Electrical safety groups

The first, second and third electrical safety groups are purely nominal concepts. In total there are four such groups:

  • The second type of electrical safety means that an employee can participate in the repair of electrical equipment that is disconnected from the network, but only standard ones.
  • The third type of electrical safety, unlike the first two, cannot be awarded by the head of the organization. Such qualification means that an employee can perform any repair actions with electrical equipment with a power of up to 1000 V. Naturally, this person must have some kind of education that allows him to carry out such manipulations. He must also pass certification at a special training center.
  • The fourth type of electrical safety. The employee has sufficient knowledge and skills to carry out repairs of electrical equipment with a power above 1000 V. He has been trained, certified, and has enough practical experience for this.

It is impossible to simply appoint any employee to this responsible position. As Section 1.2.7 of the Order of the Ministry of Energy No. 6 of January 13, 2003 states, this person must undergo training and knowledge testing for electrical safety, followed by assignment to a group (in this case, the third or fourth group is required).

GENERAL PROVISIONS

1.1. To directly fulfill the responsibilities for organizing the operation of electrical installations, the head of ______ “_____________” (hereinafter referred to as the “Consumer”), from among the managers and specialists of the Consumer, by order (or: decree) appoints the person responsible for the electrical facilities of the organization (hereinafter referred to as the person responsible for the electrical facilities) and his deputy.

If the Consumer has the position of chief power engineer, the responsibilities of those responsible for electrical facilities are usually assigned to him.

Notes. 1. In accordance with clause 1.2.3 of the Rules for the technical operation of electrical installations of consumers, approved by Order of the Ministry of Energy of the Russian Federation dated January 13, 2003 N 6, for Consumers whose installed capacity of electrical installations does not exceed 10 kVA, an employee replacing the person responsible for electrical facilities may not be appointed ( registered with the Ministry of Justice of the Russian Federation on January 22, 2003 N 4145).

2. For Consumers not engaged in production activities, whose electrical equipment includes only an input (input-distribution) device, lighting installations, portable electrical equipment with a rated voltage of no higher than 380 V, the person responsible for the electrical equipment may not be appointed. In this case, the Consumer's manager may assume responsibility for the safe operation of electrical installations by written agreement with the local state energy supervision authority by drawing up the appropriate statement of obligation (Appendix 1 to Rules No. 6) without testing knowledge (clause 1.2.4 of Rules No. 6).

1.2. The appointment of the person responsible for electrical facilities and his deputy is made after testing knowledge and assigning the appropriate electrical safety group:

V - in electrical installations with voltages above 1000 V;

IV - in electrical installations with voltage up to 1000 V.

1.3. Upon the recommendation of the person responsible for electrical facilities, the head of the Consumer may appoint structural divisions (branches) responsible for electrical facilities.

The relationship and distribution of responsibilities between those responsible for the electrical facilities of the structural units and those responsible for the electrical facilities of the Consumer must be reflected in their job descriptions.

1.4. It is allowed to perform the duties of the person responsible for electrical facilities, his deputy, and responsible structural units part-time.

1.5. The electrical safety of the Consumer's employees must be ensured in accordance with the requirements of GOST 12.1.019, GOST 12.1.030, GOST 12.2.007.0, GOST 12.2.013.0 and other regulatory legal acts.

1.6. Testing the knowledge of the person responsible for electrical equipment and his deputy, as well as labor protection specialists whose responsibilities include monitoring electrical installations, is carried out by the commission of state energy supervision authorities.

1.7. Work to create safe working conditions must comply with the regulations on the labor protection management system, which establishes a unified system for organizing and safe work, the functional responsibilities of employees from electrical, electrical and other personnel, their relationships and responsibilities by position.

1.8. The Consumer's manager and those responsible for electrical facilities, as well as the workers replacing them, are personally responsible for creating safe working conditions for electrical workers, staffing with trained and certified electrical personnel, and organizational and technical work to prevent incidents of electric shock to the Consumer's personnel.

1.9. Those responsible for the electrical equipment of the structural divisions of the Consumer are responsible for carrying out organizational and technical measures to create safe and healthy working conditions, for conducting occupational health and safety briefings with a visual demonstration and training of personnel in safe working methods, for compliance by personnel with labor safety requirements and the use of tools, devices, protective equipment, special clothing that meet the requirements of current standards and regulations.

1.10. Responsibility for accidents that occur at work lies with both workers who directly violated safety requirements or labor protection instructions, and those responsible for the electrical equipment of the Consumer and its structural divisions, as well as other employees from the administrative and technical staff, the head of the Consumer, who did not ensure safety labor and industrial sanitation standards, compliance with labor safety standards and failure to take proper measures to prevent accidents.

