Targeted training on labor protection: when is it carried out? Spring is a special time when the snow melts and organizations and enterprises organize cleanup days. Work managers, when organizing employees of the entire organization for a cleanup day, often forget to conduct targeted training on labor protection. Is it necessary to conduct targeted training on labor protection for workers during a cleanup day? Normative base

The procedure for carrying out targeted instruction is regulated by the following legal documents:

  • Labor Code of the Russian Federation;
  • Resolution of the Ministry of Labor of the Russian Federation and the Ministry of Education and Science of the Russian Federation dated January 13, 2003 No. 1/29 “On approval of the procedure for training in labor protection and testing knowledge of labor protection requirements for employees of organizations” (hereinafter referred to as the “Training Procedure”).
  • GOST 12.0.004-2015. Interstate standard. System of occupational safety standards. “Organization of occupational safety training. General provisions" (put into effect by Order of Rosstandart dated 06/09/2016 N 600-st)

The procedure for conducting targeted briefing

Training must be provided to all employees. It is carried out during work, at any enterprise.

The briefing is carried out at a pre-agreed location where all employees gather. The time is set well in advance so that those present can put everything aside or do urgent things in advance.

These include:

  • factories;
  • mines;
  • schools;
  • factories;
  • hospitals;
  • universities;
  • schools;
  • canteens, etc.

In this case, employees gather as a whole team or in separate groups to listen to the necessary information. If an employee was not present, he should be instructed individually. This can also take place over the telephone.

Before conducting targeted briefing, you need to make an entry in the journal in which labor safety briefings are recorded. After people have listened to it, they must sign the log. This will mean that they are aware of everything previously said and take full responsibility for further actions. The manager also puts a signature in the journal, which will mean that the briefing has been carried out.

All words that are spoken must be confirmed by law. The content itself is previously agreed upon and approved by higher authorities. After the team has listened to the instructions, all knowledge gained is checked and recorded in a protocol. Targeted training on labor protection: what is it?

Targeted briefing is the conduct of an event with an employee or a group of employees aimed at informing about the basics of labor protection and safety and the principles of certain activities.

Targeted coaching is different from other types of coaching. First of all, the fact that its target orientation stands out - it is carried out when it is necessary to carry out any unscheduled, freelance work. List of requirements for conducting training:

  1. This must be carried out by managers directly at the work sites of employees.
  2. If employees are involved in one-time work, then explanatory conversations are required for them.
  3. When sending workers to carry out work to eliminate the result of emergency situations, such instruction is necessary. If the actions are aimed at preserving human life, then it is not necessary to spend time conducting a conversation. In the second case, one should be guided by priorities in a given situation.

When is the targeted training carried out?

According to clause 2.1.7 of the “Procedure for training in labor protection and testing knowledge of labor protection requirements for employees of organizations”, approved by Resolution of the Ministry of Labor of Russia, Ministry of Education of Russia dated January 13, 2003 N 1/29, targeted instruction is carried out:

  • when performing one-time work, including those not related to direct responsibilities in the specialty or profession;
  • when eliminating the consequences of accidents and natural disasters;
  • when working with increased danger, for which, in accordance with regulatory documents, a work permit, permit or other special documents are required,
  • when organizing mass events (excursions, hikes, sports competitions, cleanup days, cultural events). The list of works and public events, before which targeted instruction is carried out, is established by the employer independently, taking into account the specifics of its production activities and the relevant national regulatory requirements.

When executed

Targeted communication should be carried out if it is necessary to train or familiarize employees with all types of dangerous and risky cases and situations that may occur while carrying out the assigned task. These tasks are not the primary activity of the represented employees and are not part of their qualifications. The presented type of familiarization and knowledge testing is carried out by the direct superior. It should be performed in the following cases:

  • if there is an emergency response or if it is necessary to perform work that requires official registration of a work permit;
  • if there is an excursion on the territory of the enterprise;
  • when all kinds of public events are organized with the participation of students. This could be sports competitions or hiking;
  • if the employee has to perform tasks that are not related to his immediate specialization. For example, cleaning the area, working with cargo.

Completion of targeted instruction is noted in a special document, which indicates permission to perform atypical tasks.

Such familiarization can be carried out with one employee or an entire team. The content and amount of data provided depends on the type of tasks that the staff will have to face. Targeted training is most common in the energy industries.

Note! Training takes place on the job and ends with passing an exam in any form. Those employees who have not passed the exam cannot be allowed to perform practical training or perform assigned tasks. Repeated training is organized for them.

Periodicity

Labor protection establishes that this type of information must be carried out only in cases where unscheduled events, tasks or work are to be carried out. When this is not planned, then targeted instruction is not necessary. It will only be required if the necessary work is repeated.

