Anti-terrorist security briefing magazine sample 2020

Are private firms required by law to provide anti-terrorism training?

In accordance with clause 3.1 of Art. 5 of the Law “On Combating Terrorism” dated March 6, 2006 No. 35-FZ, Russian individual entrepreneurs and legal entities are required to comply with the requirements for anti-terrorist protection of objects used in commercial activities. In accordance with paragraph “and” of Art. 14 of the Law “On the Protection of the Population from Emergency Situations” dated December 21, 1994 No. 68-FZ, heads of organizations are obliged to carry out work aimed at preventing such situations (hereinafter referred to as emergencies) on the territory of their organizations. Since a terrorist act can be a factor in the occurrence of an emergency, this provision of the law can be legitimately interpreted as establishing an obligation for private firms to prevent a terrorist threat.

But there is one caveat. On the one hand, private firms need to work on anti-terrorism security, on the other, the concept of “instruction” in the context of anti-terrorism security is not enshrined in the legislation of the Russian Federation. Thus, the organization, until the algorithm for solving the corresponding problem is approved at the level of the legislation of the Russian Federation, approves the scheme for conducting anti-terrorist briefing at the level of local regulations.

What stages of instruction may it include?

In Which Magazine Should Instructions on Anti-Terrorism Security be Conducted?

Question from a visitor
Hello! Please advise. In connection with the events in Volgograd, our organization received an order to conduct training on anti-terrorism security with a “record in logs.” In which logs should this work be recorded? not in the labor safety briefing magazine?

Of course, this briefing cannot be carried out in the logbook for registering labor safety briefings.

Design your magazine. To do this, you can use this sample journal .

I don’t see any samples, but I can advise you to start a “security journal” and you can include anti-terrorism and emergencies of a natural, hydro and techno nature in it. date of conduct, full name of the person being instructed, instructions (No., summary (i.e. title of the instruction)), reason for the conduct (order, recommendations), full name of the person instructing, signatures of the person being instructed and the person instructing

Hello. I propose for discussion nht, the requirement of a freelance technical inspector for occupational safety of the district education department for educational institutions in the city of N. The requirement is the following, to keep logs where bruises, scratches, bruises, etc. are recorded. and so on. not related to the NS of pupils of educational institutions. How do you like this?

I also started a separate typical journal and have compiled 4 instructions so far (for kindergarten) - when an object similar to an explosive device is discovered - when a threat of a terrorist act is received by telephone, - when a threat of a terrorist act is received in writing, - when terrorists take hostages and I’m still developing instructions for biological and chemical attacks. To what extent this is true or not, I don’t know...that’s just what I think. I saw a lot on the Internet that all of the above are combined into one instruction. .