RESPONSIBILITIES OF THE ELECTRICAL MANAGER

2.1. The person responsible for electrical equipment is obliged to:

organize the development and maintenance of the necessary documentation on the organization of operation of electrical installations;

organize training, instruction, knowledge testing and permission for electrical technical personnel to work independently;

organize the safe performance of all types of work in electrical installations, including with the participation of seconded personnel;

ensure timely and high-quality performance of maintenance, scheduled maintenance and preventive testing of electrical installations;

organize calculations of the Consumer's need for electrical energy and monitor its consumption;

participate in the development and implementation of measures for the rational consumption of electrical energy;

control the availability, timeliness of inspections and tests of protective equipment in electrical installations, fire extinguishing equipment and tools;

ensure the established procedure for admitting into operation and connecting new and reconstructed electrical installations;

organize prompt maintenance of electrical installations and emergency response;

ensure that the power supply diagrams comply with the actual operational ones with a check mark on them (at least once every 2 years); revision of instructions and diagrams (at least once every 3 years); control of measurements of electrical energy quality indicators (at least once every 2 years); advanced training of electrical technical personnel (at least once every 5 years);

training of electrical technical personnel and testing of knowledge of operating rules, labor protection, job and production instructions;

reliability of electrical installations and safety of their maintenance;

preventing the use of technologies and work practices that have a negative impact on the environment;

recording and analysis of disturbances in the operation of electrical installations, accidents and taking measures to eliminate the causes of their occurrence;

development of job and production instructions for electrical personnel;

compliance with the instructions of state energy supervision authorities;

control the correctness of admission of personnel of construction, installation and specialized organizations to work in existing electrical installations and in the security zone of power lines.

2.2. The person responsible for electrical equipment is personally responsible for violations in the operation of electrical installations and violation of safety regulations.

INSTRUCTION AND TRAINING, TESTING OF ELECTRICAL SAFETY KNOWLEDGE

3.1. Consumer employees involved in work that may pose a risk of electric shock are classified in electrical safety group I.

3.2. The person responsible for electrical equipment draws up a list of professions and jobs of the Consumer that require assignment to electrical safety group I.

The list of professions and high-risk jobs that are subject to additional occupational safety requirements is specified taking into account the specifics of the Consumer’s work and approved by the manager.

3.3. To perform work in places where dangerous or harmful production factors operate or where an industrial hazard may arise that is not related to the nature of the work performed, the person responsible for electrical equipment issues a permit.

3.3.1. If dangerous or harmful production factors arise during the work that are not covered by the work permit, the work should be stopped, the work permit should be canceled and work should be resumed only after the issuance of a new work permit.

3.3.2. The person responsible for electrical safety who issues the permit is obliged to monitor the implementation of measures to ensure the safety of the work specified in the permit.

3.4. Assignment to an employee of electrical safety group I is made by the person responsible for electrical equipment upon hiring him and annually. The briefing is documented in a special journal in the prescribed form, and no certificate is issued.

3.5. Assignment of electrical safety group I is carried out through on-the-job instruction, which should end with an oral survey of knowledge by the person responsible for electrical equipment, and, if necessary, a practical test of acquired skills in safe working methods or providing first aid in case of electric shock.

3.6. The briefing is carried out by the person responsible for electrical equipment or, on his behalf, by a person from the electrical personnel with a qualification group in electrical safety of at least III.

3.7. Personnel with an electrical safety group of at least II are allowed to work with power tools of class 1 in premises with an increased risk of electric shock and outdoors, and personnel with electrical safety group I are allowed to work with power tools of classes 2 and 3.

Persons authorized to work with power tools must first undergo training and testing of knowledge of labor safety instructions by those responsible for electrical equipment and have a record in the qualification certificate of permission to perform work using power tools.

3.8. In order to maintain electrical safety, administrative and technical personnel responsible for electrical equipment carry out the following:

introductory and targeted (if necessary) briefings on labor protection;

testing knowledge of rules, labor protection standards, Rules No. 6, fire safety rules and other regulatory documents;

professional additional education for continuous professional development.

3.9. Instructions on labor safety by those responsible for electrical equipment may be combined with fire safety instructions.

3.10. Training programs for electrical personnel, indicating the necessary sections of the rules and instructions, are drawn up by the managers (responsible for electrical equipment) of structural divisions and can be approved by the person responsible for the electrical equipment of the Consumer.

RIGHTS OF THE ELECTRICAL MANAGER

4.1. The person responsible for electrical equipment has the right:

suspend or terminate work performed in violation of Rules No. 6, electrical safety requirements;

issue a permit;

conduct instruction, training, knowledge testing;

get acquainted with technical documentation on electrical safety issues and the actual implementation of its requirements;

demand reliable information about working conditions and labor protection requirements at each workplace;

for professional training, retraining and advanced training in the manner established by the Labor Code of the Russian Federation and other federal laws;

for compensation for damage caused to him in connection with the performance of his duties, and compensation for moral damage in the manner established by the Labor Code of the Russian Federation and other federal laws;

to interact with other departments of the employer to resolve operational issues of their professional activities.

