Free travel on public transport for children in 2021

The right not to pay is subject to restrictions and obligations of the parties.

Parents and accompanying persons should understand some nuances.

  1. A seat will not be provided to a minor passenger who has not paid for the fare. This means that an adult must sit him on his lap.
  2. One adult can accompany only one child. If two young passengers are traveling with their mother, then they need a separate seat. According to the rules, children are required to travel while sitting. This means you must purchase a ticket.
  3. If the vehicle does not provide transportation for children without a separate seat, you will have to buy a ticket. An adult has the right to bring with him two children under twelve years of age. Each ticket will cost 50% of the full price.
  4. The benefit is given to the child, not the mother. No matter who the child travels with, he does not pay for travel.

Free travel around the city is reserved for some socially vulnerable categories of citizens. Their travel is paid for by the budget.

These include:

  1. Orphans and children deprived of parental care.
  2. Disabled children.
  3. Pupils of large families.
  4. Young people who have lost their breadwinner.

The first two categories apply to a specialized service to obtain status. They are given a document confirming their membership in a preferential category. They have the right not to pay for tickets on the subway, buses, and so on until they reach adulthood. If a young person studies full-time at a university, it is extended to twenty-three years.

Failure to comply with some rules, even those that seem insignificant, entails serious consequences - including getting off the train. In addition to the certificate, the child must have a document that confirms his identity. This is a birth certificate or a copy thereof, which is certified by a notary. It is worth considering that the rules and age standards for free or discounted travel for a child may vary depending on the region.

The authorities of the Moscow region have agreed with the Moscow authorities on free travel on public transport for beneficiaries in years. Based on the signed agreement, the Moscow government provides free travel to certain categories of residents of the Moscow region, and the Moscow region government provides free travel to Muscovites entitled to benefits. Read about who is entitled to preferential travel under the new conditions and on what types of transport in the material of the mosreg portal. More than a thousand, as well as the state fire service, institutions and bodies of the penal system and state security bodies who died in the performance of military service, family members of military personnel who died in captivity, declared missing in combat areas, since the exclusion of these military personnel from the lists of military units, family members of persons killed in the Second World War from among the personnel of self-defense groups of facility and emergency teams of local air defense, as well as family members of deceased workers of hospitals and clinics in the city of Leningrad; — former minor prisoners of concentration camps; — disabled people with a disability group; - disabled children; - victims due to exposure to radiation specified in paragraph 11 of part 2 of article 3 of the Moscow City Law of November 3.

Disabled people, veterans and pensioners use transport here free of charge. At the same time, the beneficiary has the right to monetize this subsidy and receive an increase of 700 rubles. monthly. If a pensioner chooses to use a discounted travel card, then it provides no more than 39 trips per month.

  2. One adult can accompany only one child. If two young passengers are traveling with their mother, then they need a separate seat. According to the rules, children are required to travel while sitting. This means you must purchase a ticket.

Children ride the metro without paying until they reach the age of seven. Accompaniment by an adult is required. Each person can carry only one minor passenger with them.

However, there is often confusion about how to prove this to the controller. Some people consider the requirement to present documents to be unlawful. Others are confident that they can take up free space for their young child. Other cases of distortion of the legislation in their favor by both parents and carriers have been noted.

Based on Decree of the President of the Republic of Belarus dated April 29, 2021 No. 176, citizens who have reached the generally established retirement age and who have been assigned a state pension, regardless of its type, are entitled to a 50 percent discount on the cost of travel on public railway transport on regional economy class trains. .

Promotions are due to the current lack of demand or seasonality. The peak of train congestion occurs in the summer or on holidays, for example, New Year, when passenger traffic increases significantly. In this case, the cost of transportation may even increase slightly. This applies not only to reserved seats, but also to coupes.

Electric trains usually have a relatively short route, which means their ticket prices are relatively low. At the same time, passengers on electric trains usually use them regularly, so various discounts can be a very profitable offer. If you often travel on commuter trains with children, you can save money on your little companions.

