  • Insurance. This type of payment consists of two parts: fixed (in the amount of 50%) and insurance. The insurance part of the pension depends on the length of service and the salary of the deceased. In 2021, the fixed part of the pension is 5334.2 rubles; accordingly, 2667 rubles will be accrued. For dependents of military contractors and employees of the Ministry of Internal Affairs, payment is calculated based on the amount of monetary allowance (50% and 40%) depending on the cause of death of the breadwinner.

Fringe benefits

  • the same category of children who have reached adulthood but are disabled, but the disability was acquired before the age of 18;
  • disabled relatives supported by the deceased - spouse, parents, disabled grandparents, but on the condition that there is no one else to care for them;
  • a disabled spouse and parents who were not previously supported by the deceased, but due to circumstances have lost their main source of income;
  • a relative of the deceased, whose ability to work and age do not matter, who has taken upon himself the upbringing of the children of the deceased, including younger relatives, until the youngest child turns 14 years old;
  • children left without both parents;
  • children raised by a deceased single mother.

Recipients of benefits

  • funds are allocated for housing repairs every 10 years;
  • benefits for housing and communal services, fuel costs for heating housing;
  • sanatorium-resort treatment, social medical services;
  • other compensation.

Each social card has a digital code, for example: 964390 90 2413360614 5 03/18 0090. The highlighted numbers are the expiration date of the social card (month and year). That is, in the example, the card is valid until March 31, 2021.

You can apply for a social card at the MFC and at the territorial division of the regional Ministry of Social Protection, and you can also write an application for a card electronically - through the public services portal. Schoolchildren who receive a survivor's pension can be provided with hot breakfasts and lunches. If you have to buy textbooks at school, then they can also be free for beneficiaries. There is no single law that obliges schools to feed children from single-parent families free of charge and provide them with textbooks. As a rule, this norm is prescribed in regional laws. For example, such norms apply in Moscow, Ulyanovsk, and Kazan.

Subsidy. Do not forget about the subsidy for housing and communal services, if it is provided for by regional law. Although this benefit is not directly related to survivor benefits, it is often provided to recipients of such a pension - due to the low family income. For example, if in Moscow you spend more than 10% of your family income on utility bills every month, you are entitled to a compensation payment. In other regions this percentage may be higher or lower.

Benefits at the university

In St. Petersburg, residents who receive a survivor's pension can also travel for free. To do this you need to get a free travel document. At the time of receiving a pension, a monthly cash payment is established; it is paid by social protection authorities. The amounts differ in the regions, but the total pension with additional payment should not be less than the subsistence level for the region. The benefit is paid monthly until the age of 16, and for students until the age of 18 if the income is less than the subsistence level. Benefits on the card

  • The user's personal data has changed, for example, when adding a preferential category or changing the last name. In this case, you should hand over the old SKMO for recoding. Upon presentation of a passport and a document confirming the change in data, no fee for the procedure will be charged.
  • If damaged or lost, plastic will be replaced for a fee. The payment amount is calculated based on production costs. You must return the old card, presenting your passport and receipt for payment for the procedure, and wait for the issue of a new card.

Receiving a card

  • passport when the recipient is over fourteen years old;
  • birth certificate if the recipient is under fourteen years of age;

To apply for a benefit under the SPC, you should contact the territorial office of the Pension Fund of the Russian Federation at the place of residence of the applicant, a multifunctional center (hereinafter referred to as the MFC), a post office or, if you need to apply for a military pension, an agency of the Ministry of Defense of the Russian Federation (hereinafter referred to as the Ministry of Defense of the Russian Federation) with a corresponding application.   • through the MFC branch;
  • using mail;

To receive benefits under the SPC, you must prepare a package of required papers. Documents for applying for a survivor's pension:

  • passport of a citizen of the Russian Federation / certificate of registration / residence permit;
  • completed application;
  • birth or adoption certificate;

Why do you need a social card?

