Categories who are required to have a medical book: does a teacher need a medical book to work with children and university teachers, a driver, a catering cook?

Purpose of the medical record

In accordance with Art.
34 of the Federal Law of March 30, 1999 No. 52-FZ (as amended on July 3, 2016) “On the sanitary and epidemiological welfare of the population” (hereinafter referred to as Federal Law No. 52) in order to prevent the occurrence and spread of infectious diseases, mass non-infectious diseases (poisonings) ) and occupational diseases, employees of certain professions, industries and organizations, when performing their job duties, must undergo preliminary upon entry to work and periodic preventive medical examinations. According to clause 5 of Art. 34 Federal Law No. 52, in order to record data on medical examinations, it is necessary to have personal medical records.

Do I need to pay for registration?

Registration of this book is a paid procedure . The cost of the service varies depending on the region and medical institution where you go. The price range is quite wide.

Important! the employer must pay for the book , since he requests this confirmation from the applicant for the vacancy.

But more often the latter has to pay for the service himself. He is forced to do this because it is more important for him to get a job than a dispute about rights with his manager.

And yet there are responsible managers who pay for the receipt of a book by an employee upon entering work and centrally for all employees - further preventive examinations .

Such managers understand that the health of workers is not just formal reporting indicators, but a high-quality work process, eliminating costs associated with paying sick leave, and fulfilling labor plans.

When did it appear

The history of the medical record began in Russia in 1843 with a decree of the Tsar, according to which the police began to issue permits to open brothels and documents to their workers, who were required to undergo regular examinations.

After the revolution of 1917, there was a period of absence of actions related to the medical book, and only in 1932 were sanitary and epidemiological stations formed, and medical examinations of individual workers in hazardous and hazardous industries began.

Control was gradually tightened; in 1991, rules were adopted for food workers obliging them to have medical books, but a unified form was not established. The preparation of the medical record in its modern form began in 1998.

Personal medical record of obstetric hospital workers (departments)

Rospotrebnadzor has approved a whole list of professions that are required to have a health certificate in 2018.

These include:

  • employees of medical institutions;
  • working in kindergartens, nurseries, schools and other children's institutions;
  • employees of schools and secondary educational organizations;
  • citizens whose activities are related to service in restaurants, cafes and canteens, that is, catering employees;
  • trade workers who deal with food products;
  • cosmetologists, manicurists, hairdressers;
  • workers involved in activities in the camps;
  • catering workers;
  • persons engaged in the transportation of food;
  • utility workers, including those involved in providing the population with drinking water.

The management of the organizational structure cannot require this document if the employee’s activities are not defined by regulatory documentation.

This list can be expanded, but this is determined individually for each area and based on the decision of regional authorities.

Now we can consider several cases according to which the question is decided: is a health book needed for a given profession?

ProfessionWhen do you need a health certificate?
AccountantIf an employee with this specialty works at an enterprise that produces mechanical engineering products, then this document is not necessary, he is not associated with food and does not constantly communicate with people. If an accountant operates in a kindergarten, then he must undergo a medical examination for the presence of viral infections, since he is in contact with children or teachers.
Housekeeping staff or cleaning ladyIf an employee works in a workshop and cleans the production premises, then there is no need to have a book for this. And if a cleaner works at a school, then such a document is needed and the citizen is required to undergo a medical examination annually.
HairdresserAn employee belonging to this category is required to have a health certificate, since during work he comes into contact with people and therefore he should not be infected with anything, and if he is sick, he is temporarily removed from work.
SalesmanIf the activity of this profession is related to food, then it is necessary to undergo an annual medical examination and enter the information in the health book. If the seller deals in non-food products, then this event is not necessary.

This way, each specialty can be considered separately, but in order to avoid confusion, information can be taken from special assessment cards of working conditions. Based on the work carried out by experts, the need for a medical examination is established, and this is very convenient for the administration of a company or enterprise.