For a small child you don’t have to pay at all. This rule applies if the accompanying adult can document that the child is not yet 5 years old. It should be noted that if a commuter train has numbered seats, and a child, even under 5 years old, occupies a separate seat, then a ticket for him will still cost money - albeit at a special child rate.

According to the rules, one accompanying adult cannot transport more than one child under five years of age for free - this right is granted only to one of them, while for all the rest you will still have to issue paid tickets.

By the way, even if such a child travels for free, he will still need to issue a ticket, but he will not have to pay for it.

In brief, the rules for transporting children on trains can be summarized in a few simple sentences:

  • If a child is already 7 years old, then he travels at an adult fare - unless he confirms that he has the right to certain benefits. The logic of the administration is that a passenger, even a very small one, traveling on an adult ticket, no longer needs to be accompanied by an adult.
  • Children under 7 years old can travel on commuter trains using a child ticket - either at a discount or completely free, but strictly accompanied by an adult. In any case, a travel document will be issued.
  • If a passenger occupies a separate seat, then it does not matter how old he is - the ticket will be paid in any case. You can travel for free for up to five years, and only on the condition that a separate seat is not required.
  • The only document required to purchase a child's train ticket is the passenger's birth certificate, issued on the territory of the Russian Federation.

A special document that gives the right to discounts when traveling on commuter trains is a school card. This is a special certificate of the established form, confirming that a certain person is indeed a student of a specific school in a given academic year (date required). In this case, the school that issued the document must indicate in it all its details, including the exact address, and the paper itself is supported by the school seal and the signature of the director.

This solution allows you to travel with discounts for up to 14 years.

Preferential travel for teenagers over 14 years old according to a similar scheme is provided for students of military schools, however, they will no longer need a certificate, but a more serious form of document - a certificate of entitlement to benefits.

Part 3 of Article 21 of the Federal Law:

3. The passenger is required to have with him a document that confirms the age of the child transported with the benefits of the fare specified in parts 1 and 2 of this article, and which must be presented upon the first request of the persons monitoring the fare.

Thus, the passenger must independently confirm the age of the child, for which he should take with him a birth certificate .

If the inspector has doubts about the age of the baby, he will ask to present the specified document. If the passenger does not have the document, then the fare will have to be paid in full.

Part 2 of Article 21 of the Federal Law:

2. In cases where the carriage of children in vehicles without providing them with separate seats is prohibited in accordance with the established procedure, the passenger has the right to transport with him two children under the age of twelve years with the provision of separate seats for them for a fee, the amount of which cannot be more than fifty percent of the freight charge.

So, if transporting children without providing separate seats is prohibited, then the following fare payment rules apply:

DriveFare payment
Urban (within a populated area)50% of the ticket price (two children per passenger)
Prigorodnaya (between settlements at a distance of less than 50 km)50% of the ticket price (two children per passenger)
Intercity (between settlements at a distance of more than 50 km)50% of the ticket price (two children per passenger)

In this case, each child must be allocated a separate seat.

How to get a travel card for a student

Both the student himself and his and his relatives can replenish a single travel card. To do this, you simply need to present the documents that confirm the student’s identity and identification for the duration of the study. This is quite convenient, because the resource of a single travel card can be extended at any metro station.

We recommend reading: What payments are due to a deceased pensioner?

A travel ticket for a student is valid on the metro, trolleybus, tram, and bus. Compared to the amount it costs to travel each day, the price of a ticket is relatively low, amounting to three hundred and fifty rubles for one month of use. It is worth considering that a student can only purchase one travel card.

Rules for free travel for children on public transport

All of the above benefits apply only to land transportation.

As for air transportation, the situation is significantly different. Only very young passengers - up to two years old - are entitled to a free flight; their parents must hold them in their arms and not take up extra space. So the rule also applies here: one child per adult. This only applies to domestic flights. Foreign departures are paid with a discount of up to 90%, depending on the airline.

If there are more children, then purchasing a separate seat is required. For passengers under twelve years of age, the ticket price is reduced by half.

