Who fills it out

From the form itself and the instructions for filling it out, it is easy to figure out who should submit Form 7-injuries for the reporting period. Most organizations are required to prepare it, with some exceptions. Please note the following points:

  • if the enterprise has separate divisions, the report is filled out both for each of them and for the legal entity without these separate divisions. The company submits the completed forms to the territorial bodies of Rosstat at the location of the unit and at the location of the legal entity;
  • the report is prepared by branches, representative offices and divisions of foreign companies operating in the Russian Federation in the manner established for domestic legal entities.

Now about which companies are exempt from reporting obligations:

  • micro-enterprises (the number of employees is less than 15 people, the income is up to 120 million rubles);
  • companies with the following types of activities: financial;
  • public administration;
  • ensuring military security;
  • social insurance;
  • educational;
  • household activities;
  • activities of extraterritorial entities.

Form 7-injury: who should take it and when

The report submission date is January 25 of each year. Everyone needs to report, except for enterprises that belong to:

  • extraterritorial organizations;
  • social security institutions;
  • educational organizations;
  • institutions involved in ensuring state and military security;
  • financial and insurance companies.

Also, if the organization belongs to micro-enterprises (the number of employees is no more than 15 people, and the income is no more than 120 million rubles), then there is no need to submit information about workplace injuries, Form 7.

Which form to use for the 2020 report

Organizations that reported earlier have the right to use the old form; officials have not yet introduced the new 7-injury report form for 2020. The document itself was approved by Rosstat order No. 417 dated June 21, 2017.

If officials do not change anything, and the 7-injury report form for 2020 remains, the same form will be allowed to be used for reporting for the current year.

The annual form of federal statistical observation N 7-injuries “Information on injuries at work and occupational diseases” (hereinafter referred to as the form) is provided by legal entities, except micro-enterprises, of all forms of ownership, carrying out all types of economic activities, except: financial and insurance activities, public administration and ensuring military security, social security, education, the activities of households as employers, the undifferentiated activities of private households in the production of goods; activities of extraterritorial organizations.

In the case where the victim was injured in the year preceding the reporting year, and his temporary disability ended in the reporting year, the total number of person-days of disability is shown on line 09 in the report for the reporting year. On line 01

Step-by-step instructions for filling out

We offer you detailed explanations on the design and a sample of filling out form 7-injuries (working conditions) based on the results of 2020. Step 1. Title page

Enter the name (full and abbreviated) of the organization and postal address. Please indicate below the OKPO of the reporting legal entity.

Step 2. Table

The following section contains information about workers injured in industrial accidents. It is filled out according to information from reports on industrial accidents in form N-1, approved by Resolution of the Ministry of Labor of Russia dated October 24, 2002 No. 73 “On approval of document forms necessary for the investigation and recording of industrial accidents, and provisions on the peculiarities of accident investigation in production in certain industries and organizations."

The example we presented of filling out the 7-injury report was prepared based on fictitious information; you need to write only verified numbers. Obtain information about the costs of labor protection measures from accounting data.

Step 3: Help Section

Enter the average number of employees and the number of women working in the organization. Rosstat also requires information about the presence (absence) of a first-aid post at the enterprise.

Step 4. Contact information

Here we indicate information about the official responsible for providing statistical information. We indicate:

  • FULL NAME. official and his position;
  • signature of the official responsible for submitting the report;
  • phone number, e-mail;
  • We enter the date of preparation of the document.

Step 5. Checking the correctness of the data

The presented instructions for filling out form 7-injury would be incomplete if we did not show how to check the data. For this purpose, officials have developed logical chains that make it possible to further verify the correctness of the data.

Responsibility for failure to submit the form

All organizations should not violate the current legislation in the field of reporting, also with regard to the correctness of the information provided , but if organizations violate the submission of statistical information, this may entail legally established liability under Article 13.19 of the Code of Administrative Offenses of the Russian Federation, on the basis of which an administrative fine is expected to be imposed on the official responsible for submitting this information, in the amount of 3000 - 5000 rubles. If distorted data is presented or submitted untimely, then under Art. 15 and 1064 of the Civil Code of the Russian Federation, as well as Art. 3 of the Law of the Russian Federation dated May 13, 1992 No. 2761-12, she needs to compensate the Rosstat bodies for the detriment of the need to adjust the final information of the consolidated reporting.

Innovations for employers

Starting with reporting for 2020, Rosstat introduces an annex to form 7-injuries. For the first time, it must be submitted along with the report itself no later than January 27, 2020, indicating information for the current year. The application form was approved by Rosstat order No. 493 dated August 10, 2018. It also contains instructions for filling out the document. It is important to understand: the Form 7 injury report is annual, and the supplement to it is submitted only once every 3 years (for 2020, 2022, etc.). It is permitted not to prepare additional information if there were no accidents at work during the reporting year and there is nothing to report.

Labor safety reporting 2020

In the previous article, we looked at the list of local documentation in the field of labor protection. Let us now touch on the topic of labor safety reports and tell you which reports need to be submitted in 2019, and to which authorities, as well as the filing deadlines. In accordance with the legislation, there are several forms of providing information in the field of labor protection:

Form No. 1-T

Form No. 1-T “Information on the state of working conditions and compensation for work with harmful and (or) dangerous working conditions” is submitted annually by all legal entities, with the exception of small businesses.