A medical record is required for:

  • workers whose work is related to the circulation of food and food raw materials (food industry enterprises, food trade, public catering, etc.);
  • employees of educational and health institutions for children and adolescents (kindergartens, schools, gymnasiums, colleges, etc.);
  • workers in the public services sector (hairdressers, beauty salons, hotels, laundries, etc.);
  • employees of industrial goods trading enterprises (clothing, shoes, toys, cosmetics, perfumes, household appliances, auto parts, etc.);
  • workers of urban passenger transport (bus and trolleybus fleets, minibuses).

Decree of the Moscow Government dated December 28, 1999 No. 1228 “On mandatory preventive medical examinations and hygienic certification” (Decree of the Moscow Government dated December 28, 1999 No. 1228) approved a detailed list of professions, industries, enterprises, institutions and organizations whose employees are required to have personal medical records .

The Center for State Sanitary and Epidemiological Surveillance for the city of Moscow, in its letter “On personal medical records of employees of medical institutions” No. 16-2-292 dated August 27, 2002, explains the following.

In accordance with the Model List of professions of officials and employees of organizations required to undergo professional hygienic training and certification (letter of the Ministry of Health of the Russian Federation No. 1100/2196-0-117 dated 08/07/2000, clause 4.6.

), officials and employees of medical institutions directly related to the nutrition and communal services of patients are subject to professional hygienic training and certification with their results entered into the personal medical record.

The following professions should be considered among the employees of medical institutions directly related to the communal services of patients: nurse, nurse-housekeeper, laundry workers, plumber.

Medical workers in maternity hospitals (departments), pathology departments for newborns and premature babies are also required to have a personal medical record.

In this regard, there is a Resolution of the Chief State Sanitary Doctor of the Russian Federation dated May 18, 2010 No. 58 “On approval of SanPiN 2.1.3.2630-10 “Sanitary and epidemiological requirements for organizations engaged in medical activities” (together with “SanPiN 2.1.3.2630-10. Sanitary epidemiological rules and regulations...").

Clause 1.7. Chapter IV. SanPiN 2.1.3.2630-10 stipulates that when entering work in obstetric hospitals (departments), medical workers are examined by doctors: a therapist, a dentist, an otolaryngologist, a dermatovenerologist and a gynecologist (later once a year).

Is a health certificate necessary for other categories of workers?

Now we can consider several cases according to which the question is decided: is a health book needed for a given profession?

Examples considered:

ProfessionWhen do you need a health certificate?
AccountantIf an employee with this specialty works at an enterprise that produces mechanical engineering products, then this document is not necessary, he is not associated with food and does not constantly communicate with people. If an accountant operates in a kindergarten, then he must undergo a medical examination for the presence of viral infections, since he is in contact with children or teachers.

SalesmanIf the activity of this profession is related to food, then it is necessary to undergo an annual medical examination and enter the information in the health book. If the seller deals in non-food products, then this event is not necessary.

Where to get a medical book

In 2020, medical books are purchased at the place of work or registration:

  • in the center of the State Sanitary and Epidemiological Supervision;
  • in the city branch of the Center for Hygiene and Epidemiology;
  • in a body authorized by Rospotrebnadzor.

To obtain it, you will have to visit certain doctors in a medical institution, where you will undergo a medical examination for a health certificate, determined by the employer. To do this, he enters into an agreement with a medical institution that has received a special license. Another option is to go to such a clinic yourself.

How much does a medical book cost?

The exact amount of how much a medical book costs depends on the price of the form and the cost of the medical examination and tests. If you apply urgently, it will be more expensive. The cost of the form in 2020 is about 200 rubles. But the cost of examination by doctors is set by the medical institution and depends on which doctors and what examinations are required.

Healthcare and food industry employees undergo extensive testing. Its cost is higher than for other specialists. Here is the average information on how much it costs to undergo a medical examination for a health certificate in 2020.

Who is required by law to have a medical record?

