My question is related to keeping logs of briefings (on fire safety, introductory briefing at the workplace, assigning the 1st electrical safety group to non-electrical personnel). Is it necessary that the entries in the journals be in chronological order corresponding to the date of hiring of employees? In fact, sometimes a situation arises when an employee undergoes instructions and accordingly signs in the specified journals later, not in the first 1-2 days of joining. But according to both legislative and local requirements, the employee must pass them before being allowed to work. Therefore, the log has to indicate the date of hire, despite the fact that the employee received training later. As a result, the chronology of records is violated. Corrections in the journal are not allowed?
Answer
Answer to the question:
According to Art. 16 of the Labor Code of the Russian Federation, labor relations arise between an employee and an employer on the basis of a concluded employment contract.
According to Part 1 of Art. 61 of the Labor Code of the Russian Federation, an employment contract comes into force from the day it is signed by the employee and the employer, unless otherwise established by law or the employment contract.
Corrections in briefing logs are not allowed. At the same time, it is not prohibited to invalidate the entry and make a correct entry.
Details in the materials of the Personnel System:
- Answer: What types of workplace safety briefings exist?
Instruction happens:
- introductory (conduct with newly hired employees; seconded to the organization; trainees and other persons who are accepted for permanent or temporary work);
- primary (carry out before starting independent work);
- repeated (carry out at least once every six months according to programs developed for initial instruction in the workplace);
- unscheduled (carry out in case of any changes, for example, if new legislation on labor protection appears or technological processes change, etc.);
- targeted (conduct with employees in cases where they need to perform one-time work, eliminate an accident, natural disaster or their consequences, etc.).
The introductory briefing must be conducted by a labor protection specialist or an employee who has been assigned these responsibilities by order of the head of the organization.
Primary, repeated, unscheduled and targeted briefings must be carried out by the employee’s immediate supervisor (foreman, foreman, teacher, etc.), who has undergone special training in labor safety.
These types of instructions are established in the Procedure approved.

Question from practice: how to properly conduct induction training for employees
Conduct induction training on the employee's first day of work. This conclusion follows from the Procedure approved and GOST 12.0.004-90 approved.
Before conducting the briefing, the occupational safety officer (or other employee assigned these responsibilities) must:
- develop and approve an induction training program with the head of the organization;
- compile manuals for employees on safety rules in the workplace;
- prepare handouts.
Then, according to the established program, the specialist gives a lecture to employees. The induction program usually includes the following questions:
- familiarity with local regulations and instructions on labor protection;
- actions in case of dangerous situations;
- rules for using personal protective equipment;
- methods of application and location of fire extinguishing means;
- providing first aid to victims;
- causes of accidents, fires, accidents and measures to prevent them.
At the end of the instruction, conduct an oral knowledge test.

