To obtain a certificate, you must undergo occupational safety training.
A labor safety certificate is a document that confirms that a worker has been trained in safe work methods. Without a certificate, an employee is not allowed to perform his official duties.
The procedure for issuing a certificate is approved by Resolution of the Ministry of Labor of the Russian Federation dated January 13, 2003 N 1/29 “Procedure for training in occupational safety”
Who needs a labor protection certificate?
You need to issue occupational safety certificates:
- heads of companies and their structural divisions;
- individual entrepreneurs;
- managers of all types of work;
- OT specialists;
- employees performing hazardous work (for example, welding, operation of pressure vessels);
- representatives of labor collectives on occupational safety issues;
- persons responsible for various areas of occupational safety in departments.
What kind of document is this?
The occupational safety certificate consists of a thick cover into which a special form is pasted, containing all the necessary information. The first page displays the following data:
- full name of the organization that provided the employee’s training;
- last name, first name and patronymic of the employee to whom the certificate was issued;
- the position currently held by the person who took the course;
- training program and number of hours;
- number and date of the minutes of the meeting of the commission that decided on the results of the knowledge test;
- last name, first name and patronymic, as well as the signature of the chairman of the commission;
- seal of the organization.
The second page contains information about retesting knowledge of labor protection rules.
It is worth noting that a certificate that does not contain the signature of the chairman of the commission and the seal of the training center is invalid. Therefore, upon receipt, you need to check that all fields are filled in.
Who issues occupational safety certificates?
The occupational safety certificate is issued by the organization that organized the training. It could be:
- commission of a licensed training center;
- the organization's own commission. It must include at least 3 engineers who have been trained (usually at a training center) in a given course or type of work, with valid certificates for testing knowledge of labor protection requirements.
It is often more profitable and easier for small businesses and individual entrepreneurs to undergo occupational safety training for managers and specialists at a training center and obtain a certificate than to organize such training on their own, including creating their own examination committee. You can’t just buy a labor safety certificate without completing training!
The standard validity period of a labor protection certificate is three years or more, provided that after three years retraining is completed.
Training procedure and knowledge testing
This procedure was approved by Resolution of the Ministry of Labor dated January 13, 2003 No. 1/29. Upon employment, each employee must undergo training in the first month of their work.
The exceptions are:
- specialists, government inspectors and teachers in the field of labor protection;
- employees with continuous work experience in this field of at least 5 years.
The employer determines the procedure, form, frequency and duration of training independently based on the requirements of regulations governing the safety of specific work. For example, paragraph 12 of the Order of the Ministry of Labor dated March 28, 2014 No. 155n (registered with the Ministry of Justice on September 5, 2014 No. 33990) establishes the frequency of training for workers performing their professional activities at heights, at least once every 3 years for workers of groups 1 and 2, 1 time at 5 years for employees of group 3.
At the end of the training, the employer conducts a test of knowledge of labor protection, and if the employee demonstrates satisfactory theoretical knowledge and practical skills of safe techniques and methods of work, he is issued a certificate of testing knowledge of labor protection requirements at height.
Training can be carried out by the employer independently, provided that he has three employees on his staff who have undergone special training in the field of labor protection in a specialized educational institution (with receipt of the relevant documents). If there are no such employees, the employer will have to send each of its employees for training to a specialized educational organization.
The period for which a labor safety certificate is issued is determined by the employer by order, but not beyond that established by law. For example, in accordance with paragraph 15 of Order of the Ministry of Labor dated March 28, 2014 No. 155n, knowledge testing must be carried out at least once a year. That is, the employer cannot by his order stipulate that the validity of the labor protection certificate of an employee working at height will be 2 years. Such an employee must undergo appropriate testing once a year and at least (more often is possible).
Thus, how long a labor safety certificate is valid is determined by the employer, but with an eye to the legal norms that establish labor protection requirements for a specific area of professional activity.
In general, when considering the question of when to renew your occupational safety certificates, we recommend sticking to the rule of at least once a year.
How to obtain a certificate of testing knowledge of labor protection requirements?
It is impossible to buy a labor protection certificate , because... ID numbers are registered with the territorial labor department. A new 2020 labor safety certificate is issued only after completing training at a training center or at the enterprise itself and successfully passing the exam. The training is short-term and takes approximately 1-3 days.
In the place with the labor safety certificate, the worker receives a knowledge test report or a stamped copy thereof.
This document must be carefully stored. It will come in handy if the occupational safety certificate gets lost or dirty. By presenting it to the employees of the organization that conducted the training, you can easily obtain a duplicate certificate. Otherwise, you will either have to search for a long time for your name in the training protocols, which are stored in the archives of the examination commission, or undergo training again.
Validity period of the labor protection certificate
Typically, the validity period of a labor protection certificate is 3 years or more, until the re-inspection marks expire.
