The PM form must be provided by organizations that, according to current legislation, are classified as small. The exception is those legal entities to which the prefix “micro” can be applied.
The report is submitted quarterly, the data in it is cumulative.
The quarterly PM form is submitted no later than the 29th day of the month immediately following the reporting period.
In July of this year, Order No. 419 approved a new form for this reporting. Here you will also find guidelines on how to fill out the PM form.
The updated form must be used starting from the reporting of the 1st quarter of 2020. That is, the PM report for the 4th quarter (annual) of 2019 should be done in the old version of the form.

Changes to the PM-prom form in 2020
Rosstat Order N 472, dated July 31, 2018, introduced the following requirements for filling out data in the “Information on Product Production” report:
- On the second sheet in the tabular section, the column “For the corresponding month of last year” was excluded. In the previous report form, the tabular section had three columns “reporting month”, “previous month”, “corresponding month of last year”. Taking into account the changes, two columns remain in the report.
- Branches of foreign organizations operating on the territory of the Russian Federation are not required to provide PM-industry; previously they submitted a report. Order No. 472 exempted branches of foreign organizations from submitting the PM-industrial form.
- Organizations with zero turnover must submit a report. Firms that, for some reason, do not operate, submit PM-industry, just like those that are fully operational.
PM form form: what has changed
A fourth section has been added to the new version, into which some of the indicators from section No. 3 of the old edition were actually transferred.
The difference is that now the information entered in section No. 4 needs to be submitted only once - in the annual report. Information on other sections is submitted quarterly.
The column with the name: “The presence of a phenomenon characterized by this indicator for the period from the beginning of the reporting year (circle as necessary)” also disappeared.

The same must be done in cases where an organization, for some reason, temporarily did not operate during the reporting period - it is obliged to provide a report on a general basis, but with a note about the time when it did not work, that is, indicating specific dates. First, a title page is drawn up, on which the name of the month and year, as well as information about the company, is entered in the required line for the reporting period.
If the units have their own balance sheet, each one generates its own document. The certificate is sent to the Rosstat branch at the place of registration of the company, or to a separate division if it reports separately from the head office.

PM form for statistics: instructions for filling out
As mentioned above, if small enterprises are included in the sample, they must submit a PM form to the statistical authorities. Filling out these reports is carried out in accordance with the methodological recommendations of Rosstat given in Order No. 419. PM form: instructions for filling out 2020 - general requirements
According to general requirements, the 2020 PM form is filled out:
- only small businesses, regardless of what tax regime they use;
- throughout the enterprise as a whole, without division into structural divisions;
- even if the company did not operate or is in the process of bankruptcy;

Filling out sections:
- Section No. 1 (line 01) reflects information about whether the subject is on a simplified taxation system; this is done using a digital code. If there was no activity in the reporting period, the company fills out only the title page and this section.
- Section No. 2 (lines 02 to 10) contains information about employees and their wages. The number is given with the allocation of external part-time workers and employees who performed work under GPC contracts. The wage fund indicators are broken down according to the same principle. PM - bargaining: what is it and when is it submitted?
So, in order to have an idea of the turnover of wholesale trade, a form was invented - bargaining. The report form is unified, introduced by Rosstat Order No. 321 of July 16, 2015 .

- The total number of employees (line 02) and the total wage fund (line 06) must be equal to the sum of indicators for the corresponding group (line 02 = lines 03+04+05; line 06 = lines 07+08+09).
- General economic indicators in total must be greater than or equal to the amounts for the subgroups identified from them (p. 11> or = p. 12, as well as p. 15; p. 13 > or = p. 14; p. 16 > or = p. 17).
Note! If the report is filled out in a specialized program, it will identify errors and highlight columns containing incorrect values.

There are some important points to keep in mind when filling out the form:
- The reporting form is usually submitted to the statistics department where the company is registered, however, if the activity is carried out elsewhere, the form is submitted to the place where such activity is carried out
- The form must be completed for the organization as a whole. This means that if a company has branches or representative offices engaged in wholesale trade, then this information is included in the report of the parent organization
- But “subsidiaries” and dependent companies submit the form independently, regardless of the main organization
- In the case when a company must report on a form, but there are no indicators for filling it out (that is, they are zero), then a letter must be submitted to the statistics body stating the impossibility of filling out the form due to the lack of required data

Which body accepts the PM report?
Reports are sent to Rosstat by all organizations included in the sample. To familiarize yourself with the list, you must visit the website of the Federal State Statistics Service, where all companies that are required to submit the PM form are collected.
Each organization receives a letter and an envelope for returning the completed report.