Questionnaires for surveying working conditions of workers 5 years Note: The storage periods for documents on labor protection are established by Order of the Ministry of Culture of Russia dated August 25, 2010 No. 558 “On approval of the List of standard management archival documents generated in the course of the activities of state bodies, local governments and organizations, indicating the deadlines storage." Important! Summarizing the information contained in this List allows us to derive rules for storing documents. Documents with which the law relates the provision of any payments or benefits are stored for at least 75 years. This is the deadline set for personal cards, personal files, employment contracts, lists of workers employed in hazardous working conditions, etc. For other documents, the deadlines are much shorter.
Conducting briefings on labor safety and protection and filling out a log
Providing effective labor protection measures is an integral responsibility of the employer in accordance with the current standards of Russian legislation. One of these measures is conducting occupational safety training or occupational safety training.
Every employer needs to know how the briefing log should be filled out, as well as other features of this procedure, otherwise he may be held liable. Safety briefing - what is it, legal regulation and laws The need to conduct labor safety briefings in accordance with the existing standards of Russian legislation rests with the employer.
The mandatory nature of this procedure is regulated by the provisions of the Labor Code of the Russian Federation and other regulations of federal significance.
General concepts
Logbook for registration of labor safety briefings
In accordance with the requirements of regulatory documentation, the log of registration of briefings must be in the established form. Recording the fact of a conversation with an employee about possible dangers and safe performance of work in the workplace must be documented, otherwise it will be difficult to prove that this activity is being carried out.
Initial briefing is carried out by the immediate supervisor in the following cases:
- employment;
- when transferred to another position at the same enterprise.
Before starting work, the employee should be familiarized with his workplace, the functions performed, the equipment and the rules for the safe performance of work.
If the same employee is transferred to a different position, then the working conditions also change and initial training regarding a different place of work is required.
Violation of chronology when maintaining a log of briefings at the workplace.
The log of registration of workplace briefings is prepared by the heads of structural units responsible for conducting workplace briefings. Journal form, Appendix 3. 2.4. Journal of registration of accidents at work. 2.5.
And so on..... Appendix 1 to the Procedure for maintaining and registering occupational safety journals List of documents on occupational safety and their storage periods No. Type of document Document storage period* 1. Documents (provisions, protocols, decisions, proposals, conclusions, lists of standards and standards, lists of workplaces, justifications, data, information, statements of workplaces, workplace certification cards, plans) on certification of workplaces according to working conditions 45 years Under difficult, harmful and dangerous working conditions - 75 years 2.
Acts, regulations on labor protection; documents (certificates, memos, reports) on their implementation 5 years 3.
The procedure for preparing occupational safety journals
Thus, information about employee safety training, orders establishing shortened working hours, and transfers are stored for 5 years. Documents on recording working hours and labor discipline can be stored for even less: 3 years. And for statements for the issuance of special clothing and shoes, special food, the period has been reduced to 1 year. It is necessary to pay attention to the fact that, unlike the Tax Code, the List specifies that the storage period for documents is calculated from January 1 of the year following the year in which they were completed (clause 2.9 of the Order). Failure to comply with the requirements for storing personnel documents may result in an organization being fined under Art. 13.20 Code of Administrative Offenses (300-500 rub.
Let's destroy the myth about keeping occupational safety journals!
Procedure for conducting safety training Before starting safety training, the employer must appoint at least one employee responsible for labor protection. At the same time, the employer himself has the right to fulfill such duties.
The responsible person will be responsible for conducting briefings and directly maintaining all related documentation. There may be several such persons - the current legislation does not provide for restrictions in this matter. The obligation to conduct briefings or the possibility of being appointed responsible for them must be provided for in the employment contract or an additional agreement thereto, otherwise the employee may simply refuse such duties.
How to fill out an electrical safety log
Industrial safety
Instructing and testing employees' knowledge of the rules for handling electrical equipment (especially in specialized areas) have become the norm for many Russian enterprises. Reporting on such events is carried out using an electrical safety journal (or journals). It is not difficult to purchase such magazines; they are available in office supplies. It is more important to know the procedure and rules for filling out this document.
The procedure for filling out the electrical safety log:
- design the cover (department, name of the enterprise and purpose of the magazine);
- At the bottom of the cover there are two dates: the beginning of the journal and the end of the journal (accordingly, the second date is set after the end of the registration of briefings in the journal);
- indicate the full name of the responsible employee.
Each sheet should have a table of six columns with the names:
- Full name, employee position, length of service in the specialty;
- Electrical Safety Group, Previous Inspection Assessment, Date;
- date and reason for the next (extraordinary) inspection;
- assessment of knowledge, conclusion and conclusions;
- signature of the person being checked;
- date of the next scheduled inspection.
The magazine needs to be laced and the pages numbered. It is advisable to put the seal of the organization and the signature of the responsible person on each page (as in other safety notebooks). A properly designed log can justify the manager, safety engineer and chief power engineer in the event of an accident. Electrical safety is included in the concept of industrial safety. In most institutions, employees receive electrical safety group 1 (non-electrical personnel). There are also special magazines that are required to monitor the knowledge of electrical specialists:
- log of issuance and return of keys to electrical installations;
- logbook for recording and issuing power tools;
- boiler room replacement log;
- log of energy consumption of industrial consumers;
- maintenance log of hydraulic fracturing unit (GRU);
- logbook for checking the grounding of electrical equipment.
has been conducting industrial safety certification of managers and specialists, and also organizing personnel training in the field of electrical devices (consumer electrical installations, electrical laboratories, etc.) since 2001. All questions regarding certification can be asked to our consultants.

Familiarizing employees with the rules of safe behavior at work is the main task for any employer, as this is stated in Art. 212 of the Labor Code of the Russian Federation. Systematically informing workers about which factors in the performance of work duties are potentially dangerous to their health and life prevents the occurrence of emergency incidents.
Therefore, all organizations need to create a system of regulatory documentation and the correct procedure for their use. General information Organizing safe behavior at work is impossible without maintaining labor safety logs.
They are necessary to record briefings conducted for enterprise employees.