In this part of our article, we will look at which contingent of workers needs to receive a health certificate. So, below is an approximate list of areas of work that an employee may be allowed to perform after undergoing a medical examination and tests:

  • Work carried out by foreign workers in organizations and institutions whose employees are subject to professional hygienic certification and training;
  • Before and during training at enterprises, institutions and organizations whose employees are subject to medical examinations (examinations).

It should be understood that this list is actually somewhat broader, because in each region of the Russian Federation there are local documents of local authorities, based on which confirmation of the health status of a certain number of employees may be required. If an applicant for a vacancy has doubts, it is recommended to check with the employer whether a medical book (medical book) is needed to perform professional duties.

How long is a medical certificate valid?

A medical book is a document of strict official reporting. Its validity period is strictly regulated and depends on the employee’s field of activity.

The form itself does not have a validity period, but the frequency of medical examinations affects this period. Most often, the examination is valid for a year, after which the examination is repeated.

The legislation provides for 2 types of inspection frequency:

  • preliminary when applying for a job;
  • annual.

The frequency of examinations is established by the List approved by Order of the Ministry of Health dated April 12, 2011 No. 302n. For example, teachers of child care institutions take background tests 4 times a year. Thus, in order to renew the medical book, it is necessary to undergo the examination again after the expiration of the previous examination and test results.

Where to find out which doctors you need to see

To obtain a book, you must undergo a medical examination. Features depend on the field of activity. To conduct medical examinations in a medical institution, a permanent commission of doctors of various specialties is created, chaired by an occupational pathologist. Here are the doctors you need to see for a health certificate in 2020:

  • therapist;
  • psychiatrist;
  • expert in narcology;
  • gynecologist (for women).

The examination is carried out by doctors (depending on the worker’s profession):

  • surgeon;
  • neurologist;
  • ophthalmologist;
  • otolaryngologist;
  • dentist;
  • endocrinologist;
  • infectious disease specialist

Procedure for obtaining a health certificate

They get this document when they get a job in the field of catering, consumer or medical services, or trade. It is also needed for certain specialties in transport and educational institutions.

The book is issued at medical institutions recommended by the employer. At the place of future work, a referral for a medical examination must be issued. When you go to a clinic or medical center, you need to take with you:

  • book form;
  • passport;
  • a referral from the employer signed by his representative;
  • 2 photos measuring 3 by 4 cm;
  • in some cases - a health passport and a medical examination report after a psychiatric examination;
  • for foreigners - an official work permit.

At the reception you will be directed to the necessary specialists. You may first need to visit an occupational pathologist - the chairman of the commission responsible for conducting medical examinations. He will note which specialists need to be visited.

To get a health certificate, in 2020 everyone needs to see a narcologist, psychiatrist and therapist. And for women there is also a gynecologist. For certain specialties, a visit may also be required:

  • infectious disease specialist
  • endocrinologist,
  • dentist,
  • otolaryngologist,
  • ophthalmologist,
  • neurologist,
  • surgeon,
  • dermatovenerologist.

Records of the examination results are usually made in the medical record. Whatever the set of doctors, when you fill out a book, the therapist is the last person to go through. For a positive conclusion, all tests must be completed by this time. These are clinical and biochemical blood tests, general urinalysis, fluorography and ECG. As well as a gynecological smear for women.

The document usually contains information about past infectious diseases and preventive vaccinations. As well as data on the results of examinations for tuberculosis, carriage of intestinal infections, helminthiasis, diphtheria, and pathogenic staphylococcus. In some cases, a mark of professional hygienic training and certification is required. When everything is completed, the final signature must be signed by the chairman of the commission.

In order to be issued a book, you need to present the SNILS commission, an insurance policy, and a medical card with doctors’ opinions. The book is kept by the employer. A document is issued in person for periodic medical examinations or for outdoor trading in pavilions or kiosks. After dismissal, the sanitary book must be given along with the work record.

Information indicated in the medical record

According to paragraph 5 of Art. 34 Federal Law No. 52, data on medical examinations must be entered into personal medical records.

According to Appendix No. 1 to the Order of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare dated May 20, 2005 No. 402 “On a personal medical book and sanitary passport”, the medical book contains information about the Rospotrebnadzor organization that issued it, information about the owner of this document.