This is due to the fact that the employee must undergo training and testing of knowledge of labor protection requirements every 3 years.
When this period of 3 years ends, you need to undergo training and take exams again. After a successful knowledge test, a new entry is made into the certificate, and the worker is given a corresponding copy of the protocol (or a copy thereof). Training should begin not after the expiration of the labor protection certificate, but in advance, so as not to deprive the worker of the opportunity to work.
The certificate of a labor protection specialist or employee must be renewed earlier than after 3 years if:
- the requirements of the Labor Safety Rules and other regulations on which training was conducted have changed;
- if an injury or accident occurred on the site, and the responsible persons were sent for retraining;
- During an extraordinary knowledge test, the worker showed an unsatisfactory level of knowledge. In this case, the certificate is confiscated and the employee is sent for retraining.
Who has the right to issue certificates
An organization that is faced with the need to issue occupational safety certificates to its employees has two options:
1. Organize your own commission, which will have the right to issue certificates
2. Contact a specialized training center, conclude an agreement with it and, through it, provide your employees with the necessary documents. However, such services must be paid for.
It is important to ensure that all members of the commission (of which there must be at least three people) already have valid certificates in hand and can pass on their knowledge regarding labor protection to other employees. Each company decides which method to use individually. If there are few employees, then it is foolish to waste time on forming a commission that is licensed to issue certificates.
And if the staff is large enough and everyone needs a certificate, then it makes sense to allocate a separate labor unit - an instructor - with the responsibility of providing everyone with the necessary knowledge. It also makes sense to form a commission that tests workers’ knowledge of the nuances of labor protection. And after passing the certification, it would be logical to provide all those who passed the exam with certificates against signature.
Important! Everyone needs to get their certificates, including the managers and administrative staff themselves.
A hired occupational safety instructor can fill out the form for issuing occupational safety certificates correctly, collecting signatures on receipt of documents.

What is better - to make forms of labor certificates yourself or to buy labor protection certificates in a printing house, store, or organization decide on their own. The main thing is that these forms are of the established form. Particular attention should be paid to the quality of the cover - it should be hard enough and reliably protect the sheets of notes. Usually its area is larger than the area of the inner sheets.

The form of the form was approved by the same Resolution of the Ministry of Labor dated January 13, 2003 No. 1/29.
The issuance of the document indicates that the employee has mastered the Model training program approved by the Ministry of Labor. It includes four sections:
- directly the basics of OT;
- basics of occupational safety management in an organization;
- special issues of industrial safety;
- social protection of victims at work.
Completion of this program does not replace the training required by law. At the end of the training, management checks what has been learned. But it is too early to fill out a sample occupational safety certificate for workers.
How to correctly fill out a certificate of testing knowledge of labor protection requirements?
All records are made by the responsible person of the organization that conducted the training. It is advisable that he have legible handwriting. Since there is no uniform procedure for filling out a certificate of testing knowledge of labor protection requirements, you must strictly follow the instructions printed under the lines of the sample document. So, when filling out the left side of the occupational safety certificate, enter:
- full name of the organization that provided the training;
- ID number;
- Full name, place of work, position of the worker;
- the name of the program in which the worker studied and the number of training hours spent;
- protocol details;
- current date.
After the chairman of the commission signs the occupational safety certificate, affix a stamp.
Before issuing a completed certificate of testing knowledge of labor protection requirements to a trained worker, make an appropriate entry in the certificate registration log maintained in your organization.
If the training is repeated, then the left side of the certificate is already filled out. In this case, you should fill in the right side. The procedure is the same, only the name of the organization that conducted the training and the certificate number do not need to be written. If the knowledge test was not carried out by the organization that issued the certificate, you can try to write its name in the line designated for the name of the training program. It is necessary to put a stamp every time.
After repeated knowledge tests, there is no need to re-register the document in the certificate issuance journal. If there is a need to record the renewal of certificates, you can create a separate free-form journal.
The difference between training and instruction
Training in the safety of working conditions is, first of all, a process that is organized and carried out in production constantly and continuously.
Instructions are one of the components of the learning process.
For example, an employer has the right (clause 2.1.4 of the Training Procedure approved by Resolution of the Ministry of Labor No. 1/29) to develop and approve by order a list of positions for employees and specialists who are exempt from undergoing initial training at the workplace (more details can be found in the articles “Registration Logs”) instructions on labor protection" and "Journals on labor protection").
However, the employer cannot exempt the company’s personnel from undergoing regular training in providing first aid to victims.
The most obvious difference between briefings and training is the fact that the fact of completing the briefing is recorded by an entry in the occupational safety journal, for example, on fire safety, and the fact of completing the training is confirmed by the issuance of a certificate of testing knowledge of labor protection requirements.
