What kind of work at height is carried out according to work permit?

Before the start of execution, the employer is obliged to approve the list of works at height that are carried out with the issuance of a work permit, including (clauses 3 and 11 of the Rules).

Works issued with a work permit:

  • work without the use of scaffolding, performed at a height of 5 m or more;
  • work performed at a distance of less than 2 m from unfenced differences in height of more than 5 m on sites where there are no protective fences or their height is less than 1.1 m;
  • work in which there is a risk of an employee falling from a height of 1.8 m or more;
  • climbing to heights on stairs with a height of more than 5 m and an angle of inclination of more than 75°;
  • >work in which there is a risk of a worker falling from a height of less than 1.8 m, if machines or mechanisms are operating below, protruding objects are scattered, or there is a surface of liquid or loose fine materials.

Why is a permit required and who issues it?

Before the start of installation or construction on the territory of a certain organization, the subcontractor and the administrative apparatus of the company constructing (operating) this facility are required to first obtain permission.

The lessor or main contractor, when performing actions on the production site that involve tenants or subcontractors, is obliged to:

  • together with them, draw up a reliable schedule for the execution of combined actions, ensuring full control over safety during the period of work, mandatory for all enterprises and individuals in this territory ;
  • ensure the implementation of labor protection measures common to all companies and the coordination of actions of tenants and main subcontractors in terms of carrying out measures for labor protection and complete labor safety, in accordance with the developed schedule and permission for combined work.

The work permit is issued to the work manager by an authorized person, according to the order of the head of the enterprise.

The work manager, in turn, conducts briefings with the organization’s performers with the corresponding mandatory entry in the work permit.

To carry out certain work in protected areas, a document is issued in accordance with the written permission of the company that owns the facility. The validity period of the document is the period necessary to fulfill obligations in full .

If unforeseen circumstances not covered by this document arise during the installation or construction process, production work should be stopped immediately and the permit canceled. Continuation of work is possible only after the appropriate registration of a new permit.

Permission to work at high risk

When carrying out installation and construction work on the territory of an operating organization, two parties - the contractor and the customer - must necessarily draw up an approval certificate .

In this case, each party individually bears responsibility for the proper execution of the measures specified in the act .

The work order and act indicate the limits of the danger zone.

Knownly dangerous factors include:

  • territory located near structures under construction;
  • areas for movement of vehicles, movement of equipment and their parts;
  • places where goods are moved by cranes.

Carrying out work involving increased danger is permitted only if there are special technological maps or a corresponding work plan containing a list of necessary measures to ensure the complete safety of installers.

Before starting work at height, the employer must draw up and approve a list of work carried out at height in accordance with the work permit.

This list reflects all work at heights performed in unstable workplaces.

What should be classified as working at height?

Work of this type, which requires the issuance of an admission certificate, includes the following types of work, in which :

  • there is a risk associated with the possibility of a sudden fall from a height of more than 1.8 meters;
  • the employee rises to a height of more than 5 meters or descends from a height of more than 5 meters, on a vertical plane, with an inclination angle of more than 75 degrees;
  • there is a risk associated with a specialist falling from a height of less than 1.8 meters , if work is carried out on complex mechanisms or machines, various protruding objects and water.

Who is granted the permit?

This document is required for most construction specialties , such as:

  • masons and installers;
  • veneerers and molars;
  • joiners and carpenters;
  • antenna workers and roofers.

Work at height is also performed by most advertising company specialists. Rescuers of the Ministry of Emergency Situations and units of law enforcement agencies. Consequently, almost all production specialists are faced with the need to work at heights.

List of work performed at height according to work permit

The official inspects non-stationary workplaces. After the inspection, a list of work performed at height according to the work permit at non-stationary workplaces is formed. It is approved by the manager and agreed upon by the head of health and safety. Typical list:

  1. Cleaning the roofs of buildings and industrial structures from ice and snow at a height of more than 1.8 m.
  2. Cleaning the crusher receiving hopper from ore fraction during repair work.
  3. Cleaning of tanks (cleaning the internal cavity of tanks, with fixation with a safety harness).
  4. Carrying out repair work on tanks.
  5. Unloading railway cars.
  6. Replacement of lighting fixtures at a height of more than 1.8 m in industrial premises.
  7. Repair and installation of cable products laid on shelves and trays of industrial buildings at a height of more than 1.8 m.
  8. Repair of electrical equipment located in industrial buildings above machines, mechanisms, protruding objects in cases of possible risk from a height of less than 1.8 m.
  9. Repair and maintenance of cable lines, lighting lines, lamps in parking and repair boxes at a height of more than 1.8 meters from an aerial platform.
  10. Repair and maintenance of cable lines, lighting lines, lamps in industrial premises at a height of more than 1.8 meters from an extension ladder.
  11. Repair and maintenance of lamps, street lighting lines of buildings at a height of more than 1.8 meters from an aerial platform.
  12. Maintenance of cold and hot water supply pipelines at a height of more than 1.8 m from an extension ladder.
  13. Repair and maintenance of lamps and lighting lines for quarry roads, VM warehouses, match lighting of the quarry and industrial site at a height of more than 1.8 m from an aerial platform.

