Raising the retirement age and benefits

In 2021, the following changes occurred that affected payments to DB veterans:

  • at the beginning of the year, insurance payments were indexed by 7.05 percent (for unemployed citizens);
  • in February, the one-time payment increased by 4.3 percent;
  • in mid-spring, social pensions increased by 2 percent.

Also, in mid-autumn, military pensions should increase by 3 percent. The increase will occur due to a change in the reduction coefficient by 2 percent and indexing the amount of monetary allowance to the inflation rate for the previous year (4.3 percent).

Today, military veterans are considered one of the most socially protected categories of citizens. These people received psychological and physical trauma during military conflicts, so the state is now taking various measures aimed at supporting them

Who is entitled to it?

During their military service, many military personnel faced emergency situations and found themselves in hot spots, given that the specificity of the service lies precisely in preserving the integrity of the state and maintaining peace.

Who belongs to this category

The basic legislative act defining the right to the honorary title of veteran of the military service is the Federal Law of January 12, 1995 N 5-FZ “On Veterans”. The stipulated norm also approved the conditions for conferring an honorary title and lists of periods of combat operations with the participation of Russian military personnel, which is the basis for obtaining preferential status.

Within the framework of Article 3 of Federal Law No. 5, combat veterans include:

  • career military personnel who serve or served under contract during the period of hostilities;
  • conscripts performing international duty, for example, in Afghanistan;
  • employees of the internal affairs department, national guard, state security, penal system, who were sent to hot spots as part of their duties;
  • civilians sent to combat areas for official reasons or staying as technical personnel.

At the same time, taking into account that the Russian Federation was the legal successor of the former USSR, the above-mentioned persons who fought in hot spots not only as military personnel of the Russian Federation, but also of the Soviet Union from 1960 to the present are recognized as combat veterans.

Places of duty

One of the directions of Russian foreign policy is friendly relations and assistance to neighboring states not only economically, but also militarily.

Thus, within the framework of mutual assistance, Russian military personnel participated in many armed conflicts:

  • in Algeria;
  • in Egypt (Suez Canal zone);
  • in the Arab Republic;
  • in Vietnam;
  • in Angola;
  • in Mozambique;
  • in Ethiopia;
  • in Afghanistan;
  • in Cambodia;
  • in Laos;
  • in Lebanon;
  • in Chechnya;
  • in Syria.

And since the military personnel of the USSR and the Russian Federation were sent to the above regions as part of the performance of official and international duty, and to participate in hostilities, and not ordinary exercises, their merits were noted normatively, by defining a number of benefits and preferences.

Age

Combat veterans, by virtue of current legislation, receive the right to pension benefits in the general manner.

However, a feature of assigning a pension to this category is the fact that they can apply for benefits under several federal acts, which of course is reflected in age:

  • If a veteran participated in hostilities, for example, in Chechnya as a career military man and then continued military service on the territory of the Russian Federation, he will be able to apply for a pension after reaching the age limit of 50 years under Article 49 of Federal Law No. 53 of March 28, 1998 -FZ. Naturally, his benefit will be established on the basis of the norms of Law of the Russian Federation No. 4468-1, that is, like a military pension.
  • If a veteran transferred to the reserve, that is, retired from military service, and his further work activity took place at civilian enterprises, he will have the right to a pension in the general manner after reaching the age of 60 years in accordance with the norms of Article 8 of Federal Law No. 400.
  • If a BD veteran, after service, takes a position in government bodies, for example, as a state or municipal employee already within the framework of the norms of Federal Law No. 166, he has the right to a long-service pension, which can be issued upon reaching 61 years of age, if he has at least 16 years of service , in which military service will be included.

Early retirement for combat veterans: who will have their retirement age reduced starting in 2021

  • Let us remind you that from January 1, 2021, the retirement age in Russia is gradually increasing to 60 years for women and 65 for men.
  • For UBI, it is proposed to maintain the “old” retirement age of 55 and 60 years.

Veterans have the right to receive a one-time cash payment, the assignment of which is made taking into account the category of military operations. If you have a military rank, a veteran receives a military pension supplement of 32%.

