About the responsibility and rights of the site foreman

Like any other employee, the site foreman has a number of professional rights.

What exactly are the rights assigned to the specialist in question by the job description of the site foreman?

  • Giving orders to employees.
  • Participation in recruitment and placement of personnel.
  • Presentation of requirements and wishes to management to improve the efficiency of the enterprise.
  • Request from management the necessary documentation.
  • Participation in meetings regarding the work activities of the site foreman.
  • Passing the certification.
  • Training.

What can you say about the responsibility of the specialist in question? After all, the responsibilities of the site foreman are incredibly extensive, and therefore his responsibility is high. The job description prescribes the following points for which he must be responsible:

  • for the high-quality performance of the duties assigned to him;
  • for carrying out orders;
  • for the distribution of resources;
  • for maintaining order;
  • for maintaining documentation;
  • for labor discipline.

In case of violations, the master may be subject to liability - from disciplinary to criminal.

Daily duties

Monitoring workers’ maintenance of labor discipline and safety measures for their personal lives and surrounding equipment. Also, the production foreman must use all means to maintain discipline and cleanliness in all premises by monitoring the activities of workers. This employee is obliged to ensure timely shipment of waste, as well as timely receipt of finished products to employees; the foreman’s job responsibilities include its further distribution and delivery.

The production foreman, along with his rights, has the duties of a site foreman, for the implementation of which he is responsible. All this is assigned to him in accordance with the labor legislation of the Russian Federation, therefore this employee is personally responsible for compliance with all requirements. In the course of performing his duties, he cannot use violent methods, nor take part in matters that do not concern his specialization.

Who is a senior site foreman?

To become a senior master, you need to have quite a lot of work experience. The specialist is subordinate to the site manager.

And the general director appoints and dismisses him.

The senior site foreman supervises turners, drillers, various auxiliary workers, rotary turners, milling operators and machine adjusters. If the senior foreman is temporarily unable to perform his duties, he is replaced by another specialist appointed by the head of the site.

This specialist can be guided in his profession by the labor legislation of the Russian Federation, as well as by the acts and rules of the enterprise.

Responsibilities of the senior site foreman

The senior site foreman is endowed with much greater functions and responsibilities than a simple foreman.

A typical production instruction for the specialist in question prescribes the following functions:

  • fulfillment of production tasks in accordance with standards and established time;
  • inspection at the beginning of the working day of the elements necessary for work;
  • control over the work of specialists with lower qualifications;
  • checking the quality of manufactured products;
  • ensuring competent and correct operation of equipment;
  • control over workers;
  • familiarizing workers with certain rules and processes;
  • records management;
  • analysis of production results;
  • organizing the necessary conditions for improving the skills of employees;
  • independent timely confirmation or improvement of qualifications;
  • compliance with safety regulations.

Thus, the responsibilities of the senior site foreman are quite extensive, because the work is very responsible and important. Supervising workers is a very complex activity. It all depends on the category, be it a foreman of a construction site, a workshop site, etc.

Central figure in production

The shift and section foreman (often also called the shift and section manager) is the central figure in production. It is on his work that productivity, production costs and safety in the workplace depend - and these are the main responsibilities of this specialist in production, for the observance of which he is personally responsible.

Just ten years ago, almost every production had one of our specialists, but today, thanks to modern technologies, in some productions such a specialist falls out as a working cell.

The work of the foreman needs to be organized, and it is the management that organizes his work; it is the management of the organization that must guide this worker and correct his work.

The technologist guides and helps him in reducing production costs and increasing productivity, the safety engineer guides him and the team in the direction of reducing and eliminating injuries, the production manager guides him in all areas in the complex.

The main task of the foreman is to implement the shift plan, adhere to the technology and quality of production, and ensure the safety of work at the workplace by operators.

I would like to highlight the organization of shift work as a separate point. A very important factor in the efficiency of a shift is such an indicator as the PRODUCTION SITUATION. At any moment during his shift, the foreman must know who is doing what in the shop.

Be it a shift mechanic who is repairing node A, or an operator who has gone to node B. In this case, the boss’s task is to correctly arrange workers and equipment. Each worker going from area C to area D must report this to his boss.

This approach allows us to reduce minor downtime inside shifts, as well as reduce the percentage of injuries (section D will not be started up while there are people there). In previous articles, I described ways to improve the effectiveness of executives.

As a rule, for greater efficiency, a foreman needs to monitor all processes of equipment operation, be in touch and, if necessary, be able to immediately contact the right employee; these seemingly simple measures in organizing work allow you to more effectively manage production, as well as increase the efficiency of the foreman’s work by increasing the volume the work he performs (you can increase the number of people subordinate to him, increase the number of workshops subordinate to him).

Working as a production foreman implies that in the event of breakdowns, information should first of all go to him, this is very important, for an effective organization there should be no situations when he does not know that he has downtime in the workshop and the operators fix the problem on their own.