Who needs to obtain a medical record?

Every technical specialist: builder, designer, power engineer, occupational safety specialist.

All these documents provide a complete list of categories of employees who need to periodically undergo medical examinations, take tests and enter the results into their personal medical record.

A personal medical (sanitary) record is a document certifying the state of health and confirming that its owner is professionally fit.

If foreign employees work in a Russian organization, then the legislation of the Russian Federation also applies to them. Therefore, foreigners need medical books. To do this, you will need a certificate of registration in the Russian Federation, a passport, a photograph and an application. In addition, foreigners need to be tested for HIV.

List of analyzes

The speed of obtaining test results depends on the workload and capabilities of the laboratory of the medical institution - the average time is 3 days.

Private clinics process applications faster.

But not a single list of tests can be completed in a day - this is a sign of fraud.

Each professional sector has its own list of mandatory tests and examinations in the city clinic.

All of them have their own deadlines, after which they must be repeated without fail.

Trade in industrial goods, utilities, pharmacists:

  • flura, therapist - annually;
  • vaccination against diphtheria - once every decade;
  • dermatologist, smear, blood RW - 2 times a year.

Medical staff:

  1. Flura, therapist, HIV analysis, HCV, HBS, staphylococcus - annually.
  2. Vaccination against diphtheria - once every decade.
  3. Dermatologist, smear, RW blood - 2 times a year.

Trade in food products, preschool institutions:

  • flura, therapist, I/helminths and enterobiasis - annually;
  • I/helminths and enterobiasis - once a year, for preschool institutions and pre-school institutions - four times a year;

  2. Vaccination against diphtheria - once every decade.
  3. Dermatologist, smear, RW blood - 2 times a year.
  4. Typhoid fever, intestinal infections - upon admission (when changing places, the result is transferred).

Depending on the specifics of the work, a medical book has a different expiration date.

The list of tests for the 2020 medical book is as follows:

  • clinical analysis of urine and blood;
  • biochemical blood screening;
  • ECG;
  • fluorography;
  • smear - cytological and bacteriological examination (for women).

Additionally, depending on the profession, other examinations are carried out.

The sanitary book looks like this - it is a small blue book with a stamp, a hologram and signatures on it. Each document has its own serial number, which is recorded in the register.

What is an inspection:

  • donating plasma for analysis, as well as urine and other biomaterials;
  • results of the research;
  • expert opinion on professional suitability.

To determine more precisely what tests need to be taken, you should be guided by Order 302 -N issued by the Ministry of Health.

It is necessary for teachers and educators, catering workers, hairdressers, conductors and flight attendants to undergo such examinations. That is, those whose work involves serving people and food products must have a health certificate.

Tests for food trade workers:

  1. Biomaterial of blood and urine for research.
  2. Checking the functioning of the heart muscle - electrocardiogram.
  3. Donation of plasma for determination of cholesterol and glucose.
  4. Test for gonorrhea.
  5. Feces for the presence of helminths.
  6. Chest X-ray.

All of the above tests are taken before entering work, as well as during the work process.

If a citizen works in a pharmacy, then the list for testing is as follows:

  • biomaterial blood for the presence of syphilis or typhoid bacteria;
  • feces for the study of intestinal viruses;
  • A smear is taken from the larynx area to determine staphylococcus.

If the activity is carried out in catering organizations or child care institutions, then you need to be tested for:

  1. ECG of the heart muscle.
  2. X-ray of the heart.
  3. Blood for syphilis.
  4. Smear to determine gonorrheal infection.
  5. Feces on the eggworm.
  6. Scraping for enterobiasis.
  7. Plasma for glucose and cholesterol level determination.

Such examinations must be completed every year. If abnormalities are detected, treatment is prescribed, and then the tests are repeated. The information is entered into a book that is given to employees. Managers should not keep this document in their possession; this would be contrary to legal requirements.

