What is it even needed for?

When applying for a job, a person provides a passport, education documents, TIN and SNILS. The latter is needed to transfer insurance premiums. Without this document, the employer will not know where to send the contributions. A certificate is also required for:

  • pension formation;
  • receiving benefits from the state;
  • receiving electronic government services.

SNILS is often used as an additional identification document, for example, when applying for loans.

Statement

An application in form ADV-3 for the issuance of a duplicate insurance certificate is filled out in the event that a document containing the insurance number of an individual personal account (SNILS) has been lost.

The updated Form ADV-3 was approved in 2020. The Documents PU 5 program, which was developed by the Russian Pension Fund, has an electronic service that allows you to create an application and check whether it is filled out correctly. You can fill out the form manually or on a computer.

When registering it, you need to take into account the following rules:

  • information must be entered in printed capital letters;
  • if filled in manually, this should be done with a ballpoint pen with a blue refill;
  • Only one symbol fits into one cell.

If errors are detected in the form when reconciling data, the Pension Fund will refuse to issue the applicant a duplicate insurance certificate.

The form is submitted to the Pension Fund by the employer of the person who lost the document. The application consists of two parts: the first is filled out by the employee, the second by the employer. It is permissible for the form to be completely filled out by the employer’s service, which is authorized to perform such actions, for example, the human resources department or accounting department.

However, the insured person must check it and sign it personally. If there are reasons that do not allow this to be done (the employee is sick or has gone on a long business trip), the manager has the right to certify the paper.

The prepared application is sent to the Pension Fund authority. A copy of the lost certificate, if available, and a list of documents made according to the ADV-6-1 form are attached to it.

The legislation allows one month for consideration of a person’s appeal and making a decision. If a decision is made in favor of the applicant, the employer is notified in writing. He also receives an accompanying statement, which the employee will have to sign when he receives the certificate. The completed document must be issued within 7 days.

What to do if SNILS is lost and your passport is under a new name?

If you lose a document, there is no need to panic: such a situation is far from uncommon these days. Whether the certificate is present or lost, the personal number in the database will not disappear or change. Moreover, you can request a duplicate SNILS an unlimited number of times throughout your life. It doesn’t matter for what reasons the document was lost, it is advisable to restore it as soon as possible. This can be done by contacting the employer, or independently.

If you lose your SNILS, you can restore it in 2 ways:

  • through your employer;
  • on our own through the MFC of the Pension Fund.

Typically, employed Russians who have lost their certificate prefer to turn to their employer for help, who will prepare for the Pension Fund an application in form ADV-1 for the initial issuance of SNILS. And from a legislative point of view, this is an absolutely correct decision: after all, the responsibility for restoring a lost document rests with the employer in accordance with Federal Law No. 27.

After the personnel department specialist is notified by the Fund employee that SNILS has already been issued to the employee of the organization by the Pension Fund, the personnel officer fills out form ADV-3 and sends it to the Fund. The HR department employee must provide the employee with a completed certificate within 7 days from the date of receipt of it from the Pension Fund.

Up to 14 years old

Until the age of 14, responsibility for restoring the child’s document rests with his parents or official representatives. In this case, instead of a passport, a birth certificate of the baby and a passport of the legal guardian are provided.

After 14 years

Teenagers over 14 years of age can apply to the Pension Fund branch on their own. The recovery procedure is the same as for adults.

Loss of a pension insurance certificate is the most common reason for its restoration. Due to the fact that today even an infant can get a SNILS, it happens that children lose the “green card”, so it is not unusual that adults are necessarily involved in the process of replacing it.     Possible reasons for replacement

    The legislation does not stipulate anywhere the employer’s obligation to make changes to the employment contract when the employee’s last name, first name, or patronymic changes.     Form ADV-3 is an application for the issuance of a copy of a social insurance certificate, which is submitted to the territorial office of the Pension Fund.     Children over 14 years of age submit applications and documents independently. Instead of a copy of SNILS, you can simply provide its number. An individual entrepreneur also restores SNILS on his own. He must apply for a duplicate certificate as an independent policyholder.

    As we have already noted, when submitting an application you must indicate your SNILS number. In addition, there are situations when the number is needed urgently, but the certificate itself is not available.