Again, everything is decided by the type of transportation - suburban or intercity. Children under seven years of age with an accompanying adult are entitled to free travel on electric trains. On long-distance trains, one child under five years of age travels free of charge. Both here and here without the right to a separate place.

Despite the fact that a child can enter under a preferential category, a ticket for him must still be issued by the cashier.

We talked about RJD services and the rules for their provision in a separate article.

Additional benefits that allow you to move around the city for free are provided for:

  • Disabled children.
  • Children from large families.
  • Orphans or children without parental care.
  • Teenagers from families without a breadwinner.

No benefits apply to taxis, as this is a private type of transportation.

In order to be entitled to the benefit for long-distance departures, you will have to obtain the appropriate status. You should contact the social security authority with a package of documents and receive a special paper there that gives you the right to free travel on the bus, metro, tram and trolleybuses. This opportunity is assigned to a person until he reaches the age of majority, or until he is twenty-three years old if he is a full-time university student.

Everyone has long known that transporting children in passenger vehicles without special child seats is considered illegal and punishable.

What about public transport? Do we need to expect a special child restraint seat here if intercity buses will charge you for a ticket in any case?

Starting July 12, 2021, changes have been made to the rules for transporting children. As for cars and trucks, the presence of a seat is still mandatory, and no changes are expected. But with buses the situation is different: the carrier is no longer obliged to provide the parent with a child seat. All you have to do is put your child in a normal seat and fasten him with a seat belt, and this method of transportation is no longer considered illegal.

Of course, no one forbids a parent to bring a chair with them if they think it is safer. The carrier can also provide a restraint device at his own request - by law this is entirely at his discretion, and he no longer bears any obligations.

Before your trip, it would be a good idea to call the company and ask how they are doing with child safety.

Organized transportation of children means travel on a transport bus for a group of eight or more small passengers without parents or other legal representatives. There are no age restrictions in the norms.

Only buses that have been in operation for no more than ten years and are fully intended to transport passengers are allowed to transport children. It must be driven by a person with continuous experience of one year and with a category “D” driver’s license, who has not had any administrative offenses in the last year that would result in deprivation of rights. Before leaving, he must listen to instructions on transporting children.

The bus has a special identification sign in the form of a yellow square: “Transportation of children.” The bus should travel no more than 60 km/h. There is also a mandatory “Speed Limit” sign on the back of the bus.

Before leaving, a notification is submitted to the regional traffic police department.

If either the driver or the cashier refuses to sell a discount ticket, although the child meets all the requirements for benefits, you will have to complain to the transport company (how to file a complaint about Mosgortrans buses and the bus driver?). Typically, all addresses and telephone numbers should be indicated on the information board at the ticket office, or hanging on the wall in the bus. If it is impossible to find information about the carrier, then you will have to contact government authorities with a complaint.

For residents of Moscow and St. Petersburg, the Moscow Department of Transport and Development of Road Transport Infrastructure operates. Telephone.

We tried to cover all aspects of transporting children on public transport. Finally, let's make a few conclusions.

  1. It is imperative that children be accompanied by an adult - this is the only way to take advantage of the benefits provided.
  2. Only small children can travel without money, and only on modes of transport where there are no mandatory seat belts.
  3. As long as you are within the city or heading to the suburbs, you can travel for free with a child no older than seven years old. If you are planning a long trip, you will have to pay if it is not older than five.
  4. An airplane is a separate type of transport, and only infants can fly for free; there are discounts for older adults. Read about the rules of air transportation here.
  5. If your child’s rights are violated, then complain to the competent authorities: the violators will be punished.

Transport services are now in great demand, this applies to public transport and freight forwarding services. We have prepared useful materials for you on how to conclude an agreement for transport services, how to draw up an application agreement for the transportation of goods, and how to file a claim with SDEK if the cargo carrier has performed poorly.

Remember these provisions and explain to your child how to behave in transport so as not to disturb other passengers. We hope you have a pleasant trip.