Penalty for lack of document

A personal medical record is a document of strict accountability and is drawn up on forms that are secure printed products of level “B” (clause 1.3 of the Order of the Federal Service for Surveillance on the Protection of Consumer Rights and Human Welfare of May 20, 2005 No. 402 “On a personal medical record and sanitary passport"), is not subject to free sale.

Go Notification of receipt of a work book - upon dismissal of a convicted employee, sample

The medical record can be kept both by the administration of the employing organization or individual entrepreneur, and by the employee himself. If an employee quits and moves to a new place of work, then the personal medical record remains with him and is presented at the new place of work.

  • Application from the employee or employer;
  • The employee’s passport (if he independently issues a medical book);
  • A list of employees signed by the head of the organization indicating the full name, year of birth, place of registration, position, citizenship (if a medical record is issued by the employer);
  • Power of attorney and passport of the authorized representative of the organization (when registering a medical record by the employer).

The applicant pays:

  • Conducting hygiene training;
  • Personal medical record form;
  • Holograms;
  • Methodological materials according to the price list, which is approved by the chief physician of the Federal State Institution “Center for Hygiene and Epidemiology in Moscow”.

A personal medical record must be issued to the employee on the day of the hygienic certification. The employer is issued a medical book by agreement, but no later than 15 days from the date of hygienic certification.

A similar offense is an administrative fine for the lack of a medical book from the seller. Moreover, you will have to answer for non-compliance with sanitary rules of sale - paragraph 2 of Article 14.4 of the Code of Administrative Offenses of the Russian Federation.

The fines for the employee himself are not very high - for failure to comply with sanitary rules under Article 14.4 from 2 to 2.5 thousand rubles, and under Article 6.3 - 100-500 rubles. But when it comes to legal entities, the fines are higher (10-20 thousand rubles), and activities can also be suspended for up to 90 days.

We found out whether a seller of non-food products needs a health certificate? It is absolutely necessary, and its content depends on the nature of the product being sold; it is more convenient to undergo the examination in paid organizations, and for its absence administrative fines are imposed.

This is the main thing that a person who wants to get a job as a salesperson needs to know.

The effect of the medical book must be controlled by the employer, because it is he who is responsible for it before the law.

The results of the examinations should not be overdue - the owner of the medical book will not be allowed to take the next hygiene course.

The administration of the organization bears full responsibility for persons who do not undergo a medical examination on time (Administrative Code Article 5.27):

  • recovery of 1000 - 5000 rubles for an official;
  • recovery of 1000 – 5000 rubles for individual entrepreneurs;
  • recovery of 30,000 - 50,000 rubles for a legal entity.

The citizen faces a warning or a fine of 100 to 500 rubles.

Attention: If, during the implementation of core activities, harm is caused to the health of the consumer and it turns out that the reason for this is an overdue medical examination, the punishment will be determined by other articles, including the Criminal Code of the Russian Federation.

So that infectious diseases do not spread further and citizens can monitor their health status while working in relevant positions. The frequency of the latter is established at the legislative level.

Information that the medical examination has been completed is indicated in the health record. The permanent storage of the document is in the hands of a person who has passed a medical examination. But there are cases where managers take the books and give them out only for a short time.

If the document is drawn up in accordance with established standards, then it must be registered in the Rospotrebnadzor register. The availability and accuracy of the document can be checked on the hygiene center website.

It is unacceptable to falsify a health certificate, it threatens the following:

  • arrest for up to six months;
  • forced labor or restriction of freedom;
  • up to two years restriction of freedom.

When a fake book is used, the citizen is threatened with:

  1. Imposition of penalties in the amount of 80,000 rubles or average income for six months.
  2. Carrying out forced labor for two years.
  3. Arrest for six months.
  4. Mandatory work for 480 hours.

To obtain a permit, you need to pay a certain amount. The price depends on the region and institution where the citizen applies. Prices are different and vary in different ranges.

According to the requirements of regulations, the responsibility for conducting and paying for a medical examination lies with the employer; accordingly, the company must purchase a health book. It turns out that he is interested in working and is obliged to solve these problems independently.

