How is the workplace briefing log used?

The document in question is used by firms to account for all types of briefings provided for by GOST 12.0.004-90, except for introductory briefings, i.e., for the purpose of accounting for initial, repeated, and unscheduled briefings. A different log is used to reflect the introductory briefings carried out.

What the law says about the need to train employees

Clause 2.1.4 of the Procedure for conducting occupational safety training, approved by Resolutions of the Ministry of Labor of Russia and the Ministry of Education of Russia dated January 13, 2003 N 1/29, imperatively requires employers to conduct initial training in the workplace with all:

  • new employees, regardless of the terms of the employment contract;
  • homeworkers, if their work involves the use of materials, tools or machinery;
  • transferred, posted workers from third-party organizations;
  • students, trainees (subject to their admission to work);
  • own employees for whom the assigned work is new;
  • other citizens or specialists participating in production activities by decision of the administration.

Appendix A to GOST 12.0.004-2015 provides the form of the workplace briefing log. The presence of this document is necessary, but it is not necessary to include information about all employees - some are allowed to be exempted from undergoing this event. Structure of the workplace briefing log

The document in question states:

  • name of the enterprise;
  • the dates of each briefing;
  • Full name of the specialist who is being instructed, his year of birth, profession or specialization;
  • specific type of instruction;
  • reasons for initiating unscheduled briefing;
  • Full name of the instructing specialist, his position;
  • information about the number of shifts during the internship.

Upon completion of each briefing, the log is signed by the instructed employee and the instructor (or the employee who completed the internship and the one who tested his knowledge).

What questions are raised during initial briefing?

First of all, issues of ensuring safety directly at the place where work is to be done, which relate to the operation of machines, mechanisms and other equipment involved in production activities, as well as issues of interaction between team members:

  • where you can walk, where you can’t;
  • where to look, how to move;
  • where does the transport go?
  • where are the recreation areas, food areas, etc. located?

Also, when first getting acquainted with the production environment, it is mandatory to raise the topic of fire safety: from “where they smoke” and “where is the fire extinguisher” to practicing practical fire extinguishing skills and taking tests according to standards. What is a labor safety briefing log?

The occupational safety journal is a fundamental document for confirming the conduct of briefings with the personnel of any organization. In this book, you, as a manager, are simply obliged to enter the workers who work on your site at the time of conducting labor safety briefings with workshop workers.

Filling out the log

The briefing log is filled out and stored by a labor protection engineer, who issues these documents to the heads of departments and workshops, and they, in turn, conduct briefings at the workplace.

All pages of the document must be numbered, laced, and each page is certified by the seal and signature of the head of the organization. Typically, such a log is divided into several parts of ten to twenty pages, and in each part records are made about the completion of various types of training by employees.

Filling out the workplace briefing log, a sample of which can be seen on our website, requires entering the following data:

  • date of training;
  • Full name of the person being instructed and his position;
  • indication of the type of instruction (if the magazine is intended for a specific type, such a column may not be present);
  • instruction number according to the internal records of the enterprise’s documents;
  • Full name and position of the instructing person;
  • signatures of both parties;
  • a mark on admission to work, which is placed by the manager or head of the labor protection department.

When completing such a log, it is important to consider the following. Firstly, all entries in this document are made strictly in chronological order. The second point concerns journal storage. After it is completely filled out, it is necessary to create a new document, and the completed document is transferred to the archive of the enterprise, where it is stored for the next three years.

Storage of the document and responsibility for its absence

The document must be kept by a labor protection engineer or other authorized person. Its storage period is established by Article 626 b of the List of standard management archival documents generated in the process of activities of state bodies, local governments and organizations, approved by order of the Ministry of Culture of the Russian Federation on August 25, 2010. It is 10 years.

Each employer must have a logbook for registering workplace training to confirm compliance with labor safety requirements. It refers to the main documents required in the activities of this service. The absence at the enterprise or improper completion of the induction briefing log may serve as a basis for initiating administrative proceedings and bringing officials or the legal entity itself to liability under Article 5.27.1 of the Code of Administrative Offenses of the Russian Federation.

Other entries in the induction log

The induction log also includes the following information:

  • approximate training program;
  • excerpts from the Labor Code of the Russian Federation.

Important!!! Filling out the book in free form is unacceptable.

The cover of the book where instructed workers are registered must be marked with the name of the institution, and the start and end dates of record keeping. Filling out and storing documentation with this information should be carried out by the person who trains employees. This is usually the safety engineer.