If the bus is an intercity bus (distance more than 50 kilometers), then the Law allows you to carry with you only one child under 5 years of age for free. In this case, a place for him is provided on the parent’s lap. For a separate seat, a child under five years of age must purchase a ticket, the cost of which will cost at least half the price of an adult.

If the bus is a commuter bus (up to 50 kilometers), then, according to the Law, the age limit for those traveling for free without a seat is slightly higher - 7 years. If it is prohibited to transport children without providing a boarding pass, the rule allows travel for no more than two children under twelve years of age with a 50% discount.

According to Part 2 of Article 21 of the Federal Law, payment of travel for a teenager of preferential age is mandatory in the following cases:

  1. If the parent wants to provide the child with a separate seat for long trips.
  2. Travel without providing the latter is impossible.

In such cases, payment is made in the amount of 50% of the cost of the adult travel card. This rule applies to all types of transport, regardless of connection.

According to paragraph 5.1 of the traffic rules, when traveling by public transport, children are required to wear seat belts.

Also, the Technical Regulations of the Customs Union “On the Safety of Wheeled Vehicles” state that all buses intended exclusively for transporting passengers in a seated position must be equipped with seat belts. This rule applies only to intercity vehicles.

If a passenger paid for a seat for a child, but it is not equipped with seat belts, you need to demand a refund or write a complaint to the appropriate authorities.

When a minibus driver for some reason refuses free passage to a minor, this is illegal. It is necessary to inform the management of the carrier company about this.

For such cases, there are informative signs in the car interior, which display all the contact information of the bus company.

If you were unable to even enter the salon due to refusal, you need to complain to government agencies.

Residents of Moscow can contact the Department of Transport and Development of Road Transport Infrastructure of the City of Moscow by number.

Residents of St. Petersburg can leave complaints and suggestions to the Transport Committee of the St. Petersburg City Administration at 576-55-55.

All requests are also accepted in person or online .

If a young passenger turns 10 years old on the train departure date, he may qualify for a benefit. When a birthday occurs the day before departure, discounts are provided according to the system for schoolchildren over 10 years old.

The period of the “Happy Holidays” promotion is from June 1 to August 31. The discount is valid for all trains departing within the specified date range. Tickets for the first days of summer can be purchased starting from March 4, 2021.

When buying a ticket for a transit train, you need to be prepared for the fact that the actual discount will be less than 50% of the full ticket price. But what it will be depends on the share of the Russian section of the route in the overall travel route. And also whether the train belongs to Russian Railways or a foreign carrier.

If during the school year (from September 1 to May 31) it is necessary to confirm that the student is a student (or a student of some other educational organization), in the summer nothing of the kind is required.

Children and adolescent schoolchildren are a large category of beneficiaries in Russian Railways. The discount on long-distance trains for them ranges from 50 to 65 percent, depending on age. Let's figure out what benefits for train tickets will be available to children and schoolchildren in 2021, and in what cases a certificate from the school will be needed.

You can use the child fare for train tickets if the child turns 10 years old on the day the train departs. This is the last day when the benefit is still valid for him. Then you need to focus on benefits for schoolchildren.

The promotion for purchasing tickets for the summer period, which is offered by Russian Railways, is aimed mainly at schoolchildren from 10 to 17 years old. But there are also children under 10 years old who are also schoolchildren from the age of 6. It turns out that there are no benefits for them.

However, it is not. Representatives of Russian Railways offer constant discounts for this age category throughout the year. The cost of a ticket for such children has a good discount - 35-65% of the cost of an adult ticket and depends on both the carriage and the class of the train. However, it should be remembered that children under 10 years of age must travel on trains only when accompanied by adults.

Despite the fact that during the school year there is also a 50% discount for schoolchildren when purchasing tickets, this is a state program in accordance with the laws of the Russian Federation. But in the summer, this state benefit does not apply. The program from Russian Railways is already coming into force. This promotion was proposed with the aim of increasing the travel of families with children, and as a result, increasing profits for Russian Railways during the summer transportation season.

