What documents should I submit to undergo an independent qualification assessment?

In order to undergo an independent qualification assessment, send the following to an independent qualification assessment center:

  • application for an independent qualification assessment;
  • a copy of your passport or other identity document;
  • documents that confirm the level of education and work experience;
  • consent to the processing of personal data.

The application can be submitted by a labor protection specialist, his legal representative or an authorized representative in paper or electronic form. Contents of compulsory training

1. Occupational safety training program (40 hours)

  • Mandatory study for all employees and managers of the enterprise.
  • Normative base:

What are the requirements for the head of the labor protection service?

1. Educational requirements for the head of the labor protection service:

  • higher education in labor protection, or
  • any higher education + additional education in labor protection in the form of professional retraining.

2. Work experience requirements:

  • At least 5 years of work experience in the field of labor protection.

3. Labor functions:

  • performs all labor functions of a labor protection specialist specified above;
  • determination of strategic goals and objectives in the field of labor protection;
  • distribution of powers, responsibilities and duties in the field of labor protection;
  • budgeting in the field of labor protection.

1. Advanced training program (72 hours) - in-depth compulsory training program (40 hours)

1. Mandatory standard training course on labor protection (40 hours)

  • Students: all managers and specialists of organizations.

3. Professional retraining in accordance with the professional standard “Specialist in the field of labor protection”

  • Students: occupational safety specialists who do not have higher professional education in the field of training “Technosphere Safety” or corresponding areas of training (specialties) to ensure the safety of production activities.

4. Training on safety requirements when performing various works

  • Students: workers in blue-collar professions (for example, “Rules on labor protection when working at height”).

5. Other advanced training programs, professional retraining, seminars, trainings

  • Students: managers and specialists interested in deepening their knowledge in the field of labor protection.

What education does an occupational safety specialist need?

Requirements for the education of workers responsible for technosphere safety are specified in the professional standard “Specialist in the field of labor protection” No. 524n dated August 4, 2014 and the Unified Qualification Directory of Positions.

In organizations employing more than 50 people, an OT service is created. Its manager must have higher education or professional retraining (additional vocational training programs of 250 hours or more) in the field of labor protection. If the company has less than 50 people, the employee responsible for the safety of work processes must undergo occupational safety training and receive a certificate of testing knowledge in the field of occupational safety.

Frequency of mandatory occupational safety training

The Ministry of Labor believes that this will be a more convincing procedure than periodic training; it will allow a more objective and reliable assessment of the qualifications of labor protection specialists. This is very important, since the Ministry of Labor is introducing new standards related to prevention, identification of hazards, and risk management. We would like to remind you that from July 1, 2020, the obligation to apply professional standards was introduced not only in terms of job titles, but also in terms of requirements for education, knowledge and skills. How to pass an independent qualification assessment

The exam consists of two parts: theoretical and practical. It is carried out face-to-face at an independent qualification assessment center. Persons who have successfully completed the training programs are issued documents of the established form upon completion of training: a certificate of testing knowledge of labor protection requirements, a certificate of advanced training, a diploma of professional retraining.

Fines for lack of occupational safety training

Violation of labor protection requirements and the absence of documents confirming completion of training, in accordance with the administrative code, is the basis for holding an official and a legal entity, as well as a person engaged in business activities without forming a legal entity, liable.

The cost of an independent qualification assessment is calculated in accordance with the “Methodology for determining the cost of services for an independent qualification assessment in qualification assessment centers of the Council for Professional Qualifications in the Sphere of Occupational Safety, Social Protection and Employment” approved by the Decision of the Council for Professional Qualifications in the Sphere of Occupational Safety, Social Protection and Employment employment of the population (minutes of September 12, 2020 No. 3). The cost of the service takes into account direct and indirect costs and expenses incurred by the qualification assessment center to conduct an independent assessment of the applicant’s qualifications.

How does the professional exam work?

The exam is conducted by a commission of 3 people who have an expert certificate for this qualification. The exam consists of a theoretical and practical part. The theoretical part includes questions with a choice of one or multiple correct answers. In the practical part, it is necessary to complete tasks for the implementation of labor functions, labor actions in real or model conditions in accordance with approved assessment tools.

Issued documents

Based on the results of a positive result of passing the professional exam, the applicant is issued a certificate of qualification as a labor protection specialist (6th level of qualification) for a period of 5 (five) years.

Based on the results of a negative result of passing the professional exam, the applicant is issued a conclusion with recommendations.

Occupational safety engineer: education and experience requirements

What education should a labor protection engineer have? And is it possible to hire a specialist without experience in this field?

The level of education and qualifications of employees responsible for compliance with labor protection requirements at the enterprise ultimately determines the provision and functioning of labor safety systems and compliance with safety standards and regulations by personnel in the workplace. Therefore, in 2014, the Russian Ministry of Labor approved an order that established the professional standard for “occupational safety specialist.” Now every employer can impose the requirements described in this regulatory document on employees hired for this position.

WHAT THE LAW SAYS

Perhaps the only requirements for an occupational safety engineer are set by the Labor Code of the Russian Federation in Part 1 of Article 217. According to it, the qualification of an occupational safety engineer can be:

  • from relevant training in this area;
  • or having experience in labor protection.

Thus, the qualification requirements for a labor protection engineer, which are set out in the relevant professional standard, become mandatory. This follows from Part 1 of Article 195.3 of the Labor Code of the Russian Federation.

The basic requirements for a labor protection engineer are given in the order of the Ministry of Labor of Russia dated August 4, 2014 No. 524n. This document establishes a professional standard called “Occupational Safety and Health Specialist”

It may be noted that the requirements for a labor protection specialist (engineer) are different depending on what main functions your specialist will perform. There are only 3 of them:

  1. Implementation and maintenance of the labor protection management system (OSMS).
  2. Monitoring the work of the OSMS at the enterprise.
  3. Planning, development and improvement of OSMS.

If an engineer is dealing with the development and implementation, as well as ensuring the functioning of an efficient labor protection system at an enterprise (function No. 1), the requirements for him should be as follows:
