When is it possible to obtain a foreign passport with temporary registration?
According to the laws of the Russian Federation, a citizen can obtain a foreign passport at the place of his temporary registration, without leaving his actual place of residence. Obtaining this document will be possible only if the citizen has the full range of necessary documents.
This procedure has become available recently, when the legislation was amended accordingly.
Who might need this?
Registration of a foreign passport using temporary registration is most relevant for:
- those who like to travel the world or relax in warm resorts near abroad;
- people whose work involves frequent business trips to different countries of the world.
There are also emergency situations in which a person needs to go abroad as soon as possible, but the validity of his international passport is coming to an end or such a document is simply missing.
Required documents
Nowadays there are two types of passports:
- an ordinary “old-style” passport;
- biometric passport.
Depending on what type of document you will receive, different sets of documents will be required.
The lists are similar, but there are differences in the formats of the completed forms, the amount of state duty for the operation performed, the number of photographs attached to the documents, and also, unlike old-style passports, children cannot be entered into the new generation passports.
Old document
The range of documents required to obtain an old-style adult international passport:
- Application for a passport. The application must be completed in two copies and printed on both sides in the same format (applications can be found here). There is no need to notarize the document.
- Photo. It is necessary to take at least three color or black and white photographs of 35x45 mm format, made in high definition quality. They should easily show a full-face image of your face. Some departments do not accept color photographs.
- Photos of children. If you are going to include your children, whose age does not exceed 14 years, in the document being produced (this service is free), then you will need two to four photographs of them in the same format.
- Receipt for payment of state duty. You will need a receipt confirming the paid state fee, in the PD-4sb form (available here). If you wish, you can obtain a form in the specified form at any branch of Sberbank. To produce an old-style international passport, the state fee is 2,000 rubles (1,400 when issued online).
- Employment history. You will need a certified photocopy of your work record book or its original if you are not working (if you have one). This point is not specified in the laws of the Russian Federation, but some branches add their own rules to the generally accepted ones. Regardless of the outcome, your work record will be returned to you immediately after the employee checks the data in it to compile the questionnaire.
- Military ID. Men who have not reached 27 years of age will need an extract from the military registration and enlistment office or a military ID confirming their service.
- Russian passport. You must have an internal passport of a Russian citizen with you when applying for a foreign passport (not a copy, but an original!).
- Old passport. If you have previously issued a passport, you must present its original. Those citizens who reside abroad of the Russian Federation on a permanent basis, if they do not have a Russian passport, will need their valid international passport.

New biometric passport
The range of documents required for the production of international passports is the same for both the old and the new sample.
Points on which these two documents differ:
- Statement. The form you need to fill out looks different. The specified application must be printed on both sides of one sheet (you can register a new sample biometric document here).
- Payment of state duty. The state fee for issuing a new generation biometric passport is 5,000 rubles (3,500 when issued online). The form remains the same [Document 2].
- Photo. You are required to provide two or three color photographs, which must be in 35 by 45 mm format. One of them is attached to your registration card, and the remaining two are glued to your application form. If you are applying for a new generation biometric passport in the capital, then you will only need 2 photographs, because In Moscow they no longer use registration cards.
How much does a temporary registration passport cost?

At the same time, the concept of “children” refers to minor citizens who are under 14 years of age.

The procedure for obtaining a foreign passport based on temporary registration
According to the law, applicants temporarily residing in Russia, as well as citizens of the Russian Federation, must complete the following steps (personal visit) to obtain a foreign passport:
- Pay the state fee (you can do it through government services or at a bank/ATM).
- Visit the Federal Migration Service at your place of actual residence or the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs of the Russian Federation and submit an application for a foreign passport along with all the necessary documents (the list of documents is also relevant for those citizens who do not have a residence permit at all).
- Please wait for your application to be reviewed.

- Log in or register if you do not already have an account on the site (your account must be verified).
- Go to the “Services” section on the main page.
- In the “Service Categories” section, select the line “International passport of a citizen of the Russian Federation”.
- On this page, select the desired sample of a foreign passport: new (biometric) or old form.
- On this page, select the age category of the citizen for whom a passport is issued (for example, select “from 18”).