Who keeps the journal
The maintenance and content of the log is the responsibility of the employee whose job responsibilities include this function: usually this is a safety and health engineer. This may also be an employee assigned to this by a separate order of the head of the enterprise. In any case, this must be a person who has undergone special training and has certain knowledge and is authorized to work with electrical equipment. It should be noted that in some cases entire commissions are appointed to inspect electrical equipment.
You should be very careful and scrupulous in keeping the log, avoiding mistakes when filling it out, since in the event of visits from representatives of supervisory authorities, liability for identified violations can be quite serious.
Corrections in briefing logs
They are numbered in the upper right corner, in pencil, and the serial number is placed on those sheets that are stitched. If the magazine cover is not stitched, then the countdown starts from the first to the last stitched sheet. They write down all the numbers in pencil, because almost all registration journals and accounting books are, according to the Nomenclature of Cases, separate cases. Who endorses? The numbered and bound journal can be endorsed by the head of the organization or the person responsible for health and safety. The signature must be stamped with the company's seal in such a way that it only partially covers the stroke and does not completely cover it. Last name and initials must be written in legible handwriting. How much and where are they stored? The storage of safety logs is the responsibility of the person responsible for occupational safety. Their shelf life is indicated in the table.

Registration of the briefing log
Recommendations for preparing the briefing log:
- On hard crusts, the name of the organization or enterprise is written on top. In the center, in large capital letters, are printed the words: “INSTRUCTING JOURNAL.” A line is provided for writing the name of the site or unit number, the start date of maintaining and the end date of filling out the log.
- The full name of the Journal is also written on the first page, and in the upper right corner - which document approved the form.
- On the next page you can place recommendations on how to conduct and fill out forms, namely in what cases briefings are required, what types of briefings exist, and what information should be communicated to the employee.
- On all other pages, the actual conduct of the instruction is documented. In separate columns the following is filled in: the date of the briefing; surname and initials of the employee; job title; numbers of OT instructions; the date of the; reasons for carrying out; signatures of the person being instructed and the person instructing.
Employees of the labor protection service will tell you how to fill out the Logbook correctly.
How to fill out occupational safety logs correctly (sample)?
The employer has the right, but is not obligated, to establish additional compensation and preferences for employees responsible for training. Next, the employer must develop instructions and standards for conducting occupational safety training for each position in the enterprise. They must be appropriately recorded in the internal regulations or other regulations of the enterprise and be available for review by both employees and inspection bodies. After drawing up instructions and standards, briefing logs are recorded. The employee responsible for the training conducts introductory and initial training when a new employee enters the workforce.
According to the Labor Code of the Russian Federation, if the number of a company exceeds 50 people, then the position of a labor protection specialist is introduced; if there are less than 50 people, the manager can deal with labor protection independently or involve a specialist or organization under a civil law contract. Therefore, if you have more than 50 people in your company, and there is no occupational safety specialist (at least a part-time worker at 0.25 pay rate), then the fine will be from 50 to 80 thousand.
rubles according to Part 1 of Art. 5.27
The Code of Administrative Offenses of the Russian Federation is inevitable. If the company has less than 50 people, it is necessary to appoint a person responsible for labor protection by order. Induction training in labor safety is mandatory for absolutely all employees (Article 212 of the Labor Code of the Russian Federation, Procedure for training in labor protection and testing knowledge of labor protection requirements for employees of organizations, approved by Resolution of the Ministry of Labor of Russia dated January 13, 2003 No. 1/29 ).
Why is this document needed?
The term “electrical equipment” means any equipment intended for:
- production;
- transformations;
- transfers;
- distribution or consumption of electricity.
For example: machines, transformers, apparatus, measuring instruments, protection devices, cable products, electrical receivers, etc.
To avoid accidents when working with electrical equipment, the enterprise must comply with operating rules and safety requirements:
- Only qualified personnel are allowed to work;
- the enterprise must carry out timely inspections of existing equipment;
- information about the available equipment, as well as the results of its testing, are recorded in a special journal.
According to the order of the Ministry of Energy of the Russian Federation dated January 13, 2003 N 6 “On approval of the Rules for the technical operation of electrical installations of consumers,” each organization is required to keep a journal recording the condition of electrical equipment. The document is filled out by the employee responsible for electrical equipment. He is appointed by order of the head of the enterprise. The assigned electrical safety group for such a specialist must be no lower than third.