The form contains 2 sections:

  • Report on the state of working conditions;
  • Report on guarantees and compensation provided to employees engaged in work with harmful and (or) dangerous working conditions.

Section 2 provides for the presentation of data on the organization’s actual expenses, including:

  • Payment of additional leave for employees;
  • Issuance of therapeutic and preventive food, milk or other equivalent food products;
  • Increased wages;
  • Conducting medical examinations.

The report is signed by the official responsible for providing statistical information. It can be:

  • Head of the labor protection department;
  • The head of the company or his deputy.

As of today, the latest edition of form No. 1-T dated August 6, 2018. The updated form contains minor technical changes, but otherwise it is not much different from the previous edition.

Firstly, the submission date has changed: now this report must be submitted to the territorial body of Rosstat before January 20 after the reporting period. Secondly, organizations that are not working for part of the reporting period submit a report on a general basis (only indicating from what time they have not been working).

Important: In 2020, January 20 falls on a Sunday, so the deadline for submitting the report is moved to January 21 (Monday).

Form No. 7 – injuries

Form No. 7 – injuries contains information on injuries at work and occupational diseases for the year.

This form is submitted to the territorial body of Rosstat annually before January 25.

Organizations engaged in:

  • Financial and insurance activities;
  • Public administration;
  • Ensuring military security;
  • Social Security;
  • Education;
  • Household activities;
  • Extraterritorial organizations.

4-FSS

Organizations must submit a report to the Social Insurance Fund in Form 4-FSS, containing information on the calculation of accrued and paid insurance contributions for social insurance against accidents and illnesses.

Organizations can provide a paper or electronic version of the report, depending on this, the submission deadlines change. The report is sent to the Social Insurance Fund quarterly.

  • The paper report is submitted no later than the 20th day of the calendar month following the reporting period;
  • Electronic report – no later than the 25th day of the calendar month following the reporting period.

Report on the use of insurance premiums

In addition to the report on Form 4-FSS, organizations send to the FSS a report on the use of the amounts of insurance contributions allocated for compulsory social insurance against industrial accidents and occupational diseases to finance preventive measures to reduce industrial injuries and occupational diseases of workers.

The report is compiled by the organization and submitted quarterly to the executive body of the Fund at the place of its registration simultaneously with the payroll statement for the funds of the Social Insurance Fund of the Russian Federation (Form 4-FSS). Accordingly, according to the deadlines for submitting the main report in Form 4-FSS, the report on the use of insurance premiums is submitted within the same established deadlines:

  • The paper report is submitted no later than the 20th day of the calendar month following the reporting period;
  • Electronic report – no later than the 25th day of the calendar month following the reporting period.

Form 7-injury is a report that every organization or individual entrepreneur is required to submit. It records all the statistics on injuries caused and acquired occupational diseases (any diseases that a person could get, for example, due to harmful substances in production) at the enterprise. Information about workplace injuries and occupational diseases must be submitted to Rosstat.

How to fill out

The 7-injury report is divided into four stages:

  • title page;
  • table;
  • certificate form 7-injury;
  • Contact details.

Table

Here you need to fill in all accidents, injuries acquired by the employees of the prof. diseases for the whole year. Opposite each item you must put a numerical value:

  • how many people were injured at work. If an employee was injured and took sick leave for a day or more, then it must be taken into account.
  • how many of them were women, minors and foreigners;
  • number of deaths;
  • of which women, foreigners and minors;
  • total number of sick days for the reporting period;
  • if the sick leave was not opened, but the employee was transferred to another activity for medical reasons, then it must also be entered here;
  • transferred women for the same reasons;
  • the amount allocated for labor protection measures. The company's accountant will provide this information.

Important! If the death occurred during the reporting period, and the person was injured earlier, then it does not need to be indicated in the first line. Same with point 9. If a person opened a sick leave earlier than the reporting period, then the information is written only in line 9.

Help 7-injury

Here you need to indicate the number of employees in the organization. This is necessary in order to determine the extent of the injury. You should also indicate whether the company has its own medical center.

Contact details

In the contact information column, you must put a date and sign, and leave contact details.

Responsibility

The head of the company or an authorized representative is considered responsible. For non-compliance with the requirements, namely failure to provide information or failure to follow the filling procedure, there will be a penalty under Article 13.19.1 of the Code of Administrative Offenses of the Russian Federation - “Violation of the procedure for posting information in the state information system of housing and communal services.”

Responsible person

The fine varies from 10 to 70 thousand rubles for the enterprise itself. And 10-20 thousand for obligated persons.*

Important! If violations are repeated, the amount of the fine will be much higher: 100-150 thousand rubles for the organization and 30-50 for those responsible.

Changes in 2020

In 2020, an application appeared that must be submitted along with the Form 7-injury report. The application must be submitted by January 25, but unlike the main report, the application is submitted once every 3 years, and only if accidents have been registered in the organization.

To successfully perform all duties associated with Form 7-Injury, you must:

  1. on the Rosstat website.
  2. Fill out 4 blocks of the report according to the above instructions.
  3. Identify the person responsible.
  4. Send the report to Rosstat via mail or web collection before January 25, once a year.
  5. Every 3 years, along with the report, compile an appendix on the total number of injuries.