Discounts for schoolchildren when purchasing Russian Railways train tickets will also be valid in 2021. Now you can save money on tickets when traveling with your whole family. Each age category has its own discounts, and small children generally ride for free if they do not have a sleeper assigned to them.

What is needed to buy a school travel card in St. Petersburg in 2021

Another option is the “Unified” tariff (RUB 1,570 for 60 trips). According to its terms, a bus, tram or trolleybus will be written off simply one trip at a time. That is, each trip will cost 26.17 rubles. It can be combined with a TAT travel pass for 60 trips (for 1000 rubles). Then a trip by metro will cost 26.16 rubles, and by ground transport 16.7 rubles. But this option is more expensive than the “90 minutes” tariff and is suitable for those who spend more than 1.5 hours on a one-way trip.

To reduce the financial burden on the family, the government decided to provide schoolchildren with discounts on metro travel in 2021. But, unlike previous periods, this year a tariff increase is envisaged. The travel bonus can be used by students living in a particular area, but studying at a school from another area.

Travel for children on trains. Children's train ticket up to what age?

The promotion for purchasing tickets for the summer period, which is offered by Russian Railways, is aimed mainly at schoolchildren from 10 to 17 years old. But there are also children under 10 years old who are also schoolchildren from the age of 6. It turns out that there are no benefits for them.

It is important to understand that age will be taken into account at the time of the child’s trip. For example, if by the specified date of travel the child will be five years old, then parents need to purchase a ticket at a discount, because it will no longer be possible to travel for free, and the child will need to buy a separate seat.

This discount will be provided throughout the summer when purchasing tickets for travel in second-class, general and seated carriages, as well as when traveling in second- and third-class multiple unit rolling stock. The latest trains are formed by the subsidiary of Russian Railways, the Federal Passenger Company.

This certificate format was approved in order to eliminate the possibility of unlawful actions on the part of buyers. This certificate is valid for one academic year. In the summer, when there is a promotion on the cost of the trip, certificates for conductors are not presented.

It is possible to issue tickets at a discount at ticket offices, when purchasing them on the official Internet resource of Russian Railways and in a specialized mobile application. The age of children will be determined directly on the day of the trip, and when boarding the train they will be required to present a document that proves their identity. For example, children under fourteen years of age must present a notarized copy of their birth certificate.

You can purchase a ticket with a discount for a schoolchild at ticket offices or on the Russian Railways website. Discounts for non-branded long-distance trains are given for tickets:

  • in reserved seat carriages;
  • in general carriages;
  • in carriages with seating.

When purchasing a ticket for a branded train, you also get a 50% discount. But the ticket price will take into account the difference between the price of travel on non-branded and branded trains. There are no discounts when traveling on high-speed trains numbered 701-788.

Schoolchildren are also given a 50% discount on electric trains of JSC FPC (a subsidiary of Russian Railways). For electric trains of regional carriers, the exact amount of discounts is approved by the authorities of the constituent entity of the Russian Federation. For example, in Moscow and the Moscow region, the benefit is valid from September 1, 2021 to June 15, 2021, and is 50%. To issue a ticket, you need to purchase a “Student Social Card” or provide a certificate from the school.

The rules for providing benefits for travel on buses or other types of public transport are determined by the authorities of the region or municipality. Typically the benefit is 50%, provided by purchasing social travel cards or documents. For example, in the Moscow region, a discount applies when purchasing a Strelka card, and starting from the 36th trip, the discount is already 99%.

Rules for children traveling on public transport: a reminder for parents

There are no special discounts for schoolchildren on air tickets. However, a discount is provided based on the age of the child. Schoolchildren under 12 years of age receive a 50% discount on economy class tickets. Airlines can also provide their own benefits. You need to check their availability on the airline's websites.

As you know, railway vehicles are considered the safest, and it is really difficult to argue with this judgment, given that some old-style electric trains are still running and serving their purpose. For parents, this aspect plays a key role, because the health of the child, especially the infant, is above all else.