How is targeted instruction carried out?

According to clause 2.1.3 of the “Training Procedure,” briefing includes familiarizing workers with existing dangerous or harmful production factors, studying the labor protection requirements contained in the organization’s local regulations, labor safety instructions, technical and operational documentation, as well as applying safe methods and techniques for performing work.

According to GOST 12.0.004-2015 “Organization of occupational safety training. General provisions "Targeted briefing is carried out according to targeted briefing programs developed and approved in the prescribed manner in accordance with the nature of the work performed or mass events, before the implementation of which targeted briefing is carried out, or directly according to instructions on labor protection and (or) safe performance of work, or according to other local regulations and documents necessary for targeted training.

From practice and work experience, I believe that it is better to conduct targeted briefing according to the developed instructions, and since GOST is voluntary for use, the form of targeted briefing is fixed by order of the head of the organization.

Who conducts

This type of instruction must be carried out by the direct supervisor. For example, this may be entrusted to the head of the department, workshop, foreman or other person. To deal with certain specific issues, the specified person may involve other specialists in the training.

Before organizing and conducting employee familiarization, the director of the company issues a special order. However, often an official order from the head of the unit is sufficient.

Conducted for a group of workers

Documents and visual aids are used during the familiarization process. There should be various instructions on the topic:

  • Fire safety;
  • Industrial Safety;
  • safe operation of electrical installations, machines, equipment;
  • environmental protection;
  • OT documentation.

The process can take place in free form in a designated place. Frequent practice is a lecture-conversation lesson. The responsible person assigned to conduct the lesson is obliged to familiarize the staff with regulations and other visual materials indicating the specifics of the tasks assigned. After this or during this, it is necessary to answer the questions posed.

Note! If it is not planned to perform work with increased risk and danger, then self-training of workers is allowed. To do this, they should be provided with all the necessary instructions and manuals.

Who passes

This type of training is carried out by officially registered employees with any profession, position, skills and qualifications. They can perform work according to an order, work permit or special order. We are talking about the following categories:

  • officially registered employees who were hired as permanent, seasonal or temporary workers;
  • any types of part-time workers, working full or part time;
  • persons working as substitutes for employees due to their temporary absence;
  • students or schoolchildren aimed at undergoing practical training or training.

Important! Only officially registered persons can undergo training, instructions and be allowed to work.

Record of the passage

An enterprise must add a position of safety engineer if it employs 50 people or more. If it is less than this amount, then you can enter into contracts for outsourcing OT, or, if possible, place additional workload on specialists.

If the number is small, then the facility manager is responsible for occupational safety.

If there is no responsible person during the period of implementation, then this responsibility is automatically transferred to the head of the site or the manager of the facility at the site where hazardous work is performed.

Targeted instruction may concern rules of conduct at the site, ensuring labor protection and fire safety standards. Targeted instruction is carried out in the following cases:

  • when entrusting an employee with one-time work that is not related to the main area of ​​his activity;
  • when performing tasks to eliminate the consequences of disasters, emergencies or natural disasters;
  • when obtaining permission to perform work that can only be carried out with special permits.

In what cases is targeted instruction carried out - this could be loading and unloading operations, cleanup days, work outside the territory of the enterprise, participation of employees in mass entertainment events.

When an enterprise has a staff of 50 or more people, the organization must introduce the position of a labor safety inspector. If the number of employees is small, responsibility for ensuring the safety of personnel rests with the head of the company or an individual entrepreneur.

Targeted training in the workplace can be carried out by an accredited security specialist collaborating with the institution under a civil contract. Who conducts targeted training at small enterprises and in what cases? Art. 217 of the Labor Code of the Russian Federation allows the introduction of the position of inspector or labor protection engineer even with a small staff, if the need is caused by the specifics of the organization’s activities.

Who conducts targeted training on labor protection? In the absence of an inspector or labor safety engineer, the work supervisor may provide instructions. Such a specialist is the head of the laboratory, site foreman or director of the enterprise.

How is the briefing recorded, the log form?

According to clause 2.1.3 of the “Training Procedure,” the briefing is registered in the appropriate briefing log (in certain cases, in the work permit) indicating the signature of the person being instructed and the signature of the instructing person, as well as the date of the briefing.

According to GOST 12.0.004-2015 “Organization of occupational safety training. General provisions”, the conduct of targeted briefings is recorded either in the work order, including the work permit, or in a special journal of targeted briefings. Appendix A.6 recommends the Form of the target briefing registration log, which is confirmed by order of the head of the organization, since GOST is voluntary for use.