But serious enterprises are trying to solve this problem themselves; there is no point for them to act contrary to the requirements of the law, otherwise they may be subject to penalties. This is all easy to check.

Free legal consultation

For example, a person delivering newspapers and magazines or transporting building materials can safely do his job without a medical examination.

Other specialists may vary depending on what goods the seller will sell. As a rule, employers pay for the medical commission themselves. They enter into special contracts for the provision of such services.

The validity of a medical book for a seller usually expires one year after it is issued; to renew it, you must take the tests again and write down the results in the document.

Having received the list of names, the medical institution draws up a calendar plan for conducting medical examinations and coordinates it with the organization. The employer must familiarize employees with this plan no later than 10 days before the start of the medical examination.

In organizing the issuance of a health book, the candidate is given a list of doctors for the medical book from whom he needs to take tests, including doctors.

Nowadays, many students and students of senior classes of secondary schools try to earn extra money during the holidays, and for this, completely legally and on completely legal grounds, they get hired as temporary employees at various public catering establishments (for example, at the same notorious “McDonald’s”), in retail enterprises and service sector enterprises.

We found out whether a seller of non-food products needs a health certificate? Definitely needed. Moreover, its content depends on the nature of the product being sold; it is more convenient to undergo examination in paid organizations, and for its absence administrative fines are imposed.

Moreover, the medical book is needed not only by the seller, but also by all employees through whose hands the goods pass on the way to the counter. Warehouse workers, loaders, drivers who deliver products - in short, everyone who touches the goods must be checked.

For workers in the food industry, public catering establishments and food trade enterprises, perfumery and cosmetics trade, tobacco trade, pharmacies, gas stations.

For some reason, many people think that only teachers and cooks need health records. But this is not true at all. The list of professions and industries for which a medical book is simply necessary is much more impressive. We'll figure it out so you don't get into trouble during an inspection by Rospotrebnadzor and don't face a fine. So, let's talk about issuing medical records for employees.

When determining who needed health records, legislators proceeded from considerations of the comfort and safety of the population. If a cook in a restaurant gets sick with tuberculosis or a skin disease, he can infect dozens of visitors to the catering outlet. If a visually impaired pilot takes off on a flight, the casualties could number in the thousands.

A personal medical record is a document indicating that a person is healthy and will not be a source of infectious diseases for those people with whom he directly or indirectly communicates. A personal medical record is issued after passing a medical examination, conducting the necessary laboratory tests, and learning the basics of hygiene at hygienic training courses.

Where is it stored and when is it given away?

From the moment of hiring, the human resources department of the institution is responsible for the package of documents presented during employment. The package also includes a medical book. The employer keeps it and is responsible for its safety. After dismissal, it is returned to the employee along with the work book.

It is given to the employee for a short time in the following situations:

  • when undergoing a regular medical examination - against a signature;
  • to ensure the trading process in kiosks or pavilions.

The storage location of the book is determined by the specifics of the organization and the location of the employee’s workplace. But you can’t keep it at home.

Journal of personal medical records

Order of the Federal State Institution "Center for Hygiene and Epidemiology in Moscow" dated April 27, 2005 No. 20 (Order of the Federal State Institution "Center for Hygiene and Epidemiology in Moscow" No. 20) "On interaction with organizations providing preventive medical examinations and professional hygienic training", the form of the journal for recording personal medical records, holograms, certification, as well as the form for the journal for recording personal medical records by groups of professions have been approved.

It should be noted that formally, for medical workers, keeping a journal of personal medical records is not mandatory, but this has long been accepted due to its functional convenience.

Who should have a medical record according to the list of professions

Some employees require a medical book due to the nature of their work. For example, its presence is mandatory for teachers, hairdressing salons, catering workers, for students and working children from 14 to 18 years old.

If the first professions are associated with close communication with people, and catering workers are also responsible for the quality of food, then teenagers entering a university or getting a job should be considered healthy.

