Many people have heard about the “Family Kindergarten” program - it assumes that a mother with many children becomes a teacher and opens a kindergarten at home with the help of the state. When journalist Natalya Naryshkina had her third child, she decided to participate in this program. An organized and meticulous person, Natalya found out all the nuances, collected all the documents - and ultimately abandoned this idea. Why? Who will be able to open a kindergarten at home and what can prevent it?

Three children

Having a child in Russia is perhaps one of the easiest ways to finally start receiving support from the state and getting your taxes back. Indeed, the Russian Federation has many programs to help parents with children - unlike many other countries, which, for example, do not have such a long paid parental leave.

“Family Kindergarten” (FK) is one of these programs aimed at supporting those who really need it - large families with three preschoolers. This program operates in several regions of the Russian Federation, including Moscow. But, as my personal experience shows, it is not so easy to get into this program.

I told my husband that we could open a family kindergarten and thus I could earn money while sitting at home with the children almost on the same day when I saw two lines on the test and we found out that we were having a third child. . Probably, this is how I wanted to reassure myself and my husband: they say, we can handle it, there’s enough money.

After the birth, we urgently received all the necessary documents, issued all the benefits, and when my youngest daughter was about four months old, I began to mentally prepare for creating a kindergarten at home and find out the necessary information.

Condition one: a suitable educational complex

To create a family kindergarten, it is not enough to be a mother of many children and have preschool children. It seems like this is just a new job for mom - but for SDS you need to collect much more documents than when you just get a job somewhere.

The fact is that a family kindergarten is created on the basis of a regular kindergarten, and the mother becomes the leader of the new kindergarten group. Therefore, you need, firstly, to find an educational complex that will be ready to take you in. And, secondly, prepare the necessary documents.

For example, it is of great importance whether the mother has a pedagogical education. If there is, then the salary will be higher - about 30-something thousand rubles instead of 20-something without this education. (This is the data I personally obtained from several complexes in Moscow, and they can be very different for different complexes.) But since educational complexes have switched to self-sufficiency mode, it may turn out to be less profitable for them to hire mothers with pedagogical education to work in family kindergartens!

At the same time, there are also certain requirements for the average salary in educational complexes, which come directly from the order of the president. That is, hiring mothers with a pedagogical education may be financially unprofitable for the complex, because their salaries are too high, but hiring women without this education is difficult because as a result, the average salary for the institution as a whole decreases, which can be complained about. And, as I understand, there are many more similar nuances in the accounting department of SDS, which is why many educational complexes simply do not want to get involved with this program.

From conversations with five SDS coordinators in different Moscow complexes, I found out that developing this program becomes profitable only if the educational institution has a certain number of family kindergartens - then a subsidy is allocated for them. If there is little, then they become unprofitable, and if there is too much, then they violate the requirements for the average salary. (They say that subsidies are given to up to twenty children in SDS groups in the entire complex.)

In general, it turns out the following: in order for them to call you back in response to your proposal to create a family kindergarten, it is better to find a complex that is interested in this program and is actively developing it. A lot is written about these complexes on the forums of parents with many children, and you can learn about them from friends with many children.

Of course, “Family Kindergarten” is a charitable program to help mothers, and formally they have no right to refuse you, but you can always find a reason to find fault and not hire you specifically. So getting a job as a family educator is not a trivial task at all.

Condition two: educational documents and certificates

Let's get back to the documents. If you do not have a pedagogical education (and no one is even going to employ you, but you don’t know about it yet), a document on higher education is still required. Moreover, employers often ask for additional pedagogical education while working.

True, different complexes in Moscow with whom I spoke on this topic set different conditions: some increase your salary simply upon presentation of a document stating that you have started receiving this education, while others do not increase your salary and wait until you finish your studies . Yes, you can get a pedagogical education remotely, by correspondence, and somewhere on the other side of Russia, but it’s still an extra workload for a mother of three preschoolers. (Recall that the “Family Kindergarten” program was originally conceived as charitable assistance to mothers.)

