What kind of reporting to submit for those liable for military service?
All Russian employing organizations, regardless of their form of ownership and management structure, are required to keep records of employees liable for military service and submit reports to military commissariats. Only individual entrepreneurs are exempt from this need. The deadlines for such reporting and responsibility for errors are established by law. In 2020 they rent out:
- Form 6 “Report on the number of working and reserved citizens in reserve”;
- Form 18 “Organization Registration Card”;
- Form 19 “Information on the provision of labor resources from among the state industrial enterprises.”
There are several documents regulating reports on military registration in an organization:
- Federal Law No. 61 of May 31, 1996 “On Defense” (Article 8 “Functions of organizations and responsibilities of their officials in the field of defense”);
- Federal Law No. 31 of February 26, 1997 “On mobilization preparation and mobilization in the Russian Federation” (Article 9 “Responsibilities of Organizations”);
- Regulations on military registration, approved by Decree of the Government of the Russian Federation No. 719 of November 27, 2006;
- Methodological recommendations for maintaining military records in organizations (approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017).

Who prepares the reports
Overall responsibility lies with the manager, but he appoints the direct executor. To do this, an order is issued for the organization, which establishes the person responsible for military registration and reporting on those liable for military service. According to the law, the minimum number of such authorized persons is determined by the number of employees:
- up to 500 persons liable for military service - one employee (possibly even a part-time employee);
- from 501 to 2000 people - one specialist;
- from 2001 to 4000 persons liable for military service - two authorized executors.
It is these employees who keep records, fill out and submit reports on those liable for military service.

All reporting is divided into annual (submitted once a year) and event-based (as new employees are hired). The dates for 2020 are collected in the table.

Sheets included in the conscript application form
The questionnaire consists of several parts. Each form must be completed correctly. Let's briefly consider the procedure for filling out different parts of the document.
- Questionnaire for a citizen. The form is filled out by the director of a school or other educational institution. The surveys in this part are designed for boys 16-17 years old who are registering with a military organization for the first time. The young man or his parents do not have the right to answer the prescribed questions. Here they ask what disciplines were of interest to the student and where he showed the best results. They pay attention to the guy’s communication in class and other aspects.
- Conscript study sheet. The document is filled out based on the information provided in the citizen’s application form. All this information allows you to find out what the guy is interested in.
- Questionnaire for parents. Studying the marital status of each guy will solve many problems. For this purpose, a special questionnaire for parents is used. When filling out the form, the conscript’s mother and father are required to describe in detail the conditions of study, work, and living conditions of the future soldier.
The execution of all specified documents is the responsibility of the conscript. Truthful answers will allow you to determine where it is better for the guy to serve. Information received about young people makes it possible to get a complete picture of the character and capabilities of a young person.
How to fill out form No. 18 for 2020
The registration card for those liable for military service in the organization is drawn up in three copies:
- two copies to the commissariat: one for the military registration and enlistment office itself, the second for the reservation committee of the city or municipal council;
- the third copy remains in the organization.

It consists of a main part and a title page, which indicates the full details of the organization. On the title page we indicate:
- company name;
- FULL NAME. manager and his phone number;
- legal address (actual and postal, if they are different);
- information about the parent organization (if any);
- all main organization codes (TIN, OKVED, OKPO, OGRN, OKATO, OKOPF, etc.).
In the main part it is necessary to indicate general quantitative information about those liable for military service. We write information about people in the reserves in accordance with their ranks. Separately, it is necessary to indicate the number of conscripts, limited-fit persons in the reserve and data on armor and professions. At the end, the information is certified with a signature and a round seal. The back of the form looks like this:

There is such a form - “MESSAGE SHEET about changes in information about citizens who are registered with the military”, as well as “SPOOF OF THE MESSAGE SHEET about changes in information about citizens who are registered with the military.” As far as I remember, employees responsible for the VUS in the organization must fill out such a sheet and give it to the employee who has had a change in position (family position, etc.). This employee must take this sheet to his military registration and enlistment office within 2 weeks, and return the counterfoil to the organization with a mark from the military registration and enlistment office that the information has been accepted. If the employee does not do this, then the organization itself must send data on changes in a different form - “Information on changes in marital status, education, structural unit of the organization, position, place of residence or place of stay, health status (disability) of citizens consisting of registered with the military." How to fill out form No. 6 for 2020
A report on the number of working and reserved citizens in reserve is drawn up in triplicate, two of which should be sent to the military commissariat. You can fill out the form by hand or using a computer. The report on those liable for military service details employees by category: managers, specialists, employees, workers. They must be divided by military rank into those in reserve and those for whom there is a reservation.

Who are reservists and reserved ones?
Let us explain the basic concepts for those new to military registration.
Reservist (or liable for military service) is a citizen who, if necessary (mobilization), will be called up for military service. All persons liable for military service are divided into two categories:
- Citizens who served in the Armed Forces of the Russian Federation and retired to the reserve (reserve). They have a military ID and can be called up to perform military duty all the time until they reach the age limit. The age limit varies depending on the type of military service and the rank of reservist. A detailed table of ages and ranks is given in Art. 53 of the Law of March 28, 1998 No. 53-FZ “On Military Duty”.
- Young men of pre-conscription and conscription age who are subject to military registration.
Reserved citizens are reservists working in positions that will be necessary for the employing company to perform tasks in wartime. In order not to leave such jobs empty, the employer can issue a reservation from general conscription for workers liable for military service in these places.
Reservation is an independent process of military registration. As a rule, if the employer has the right to make a reservation, then this process is supervised by a separate specialist who understands it. Then, when preparing Form 6 for reserved persons, it is best to contact such a specialist for data.

Employer's liability
Organizations are subject to administrative liability for failure to provide reports on employees liable for military service. It depends on what kind of violation was committed. Employers are responsible for failure to notify employees of the call or failure to transfer to them documents received at the company address. Such liability is regulated by several articles of the Code of the Russian Federation on Administrative Offenses:
- Art. 21.1 of the Code of Administrative Offenses of the Russian Federation for failure to provide information about conscripts - a fine in the amount of 300 to 1000 rubles;
- Art. 21.2 of the Code of Administrative Offenses of the Russian Federation for failure to notify of a call and failure to ensure the attendance of a working citizen at the military registration and enlistment office - a fine in the amount of 500 to 1000 rubles;
- Art. 21.4 of the Code of Administrative Offenses of the Russian Federation for the lack of information about persons who are not registered, although they are obliged to do so - a fine in the amount of 300 to 1000 rubles.
Failure to submit reports on persons liable for military service is qualified under one of these articles. In order not to make a mistake or confuse anything, the authorized personnel officer should immediately contact the military commissariat at the place of registration of the organization and receive all sample documents and detailed instructions on how to fill them out correctly. Such interaction is only welcomed by the military.
