The Moscow Regional Duma adopted a bill according to which
more than 850 thousand residents of the Moscow region will be able to ride free public transport in Moscow.
The law indefinitely grants the right to free travel in the city of Moscow on automobiles, urban ground electric transport and on the Moscow metro to certain categories of citizens. As explained by the Minister of Social Development of the Moscow Region, Irina Faevskaya, for residents of the region who have the right to free travel in Moscow, no re-registration or re-submission of an application is required.

“Free travel in Moscow is regulated in the regional law on providing additional measures of social support to certain categories of citizens living in the Moscow region, which does not have any restrictions,” she said.

Attention: for each trip you need to issue single tickets in one or both directions (on the day of travel or earlier, but no more than 10 days before the train departure date), even if you are entitled to free travel.

If a disabled child enrolls in a college or university, the benefit for free travel on commuter rail will remain for one of the parents until the child reaches 23 years of age. It applies to the student’s parents during the period of study in secondary vocational and higher education programs (bachelor’s, specialist’s or master’s degrees) from 18 to 23 years of age.

Those who are eligible for a travel discount must purchase a 1 or 3 month discount pass. This can be done at any metro ticket office. The cost of travel for a monthly discounted travel pass without restrictions on the number of trips for students from January 1, 2018 is 380 rubles, for 3 months - 1140 rubles. How to issue a social card for the Moscow region

First, the card itself is applied to a special machine at the entrance. All equipment must be located inside the cabin. The amount is recorded and written off automatically. With the help of a validator, the citizen is issued a ticket. It must be saved until the trip is over.

At the stop, you should check with the driver in advance and inform him when the person will get off. The driver must choose the route himself using the appropriate device. Then the card is applied to the screen or the driver registers himself. All that remains is to take a receipt with detailed information regarding the destination and departure. The remote mode applies to working pensioners over 65 years of age, persons with chronic diseases, and pregnant women. It is recommended to switch to a remote format and not leave home unless absolutely necessary. Employers must provide the Social Security Fund with lists of employees required to stay at home. Withdrawing funds from the card

For a Muscovite's social card, the tariffs and restrictions that are standard for any VTB debit card apply. When withdrawing funds from bank terminals, no commission is charged. If ATMs of third-party financial institutions are used, the cash withdrawal fee is 1% of the withdrawn amount, but not less than 300 rubles. The daily withdrawal limit is set at 100 thousand, and the monthly limit is 600 thousand rubles.

When cashing out funds at bank cash desks or points of issue, the commission is 1 thousand when withdrawing up to 100 thousand rubles and is not charged if the specified amount is exceeded. If the capabilities of third-party banking organizations are used, the cash withdrawal commission is 1% of the amount, but not less than 200 rubles. Money transfers from a social card also do not differ from performing similar operations with regular VTB debit cards. Most often, the functionality of the VTB Online personal account or mobile application is used for this. The order of actions taken is as follows:

Alternative options for making a transfer are to use the SBP or fast payment system developed by the Central Bank of Russia, as well as the P2P service for transferring funds from card to card. How to activate SMS notification