You also need to obtain a certificate of no criminal record - from the territorial department of the Ministry of Internal Affairs or from the multifunctional one. This certificate is issued for a month and is valid for a year.

In addition, you need to visit two dispensaries - drug treatment and psychiatric. There are also often queues there, and these certificates are not free. Also, a medical book, which is valid for a year and is also necessary for employment, is not free. Thank God, now there are offices where you can see all the doctors in just a couple of hours, and they prepare the medical book itself in about a week.

Finally, there is another whole layer of documents - for children. Each of them must have a medical card. And if the elders, perhaps, already have medical cards, if the children go to kindergartens, then the newborn, of course, does not have one. You need to make an appointment with ten doctors and visit them.

Benefits and payments for large families in Moscow in 2021

There are regions of Russia where it is customary for families to raise many children. The “large number of children” parameter is set by each subject of the Federation independently, based on demographic characteristics. In Moscow, there is a general rule that is common in most Russian cities: a family is considered to have many children if it has at least 3 minors.

In Moscow and the Moscow region, families with three or more children are considered large. Moreover, we are talking not only about relatives, but also about adopted children, stepsons and stepdaughters. Condition three: condition of the apartment

You may have already renovated your apartment when you were preparing for the birth of your first, or second, or third child. Maybe they haven't completed this renovation yet. They say that general information can be gleaned from the requirements for preschool institutions; they are publicly available.

Condition four: number and age of children

But this is where I stumbled. It seems that I fit all the parameters - I have three preschool children. But here’s the caveat: the youngest child is still too small, and many educational complexes doubt whether the department will approve him. That is, someone confidently said that it is possible to send children from almost three months to a family kindergarten, but in other places they clearly told me that we only have a kindergarten from the age of three.

And another problem is that my eldest child starts school in six months. That is, you need to look for another baby for SDS. Or even two children from the age of three, so that we would probably be accepted into the program - instead of the youngest and instead of the eldest. By the way, money for feeding children is also added to the salary - about 2.5 thousand rubles. per month. And for this little money I will also need to feed the children who come.

And then, in the process of negotiations with educational complexes, it turns out that SDS, consisting of only three children of appropriate age, are still unprofitable. And family kindergartens with four or five children are profitable. But, according to the new rules, now SDS accepts not only children from other large families, but also from ordinary ones - and from the age of one and a half.

Thus, it turns out that I need to enroll at least three children from three years old in my kindergarten. But is the game worth the candle? On the Internet, on forums for parents with many children, you can see that many mothers make fictitious agreements with the parents of such “suitable” children. But is it necessary to deceive the state? I'm not ready for this. Moreover, such an exchange is easy to disclose. Some family kindergarten coordinators told me this: if you take other people’s children to a family kindergarten, then they must be in most of the photographs.

That is, if I were ready to follow this path further and take four other people’s children into my garden, I would easily find them! Moreover, it is easy to agree with these modern and at the same time non-standard mothers.

    But I decided that it was not for me. Surely there are people, mothers of many children, for whom this is a good and convenient way to earn money. Or they have children of a different age. Either you have a pedagogical education, or you have good friends in educational complexes, and at the same time they are excellent animators and housewives. But for now, although I have already done a lot of work preparing for the SDS and received all these certificates, medical books and cards, this path is inconvenient for me. On the contrary, it is important for me that my older children go to kindergarten, while I go to business meetings or work from home.

    And I’m not the only one whose character is not suitable for the SDS. I recently spoke with a mother whose eldest child is three and a half, and the two youngest are two and a half, which means that based on the age of the children, a family kindergarten would be ideal for her. But no, she is so tired of her motherhood that she is eager to go to work. It turns out that it is profitable for a family to have a family garden only on the condition that the youngest child, who is under three, is taken there. After all, it’s all the same to sit with him.
