
- They will refuse to initiate a case.
- They will forward the statement according to jurisdiction.
When the district police officer decides to refuse to initiate a case, he may not send a notice to the applicant. To avoid citizen dissatisfaction, the police officer can register the prepared notice in the police office, file a copy with the materials, and throw away the original. Because of this, it will not be possible to send it by mail. Most often, such a register is just a formality, and no one checks it.
Terms of consideration
Emails are registered within 3 days, and the law allows a 30-day period for their consideration. In some cases, it may be increased (no more than 60 days in total), of which the applicant is notified accordingly. If its end falls on a weekend (calendar or holiday), then the last day of consideration is shifted to the previous working day.
Legally correct wording in the text of the complaint increases the chances of a positive resolution of the issue. Our portal's lawyers provide citizens with free assistance in writing appeals to government officials. To quickly receive initial consultation on your problem, just fill out the form provided.
Review deadlines and response
Writing an application does not take much time. And the police must consider it within three days after submission. But, if the appeal was created online, the rules will be different.
The appeal must be considered within ten days. Taking into account some nuances, the government agency may extend the review to 30 days. But the applicant must be informed about the delay.
Practice shows that the system for sending notifications via the Internet works well and loss of an application rarely occurs.
Violation of deadlines for consideration also does not occur often. Therefore, online contacting the police can be considered an excellent option for reporting a crime.
Procedure and terms of consideration
Letters received at the reception of the head of the Ministry of Internal Affairs are registered within three days and written off to the responsible executor. If the appeal is within the scope of the police, it will be considered within thirty days.
If not, it will be forwarded to the appropriate government agency within seven days. The applicant is notified of this.
In accordance with the procedure established by law, the inspection period may be extended, and department employees will also inform the applicant about this.

What to do in case of refusal
Every citizen who has become a witness or victim of a crime can submit an application. Law enforcement agencies must review it within the specified time frame and take action. If the case is refused, the applicant has the right to appeal the decision.
According to the criminal procedure law, you can use several ways to send a complaint. This can be done by any participant in criminal proceedings or another citizen if this situation affects his interests. The complaint can also be filed by a defense attorney, legal representative or representative.
For example, if a person decides to file a complaint, but the police refuse to initiate a case, this decision can be challenged. The law does not limit the filing period, but it is better not to delay.
If an application was submitted online, but the initiation of a case was refused, you can contact the head of the authority, the prosecutor's office or the court.
To do this you need:
- Read the resolution and materials attached to the inspection.
- If the authorities have not provided the original refusal decision, you should ask for a copy. To do this, you need to draw up an application in two versions. In it you need to describe your request to receive information on checking materials. It must be submitted by registered mail. You can also bring it in person to the office. An employee of the institution must mark the acceptance of the application and indicate the date. After this, the investigator will send information about where and when information about the case materials can be obtained. You must come in person at the specified time or send a representative with a power of attorney.
- Carefully read the refusal decision and the inspection materials. It should consist of the investigator’s arguments regarding the validity of the decision and formal justification with references to articles of the law. It is important to find out what actions the local police officer took or did not take in order to carry out a comprehensive and objective verification of the crime report.
- File a complaint. It must be written in compliance with all the rules. Most often they refuse due to the lack of evidence of a crime. When drawing up a complaint, a citizen must prove that the refusal is unfounded, it was issued prematurely, without checking the facts, and not motivated, that is, the reasons were not clearly stated, as well as inconsistency with the Code of Criminal Procedure of the Russian Federation.
Based on the results of consideration of complaints, a decision will be made. If the head of the authority recognizes that the refusal is legal, the citizen can visit the court or prosecutor’s office with a complaint. The prosecutor may admit that the refusal is unlawful and demand that the inspection be repeated. His decision can be appealed in court. The review process does not differ depending on the authority to which the appeal was sent.
