Why do you need an insurance certificate?
Insurance contributions are made by the employer at the rate established for each type of activity, to the account of each employee to whom he pays remuneration or makes other payments. In order to register an employee with the Pension Fund of Russia, the employer needs an insurance certificate. Also, an insurance certificate is necessary not only for work, but also for a person to receive services electronically; to obtain the right to government benefits; identification of information about a citizen in the interdepartmental system.
How to obtain an insurance certificate
In order to obtain an insurance certificate containing SNILS, there are several ways. If a person gets a job for the first time and does not have an insurance certificate, he must provide documents to obtain this type of document, namely passport data and a completed questionnaire of the insured person, the established form - ADV-1. The questionnaire is filled out personally by the insured person using reliable data or can be prepared by the employer’s personnel department or other services of the organization (for example, accounting employees). When filling out the ADV-1 form on SNILS, you must correctly indicate all the personal data of the insured person. The correctness of the information specified in the document is certified by the personal signature of the person for whom the questionnaire was drawn up.
There are cases in which ADV-1 can be certified (signed) by the head of the insured person. This is the absence of a person due to illness; being on a long work trip or other valid reasons.
The employer is required to prepare all documents and submit them to the Pension Fund within two weeks after hiring a person without an insurance certificate. In the Pension Fund of the Russian Federation, SNILS is assigned and prepared within three weeks, after which it is sent to the employer, who, in turn, after entering all the new employee data into the internal documentation, transfers the SNILS to the person.
Since the insurance certificate is necessary not only for the employer, but also for the person himself, he can obtain it independently. To do this, you must personally contact the territorial Pension Fund, provide a passport and completed ADV-1 form. The questionnaire can be found below, it is attached to the article, or on the Pension Fund website. Individuals who make voluntary contributions to the Pension Fund must independently obtain an insurance certificate.
ADV-1
To prepare the application form, the insured person must fill out ADV-1. You can download the form below. The ADV-1 sample completed above will help you complete the application form without any problems.
All information must be entered in block letters using black or blue ink. You can also use computer technology when filling out the questionnaire. In the line “Last name First name Patronymic” the data is indicated strictly in the nominative case (filled in required). In the “gender” column, enter the letter “M” or “F” according to the gender of the person for whom the form is being filled out (this must be filled out).
The citizen’s date of birth is indicated in the form: DD month name YYYY (required to be filled in). If the document that identifies a person contains a non-existent temporary date, for example, February 31, then this date is entered into the insured person’s profile without any changes or adjustments. And in the same line the word “special” is simultaneously entered. If the same document does not contain the month or day and month of birth of a person (ex. “December 1939”, “1939”), then this information is also entered into the form without adjustments and the word “special” is immediately entered. All data must be transferred to the form without changes, in the form in which they are indicated in the identity document.
Basic moments
Information is entered using a ballpoint pen and printed font is used. It is also permitted to enter data using a computer. Markings, corrections or additions of information in other paste or handwriting are not permitted. Any colors are allowed, excluding shades of green and red.
After filling out the documents, they must be distributed to a company employee to review the information and affix their own signatures. If any employee of the company cannot sign a document for more than a month, subject to a valid reason, for example, absence from work while on a business trip, serious, protracted illness, the boss must indicate this information in the insured person’s application form and certify document.
ADV-1 special place of birth
In the “place of birth” column of the questionnaire, all data from the passport paragraph is indicated: “Place of birth”, in the nominative case and in the same order. When indicating this data, it is necessary to indicate the name of villages, cities, districts, regions and other territories, strictly as is done in the document on which the questionnaire is filled out, despite changes in their names that have already occurred before the filling out of the questionnaire. The data is filled in in the following order: settlements - districts - regions - state. Just the names are displayed, there is no need to write “city...” or abbreviated “g...”. The republic is written in abbreviation: JSC, SSR, etc. If the address of residence or registration is indicated, the following order of listing is used: country (only for foreigners) - region - district - city - locality - st. - house - building - apt. Regional centers may not fit in. If the address does not contain one or more of the above details, commas in the questionnaire (there are 9 of them) should be left for control purposes. Names are entered only in capital letters: for example, the city of Moscow will be reflected as MOSCOW G, Kirova Street - as KIROVA STREET, etc. This item may not be filled out if the document does not have such information.
In the “citizenship” column, the country of which the person for whom the form is being filled out is a citizen (this item can only be filled out by foreigners; it cannot be filled out by citizens of the Russian Federation).
Registration address. Here you must indicate the full address where the person is registered. All names of territorial entities, streets and other information are filled in according to the data contained in the document (not filled in if this document does not contain data on the person’s registration address).
The address of the actual place of residence is filled in if the registration address of the person filling out the form does not coincide with the address of the place of residence, as well as if the registration address is missing.
Telephone – indicate any contact telephone number (if available), entered in free form.
In the “type of document” column we write the name of the document on the basis of which the “Insured Person’s Questionnaire” was filled out. Next, enter the series and number of this document (these items must be filled in). The date of issue is filled in according to the following model: DD name of the month YYYY (they are also required to be filled out).