There are nuances in the design of a health record for each profession. When examining workers involved in working with people or food, the list of doctors and tests is expanded. Here are the doctors teachers and educators need to go through for a medical book:

  • psychiatrist;
  • expert in narcology;
  • otorhinolaryngologist;
  • therapist;
  • dentist;
  • dermatovenerologist;
  • gynecologist (for women).

In addition to notes from doctors, test results are required. In addition to the standard 2020 list, you will have to take a smear for gonorrhea and be examined for typhoid fever. The medical record must contain notes on the vaccinations given, among which vaccines against measles, diphtheria, rubella and hepatitis B are required.

When applying for a medical certificate for employees in the consumer services sector (hairdressers, beauty salons), you will have to go through the same doctors as teachers. A vaccination card with a list of vaccinations given is included in the document. The results of clinical studies are required:

  • fluorography;
  • urogenital smear;
  • feces for parasite eggs;
  • blood on RW;
  • general clinical examinations of blood and urine.

Without a medical record, an employee will not be allowed to enter the workplace!

One of the longest lists of tests for catering workers is that one sick cook or waiter will cause an epidemic. In addition to the doctors’ conclusions, they must submit:

  • chest x-ray;
  • feces for intestinal infections and the presence of parasites;
  • clinical blood test;
  • glucose and cholesterol levels;
  • general urine analysis;
  • blood for typhoid fever;
  • ECG;
  • blood for syphilis;

Working without a medical book

Certain types of activities require that the workers carrying out the activity have work books. For such categories, the law provides for a fine for the lack of a medical record, which can be paid either directly by the employee or by his employer.

Remember, the organization that controls the activities of individual production areas is obliged to take into account all the arguments of the parties in case of violations, before making a final verdict

It should be noted that if penalties for citizens for violating sanitary rules vary from 100 to 500 rubles, then a legal entity that is caught in the same violations may face a fine of up to 20,000 rubles, or have its activities suspended for up to 90 days. Therefore, it is important to know who specifically violated the law - the employer, who did not provide the employee with the opportunity to fulfill the obligation assigned to him, or the worker himself.

Regarding the general structure of fines, they are established by law at the following level:

  • for citizens from 100 to 500 rubles;
  • officials from 500 to 1000 rubles;
  • for legal entities from 10,000 to 20,000 rubles. Suspension of activities for a period of up to 90 days may also apply here.

Who should control the availability of a medical book?

Of course, government-defined structures that are responsible for checking the sanitary condition of the enterprise are responsible for issuing fines for the lack of a medical record.

By the way, not only medical records are subject to inspection, but also the general condition of production (sales workshop), the products themselves, as well as the places where all this is stored.

Based on the results of these checks, the employer may be held accountable based on the list of violations detected.

Therefore, the first person interested in checking an employee’s medical record is the employer. In the future, it is in his own interests to provide all conditions for the employee to renew his medical book in a timely manner.

For this purpose, special days may be established for medical examinations, and certain compensation may be provided for in the collective agreement.

If these steps are not taken, the employer will be the first to pay the fine for lack of a medical book.

Remember, if your employer gave you time to undergo a medical examination and renew your medical book, but you did not do this, full responsibility will be solely on you

Now a little about when an employee should have a medical record. A few points to highlight here:

  • at jobs where it is prohibited to enter into employment agreements without such a document - until the moment of employment;
  • in the process of work, when the nature of the work (or position) has changed;
  • all renewals of medical records are carried out in the process of labor relations.

Who needs to have a medical record?

Where can an employer request data on issued medical records?

Maintaining the register of issued personal medical records is ensured by the Federal Budgetary Healthcare Institution “Center for Hygienic Education of the Population” (FBUZ “Center for Hygienic Education of the Population”).

The register is not publicly available, but the employer can request information about the specific issued medical record of a person entering work or an employee. On the website of the Federal State Budgetary Institution "Center for Hygiene and Epidemiology in Moscow" you can check your personal medical record by entering its printing or registration number, as well as the last and patronymic name of its owner.

