The author of the Security Council incorrectly used data to downplay the consequences of the pandemic

The author of “SB. Belarus today” Andrei Mukovozchik , as he himself put it, was boiling. And Andrei began to wonder: what is coronavirus? Is this not another psychosis, coupled with panic and populism? To prove his words, the author of the SB cites “a consolidated analysis of mortality from all causes.”

“Here’s the cherry: there’s a website called EuroMOMO . It publishes "official national mortality statistics from 24 European countries" weekly. {...} Look at the graph: on the left is the peak at the beginning of 2020. Next is the winter-spring of 2018, the beginning of 2019 and the current situation,” says Flour Trucker.

The journalist shows a graph from the named site, from which it follows that in 2020 the peak of mortality was higher than this year. But if you go to the website, we will see that there is nothing like that. The peak in mortality this year is the highest in the last five years. True, we visited it two weeks after the mentioned publication in the Security Council, and during this time the schedule was updated. But the Euromomo website always warns that data for the last three weeks may be incomplete.

“The number of deaths shown over the last three weeks should be interpreted with caution as adjustments for delayed registrations may not be accurate. In addition, the results of the pooled analysis may vary depending on the countries included in the weekly analysis. The pooled analyzes are adjusted for differences between included countries and differences in local reporting lags,” says on its website.

The flour truck fell silent, an inconvenient warning

He supported his thesis with incomplete data. He also did not mention another analytical note on the site - about the connection between the outbreak of mortality and the coronavirus pandemic.

“Pooled mortality estimates from the EuroMOMO continue to show a marked increase in excess mortality from all causes overall across participating European countries, coinciding with the current COVID-19 pandemic. This overall excess mortality, however, is driven by very significant excess mortality in some countries, primarily observed in the age group 65 years and over, and in the age group 15 to 64 years,” the organization said.

Thus, Andrey Mukovozchik used incorrect data from the Euromomo website in order to downplay the consequences of the coronavirus.

Notification of the Migration Service

The employer is obliged to notify the migration service about employment within 3 working days from the date of hire. The notification is submitted to the territorial body of the service. The employer may send notice:

  1. By post.
  2. Through MFCs that provide public services.
  3. Directly at the territorial branch of the FMS.

Before sending a notice, it is necessary to determine whether a method of providing notice other than in person is permitted. Some cities do not accept notifications by mail. After submitting the notification, a tear-off counterfoil remains in hand, confirming the fulfillment of government duties. Additional notifications, for example, in the case of granting leave without pay for a period of more than a month, are not submitted to the migration service.

Example on notice periods

A citizen of the Republic of Belarus is employed by a Russian enterprise under a primary employment contract with an unlimited period of validity. The company notified the FMS department about the hiring of the employee. Due to the unlimited validity period of the contract, the enterprise is obliged to notify the service about the presence of an employee - a citizen of the Republic of Belarus in a year.

Basic documents submitted by citizens of the Republic of Belarus when applying for employment

Citizens of the Republic of Belarus employed in the Russian Federation are subject to the norms of labor legislation applicable to Russian citizens. Employees are entitled to all types of social benefits provided for Russians. The list of documents for employment is defined in Art. 65 Labor Code of the Russian Federation. An employee who is a citizen of the Republic of Belarus provides:

  • Passport of a citizen of the Republic of Belarus.
  • Work book. For workers employed in the Russian Federation for the first time, the employer is required to issue a work book. The person’s work book must be of Russian standard. Upon first employment, the book is provided by the employer.
  • SNILS. The employee can obtain an insurance certificate independently or seek help from the employer.
  • Diplomas and certificates of education and existing qualifications. They are presented if requirements are placed on the employee in terms of knowledge and skills.

Documents issued by Belarusian educational institutions are valid in Russia. For a number of specialties, a requirement has been established for the need to recognize foreign education and qualifications. Confirmation is required for medical workers, teachers, lawyers and other professions.

Additional documents for employment

In some cases, if these requirements exist for the position, additional documents are submitted - a certificate from a medical institution about health or no criminal record. The citizen must provide a document confirming the absence of a criminal record and criminal prosecution in Belarus.

Citizens of the Republic of Belarus apply for a compulsory medical insurance policy independently. The employer is not required to participate in obtaining a health insurance certificate. Foreign citizens of other states (Armenia and others), parties to the Treaty on the EAEU, present a VHI policy when applying for employment. The requirement does not apply to citizens of Belarus.