    • by contacting the organization’s HR department (the SNILS number must be saved in the employee’s personal file);
    • by contacting the Pension Fund employees (fund employees, as a rule, do not refuse to provide this information upon presentation of a civil passport);
    • by looking at the government services website (this method is suitable for those who are registered on the portal; the SNILS number can be found in your personal account in the “Pension” tab, where information about the personal account number is stored).

    Sometimes SNILS is lost along with the passport. In this case, the first step is to restore the passport. Only after its restoration can you write an application for a duplicate insurance certificate. Another option to solve the problem is to present a foreign passport, driver’s license or other identification document - Pension Fund employees, as a rule, meet citizens halfway in such situations.

    Sometimes the issuance of a duplicate certificate may be refused. The basis for refusal may be the provision of an incomplete package of documents or the non-compliance of the submitted documents with the established requirements. Moreover, if a person believes that he received an unreasonable refusal, he can file a corresponding complaint - by personally contacting the Pension Fund or through the fund’s website with the imposition of an electronic digital signature.

    Thus, the procedure for restoring SNILS does not take much time and effort.

    In practice, filling out the ADV-3 sample usually does not cause difficulties. The main thing is to do this in clear block letters. The following can fill out form ADV-3:

    SNILS is a citizen’s insurance number in the pension insurance system. It is individual and cannot be transferred to another person. You can see the SNILS number on your pension certificate - a green plastic card issued to you by the Pension Fund.

    There is no need to pay any state duties or other fees to obtain a duplicate; everything is done absolutely free.

    You can order a duplicate of SNILS only from the Pension Fund or the MFC. Unfortunately, to date this service has not been activated on the government services portal.

    SNILS is a green card on which the person’s personal data is entered. They start her once for the rest of her life. They do this when they issue a birth certificate or after starting their first job. In the first case, the card entitles you to certain benefits when receiving medical and social services.

    • creating an account in which employee contributions intended for social insurance will be accumulated;

Based on the accumulated insurance contributions in the future, the person’s pension will be calculated. In case of registration for the first job, provided that the person does not have a certificate, the employer is responsible for its registration.

    If this document is lost, a person has the right to receive a duplicate. The only basis for this is the completed Form ADV-3. It is impossible to obtain the certificate again in any other way.

    The pension fund is present on the State Services portal, offering to find out the number of points, pension savings, sign up for the electronic queue at the pension fund, apply for a pension, etc. The site seems to cover everything you can do when visiting a pension fund.

    Everything except restoring SNILS. And this moment is, to say the least, puzzling. When trying to restore SNILS through the State Services portal, a citizen is kindly invited to independently visit the Pension Fund or contact the MFC.

    There is an MFC (short for “Multifunctional Center”) in almost every city in our large country; it is also called “My Documents”. Many services that seemed like a pipe dream just a few years ago can be obtained here in a matter of minutes. Of course, queues remain one of the main problems of the MFC today, but sometimes SNILS is needed so urgently that a person is ready to spend his time on it.

    To restore your SNILS number, you will need to personally visit the MFC and write a statement there, or this can be done by another person if he has a power of attorney from the person who has lost his card.

    It will be possible to receive a green card at the MFC only after a few days or weeks, until the request is processed by the Pension Fund. After this, the card “arrives” at the MFC and you can pick it up there in person by showing up with your passport. More exact terms of how long to wait for a duplicate card can be found at the MFC.

    To get more information, you should call the hotline at the MFC. Each city will have its own number. To find out, just type “MFC Nizhny Novgorod phone” in the Yandex or Google search bar without quotes, indicating your city.

    It is also advisable to call the hotline in your city to find out where you can pick up a duplicate SNILS card: at the MFC or you need to go to the Pension Fund. In Moscow, it is delivered directly to the MFC, and can be picked up there.

    Terms and cost of restoring SNILS

    1. Employer notification.
    2. Filling out form ADV-3.
    3. Transfer of documents to the Pension Fund.
    4. Issuance of a duplicate certificate.

    To launch the mechanism for issuing a new certificate, an employee of the enterprise must contact his employer and fill out the provided ADV-3 form.     The application must contain current information about the applicant - full name, date and place of birth, address of registration and actual place of residence. If the initial data changes (change of surname or place of residence), it is necessary to indicate this point.

    In a situation in which the certificate holder cannot fill out the application in person due to being on a business trip, such responsibilities can be assumed by an official representative of the employer.

