1. Gratitude from the Governor of the Bryansk Region (hereinafter referred to as gratitude) is an award from the Governor of the Bryansk Region.2. Gratitude is expressed to citizens of the Russian Federation, foreign citizens, stateless persons, regardless of their place of residence or stay, teams of enterprises, institutions, organizations, public associations, regardless of their location, municipalities, districts of the city of Bryansk, local governments for outstanding services in public and municipal administration, economic development, agriculture, industrial production, culture, art, science, education, health care, physical culture and sports, defense of the Fatherland, issues of public activity, as well as for other merits and achievements that have received wide public recognition, contributing to social -economic development of the Bryansk region.

The announcement of gratitude can be timed to coincide with professional holidays, anniversaries. For the purposes of these Regulations, anniversary dates for citizens are considered: 50, 55 (only for women), 60, 70 and then every next 5 years; for teams: 25, 50, 75, 100 and every subsequent 25 years from the date of foundation.

Participation in the preparation and holding of events, including anniversaries and holidays, is not a basis for nominating persons for a declaration of gratitude.3. Gratitude is declared to: 1) citizens of the Russian Federation who have achieved high results in the areas specified in paragraph 2 of these Regulations, who have work experience in a specific industry of at least 5 years and work experience in a team of at least 3 years and were previously noted with a letter of gratitude from the Governor of the Bryansk Region, after 3 years from the date of the previous award. Petitions for declaration of gratitude to persons holding government positions of the Russian Federation, positions of the federal state civil service, military personnel, employees of internal affairs bodies, employees of the prosecutor's office, justice, the Federal Security Service of the Russian Federation, customs service, judges and employees of federal courts are initiated by the relevant federal state authorities. organs.6.

The petition for declaration of gratitude and the documents attached to it are sent to the Governor of the Bryansk Region no later than 30 days before the expected date of presentation of the gratitude specified in the award sheet.10. The petition for declaration of gratitude and the documents attached to it, on behalf of the Governor of the Bryansk Region, are sent for approval to the Vice-Governor of the Bryansk Region, Deputy Governors of the Bryansk Region in charge of the relevant area of ​​work, and for consideration to the administration of the Governor of the Bryansk Region and the Government of the Bryansk Region.11.

The petition for declaration of gratitude and the documents attached to it are subject to approval and consideration within 30 days from the date of receipt.12. A petition for a declaration of gratitude is rejected in the following cases: 1) violation of the deadline for filing a petition for a declaration of gratitude and the documents attached to it, specified in paragraph 9 of these Regulations;

2) failure to submit an application for declaration of gratitude, failure to submit or incomplete submission of the documents specified in paragraphs 7, 8 of these Regulations; 3) non-compliance of persons nominated for declaration of gratitude with the requirements specified in paragraph 3 of these Regulations; 4) establishment of unreliability of the information contained in petition for declaration of gratitude and documents attached to it.

If the application for declaration of gratitude is rejected, the administration of the Governor of the Bryansk Region and the Government of the Bryansk Region, within 10 days from the date of adoption of the relevant decision, informs the applicant body about the decision made, indicating the reason for the refusal. Re-initiation of the petition for declaration of gratitude is possible no earlier than one year from the day of rejection of the previous petition for declaration of gratitude if there are grounds for recommending a person for declaration of gratitude.13.

The decision to declare gratitude is formalized by the order of the Governor of the Bryansk Region, the preparation of which is carried out by the administration of the Governor of the Bryansk Region and the Government of the Bryansk Region within the time limits established by the Instructions for office work in the administration of the Governor of the Bryansk Region and the Government of the Bryansk Region, approved by the order of the Government of the Bryansk Region dated January 23, 2020 N 27 -rp.

The text of the order of the Governor of the Bryansk Region is entered into the gratitude form according to the model in accordance with Appendix 3 to these Regulations.14. The gratitude is placed in a frame with glass and presented publicly, in a solemn atmosphere, by the Governor of the Bryansk Region or another official on his behalf no later than one month from the date of entry into force of the order of the Governor of the Bryansk Region on the announcement of gratitude.15.

Repeated announcement of gratitude from the Governor of the Bryansk Region for new merits and achievements specified in paragraph 2 of these Regulations is possible no earlier than 3 years after the previous award.16. The production, recording, storage of gratitude, as well as the recording and registration of persons awarded with gratitude, is carried out by the administration of the Governor of the Bryansk region and the Government of the Bryansk region.

Entering information into the work book

According to clause 24 of the Decree of the Government of the Russian Federation of April 16, 2003 No. 255, personnel officers enter information about rewards (incentives) for merit into a special section of the work book if the employee:

  • awarded state awards, he was awarded a state honorary title;
  • awarded a certificate of honor, diploma, badge or badge, or was awarded some title by the employer;
  • rewarded in any other way provided for by law, collective agreements, internal labor regulations, charters and discipline regulations.

Taking into account the last point, an entry is made in the work book about any incentive - both from the state and from the employer. At the same time, local regulations of organizations may clarify what other types of incentives will be marked accordingly. These could be, for example, letters of gratitude from third-party organizations, or inclusion on the honor board.

A special section - information about awards - should be filled out in accordance with clause 4 of Resolution of the Ministry of Labor of Russia dated October 10, 2003 No. 69. An example of an entry is below.

If an additional cash bonus is paid, this must be stated both in the order and in the entry made in the work book. Bonuses provided for by the remuneration system are not indicated. This is clearly stated in paragraph 25 of Government Resolution No. 255.
