The “Young Specialist in the Rural” project is often called a program for rural teachers. Programs for teachers in rural areas and healthcare workers provide for a subsidy from the budget, which will be able to cover up to 70% of the cost of an apartment or house, as well as the construction of a home (if the employee expresses such a desire).

In order to count on receiving preferential subsidies, young professionals in rural areas will need to meet a number of important conditions:

- documents confirming marital status (certificate of marriage/divorce);

- a certificate from Rosreestr authorities confirming the absence of real estate ownership;
- a document from the bank confirming the presence of own savings or borrowed funds in the required amount;
- papers on the purchase or construction of residential real estate.
The list of required documents can be supplemented by regional regulations. All copies of documents must be certified by a notary office if the applicant is unable to provide the originals.
The review period is usually 2 months. After reviewing the documents and making a decision, the commission sends an official reasoned response to the applicant. Then local authorities create lists for receiving subsidies and send them to a higher executive body, which is responsible for the distribution of budget funds.
