Features of the concept

Before talking about what statistical reporting is, it will be useful to study the classification of procedures of this type (the one practiced by Russian specialists). What types of reporting are there, besides statistical, and what primarily distinguishes it from the rest?

Statistical reporting

Reporting is one of the main methods in accounting.

Its main feature is the synthesis of information relating to the financial situation of an economic entity, as well as the results of its entrepreneurial activity.

As a rule, reporting involves filling out specialized forms required by law or industry standards that reflect numbers by period, for example, by week, month, year.

Typically, reporting is built into a system formed by indicators that are closely related to each other. For example, revenue is usually combined with estimated tax figures.

What are the main types of reporting? Let's look at this issue below.

“Statistical form for recording the movement of goods” (customs): due date 2020

The document must be submitted to the Customs Service within a period not exceeding 8 working days from the end of the month of shipment of the goods. The cutoff dates for transactions completed in 2020 are presented in the table:

Statistical

This reporting is a set of indicators of both quantitative and qualitative nature that characterize the activity of the enterprise in a specific period of time. It is usually used to monitor indicators on the volume of products produced (or services provided), cash flow, and aspects reflecting the personnel component.

The system of statistical reporting at an enterprise is characterized, first of all, by mandatory nature, it is of an official nature, and those documents that relate to it have legal force. The object of providing relevant information is state statistics bodies.

When is a declaration needed?

The statistical form is drawn up and submitted to the customs service for goods transported between the EAEU member countries. These include, but are not limited to, products:

  1. Temporarily imported into Russia for more than a year or exported from it for the same period.
  2. Designed to eliminate and prevent natural disasters and other emergency situations. Such products include, among other things, goods for free distribution to affected citizens and items used to carry out emergency rescue and other emergency measures, as well as to ensure the livelihoods of units involved in such work.

The statistical form is completed and submitted regardless of the type of transportation and the vehicle used for this.

Tax and accounting

The first includes figures reflecting calculated and paid taxes on the grounds that the enterprise is obliged to take into account in accordance with the law.

The second is the most comprehensive, as many experts believe, option for combining information on the activities of an enterprise into a system.

Includes information reflecting property aspects, financial, and management nuances of the company’s work.

In many cases, the law establishes forms of statistical reporting (accounting, operational or tax). Relevant legal acts can be issued by both state and municipal authorities. Sometimes an enterprise establishes forms through local regulations.

State and domestic

Reporting is divided into several types depending on the object and the address structure of its provision. These may be official departments. And in this case, as we said above, state statistical reporting is collected.

The object of providing information can also be the internal structure of the company (for example, the analytical department). At the same time, the nature of the information reflected is different.

It is quite possible that this is the same statistical reporting, but in forms different from those prescribed in the laws (more convenient for conducting internal corporate analytics).

Reporting, even if we are not talking about any legally required obligations to provide it to government departments, is always useful for business. It contains numbers that can indicate the level of efficiency of internal corporate divisions and reflect how the company is growing.

Statistical reporting will be accepted only in electronic form

Officials put up draft amendments to the law on statistical accounting for public discussion.
The authors of the innovations propose to oblige companies and individual entrepreneurs to submit statistical reports to statistics exclusively in electronic form. Let us remind you that now this method of submitting statistical forms is voluntary. If the law is adopted, the amendments will take effect from the new year. At the same time, representatives of small businesses will receive a one-year deferment.

If the amendments are approved, then, perhaps, along the way, changes will be made to the Code of Administrative Offenses of the Russian Federation, establishing a fine for violating the method of submitting statistical reporting, or legislators will stipulate that reporting on paper will be considered unsubmitted. In this regard, sanctions will be applied for violation of deadlines for submitting statistical forms.

Basic forms

Statistical reporting forms are developed and published within the framework of legal acts by two departments - the Ministry of Finance of the Russian Federation and the State Statistics Committee. In addition to sample documents, instructions for filling them out correctly are usually published. Technologically, documents can be either paper or electronic. What are the most common forms in Russian practice intended for submission to state statistics bodies?

In some cases, the size of the company matters. In particular, many Russian companies fall into the category of “small enterprise”. In this case, the management of the organization must send information to the statistical authorities reflecting information about the main performance indicators.

The corresponding form should be filled out on a cumulative basis. It must be submitted quarterly, before the 29th day of the month following the reporting period. The main document used to submit statistical reporting for SMEs is Form No. PM (including adjustments in accordance with Rosstat Order No. 470, which was approved on August 29, 2012).