How to fill out the induction training log
Who fills out the log (conducts instructions)?
Occupational safety specialist or employer, or employee assigned this function by order of the organization.
Information to fill out.
To conduct induction training you will also need to have:
- Introductory program
- Instructions for conducting introductory training on labor protection.
As a rule, an organization maintains one log of induction training, but:
- if there are separate units in the structure of your organization, the functions of conducting induction training in separate units can be assigned to the specialists of these separate units, who will keep logs of induction training for their units;
- some organizations prefer to keep a separate logbook for induction training for employees of third-party organizations. If you decide to follow their example, it would be logical to also develop a separate program and instructions for conducting induction training on labor protection for employees of third-party organizations.

Magazine form:
recommended - Appendix 6 “GOST 12.0.004-90. Interstate standard. System of occupational safety standards. Organization of occupational safety training. General provisions." Highlighted in blue are those items that we suggest you include in the form proposed by GOST.
Who fills it out (conducts instructions)?
Direct supervisor of the work. Assign the responsibility for conducting workplace training to specific employees by order for the organization (for example, “On conducting training on labor protection”), the order should cover all structural divisions of your company.
Remember that your responsible persons must have a valid certificate of completion of special training in labor protection (at least once every 3 years). Information to fill out.
This log registers the conduct of primary, repeated, unscheduled, targeted briefings. Each person responsible for conducting the listed briefings maintains his own workplace briefing log for his department. To conduct briefings, you will also need:
- A list of labor safety instructions in force in your organization;
- Instruction programs;
- Labor safety instructions - you may also be interested in ours.
Procedure for maintenance and accounting
The first group is assigned to personnel after instructions on electrical safety. The event must end:
- a small oral test, during which it will be known whether the employee has the necessary knowledge to carry out his work activities, sometimes - testing the ability to work in accordance with safety rules and provide first aid in case of electric shock;
- entering the worker’s personal data on successful completion of the test and compliance with the requirements in the electrical safety journal;
- confirmation of the inspector and employee in the form of a signature.
The results of the briefing are recorded in the electrical safety journal according to the standard established in the organization.
The following characteristics of the employee are indicated here:
- Full Name.
- Worker's profession (position).
- The department in which he works.
- The date the group was last assigned.
- The current date of receipt of the group.
- Signature of the controller, supervised specialist.
Such inspection activities should be carried out at least once a year.
When hiring a new specialist, you should immediately provide him with training, test his skills and knowledge.
The fact that you received identical instructions at your previous place of work does not matter.
Where can I buy the magazine? You can buy it at an office supply store, download a template online, or make it yourself.
Who fills it out?
This is done directly by the work process manager. The responsibility for conducting electrical safety briefings for group 1 and filling out the log can be assigned to specific employees on site by order of the enterprise.
The drafted order must cover all structural divisions of the organization.
People assigned to this activity are required to have a valid certificate confirming that the employee has completed special training in labor protection (at least once every 3 years). Also, his electrical safety group cannot be lower than 3.
Registration rules
The log can record several types of electrical safety briefings: primary, repeated, unscheduled, targeted.
One responsible person is assigned to each department. He is the one who conducts briefings and fills out the log.
For this he needs:
- a list of instructions on labor protection and electrical safety valid at this enterprise;
- training programs;
- the instructions themselves.
The logbook for electrical safety briefings is filled out as follows:
- First you need to create a cover. Indicate the name and departmental affiliation of the production organization. Write the name of the document, it reads: “Journal of testing knowledge of the rules of operation of electrical installations of consumers and safety rules for the operation of electrical installations of consumers,” abbreviated: “Journal of testing knowledge of PEEP and PTB.”
- Make 2 lines at the bottom: started, finished. Fill in only the first one. Sign full name responsible for electrical safety and put the company seal.
- Line the magazine into 6 columns. The number of columns and the distribution of information can be adjusted. In general, the following data should be present in the table:
- Full name, position, length of service;
- electrical safety group;
- Date, reason for the current inspection;
- Commission decision, assessment;
- Signature;
- Date of next inspection.
Next you need to put page numbers and stitch the magazine with twine. Each page must also have the organization's seal.

