How to apply for and receive an electronic sick leave certificate through your FSS personal account

From July 1, 2020, Russian citizens have the opportunity to apply for an electronic sick leave in the Social Insurance Fund office on the portal of the Social Insurance Fund of the Russian Federation. It is issued for temporary disability, as well as for pregnancy and childbirth.

How it works?

The interaction between the clinic, the Social Insurance Fund, the employer and the employee may seem complicated at first glance. Despite the fact that the electronic sick leave form was adopted in mid-2020, they began to be used only in December 2020.

Therefore, not all employers are yet connected to the FSS personal account system, and not every clinic issues virtual sick leave. It is expected that soon all medical institutions will switch to a convenient system of working with the Social Insurance Fund.

The procedure for obtaining an ELN in the FSS office is simple:

  1. the employee seeks medical help at a clinic or hospital, where an electronic sick leave is issued to him;
  2. after discharge, the specialist signs an electronic document with a qualified electronic signature indicating the period, cause of disability and other necessary nuances for the Social Insurance Fund;
  3. the employee is given a sick leave number to work with in his personal account, with which he goes to the accounting department at his enterprise;
  4. Using the specified data, the accountant finds an electronic sick leave in the personal account of the FSS policyholder. This is a section on the fund’s website where a legal entity or individual entrepreneur can register.

How to get an electronic sick leave

The employee has the opportunity to choose in what form he will be provided with a certificate of incapacity for work. It is necessary to first clarify whether the accountant is ready to issue a virtual document. It happens that an employee has used a new service, but his electronic sick leave is not accepted.

In this case, the medical institution will cancel the submitted form and issue a paper form. Using the FSS personal account and issuing certificates of incapacity for work today is not the responsibility of the employer, but his right.