  • military personnel and persons who went into the reserve or retired, who took part in hostilities during the times of the USSR and the Russian Federation;
  • military personnel who participated in demining Soviet and foreign territories by Government Order in the period from 1945 to 1951;
  • those who fought in Afghanistan;
  • military pilots participating in battles and military operations;
  • military personnel moving goods across the territory where fighting is taking place;
  • citizens involved in servicing foreign Soviet contingents;
  • civilian employees in a limited contingent of military personnel in Afghanistan, who worked there from 1979 to 1989;
  • military personnel participating in combat operations in Syria and carrying out special assignments there.

How to apply for a pension

To formalize the assignment of benefits to a veteran of the military campaign in Afghanistan, you will need to take a number of actions. Step-by-step instruction:

Veteran status is obtained based on the availability of documents:

  • Passport of a citizen of the Russian Federation.

The military registration and enlistment office is required to provide certificates of service in hot spots, military conflicts, indicating the time and duration of stay there, profession, officer rank, official duties performed at that time, documents on nomination for awards, wounds, concussions, and combat injuries.

There the veteran will be issued a VBD certificate. It is attached to the documents submitted for registration of a pension.

Formation of payments

The size of the pension for combatants and the right to receive it, as indicated earlier, depend on a number of factors.

Then, within 2 months from the date of receipt of the documents, the expert group makes a decision on the project and prepares its conclusion.

Those Soviet and Russian military personnel who took part in military conflicts around the world are now often in need of help themselves. The state does not value their contribution very highly, paying only about 3 thousand rubles a month and returning half of the rent. What amendments and new support measures are proposed to be made to the law on combat veterans, what changes will occur in the benefits and payments of this category of beneficiaries in 2021, we will tell you in our article on the latest news from the State Duma.

  • the right not to pay taxes on all types of assistance received in cash or in kind, on property received as a gift. The only condition is that the listed types of income should not exceed 10 thousand rubles;
  • the right to take leave at a time convenient for the veteran;
  • the right to obtain a landline telephone number as a matter of priority;
  • the right to priority entry into garage, housing, country house, gardening or gardening cooperative associations;
  • the right to receive prosthetic and orthopedic products free of charge. If a veteran purchases a prosthesis himself, he may receive compensation for his purchase. An exception to the rule is dental prosthetics, which the state does not compensate for;
  • the possibility of free travel in municipal vehicles (subway, buses, trolleybuses, trams). For other types of transport, veterans are required to issue travel documents out of turn. An exception to this rule are taxis and minibuses;
  • the right to go to court without paying a state fee - this benefit is valid for claims in an amount not exceeding 1 million rubles;
  • the right to receive additional education or undergo additional training at the expense of the employer. A veteran who has a desire to become a university applicant has the right to admission without competition;
  • the opportunity to receive preferential treatment for medications and medications prescribed by your attending physician;
  • the opportunity, as a matter of priority, to obtain a trip to a sanatorium or resort-type institution (the benefit is valid if the referral for a health trip was prescribed by a doctor).
  • military and other persons belonging to law enforcement agencies and structures of the Russian Federation who, during their service, took part in operations of a combat nature;
  • persons who took part in the Chechen campaigns between 1994 and 1996;
  • representatives of paramilitary units who transported goods and took part in campaigns in Chechen territories;

EDV payments in 2021

From the total number of citizens living in Russia, it is necessary to single out those who have the right to receive a monthly cash payment. We are talking about special financial support for people who have additional benefits, whose rights are confirmed by special certificates. The noted payment appeared after the “monetization of benefits”, when Russians had the right to choose - they choose subsidies in kind, or agree to replace them with monetary compensation.

To understand what EDV payments are in 2021, you should first talk about their essence. The mentioned subsidy arose back in 2008 after the adoption of the corresponding federal law. Its basis is to give every resident of the country who owns a certain benefit the right to choose: to receive “privileges” in kind, or in money. When replacing benefits with monetary compensation, effective mechanisms were used to not only maintain, but also increase the existing level of social protection. At the same time, the specifics of the property and legal situation were taken into account.