    After filling out the application, the employee must collect the necessary package of documents and also provide it to the employer. After this, all papers are sent to the nearest Pension Fund branch. The period for issuing a duplicate certificate may vary depending on many different factors. However, most often it may take about a month to resolve this issue.

    When receiving a new document in your hands, you must very carefully check the data specified in the certificate. The presence of errors obliges the applicant to re-submit the document for the production of a new card.

    Stage No. 1. Contacting the Pension Fund

    It is most advisable to contact the territorial office of the Pension Fund no later than a month from the moment the document is lost or damaged. If you delay in resolving this issue, the applicant may experience certain difficulties. To restore the certificate, you must fill out an application in form ADV-3.

    Stage No. 2. Making a decision to issue a duplicate

    After a detailed study of the specific situation, representatives of the Pension Fund of the Russian Federation make a decision on the possibility of issuing a new document. Under certain circumstances, the applicant may be denied a duplicate certificate.

    Stage No. 3. Receiving a new certificate in hand

    The speed of document recovery in this case will be slightly higher than when resolving the issue through the employer. This can be explained by the fact that the applicant will personally pick up the certificate at the Pension Fund office, so there is no need to send documents to the employing company. In this case, the duration of the restoration procedure varies from two to three weeks.

    In case of refusal to restore the insurance certificate, the applicant must clarify the reason for such a decision and consult with a representative of the territorial authority on how to change the current situation.

    1. Application form ADV-3, which must be filled out independently;
    2. Original and photocopy of the applicant’s identity document;
    3. Original and photocopy of the birth certificate, if SNILS is restored for a child under 14 years of age.
    4. A photocopy of the insurance certificate made from the lost original SNILS. But this copy is provided upon request, because information from SNILS is available in the information base of the pension institution.
    1. The application is filled out by the citizen in whose name the lost SNILS is registered;;

    How much SNILS will be restored depends on the institution:

    1. If a person works and, in order to receive a duplicate of a lost SNILS, wrote a special application to the personnel department, then he will receive a new document within two weeks. The day of receipt of the restored certificate will be counted from the date when the documents were transferred to the Pension Fund;
    2. If you independently contact a government organization that restores a lost SNILS, then after the organization’s employees receive the necessary papers from an individual, they will set a date for receiving a new document. The standard time for renewal of a certificate is ten working days, counting from the date on which the application was submitted;
    3. If a citizen submitted an application to the MFC, then the lost SNILS will be processed for one month.

    This difference in the production time of a SNILS duplicate is due to the fact that sometimes in order to restore a lost plastic card it is necessary to transfer the applicant’s documents between government agencies.

    In paragraph 5 of Art. 7 No. 27-FZ states that if an insurance certificate is lost, its owner must apply for a new document no later than 1 month. The same period is established for replacing a document due to a change in personal data.

    What happens if a person does not apply for SSOPS in the 1st month after the loss? The official website of the Pension Fund of the Russian Federation states that no penalties are applied to citizens under such circumstances. They are not installed even when SNILS changes due to a change in personal data.

    When applying directly to the Pension Fund of Russia, 5 days are given for the production of SNILS (clause 14 of Order of the Ministry of Labor of the Russian Federation No. 230n). The application received from the employer is processed for the same amount of time. But in this case, the time frame from the moment of filing the application may be delayed, since the employer needs time to process and transfer the papers to the Pension Fund.

    Regardless of the number of requests from one person, a duplicate of the SSPS is issued without charging a fee.

    How to change an insurance certificate?

    As soon as a person’s personal data has changed and he has received a document confirming these changes (if a last name is changed, this is a marriage certificate), the insured person must contact the employer (HR department or other authorized structures) and provide a copy of the marriage certificate , fill out the ADV-2 form, sign the completed questionnaire and hand it all over to the employer. The employer's authorized structures can fill out an application in form ADV-2.

    Where can I go?

    Information about SNILS of all Russians and foreign citizens (if they participate in the system) is stored in the Pension Fund. He is solely responsible for issuing the SSOPS and replacing it if necessary (clause 11 of Order of the Ministry of Labor of the Russian Federation No. 230n dated March 2, 2020). No other authorities provide this service.