Important!!! Every new employee is required to go through the training procedure and sign in the registration log. No exceptions are made either for workers with many years of experience or for those with a higher specialized education.

There are a number of nuances regarding filling out the document form recommended by GOST 12.0.004-90:

  • the journal may contain a column indicating the division of the company in which the person being instructed works (including instead of the column where it is reflected where he is sent to receive instructions);
  • if a group of employees receives instruction, then full name. The instructor can be indicated only once opposite the list of names of these employees (as well as the location of the briefing), but all participants in the briefing must sign.

Special attention should be paid to the fact that the last name, first name and patronymic of the employee being instructed should be written in full, but the instructor’s details can be abbreviated. You cannot skip lines between entries.

What to follow when working with a magazine?

First of all, let's look at Article 212 of the Labor Code of the Russian Federation. Thus, according to it, the employer is obliged to provide safe working conditions. At the same time, the article obliges managers to conduct introductory training on labor protection. On the other hand, the article does not specify how exactly this should be done. This is contained in the procedure for training workers on labor protection (approved by Order of the Ministry of Labor and Ministry of Education and Science 1/29 of January 13, 2003). The result of the briefing is recorded in the appropriate journal. However, here too we do not find recommendations for formatting and filling.

These recommendations, as well as the form of the introductory briefing log on labor protection, are contained in the Interstate Standard GOST 12.0.004-2015.

Requirements for the design of the introductory briefing log on labor protection

The training logs should be:

  1. the magazine must be numbered;
  2. The magazine must be laced. You can lace with twine, linen thread, stitched nylon thread, etc. The ends of the lacing material should be released on the cover of the magazine or on its last page and secured with a sticker so that the ends of the lacing remain visible.
  3. The journal is signed by the person responsible for its maintenance. The following inscription should be placed on or next to the sticker: “The magazine contains ___ sheets numbered, laced and sealed. "date"_month_20__ Full name, position, signature_______.” The journal is signed by the person authorized to keep this journal;
  4. It is also sealed with the seal of the enterprise. But the seal must be placed so that its imprint is both on the sticker and on the cover/sheet of the magazine to which the ends of the lacing are glued;
  5. When filling in, there should be no empty lines; corrections are not allowed.

The opening and closing dates of the journal may not coincide with the dates of the first and last entries. This is not surprising: the journal was opened, but no one received instructions these days.

When filling out the log of introductory briefing on labor protection, the information of the person being instructed is indicated in full. Only the instructor's last name is written in full, and the first and patronymic names can be replaced with initials.

With your signature:

• the instructor confirms that he has provided instruction to a specific worker; • the worker confirms that he has been instructed.

Therefore, you need to start signing only after completing the instructions. This will avoid an awkward situation when the instructor has already signed the journal, but for some reason the person being instructed is not in the room.

The personal signature of a worker, trainee or guest in the induction log on labor protection is extremely important for the organization. During the employment process, the employer is obliged to inform the person about:

• unresolved hazards and hazards existing in the workplace; • the consequences that these factors cause to health; • rights to compensation payments, preferential security that arise for the worker in connection with this state of affairs.

This information is communicated to the worker during the introductory briefing against signature. Although at the end of the briefing the worker signs in the journal, a number of organizations prefer to make a separate form for familiarization with this information or add a special column to the personal occupational safety training card. The legislation does not establish a uniform procedure for conducting this familiarization, therefore all options convenient for the company are correct.

Typically, one induction training log is kept per company or its division. You can create separate journals for people who:

• are undergoing an employment procedure; • will be temporarily located on the company’s territory (travel travelers, contractors, adjusters, etc.); • come for practice, excursion.

This division implies that the induction program will be developed taking into account the purposes for which people arrive on the company premises.

Who provides the training?

At its core, such instruction is a kind of set of rules of conduct in a given production. It is performed to ensure that the new employee becomes familiar with existing safety procedures. In the future, this helps to minimize hazardous situations at work.

Only an employee who has the authority to do so has the right and legal basis to conduct instructions:

  • head of the labor protection department or engineer;
  • an employee performing his duties, if the staff does not have a separate unit (appointed by order of the director);
  • master or teacher in cases where they are instructing a group of students or students.

The fact that the briefing has been carried out must be recorded in a document such as a log of introductory briefing on labor protection, and certified by the responsible person. And the training program is developed at the enterprise, taking into account its production characteristics, approved by the manager, and also agreed with representatives of the trade union organization of production.