Briefing | When do we do it? |
primary | before the start of production activities, after the employee has received introductory instructions on labor protection. |
repeated | at least once every six months (in fact, we repeat the initial briefing at the workplace), unless other deadlines and frequency are specified by industry and cross-industry regulatory legal acts that apply to the activities of your organization. For example, driver Ivanov I.I. undergoes repeated instruction once every 3 months (clause 10.10 of the Resolution of the Ministry of Labor of the Russian Federation of May 12, 2003 N 28 “On approval of Inter-industry rules for labor protection in road transport”). Regulate the frequency of repeated briefings by order of the organization (for example, in the same order “On conducting briefings on labor protection”). At the same time, if some of the employees of one division must undergo training once a quarter, and another part - once every six months, you can establish repeated instructions once a quarter for all employees of this division, since this does not contradict the current legislation and will allow the person responsible for Conducting briefings for this unit will not cause confusion. |

“Information about on-the-job internships” (Columns No. 11-13).
The employer is obliged to conduct an internship for employees entering work with harmful and (or) dangerous working conditions (Article 225 of the Labor Code of the Russian Federation), and the requirement for an internship may be contained in regulatory legal acts in the field of labor protection. The employer determines the duration of internship shifts independently (from 2 up to 14 shifts), based on the qualifications and work experience of the employee, the nature of the work performed. It is worth noting that in addition to an entry in the Journal for the internship, you also need: an internship program, an order for the employee’s internship, an order for the admission of this employee to independent work (if successful completion of the internship), a local regulatory legal act that contains the procedure for the internship, the features of conducting the internship in your organization.
Continuing the topic. Question about making entries in the journal - has anyone come across this?
clause 4.2.3 (TCP 181) Confirmation of the electrical safety group is carried out according to the approved schedule within the following periods: - for electrical personnel ... at least once a year; — for administrative and technical personnel... at least once every 3 years.
When drawing up protocols for assignment (confirmation) of an electrical safety group, how do you correctly make entries in columns 4 and 5? Column 4 - Date and reason for assignment (confirmation) Column 5 - Mark on assignment (confirmation), electrical safety group and commission conclusion
I’m stumped here, questions arise. There are several options.
OPTION 1 Hiring 1. An employee arrives without a valid electrical safety group (default 1). 2. An internship is assigned. We conduct a knowledge test. We assign group 2. In the journal we write: column 4 - 04/17/2015 assignment for admission to an internship . column 5 - “assigned” 2 gr. up to 1000V, admitted to internship as an electrician 3. At the end of the internship, we conduct a knowledge test. We assign group 3. In the journal we write: column 4 - 05/08/2015 assignment for permission to work . column 5 - “assigned” 3gr. up to 1000V, allowed to work independently as an electrician as electrical engineering personnel
OPTION 2 Hiring 1. The employee comes with a valid electrical safety group. 2. An internship is assigned. We conduct a knowledge test. We confirm group 3. In the journal we write: column 4 - 04/17/2015 confirmation of admission to the internship . column 5 - “confirmed” 3 gr. up to 1000V, admitted to internship as an electrician 3. At the end of the internship, we conduct a knowledge test. We confirm group 3. In the log we write: column 4 - 05/08/2015 confirmation of permission to work . column 5 - “confirmed” 3gr. up to 1000V, allowed to work independently as an electrician as electrical engineering personnel
OPTION 3 Periodic knowledge testing 1. Conduct a knowledge test. We confirm group 3. In the journal we write: column 4 - 04/17/2015 annual knowledge test, column 5 - “confirmed” 3 gr. up to 1000V, approved to perform work as an electrician as electrical engineering personnel
In column 4, as I read and understand, it is necessary to indicate exactly the reason, and the reason follows from clause 4.2.33 - at least once a year (once every 3 years), I allow the use of periodic (in particular, for administrative technical staff is what I use), but the annual makes it clear that this personnel undergoes a knowledge test every year
Meanwhile, questions arise specifically about filling out column 4 - they said just write - confirmation. Indistinct. But I don't see the logic. The reason for confirmation is confirmation? What is the point if in column 5 next we write electrical safety group confirmed
Maybe someone has encountered this and can explain to me what, how and why?
With respect, love and kisses