The answer to this question is unequivocal - yes.

According to Article 34 of Federal Law No. 52 and Article 213 of the Labor Code of the Russian Federation, people directly involved in the service sector (including trade) are required to undergo an examination at any accredited medical institution before starting their professional activities.

Then you need to regularly come for preventative checkups.

All these measures are necessary to ensure the safety of the health of citizens, because it often depends on the health of service sector workers. This is especially true for catering and grocery store workers.

Thus, a medical record is a document containing comprehensive information about a person’s health, and therefore about his professional suitability. The seller must have it.

A medical card is required for the seller and everyone working in grocery stores. Before starting work, you must undergo a mandatory examination at a medical institution, which includes:

  • fluorography (annually);
  • visiting a dental office (if necessary, carrying out a sanitation procedure - improving the health of teeth, gums, removing foci of infections, preventing possible diseases);
  • visiting a psychiatrist;
  • visit to a narcologist;
  • visiting an ENT specialist;
  • visiting a dermatologist;
  • visiting a therapist (preferably one who specializes in treating patients of a certain profession - an occupational pathologist).

In addition, a completed lifetime vaccination certificate is required.

If you do not have it in your hands or you have lost it, then you need to go to the clinic.

The facility must be the one where you were vaccinated.

If you recently graduated from school, the certificate can be found at the children's clinic.

Important: Women also need to be examined by a gynecologist and have a smear test. If a woman is over forty years old, then an ultrasound examination of the mammary glands is added to this, which must be done at least once every two years.

In addition to undergoing examinations by doctors, you need to pass the following tests for your medical record to the seller:

  1. Blood (for syphilis, typhoid fever, RNGA; clinical analysis, biochemical - for glucose and cholesterol).
  2. Feces (for the disinfectant group, worm eggs, enterobiasis).
  3. Smear (for the presence of staphylococcus).
  4. Urine (general).
  5. ECG.

So, this is the main thing that should be in the health book of a grocery store seller. Next, let's talk about whether a seller of non-food products needs a medical book.

So, does a seller of non-food products need a medical book? Today, almost everyone needs this document.

What is the document

  • arrest for up to six months;
  • forced labor or restriction of freedom;

Medical books must also be issued to employees of trade enterprises, both those who work in large supermarkets or small grocery stores, and those who work in wholesale and small wholesale markets. Rules for issuing a medical record when applying for a job

Although this Order makes no mention of a personal medical record, thanks to Appendix No. 2 to this Order, which presents a list of works during which mandatory preliminary and periodic medical examinations (examinations) are carried out, we can impose on it the requirements of the previous Order and Federal Law, enter the results of medical examinations of workers whose activities are related to the production, storage, transportation and sale of food and drinking water, raising and educating children, public utilities and consumer services, narrow the list presented in the Appendix to a list of professions for which a health certificate is required .

How long is it valid?

The crust itself does not have an expiration date if it corresponds to the currently accepted state standard. The validity period of the medical book refers to the medical examination, which confirms that the employee is healthy and can perform his duties without negative consequences for others.

A person who has not been tested on time can infect others through contact.

Therefore, a medical examination must be carried out regularly, and its results must be recorded in the medical record. Most often, it is valid for a year, then the examination must be repeated.

The law distinguishes 2 types of frequency when issuing a medical record:

  • when applying for a job - preliminary examination;
    Next, we suggest you familiarize yourself with which doctors you need to go through for a medical book.
  • annual during professional activities - annual examination.

When preparing a medical document, employees must undergo hygienic training courses, the so-called sanitary minimum. They have their own frequency:

  1. Annually for workers in every way connected with food and the education system.
  2. Once every two years for other areas.

The frequency of medical examinations is established by the legislative List. For example, kindergarten teachers are required to undergo bacteriological tests 4 times a year, and specialists in children's industries - annually.

Important: When an employee is dismissed, the document does not lose its legality. This also does not affect the expiration date of the medical book. It remains with the owner and is presented to the new employer.