Is it possible to work at height without a permit?

It is allowed to work without a work permit in exceptional cases. According to clause 22 of the Rules, these include:

  • liquidation of consequences of accidents and natural disasters;
  • accident prevention;
  • eliminating the threat to the lives of workers.

The listed work is carried out under the guidance of employees responsible for the safe organization and performance of work at height. If work at height lasts for a day or more, a work permit must be issued.

What does a sample work order look like?

Since each area of ​​production has its own characteristics, officials approved samples for each situation. You can view them, for example, in intersectoral rules on labor protection in the relevant areas. Thus, the work permit for work at heights was approved by Order of the Ministry of Labor dated October 15, 2020 N 722n, and the work permit for work in electrical installations is contained in Order No. 328n dated July 24, 2013.

How to issue a work permit for a contractor

Before carrying out high-altitude work, the contractor must:

  1. Receive an admission certificate.
  2. Fill out the work permit for work at height.
  3. Agree the document with the responsible person of the customer.
  4. Obtain signatures on the permit form from the responsible persons of the customer on whose territory the work at height will be performed.

Signatures in the work permit indicate that the contractor has the right to carry out high-altitude work at the site, and all safety measures have been agreed upon (clause 2.22 POT RO 14000-005-98).

All work on the work permit must be entered in the Logbook of work on the work permit (Appendix 7) of the Rules.

Responsibility for work without a work permit

Do not forget to issue a work permit, because this document helps to competently organize work at height, describing the responsibilities for each performer, thereby reducing injuries and mortality.

The absence of ND when performing work that must be performed when it is issued entails administrative liability (Part 1 of Article 5.27.1 of the Administrative Code) in the amount of:

  • for individual entrepreneurs – 5,000 rubles;
  • for legal entities 80,000 rubles.

And since work under a permit is of increased danger, you must be aware of the possibility of criminal liability (Article 143 of the Criminal Code of the Russian Federation) if an accident or mishap occurs.

What is indicated in the height permit?

According to clause 23 of the Rules, the permit for work at height indicates the following information:

  • place where work is carried out at height;
  • content of work;
  • conditions;
  • start and end times of work;
  • composition of the work team (full name and personal signatures of workers).

If several types of work need to be performed at height, you can issue only one permit. It must list all work performed, and also indicate the persons appointed responsible for safety at height.a name=»6″>

Who has the right to issue an employee a work permit?

The permit must be issued by an employee who has a higher qualification: the third group of clearance for safety of work at height. Also, the head of the company must draw up an order approving this employee for the formation of a work permit. This employee, in addition, may be responsible for the execution of work and be included in the list of team workers.

An employee who fills out and issues permits (as stated in paragraph 28 of Order No. 155n) is obliged to:

  • approve actions that are needed to ensure the safety of workers;
  • appoint employees who will be responsible for the management and execution of these actions;
  • identify the number of permits;
  • determine a list of tasks, equipment necessary for work, specific locations for work;
  • hand over 2 copies of the work order to the production process manager and indicate this fact in the journal for issuing work permits;
  • familiarize the manager with the peculiarities of the place of work;
  • control the implementation of safety work specified in the work order;
  • accept the finally completed and closed work permit after completion of the work and transfer its data to the accounting journal.

Execution of tasks without a work permit

Legislative acts provide for several special cases when steeplejack processes take place without the formation of a document:

  • Work without permission
    emergency prevention

  • eliminating threats to human life
  • eliminating the results of accidents and natural incidents

If the implementation of the above measures requires more than 1 day, then an authorized employee generates an authorization document.

For how long is a height permit issued?

A work permit for work at height may be issued for a period of no more than 15 calendar days. They are counted from the first day of work. If necessary, the document can be extended for up to 15 calendar days, but only once.

The extension is carried out by the employee who issued the permit for work at height or by another person who has the right to issue such documents. (Clause 39 of the Rules)

The shelf life of the work permit at height is 30 calendar days from the date of completion of work at height. After this, the documents can be destroyed. If there were accidents during the work, the permits are stored in the organization’s archives along with the accident investigation materials. (Clause 40 of the Rules)

Validity, renewal and storage

A work permit can be issued for no more than 15 calendar days. If the volume of tasks is large and breaks are expected, it remains active. In the future, it can be extended for another 15 days, but not more than 1 time.

The permitting document must take into account all hazardous production factors or harmful working conditions. If unforeseen circumstances arise, the permit becomes invalid and the team stops working.

Documents according to which all tasks have been completed are stored in the organization for 30 days. If an accident occurs, they are filed with the investigation materials and archived.

Work log for work permits

When working under a work permit, only the initial permit for work is recorded in the log book of work under the work permit. The log must indicate:

  • work permit number
  • place and name of work
  • date and time of start and end of work

(columns 1, 2, 6 and 7).

The magazine must be numbered, laced and sealed with the organization's seal. The shelf life of the journal is one month from the date of registration in column 7 of the complete completion of work according to the last work permit registered in the journal.