Citizens of the Republic of Belarus temporarily staying in the Russian Federation and working under employment contracts have the right to receive all types of social insurance benefits.

The authorities are lying that the WHO approved the measures taken in Belarus

On the Belarus 1 TV channel on Saturday, May 2, they discussed the Belarusian path in the fight against coronavirus. For 2 hours, officials praised themselves, arguing that the path chosen by Belarus would save the economy. We also remembered the visit of the WHO mission to Belarus.

“The measures that were taken at that stage in our country were absolutely approved,” Natalya Kachanova made .

In fact, the World Health Organization has recommended that the country strengthen social distancing measures. Here are some of them:

  • Postponement of major events, including sports, religious and cultural events;
  • Introducing opportunities for remote work, distance learning in schools, universities and other educational institutions, as well as suspending the work of enterprises that do not provide essential services;
  • Reducing movement without good reason, especially for those at risk.

Belarus has generally ignored WHO recommendations

And now officials are saying that the World Health Organization has approved the measures taken in the country. The day before the program aired on TV channel Belarus 1, we contacted the Belarusian WHO bureau and asked how the situation with the spread of coronavirus was developing.

“The new stage in the development of the epidemic requires the adoption of additional, more decisive national measures, primarily related to increased physical distancing. Implementation of recommended measures incompletely or untimely may have more serious negative consequences for the population and economy of the country and will be accompanied by a further increase in the number of cases. This may at some point lead to an overload of the healthcare system and the impossibility of providing the necessary medical care to everyone in need,” the Belarusian WHO responded.

That is, the organization believes that ignoring its recommendations will not save the economy, but on the contrary may have negative consequences for it. Who will work at enterprises if a significant part of the population goes on sick leave after becoming infected with coronavirus? At the same time, she warned that Belarusian medicine, without additional social distancing measures, may not be able to cope with the influx of seriously ill patients.

Thus, the statement by Natalya Kochanova , the former head of the Presidential Administration of the Republic of Belarus, that the WHO mission approved the measures that were taken in the country is untrue. In fact, the World Health Organization has recommended increased public distancing measures. Belarus does not comply with these recommendations, and now an international organization warns that this could have consequences for both public health and the economy.

Registration of an employment contract

When applying for a job, citizens of the Republic of Belarus enter into an employment contract. The form of the document, provisions, and conditions of the labor regime are similar to contracts concluded with Russian citizens. A citizen of the Republic of Belarus can present an open Soviet-style work book when applying for a job. The document is valid, valid for employment (GD dated April 16, 2003 No. 225). Work books issued in the Republic of Belarus are not used for employment in the Russian Federation.

The parties determine the nature and duration of the employment contract. Just as when receiving a citizen of the Russian Federation, Belarusian citizens have the right to conclude:

  • Indefinite main employment contract.
  • A contract with a limited duration.
  • Additional employment agreements executed part-time.
  • A fixed-term contract to replace a temporarily absent main employee, conducting seasonal work.
  • Other forms established by labor legislation.

Persons have the right to provide services or carry out work under GPC agreements.

The editor of the Selskaya Gazeta found uniqueness where there was none.

An employee of the Belarus Today holding, Sergei Mikhovich , editor-in-chief of the Selskaya Gazeta, wrote a text that he dedicated to Belarusian doctors and talked about a unique fact, in his opinion.

“I received the Presidential Decree “On material incentives for healthcare workers” with great satisfaction.” And, of course, not only me - our entire society. A very timely and correct measure: establish monthly bonuses for working in conditions associated with infections. These are very significant monetary additional payments: from 300 rubles to 4 thousand! Once again, the state confirmed its concern for those who heal and save people. No matter what anyone says, the fact is undeniable and eloquent. Moreover, it is to a certain extent unique in the post-Soviet space, and in the rest of the world,” says the editor-in-chief.

Contrary to Mikhovich's words, this fact is not unique

decree “On material incentives for healthcare workers” is dated April 16th. In post-Soviet Lithuania, a similar decision was made 9 days earlier - the salary coefficient for health workers who serve patients with coronavirus was increased from 60 to 100 percent. In Russia - two weeks earlier than in Belarus. There, the corresponding doctors' salaries were almost doubled. Medical workers from Ukraine who deal with coronavirus-infected patients will receive additional payments of up to 300%.

Thus, the measures to stimulate medical workers taken in Belarus are not at all unique in the post-Soviet space, or in the rest of the world. Belarus is not even the first country that has decided to financially support doctors.