Who fills out the statistical form

In accordance with Article 278 of Federal Law No. 289-FZ of 03.08.2018 and with the government decree (clause 5 of the “Rules for maintaining statistics...”), a statistical declaration must be provided by a legal or individual person (or his representative acting on his behalf and on his behalf). order) located in the jurisdiction of the Russian Federation, and which:

  • or entered into a transaction for the import and export of goods between the territories of the Russian Federation and the member states of the EAEU;
  • or, in the absence of such a transaction, had at the time of receipt or shipment of goods the right to possess, use and dispose of them.

Is it mandatory to submit reports?

The interaction between business and Rosstat is characterized by one interesting feature. The fact is that state statistical reporting is not mandatory for all enterprises. As a rule, the department selects individual areas based on established criteria, which are approved annually. At the same time, providing information to Rosstat is mandatory if a request is received from the department. We will talk about the mechanisms of responsibility regarding this procedure a little later.

What other forms of state statistical reporting are there? Among these, document No. P-1 can be noted. It reflects information about production, as well as the shipment of goods or services. It is rented out mainly to organizations whose average number of employees per year is more than 15 people. Statistical reporting indicators on this form are reflected for the month.

Another common document is No. P-3. It includes information about the financial condition of the company. As with the previous form, filling out statistical reporting involves including monthly indicators, but with a cumulative total.

Another common form is No. P-4. It records information about personnel and salaries. Information is reflected quarterly with an accrual total.

How to fill out the statistical form correctly

The rules for filling out the statistical form for recording the movement of goods are listed in Appendix No. 2 to Government Decree No. 1329 dated December 7, 2015:

  • filling does not depend on the type of vehicle carrying out transportation;
  • includes shipments or receipt of goods under the same conditions for the reporting month;
  • filled out in Russian;
  • through software on the FCS website.

There can be many forms

There are also various kinds of universal reporting forms for small enterprises, which should reflect indicators of their production activity. In some cases, forms are published not only in federal format, but also in accordance with municipal standards. This usually happens when the task is to conduct scientific research on business development or analyze the state of affairs in any industry.

Rosstat, as analysts note, quite often publishes new forms of statistical reporting. It is known that, for example, in accordance with one of the state programs, reporting forms used in Russia must be brought into line with international statistical standards. It is possible that the transition to such will take place in the near future. It is important for businessmen not to miss this moment.

Therefore, companies included in the sample should make sure that their structure is up-to-date before filling out documents. It is useful to know that all types of forms in question are called statistical reporting forms. This is how you should enter a search query on the Internet or in the catalog of a legal reference system in order to download the latest versions of documents.

How to determine the composition of statistical reporting

The composition of the reporting that a specific organization must provide can be determined on the website statreg.gsk.ru, or on the Rosstat portal, where only official data is posted. You can also submit a written request to Rosstat or its division at the location of the organization. The responsibilities of the territorial divisions of Rosstat include informing organizations and entrepreneurs about what forms need to be submitted, providing advice on how to fill them out, as well as providing the reporting forms themselves.

What if you don’t submit your reports?

The fact that Rosstat does not require reporting from all organizations, but only from a sample, does not mean that providing information of this kind is some kind of formality or action that is not obligatory. There is a separate law defining the responsibility of companies for the timely provision of information requested by the department.

Statistical reporting of an organization is a mandatory procedure. If a company refuses to provide information to Rosstat, it will receive a legal administrative penalty. This could be a fine or a warning.

An important criterion for such a procedure as statistical reporting is timing. If a company submitted information to Rosstat more than a day late relative to the estimated date, this may be regarded as a failure to provide the appropriate forms. The result is the same fine or warning.

Failure to submit zero statistical reports faces a fine of 150 thousand rubles

Rosstat clarified the procedure for submitting statistical reporting in the absence of an observed event.
The agency recalled that a number of forms directly indicate that they are submitted only in the presence of a certain phenomenon, for example, in the period under review there were financial investments or the company owed wages to employees, etc. In this case, there is no need to submit zero reports and there will be no penalties. If the instructions for filling out the statistical accounting form do not contain such information, then providing blank reports is mandatory. Otherwise, sanctions will follow under Art. 13.19: fine for the organization from 20 to 70 thousand rubles, the director will pay from 10 to 20 thousand rubles. In the event of a relapse, liability will become stricter: the legal entity will have to transfer up to 150 thousand rubles to the treasury, and the director - up to 50 thousand rubles.
