When do they require a certificate of Russian citizenship?

In 1992, when the law on Russian citizenship came into force, all persons with permanent registration in Russia became citizens of the Russian Federation. Despite this, in some cases they require confirmation of Russian citizenship.

  1. The person does not have documents that confirm his status. This can happen if in 1992 a citizen was registered in Russia, but did not have a passport.
  2. A person born between 1992 and 2002. At that time, parents had to prove their belonging.
  3. The person previously resided permanently in another country and his foreign passport has expired. In this case, a Russian identifier will be able to confirm citizenship. But if it is lost, then a certificate will be required.
  4. A person wants to get a job in the government service. A document confirming the absence of dual citizenship is required.

In some cases, government officials unreasonably request a certificate of Russian citizenship. This happens when registering:

  • a foreign or primary Russian passport for a minor child (if there is a note on citizenship in the birth certificate;
  • Russian passport again;
  • foreign passport for adults.

Confirmation of Russian citizenship

In the situations discussed above, as noted earlier, the person is in any case a citizen of Russia, but does not have a document confirming this circumstance, or the international passport he has as a citizen of the Russian Federation is invalid (Situation No. 4).

From this we can draw a very important conclusion. The presence of at least one of the above documents in a person is the basis for the issuance, in compliance with the established procedure, of any other document(s), while the citizen is not obliged to confirm his Russian citizenship with any other additional documents.

Answers to frequently asked questions on the topic

It is not difficult to obtain a certificate of Russian citizenship. However, questions related to citizenship often arise.

Question 1.

In 1992, I was a citizen of the USSR and lived on the territory of the Ukrainian Republic. After the collapse of the Soviet Union, I did not accept Russian citizenship. Is it possible for me to become a citizen of the Russian Federation now?

Answer 1.

In 1992, all citizens of the USSR registered on the territory of Russia, who did not express a desire to become citizens of the Russian Federation within one calendar year, automatically received Russian citizenship. Persons living on the territory of the republics received citizenship of the new countries. Thus, you have received Ukrainian citizenship. To now become a citizen of Russia, you need to obtain a residence permit and take advantage of the resettlement program for compatriots, which will simplify the procedure for obtaining Russian citizenship.

Question 2.

I am a former citizen of the USSR, registered in the Sverdlovsk region. In 1992, I was in the Ukrainian Republic, then I went abroad. Now I want to return to my homeland. Am I a citizen of the Russian Federation and how can I prove it?

Answer 2.

All citizens of the USSR registered on the territory of Russia, who have not declared their desire to become citizens of the Russian Federation within a year, receive citizenship automatically. Thus, a person is a citizen of the Russian Federation, even if he does not have citizenship of another state acquired in the period 1992-1994.
