What is the minimum wage?

In accordance with the Moscow tripartite agreement between the Moscow Government, Moscow trade union associations and Moscow employers' associations and PP No. 1177 “On establishing the cost of living in the city of Moscow for the second quarter of 2021” dated September 10, 2019, wages in Moscow cannot be lower than 20,195 rubles per month.

    The subsistence minimum is intended to assess the standard of living of the population of the Russian Federation and justify the minimum wage established at the federal level, as well as to determine the amounts of social payments and benefits established at the federal level.

    In accordance with Article 6 of Federal Law N 134-FZ “On the subsistence level in the Russian Federation” dated October 24, 1997, a family or a single citizen living whose average per capita income (whose income) is lower than the subsistence level established in the corresponding constituent entity of the Russian Federation, is considered low-income (poor) and has the right to receive social support.

    In accordance with the Moscow City Law of May 15, 2002 No. 23 “On the cost of living in the city of Moscow,” the cost of living is applied to provide state social benefits provided for by federal legislation or regulations of the city of Moscow, such as:

    The cost of living may be different in different regions of Russia and is established separately in each subject of the federation.

    The consumer basket is established, in accordance with Article 3 of this law, at least once every 5 years, but the cost of living is revised quarterly based on statistical data on the consumer needs of the population.

    Depending on the social category of citizens, there are several subsistence levels:

    • for the working population (that is, based on the consumption of essential goods by working citizens);
    • for pensioners (including non-working disabled people);
    • for children;
    • per capita (the average between the working-age population and non-working pensioners).

    Article 7 of Federal Law N 134-FZ “On the subsistence level in the Russian Federation” states that information about the cost of living is posted on the official website of the federal executive body that carries out the functions of generating official statistical information on the Internet.

    Currently, in the city of Moscow there is a living wage approved by the Moscow Government Decree No. 807-PP dated June 17 “On establishing the living wage in the city of Moscow for the first quarter of 2021”, it is equal to the following figures:

    • per capita - 17,129 rubles;
    • for the working population - 19,544 rubles;
    • for pensioners - 12,126 rubles;
    • for children - 14,812 rubles.

    While, in accordance with Order of the Ministry of Labor and Social Protection of the Russian Federation N 372n “On establishing the cost of living per capita and for the main socio-demographic groups of the population in the Russian Federation as a whole for the first quarter of 2020” dated June 25, 2021 , the cost of living in the Russian Federation for the 1st quarter of 2021 is significantly lower. So:

    - the cost of living per capita in Russia as a whole is 10,843 rubles;

    – for the working population – 11,731 rubles;

    – for pensioners – 8944 rubles;

    for children – 10,721 rubles.

    Who is included in the family