To view additional information about receiving, replacing or using a card, visit the Moscow Region State Services portal. On the page you can leave an application for the production of a card via the Internet - without personal presence. If it is not possible to use the portal, it is recommended to visit the nearest multifunctional center with a designated package of documents for submitting an application.

However, a certificate of study at a university is added if the child is studying at a university and is under 23 years of age.

Documents for children over 7 years old from a large family

Replacing a social card for the Moscow region

Pension amount

The amount of benefits due to a relative or family member for the loss of a breadwinner consists of 2 parts. It includes:

  1. Fixed payment (hereinafter - FV), established by law.
  2. Insurance pension for the loss of a survivor, which can be calculated based on the individual pension coefficient (hereinafter referred to as IPC). From January 1, 2018, the cost of 1 IPC point is 81.49 rubles.

Citizens living in the Far North or territories equivalent to it are entitled to an increase in pension in the event of the loss of a breadwinner. Its size is adjusted due to the regional coefficient (multiplied by it) - the indicators fluctuate in the range of 1.15–2 and depend on the subject of the Russian Federation. Applies only during the period of residence of the dependent in the territory of its coverage.

Calculation formula

The size of the survivor's insurance pension is calculated using one of two formulas. The choice of calculation option depends on the status of the deceased at the time of death. If the deceased was a pensioner, the formula PSPK = IPC (1) x SPB is applied, where:

  • IPC – the individual pension coefficient of the deceased breadwinner, applied to calculate his insurance benefit as of the date of appointment;
  • PSPC – payment amounts under the SPC;
  • SPB – the cost of one pension point in rubles on the day the benefit was assigned.

If the breadwinner was not a pensioner at the time of death, the SPK benefit is calculated using the formula PSPC = IPK (2)/CI x SPB, where IPK (2) is the individual pension coefficient accumulated by the deceased on the date of his death. When calculating, the following nuances should be taken into account:

  1. The IPC of deceased parents is summed up when calculating the size of the pension assigned to orphans.
  2. The amount of the IPC can be multiplied by the regional coefficient if the payment is made by a dependent living in the Far North or a territory equivalent to it.
  3. The IPC doubles if the SPC benefit is calculated for the child of a deceased mother.

The calculation of the size of the insurance pension under the SPC is based on a static set of rights that the deceased has already earned during his life. Recalculation is possible if there is an increase in the cost of the IPC as a result of indexation, justified by an increase in the inflation rate and the volume of the consumer basket. It is produced according to the formula PSPC = stPSPK + (nIPK/KM/KI x SK), where:

  • PSPC - survivor's benefit after recalculation;
  • nIPK - the individual pension coefficient of the deceased, calculated on the basis of insurance premiums not taken into account at the date of his death;
  • stPSPK – the amount of previous payments as of 31.07 of the year in which the recalculation is carried out;
  • KM – coefficient of the ratio of the standard duration (in months) of the deceased’s work experience on the date of his death to 180 months;
  • KN – number of dependents as of 01.08 of the current year;
  • SC – the cost of the IPC as of the date of recalculation.

Social supplement up to the subsistence level in the region

If the SPC benefit is the recipient’s only income, and its total amount is below the subsistence level (hereinafter referred to as the subsistence minimum) in the region, the pensioner is assigned one of 2 types of allowances. Regional social supplement - RSD - is provided to citizens registered in constituent entities of the Russian Federation with a high price level and a monthly minimum wage higher than the general Russian indicator (for example, in Moscow). The federal social supplement - FSD - is assigned to residents of regions with established minimum wage levels below the average value.

Fixed payment amount

PV refers to a social pension in the event of the loss of a breadwinner and part of the full benefit under the SPC. Minimum size of PV as of 04/01/2018:

Survivor's pension in 2021 - who is entitled to payment

The source of financing for social pensions is the state budget. It is paid only to the children of the breadwinner until they reach the age of majority or 23 years of age when studying full-time.