The cost is already fading into the background, which allows people of different ages to move freely, and those who are the youngest of them even open borders with affordable fares and many benefits. For example, a child can go to school by train using a school card.

In the Russian Federation, after reaching 7 years of age, a child stops receiving preferences for travel in railway organizations and it becomes necessary to buy an adult ticket for the child. An adult ticket will have the same credentials, but will be significantly more expensive than before.

The price limit for an adult ticket for children can reach 100% of the cost, with the exception of certain conditions. It often happens that after a period of 5 to 7 years, children do not graduate from their educational institutions or, on the contrary, just enter them; in such cases, you can get a discount on the purchase of a ticket.

For schoolchildren and students in military schools or lyceums, discounts can reach 50% of the cost, and they are dated strictly according to the start and end dates of studies, for example from October 1 to May 15.

  • As soon as children have crossed the entrance line to railway transport, they are assigned a mandatory guard in the form of parents, who in turn must provide additional security measures on the train.
  • Each seat of an adult accompanying children under five years of age is allowed to take only one free child , this means that if you take two or three children on the trip, they will need to purchase separate tickets, which will be discounted according to the prices of child tickets.
  • Documents that prove the identity and age of the child must be original or in the form of a copy certified by a notary.
  • Children must be accompanied by their parents under seven years of age; the exception to the rule is the presence of documents certifying that the child is traveling on the route to an educational institution.

In the Russian Federation, travel benefits are valid strictly until the specified period, that is, after a child reaches 7 years of age, benefits are removed from him and he is required to travel by rail at “adult” rates.

The child’s age is recorded at the moment he enters the carriage; no need to worry if you bought a ticket in advance and the child turns 7 years old during the trip.

In the CIS countries, different laws apply; in Ukraine, the cost of travel for children from 6 to 16 years old is equal to 75% of the cost of an adult ticket.

It is worth recalling that schoolchildren have special benefits for travel on public transport, for example, schoolchildren aged 10 to 14 years old can travel on electric trains, presenting a certificate from the school when boarding the carriages. In addition, the child may also be required to provide a document from the school certifying that the child is a student at a secondary school.

As for older children, not all teenagers who have reached the age of 14 can travel with a discount, but only those who study at military schools, in such cases they also need to show documents, but not a certificate, but a certificate of entitlement to benefits. Discounts in such situations adjacent to “Children’s”.

The document certifying the act of training must contain information about the applicant, his full name, details and location of the school, exact address, school number and date. The certificate must be certified by the official seal of the school and have the signature of the school director or manager.

Some categories of children have the right to free trips around the city after the age of seven (travel is paid from the state budget):

  1. Orphans.
  2. Children left without parental care.
  3. Disabled children.
  4. Children from large families.
  5. Children who have lost their breadwinner (when one of the parents dies and the child receives a survivor's pension).

The benefit is legal only if there is a document that confirms the status of the child. The right not to pay for travel on public transport is assigned to these children until they reach adulthood. If children from the first two specified categories study full-time at a university, then the right is extended until the end of their studies.

As for disabled children, not only the child, but also the adult accompanying him can travel free of charge in transport.

If the child is already 7 years old and does not fall under the preferential category, then he is obliged to pay 100% for the trip in transport. Naturally, he has the right to occupy a seat (provided that there is a free one), including if the boy or girl is traveling independently (without adults). If the transport seats are occupied for passengers with children, disabled people and pregnant women, the conductor may ask you to give up your seat to a child (if he, of course, does not look very old). But ask for five, but not demand (this was discussed earlier).

To make the cost of train tickets affordable for schoolchildren, the state provides the opportunity to purchase discounted tickets. The following order applies:

Discounts for schoolchildren on train tickets in the summer are provided, but only in certain situations and subject to an agreement between the transport company and the regional administration. Basically, the discount is valid during the study period

On a note! There are regions where discounts on travel on commuter trains are provided in 2021. Details on this issue can be found on the Russian Railways website.