- Wait for an SMS message (arrives in 2-3 days) in which you will be given a date and time to visit the FMS office. Bring to the department the documents specified in the application. The FMS employee will verify the data, take a photograph of you and inform you when you can pick up your passport.
- Receive a foreign passport at the FMS office (you will be notified of its readiness via SMS).
When filling out the application, be extremely accurate and truthful; any discrepancy with the truth may be regarded as providing deliberately false information and you will be denied a passport.
Registration of a foreign passport at the place of stay
The first thing you need to start with is collecting all the necessary documents. Regardless of where the application for registration and receipt of a foreign passport at the place of stay will be submitted, the package of documents is the same for all cases.
The applicant is required to:
- a completed application for a foreign passport;
- passport of a citizen of the Russian Federation or birth certificate for minors;
- passport of a citizen of the Russian Federation of a legal representative (for minors);
- legal act on guardianship and trusteeship (for minors), if this fact occurred;
- certificate of change of surname, name and patronymic, if any of these have changed;
- previous international passport, if it was previously received and remains valid at the time of application;
- photograph 35 by 45 mm;
- military ID or certificate of form No. 32 for men of military age (from 18 to 27 years);
- permission from the command of a military unit - for contract military personnel;
- receipt of payment of state duty.
The photograph can be color or black and white. It can be done at home using special services.

The process of registering a foreign passport in the absence of permanent registration is similar to the procedure for submitting documents in the presence of permanent registration.
The difference is the duration of this operation. If you do not live at your place of permanent registration, you should be prepared for the fact that the preparation of documents may take up to 6 months, because inquiries are made at the applicant’s place of residence, which takes time.

There are a number of situations that allow a citizen to obtain a foreign passport urgently (despite temporary registration):
- if the applicant vitally needs an operation or other medical intervention that can only be carried out in the territory of another state;
- to visit a seriously ill close relative located abroad;
- receiving notification or notification of the death of a close relative outside the Russian Federation.
All cases must be necessarily documented; supporting documents may include notifications, certificates issued by the attending physician, conclusions, telegrams, etc. Documents must be provided to a GUVM employee.

International passport at the place of temporary registration
Registration of a foreign passport is possible both by permanent registration of a person’s location and by temporary registration. There is an opinion that a document without temporary registration will not be issued. This is not so, and is enshrined in law in clause 1.3 of the Instruction of the Ministry of Internal Affairs of the Russian Federation “On the procedure for registration and issuance of foreign passports to citizens of the Russian Federation” dated May 26, 1997 No. 310, which explains that a foreign passport can be issued to persons without permanent registration at the place of temporary residence or actual accommodation.
There are no grounds for refusing to receive a document if a Russian’s internal passport contains a temporary registration stamp.
But you will have to prepare for the fact that this process is very troublesome and lengthy, since for this category of citizens the legal period is four months from the date of submission of the application for obtaining a foreign passport.
The duration of the procedure is due to the fact that, within the allotted period of time, requests are made at the applicant’s place of permanent residence. The process can be accelerated only in exceptional cases, for example, when documenting the illness of a close relative located abroad. If there is a proven emergency, you can issue a passport in 3 days .
Otherwise, holders of temporary registration can obtain a foreign passport in the same manner as with permanent registration. A passport is issued at the request of the applicant, both in the old version and with a new document - biometric. When filling out the application, you must indicate not only your place of registration, but also your actual address of residence.
Who can be refused and in what cases?
There are a number of circumstances in which applicants who lack registration may be denied a document.
Refusal is possible:
- citizens against whom a case was initiated in the judicial system, as well as persons under investigation who did not timely attach a certificate of termination of legal proceedings to the documents;
- male persons who are of conscription age, have not served in the army and do not have a military ID;
- citizens who own state secrets;
- in case of unpaid state duty;
- if the applicant entered false personal data into the proposed questionnaire;
- if the citizen does not have the required list of documents.
Do I need to change my passport if I change my place of registration?
If you change your registration address immediately at the time of production of your new passport, you have every right to issue it at the place of temporary registration. You should provide a full range of all documents and certificates.
The document produced does not display information about the change of your registered address, so there is no need to apply for a new passport.
The procedure for obtaining a foreign passport using temporary registration is possible and does not differ much from obtaining a permanent registration. The main differences exist in the timing of passport production.
