Let us recall that in April of this year a Law was adopted, according to which information about the insurance number of an individual personal account (SNILS) must be provided to a person in the form of an electronic or paper document, and replace the insurance certificate of compulsory pension insurance (“green plastic card”). In order to switch to the new document, a transition period was provided.
Now the resolution of the Board of the Pension Fund of the Russian Federation on the approval of a new form of the specified document has come into force, and from the beginning of October the Pension Fund of the Russian Federation authorities in the Novosibirsk region began issuing data on the insurance number of an individual personal account as a notification from the Pension Fund of the Russian Federation.
The notification contains the same data as on the laminated card: last name, first name, patronymic (if available), date of birth, place of birth, gender of the registered person, insurance number of the personal account (11 digits) and date of registration in the individual (personalized) system. To register in the Pension Fund of Russia accounting system, a citizen or his representative can submit the insured person’s application form in person to the territorial body of the Pension Fund of Russia, through an employer or a branch of the MFC.

Also, the electronic service of the Pension Fund informs the citizen about discrepancies in his personal data contained in the personalized accounting database with the information contained in the Unified System of Identification and Authentication (USIA) on the public services portal, and offers to select the appropriate option “Update data in the Pension Fund” or “ Update the data in the ESIA profile."
IMPORTANT! All previously issued insurance certificates of compulsory pension insurance continue to be valid, so citizens do not need to contact the Pension Fund of Russia to exchange them for a notification.
Let us recall that today SNILS has already officially become an identifier of personal data for citizens of the Russian Federation and the “key” to receiving many government services, including in electronic form. Adults and children need it for:
- registration in the compulsory health insurance system and receiving free medical care (without SNILS today a compulsory medical insurance policy is not issued);
- receiving maternal (family) capital at the birth of a second child;
- receiving a range of social services (including preferential ones) and benefits;
- registration in the unified identification and authentication system and the possibility of receiving government services electronically;
- registration of official labor relations with the employer;
- formation and accounting of pension rights throughout working life;
- integration in the system of interdepartmental electronic interaction (SMEI).
In the Novosibirsk region, over 2.9 million citizens are registered in the individual (personalized) accounting system of the Pension Fund of Russia. Last year alone, over 85 thousand people were registered, this year – almost 70 thousand. Every day, about 400 citizens apply to register in the accounting system.

Based on the established norms located in Art. 27 of this Constitution of Russia, any person located in the locality of the state has the right to independently choose his place of residence or permanent residence.

Changing of the living place
Most often, pensioners change their permanent residence permit without leaving the Russian Federation. At this point, it is necessary to notify the Pension Fund of the Russian Federation so that the pension file is transferred to a different location. When moving, the basic amount of northern pension contributions will increase by the coefficient of a certain subject’s place of residence, and in this situation, it is realistic to expect either a decrease or an increase.
When the required length of service is greater, the northern pension will definitely become higher, and it will not be able to affect the value of the region’s coefficient. To put it in simple words, the northern pension will increase, regardless of which specific entity the pensioner with northern experience will live under.
