A combat veteran is considered a person who was in hot spots during the period of hostilities, but in order to receive a legitimate title of this kind, he must confirm his services to the fatherland.
This could be an order to be sent to military service in hot spots, a document that confirms a person’s presence there during a certain period, and other types of documentation.

It should be understood that the medal does not certify any special merits, but only says that the citizen actually served in combat zones and is therefore considered a veteran.

Among the benefits that combat veterans are entitled to include:

At the same time, regions may provide, if possible, other benefits; this must be clarified locally. If the region has high welfare, then there will be more preferences, but in other cases one can only count on federal privileges.

Today, there are certain legislative acts that regulate the issue of granting a medal to a combat veteran.

In particular we are talking about:

  • Decree of the Government of the Russian Federation, which guarantees the receipt of a medal to all citizens who took part in hostilities: while fulfilling their international duty, demining the territory of the former USSR, fighting in Chechnya, Afghanistan, and so on;
  • Federal Law “On Combat Veterans”, which clearly regulates the procedure for registration, conditions and terms for issuing the medal;
  • regional laws that provide for the procedure for documentation in various regions of the country.

Who is eligible to receive a medal?

According to the current law “On Combat Veterans”, the following have the right :

  • all categories of military personnel who took part in various military operations;
  • military personnel who took part in demining the former Soviet Union from 1945 to 1951;
  • employees of the internal affairs department or members of government bodies of the former USSR, who were assigned to perform military duties;
  • citizens who served in Chechnya from December 1994 to December 1996;
  • citizens performing their military duty on the territory of Afghanistan during the period when military clashes were taking place;
  • citizens who worked in Afghanistan between 1979 and 1989.

Medal "Combat Veteran"

The combat veteran combat medal was established on February 19, 2005 by the Coordination Council for Internationalist Soldiers under the Council of Heads of Government of the CIS Member States. This military award has been approved as a form of distinction for CIS citizens who were participants in wars and conflicts outside the USSR, and who have a certificate of war participant or combat participant. This certificate must be valid in the CIS countries. The existing law on combat veterans also provides for the awarding of individuals who were once sent to the Soviet Union to work in military conflict zones during hostilities. But, unfortunately, some benefits do not apply to all combat participants. How to get a combat veteran ID?

To confirm their rights to benefits, citizens who hold the title of veteran are required to have in their hands a certificate of a combat veteran, which is issued by the relevant government bodies of the Russian Federation.

This certificate is the main document confirming the veteran status of a citizen.

To obtain the appropriate benefits and payments, you are required to submit an approved package of documents to the relevant social assistance services and present your ID as a combat veteran.

Procedure and rules for receiving

Today get this medal using:

  • departments of the Ministry of Internal Affairs at the place of residence of the applicant;
  • Pension Fund;
  • personnel divisions of territorial bodies of the Ministry of Internal Affairs;

In addition to this list, you must provide a copy of the marriage registration certificate (if the marriage is terminated, then a copy of the divorce is also required).

It is worth noting that after submitting an application with documents, the period for consideration of the application is no more than 30 calendar days, after which the applicant must be issued a combat veteran certificate and a medal.

The medal has a border on both sides, all elements are convex, and no enamel or other materials are used for decoration.
