According to Order of the Ministry of Health No. 1013n dated December 23, 2009, this status is assigned to people who have minor health disorders that limit certain categories of life activity. There is no approved list of diseases leading to type 3 disability, but according to the decree of the USSR Ministry of Health dated August 1-2, 1956, there is a list of diseases for which re-examination is not required. This list has been valid for 62 years and can be found on the website of the Ministry of Health. Regardless of the type of disease, disability group 3 is permanently assigned to heroes of the Great Patriotic War who have undergone a medical examination for 5 years.

Legal regulation

Benefits for disabled people of group 3 in 2021 are provided in accordance with Federal Law No. 181-FZ of November 24, 1995 “On the social protection of disabled people in the Russian Federation.” It briefly discusses all payments for members of a society with limited legal capacity.   1. An individual provides a package of documents required for MSA, along with a referral from the attending physician.

  3. Experts assess the psychological state of a citizen, study his medical history, the results of outpatient studies, and assess his ability to behave adequately in work and living conditions.
  4. Based on the results of the examination, the patient is assigned a disability or a decision is made to refuse the request.
  5. The citizen is given a conclusion indicating the category of disability and an individual program of rehabilitation and habilitation (IPRA).

Purposes of medical examination

The procedure for organizing the ITU is regulated by Order of the Ministry of Labor No. 310n dated 11.10. 2012. The procedure involves a comprehensive assessment of the condition of the subject’s body. MSE is carried out free of charge in all regions of the country at the expense of budget funds allocated for the implementation of the basic health insurance program for the population of Russia. Objectives of the survey:

  • establishing the level of legal capacity of an individual at the legal level;
  • development of a rehabilitation program for an individual.

What documents are needed

The citizen is obliged to visit his/her attending physician. If indicated, the doctor will issue a referral for medical examination. If the patient was treated at the clinic several times a year, the doctor is required to fill out a sick leave sheet for each case, indicating the date, time and duration of the patient’s stay in the institution. The doctor is obliged to enter all important information into the citizen’s medical record, and only after that refer him to the MES. Documents for examination:

  • original and copy of Russian passport;
  • income certificate;
  • original and a copy of the work book certified by the administration of the enterprise or a notary;

  • copy and original of the hospital extract;
  • characteristics from the place of study/work.

Assignment of disability

Before the start of the health assessment process, the applicant is familiarized with a document that describes all stages of the ITU. If the citizen agrees with the progress of the examination, he signs the document. The initial step is a physical examination of the patient and an assessment of his psychological state. The commission consists of 3–4 members. Each participant in the examination has the right to ask the patient different questions.

The entire procedure is recorded. After completion of the ITU, a meeting of specialists begins. In some cases, when the risk posed to health by illness or injury cannot be considered high, the applicant is referred for additional medical examination. The meeting ends with a vote of experts. Based on the results of the work, the bureau employees draw up an ITU act. It contains the following information:

  • information about the applicant;
  • analysis conditions;
  • list of documents submitted by doctors;

Re-examination period

Persons of working age are required to undergo a medical examination again every year. Depending on the nature of the violations, doctors may increase this period. Pensioners are assigned disability group 3 for an indefinite period. In many regions, notifications about re-passing the medical examination are sent every 5 years. Payments to disabled people of group 3 in 2021