Who issued the document? When filling out this column, you must strictly adhere to the names of the territorial entities contained in the document (it is not permissible to make any changes). Common abbreviations are permitted. And finally, the filling date is entered according to the DD principle, the name of the month YYYY.
Instructions for filling
The rules that must be followed by everyone who fills out the form include the following:
- There should not be a single mistake, otherwise the document will be considered invalid.
- If the employer (or HR department) is filling it out, he is obliged to do this for all his employees who have not yet received the card.
- Information is entered using printed capital letters according to the principle: “one character in one cell.”
- Filling out using a typewriter or computer is allowed. If the action is performed manually, you need to use a pen with any ink color except green and red.
- The signature confirms the correctness of the information entered and is placed by the person referred to in the questionnaire, or by an authorized representative if there is a long-term absence (more than one month) of the employee for valid reasons. This circumstance is indicated in the document.
Filling procedure:
- In the Full Name fields, indicate the full first name, last name and patronymic in the nominative case.
- The date of birth must be entered in the following format: day, month, year. Moreover, the month is written in letters, not numbers. If a date that does not exist on the calendar is indicated, it is marked as “special.”
- The place of birth is filled in the same way as in the identity document. If there is no such information, the column is left blank.
- The citizenship field indicates all countries of which the insured person is a citizen. If the person filling out the document is a citizen of Russia, this cell is left empty.
- The registration address is the same as in the identity documents. If there is no registration, the field is not filled in.
- The residential address is indicated if it does not coincide with the registration (registration).
- Contact information is optional.
- In the fields “Document”, “Series”, “Number”, “When issued”, “Issued by”, data about a passport or other document that identifies a person is recorded.
- The date of signing must be indicated at the end. The format is the same as for the “Date of Birth” column.
When the place of birth is entered in ADV-1, the entry form must clearly comply with the following format. First, the locality is indicated, then the district, region (region), and state. In this case, the designation of the type of territorial unit (city, village, etc.) is not indicated even in abbreviated form.
When registering an address, foreign citizens first indicate the country (state), then all those filling in write the name of the region or region, district, city, locality, street, and at the end - the number of the house (building, building) and apartment. The main rule for filling out address points is: “from largest to smallest”, and the names of settlements (for example, a city - “city”, a village - “village”) are indicated after the name (for example, “MOSCOW G”).

Nowadays, minor children have the right to receive an insurance certificate; moreover, kindergartens and schools often require SNILS as a mandatory document upon admission to an educational institution. Since 2012, according to Federal Law No. 313 dated November 29, 2010, obtaining SNILS has become mandatory. For children under 14 years of age, parents must obtain an insurance certificate; sometimes a kindergarten or school can help with this. From the moment of receiving a passport of a citizen of the Russian Federation, a child can apply for SNILS registration himself.
One of the parents or the legal representative of the minor (or the child himself, if he has a passport) must contact the territorial office of the Pension Fund of the Russian Federation with his passport and the child’s birth certificate, fill out the ADV-1 form and pick up the insurance certificate in two weeks.
Filling out the insured person’s application form for a child has virtually no differences, except that it is mandatory to include the child’s birth certificate data.

Is SNILS necessary until adulthood?
SNILS is a unique individual insurance number of a personal account assigned to each person insured in the compulsory pension insurance system. To receive it, fill out form ADV-1. An individual personal account is opened for each citizen of the Russian Federation, stateless persons, temporary and permanent residents, and temporarily arriving foreigners. The ILS is also open to children.
Opening a personal account for a minor is necessary not only to generate information about pension contributions in the future. Currently, an individual personal account is used in many situations:
- when generating information for calculating pensions for each insured person;
- to receive free medical services;
- for registration of benefits and benefits;
- is a mandatory requirement when applying for a job;
- identification of the registration record on the State Services portal and on departmental websites;
- when receiving electronic government services.
Form ADV-1. Sample form for foreign citizens
In 2012, pension insurance opportunities were expanded. According to Federal Law No. 167 of December 15, 2001, foreigners and stateless persons who work on the territory of the Russian Federation and have official earnings are required to register with the Pension Fund of Russia. This does not apply only to those who are temporarily staying in the territory of our country and those who do not have a residence permit.
The questionnaire of the insured foreigner is also filled out on the basis of his identity card. This may be a passport of a foreign citizen or another document established by federal law or recognized in accordance with an international treaty of the Russian Federation as an identity document.
For those who do not have citizenship, their identity can be verified by:
- a document issued by a foreign state and recognized in accordance with an international treaty of the Russian Federation as a document confirming the identity of a stateless person;
- temporary residence permit;
- resident card;
- other documents provided for by law or recognized in accordance with international treaties of the Russian Federation as documents identifying a stateless person.
Also, in order to register a foreign citizen with the Pension Fund of Russia, the employer must have a notarized translation of the foreigner’s passport in Russian. Notarization gives the translation legal force and determines the person responsible for the correct completion of the ADV-1 form.