WORKING CONDITIONS

5.1. The work schedule of the person responsible for electrical equipment is determined in accordance with the Internal Labor Regulations established by the Consumer.

5.2. Due to production needs, the person responsible for electrical equipment is required to go on business trips (including local ones).

If there is no full-time job

In cases where we are talking about a small organization that does not have the opportunity to hire a full-time specialist, they resort to attracting third-party qualified workers. Moreover, at the main place of work, the responsibility should be the same or exceed that assigned. That is, a specialist who has been certified in electrical safety group 4 and is currently (at his main job) responsible for equipment with a power of up to 1000 V cannot take a part-time job in a company whose equipment has a higher power.

Therefore, ideally, the combination should involve workers certified for the third group in electrical safety.

Who can be the responsible person

The person responsible for electrical equipment in an organization can be any specialist who has a certain level of knowledge and has been certified.

After passing the exams, a specialist receives category 4 or 5 in electrical safety.

Large enterprises can only be served by persons of the fifth group:

  • factories;
  • preschool educational institution;
  • hospitals;
  • schools;
  • production workshops.

In accordance with the rules for the operation of electrical installations, the specialist must have a deputy with group 4. Basically, these functions are assigned to mechanics or engineers.

If the organization does not have these specialists, workers of any specialization can be appointed, except for loaders and cleaners.

If a company consists of 10 - 15 people, and the area of ​​the office or store is no more than a few tens of square meters and the energy consumption is less than 10 kW, then according to PTEEP it is allowed to appoint one person in charge.

If the company is larger in terms of the number of employees, space occupied and watts consumed, but it is not possible to allocate two employees, then one of them can be the head of the company. This option is very convenient for individual entrepreneurs.

Meaning

Based on practical experience, an order to appoint someone responsible for electrical safety becomes necessary only when control comes from Rostechnadzor or the fire service. It's unfortunate but true: entrepreneurs in our country care little about their own safety and the safety of their employees. But they don’t want to be subject to administrative liability in the form of a fine.

A specialist appointed as responsible for electrical safety will monitor the functionality of each reporting device. If there is a breakdown of electrical equipment or its failure, which can reduce the level of safety at the enterprise, then the person in charge must notify the manager. If he did not do this and a disaster occurred, then it is that employee who will be to blame for what happened.

Upon taking office, the person responsible for electrical safety signs the relevant documents assigning this responsibility to him. The order may also clearly state his responsibilities (unless there are other instructions on the method of operation to which reference can be made).

What is the document for?

The order should be presented to employees of the Fire Safety Service, Rostechnadzor and other authorities.

If there are no permanent electrical installations at the enterprise, the absence of an employee from this position may be permitted.

In this case, all his responsibilities will be assigned to the general director of the organization; this fact should be indicated in an official document that will need to be presented during inspections.

Situations when enterprises do not have stationary electrical equipment are extremely rare, since any office has a printer, copying equipment, and a refrigerator. Therefore, a simple and correct solution is to appoint a responsible employee by order.

If an emergency situation occurs at the enterprise, the presence of this document will determine the person at fault who caused the damage.

Components of an order

The header of the order is standard: details of the organization, name and number of the document, date, city. The main part contains information such as:

  • Link to the document according to which the company requires such a position.
  • Full name, position and electrical safety group of the appointed employee. If necessary, then with explanations - for equipment with power up to 1000 V or more.
  • Full name, position and group of the replacement person. This point is mandatory as it is prescribed by law.
  • What document establishes the boundary of the division of operational responsibility of electrical facilities. This is an optional point. It is used by fairly large organizations to separate specialists and assign them to different areas of work.
  • What documents should the responsible person use when performing his duties? This paragraph of the order can be replaced by a direct listing of responsibilities. This will make it more specific. But it will increase the volume of the document. The latter will have to be printed on several sheets, and this is not always convenient for the clerk.
  • Who is responsible for monitoring the performance of duties.

The conclusion of the order on the appointment of the person responsible for electrical facilities is a signature with a transcript of the head of the organization, and, if available, a seal.

As for the storage period, the document refers to orders for the main activity and is stored for at least 5 years from the date of signing, unless other orders have been received regarding it.

Unified order form

Any written order (order) of the employer does not have a unified version. He has the right to develop it independently, based on the basic norms of office work. The order must contain the following details:

  • full name of the organization that issued the document (full name of an individual entrepreneur);
  • document number in accordance with internal accounting;
  • publication date;
  • name of the locality where the organization or individual entrepreneur is located;
  • a preamble reflecting references to regulations that are the basis for issuing an order;