    However, to obtain a new certificate, a person does not have to go to the territorial branch of the Pension Fund of Russia. The functions of an intermediary are also performed by:

    • multifunctional centers (will provide consulting support, help prepare documents);
    • employers (they are obliged to replace or restore SNILS at the request of their employee).

    The second option is available exclusively to officially employed persons, but the unemployed and individual entrepreneurs are forced to apply to the MFC or the Pension Fund of the Russian Federation.

    Key filling principles

    The application on this form of obligation must be completed in accordance with the following rules:

    • If the form is filled out by hand, you can only use a blue ballpoint pen. Letters must be printed. You can also use a computer.
    • All information about a citizen must be reflected in the nominative case and in large block letters.
    • There is no need to write down the citizen’s gender in full; only the first letters – M or F – are indicated.
    • Dates are indicated in the format: DD, month name, YYYY (for example, August 18, 2017).
    • When indicating your birth address and registration address, you should remember that they must be written in exactly the same way as in a person’s identity document.
    • You cannot include information in applications that is not in the citizen’s identity document.
    • Abbreviations are allowed when filling out.
    • Only one symbol can be entered into one cell.

    What to do if SNILS is lost and your passport is under a new name?

    The SNILS number is assigned to a citizen only once - when he first applies for registration with the Pension Insurance Fund. This number is attached to the person for life or until citizenship changes. The card on which the code appears, issued to the payer of pension contributions, is only evidence of this fact.

    If the card is lost, a new number will not be assigned. The system stores personal data of each registered citizen. Based on the documents provided, the Pension Fund restores the assigned number and produces a duplicate card.

    IMPORTANT! SNILS itself cannot be lost, since it is just a set of characters assigned to you. The document on which this set is recorded - a pension card - can be easily restored.

    An individual personal account number is generated for each citizen only once in his life. The presence of the code confirms that the individual’s data is in the unified system of the Pension Fund. Therefore, if you lose your card, you just need to get a new duplicate.

    An important question is when to report the loss of a document and what will happen if you postpone the procedure for its restoration indefinitely: suddenly the document is declared invalid. In fact, such fears are unfounded. A “green card” is needed only by its holder in case of a change of name, transfer to a new job, etc. All information about the taxpayer is already contained in electronic form in the Fund.

    Through State Services

    There are cases when a citizen leaves for business in another locality, and there the loss of the insurance SNILS occurs.

    To restore a lost plastic card you need:

    1. Contact the government organization at your place of temporary stay in person. The organizations will be the Pension Fund or the Multifunctional Center;
    2. Provide the employee of the institution with the following documents: Original and photocopy of the passport or other document identifying the applicant;

    Procedure

    When an employee applies for reinstatement of an insurance certificate, the employer must provide him with an application form. When subsequently transferring papers to the Pension Fund of the Russian Federation, a representative of the employing organization must additionally draw up an inventory of documents in the ADV-6-1 form.

    Regulatory regulation

    The regulatory framework regarding writing applications in form ADV-2 is regulated by Resolution of the Board of the Pension Fund of the Russian Federation No. 192 dated July 31, 2006, edited on January 20, 2015.     The application must be submitted within two weeks, especially if the person has just started a job. An employer who fails to submit an application on time faces penalties (Government Decree No. 318 dated March 15, 1997).     Can I be fined for losing SNILS?

    To understand how to restore a pension insurance certificate, you should familiarize yourself with the situations in which the need for such measures arises. An application for document restoration should be submitted in the following cases:

    • change of surname;
    • updating personal data;
    • errors in the preparation of the certificate.

    Under 14 years old

To do this, parents or other legal representatives of the child (one person is enough) need to come to the Pension Fund office with their passport and the baby’s birth certificate. The presence of the child himself is not necessary for this procedure.

    14 years and older

    A teenage child who already has a passport and SNILS card has all the rights of an adult in this regard and must act entirely according to the “adult” procedure:

    FOR YOUR INFORMATION! The law does not insist on the mandatory presence of parents when a teenager visits a Pension Fund office and takes actions aimed at restoring SNILS.

    The procedure for restoring this document for a child depends on his age:

    • if he is not yet 14 years old, then the documents are submitted with the participation of a parent (both the adult and the child need to confirm their identity, the presence of the second is not necessary);
    • upon reaching 14 years of age, the child himself can restore the paper without the presence of his parents, but he must have a passport with him.

    • Name;
