Regional payments in the Moscow region acquired the name “Gromovsky” due to the fact that these norms appeared during the occupation of the gubernatorial position of the Moscow region by B.V. Gromov.

Registration procedure

The monthly payment is not assigned to trustees and guardians who receive monetary support to provide for the children under their care.
If the applicant applies for a monthly benefit before the child is 6 months old, the benefit will be accrued from the month of birth of the child. If the application was submitted later, payments will be accrued for a period not exceeding 6 months before the month of application.
Every 6 months to extend benefits, you must re-submit the required documents to the MFC. If the documents were not submitted in the last month of the next six-month benefit payment period, then payments will stop starting from the next month.
To apply for a monthly child benefit, you need to make an appointment at the MFC, fill out an application form and give the center staff a package of documents, namely:
- parents' passports;
- child's birth certificate;
- certificate of family composition;
- certificate of permanent residence of the child in the Moscow region;
- certificate of study at school (for children from 16 to 18 years old);
- a certificate of all family income for the previous three months (at the first application, a certificate for a longer period may be required if the child was more than 3 months old at the time of application);
- a certificate with the bank account details of the benefit recipient.
In some cases, additional documents may be required, for example:
- certificate of paternity;
- marriage certificate;
- certificate of divorce;
- certificate from the registry office for a single mother;
- a certificate from the military registration and enlistment office confirming that the child’s parent completed compulsory military service;
- a court decision to deprive or restrict one of the parents of parental rights.
If a child does not receive the child support due to him, the following may be requested to confirm this situation:
- information from bailiffs about non-execution of a court decision;
- a certificate from the bailiffs that the location of the debtor has not been established;
- certificate from the Federal Migration Service confirming the citizen’s permanent residence abroad.
To extend monthly benefit payments after the end of the next six-month period, there is no need to collect all the documents again: it is enough to provide the recipient’s passport and new certificates of income of family members for three months.
The decision to pay or refuse to pay benefits is made within 10 working days. The decision-making period may be extended to 45 days if the submitted documents require additional verification.
Early termination of monthly benefit payments occurs in the following cases:
- the child has reached the age of 16 and has not continued studying at school;
- the child has reached the age of 18;
- the child is declared legally competent at the age of 18;
- the applicant is deprived or limited in rights to the child;
- the benefit has already been assigned to the second parent;
- the child died;
- the recipient or child moved to a permanent place of residence outside the Moscow region;
- the child is fully supported by the state.

At the same time, the number of children being raised by the spouses does not matter. According to statistical calculations, the status of the poor is often acquired by large families, adoptive parents or guardians, single parents and persons raising a disabled child.
How to obtain the status of a low-income family in the Moscow region?
- passports of family members over 18 years of age;
- birth certificates of children (if they are under 14 years old);
- a certificate confirming earnings for the last 90 days;
- declaration in form 3-NDFL for the last 3 months (for entrepreneurs);
- certificate of availability of alimony payments;
- certificate of the amount of the scholarship;
- work books;
- a certificate confirming registration with the Center for Significance;
- ITU conclusion on the determination of disability;
- documentation confirming the right to use living space;
- TIN (parents and children);
- bank account details. Required if a citizen requests the appointment of preferences.

- the family is not classified as low-income, that is, the average per capita income of family members exceeds the subsistence level established in the Moscow region;
- on the day of applying for benefits, the child’s age is more than 6 months;
- the benefit is already paid to the second parent;
- the applicant or the child does not have permanent registration in the Moscow region;
- the applicant is deprived of parental rights or limited in parental rights;
- the child is fully supported by the state (in an orphanage or other government institution);
- the submitted documents are inconsistent in form or content.