If this is a minor intra-shift downtime, then the foreman supervises the speedy elimination of this downtime. In case of more serious downtime, the foreman’s task is to call specialized specialists and notify management.

Another correct point in the organization is that working as a foreman in production involves managing a shift and having full responsibility for the work of one’s shift.

This is a simple rule, but it is very often violated, which ultimately leads to nervousness at work. For example, a chief engineer walks through a workshop and removes a person from his workplace in order to do some work, without informing the foreman.

It seems like the chief engineer and foreman, but in the end the workshop may stop and the enterprise will suffer some losses, the shift will not fulfill the plan.

Such cases can very often be traced in workplaces if the organization is not organized correctly, but it would be correct when all actions are coordinated with the foreman and no one from the management should jump through this “little manager ;-)”.

In his work, the production foreman reports directly to the manager. For the technological part - the technologist, for the mechanical part - the mechanic, for the software - the programmer, no, he does not obey them, he cooperates with them. In the hierarchical ladder, the master is on the same level as these specialists. As a rule, in production this is one of the most difficult and responsible positions.

On the responsibilities and rights of the senior site foreman

The standard production instruction of the specialist in question states that the senior site foreman must be responsible for:

  • for violations committed during professional activities;
  • for incorrect or illiterate performance of their professional functions;
  • for causing material damage to the company;
  • for improper control (over production, over employees, etc.)
  • for violation of discipline, safety regulations, etc.

Thus, he bears quite a lot of responsibility for performing his job functions. And this is absolutely fair: after all, the position in question is very important. The job description also prescribes the following rights for a representative of the profession in question:

  • make various suggestions and proposals to the management to improve the efficiency of the enterprise;
  • get acquainted with innovations that in one way or another relate to the work of the senior site foreman;
  • interact with superiors;
  • conduct documentation within your competence;
  • stop work in case of equipment malfunction;
  • give various instructions to workers within their competence.

II. Job responsibilities

2.1. Ensuring that the site fulfills planned targets for production volume, nomenclature and range of products, manufacturing competitive products.

2.2. Ensuring maximum use of production capacity, full utilization and proper operation of equipment, productive operation of all workers in the area.

2.3. Participation in the development of ten-day and monthly production tasks for the site (team) and, in accordance with them, setting tasks for teams and individual workers.

2.4. Ensuring timely preparation of production with materials, semi-finished products, tools, devices, technical documentation, etc. and uniform operation of the site (crew) in accordance with the established task.

2.9. Instructing subordinate workers, providing them with the necessary assistance in mastering production standards and fulfilling production tasks, especially in cases of complexity or responsibility of the work performed, or mastering new work.

2.10. Checking workers' compliance with technological processes and stopping work in cases of non-compliance with established technological processes, technical conditions, drawings, processing modes, etc.

2.11. Reception of the first part or product manufactured by a worker on equipment that has been repaired or after adjustment.

2.15. Providing conditions for multi-machine maintenance and combination of professions. Involving workers to participate in production meetings and discuss the implementation of tasks established for the site, the experience of advanced workers.

2.16. Together with Quality Control Department employees, checking the quality of parts during the manufacturing process, assembling components and products, as well as studying the causes of defects and defects, developing and implementing measures to eliminate them.

2.17. Introduction of cost accounting and collective contracting on the site.

2.18. [Enter as appropriate].

Requirements for a senior site foreman

The job description of the senior site foreman has an extremely important section: requirements for the employee.

It is worth citing the most important points from this section. So, the senior master should know well:

  • all necessary regulatory and legislative acts, the Labor Code of the Russian Federation;
  • technical data and characteristics of the equipment with which work is carried out;
  • production planning methods;
  • labor standards;
  • provisions on income, wages;
  • fundamentals of economic knowledge;
  • production rules;
  • safety precautions and some other things.

Thus, slightly greater demands are placed on the senior foreman than on any other worker with lower qualifications.

What should a production foreman know?

  1. Regulatory and technical instructions related to both the production and economic parts of the activities of a particular department.
  2. Requirements for goods that are manufactured in production, as well as take into account the necessary technical characteristics of the product. This employee is required to familiarize himself with the technology and features of product manufacturing.
  3. The structure of the production site and the rules for operating the equipment.
  4. Methods of carrying out production activities of a specific site.
  5. Fundamentals of legislation relating to labor activity in production, in particular the amount and form of wages for employees of the enterprise.
  6. Prices and standards for accepting work, as well as methods for checking and revising regulations.
  7. Minimum possible wage standards, as well as ways to encourage employees and provide financial incentives.
  8. Labor protection rules, basic safety precautions, regulations for its implementation, skill and knowledge of sanitation at work, as well as skills in ensuring and monitoring compliance with fire safety.

Production site foreman - who is he?

The job description of the production site foreman states that the specialist in question is a person who is engaged in the implementation of the production plan in accordance with given standards, and also uses and develops various methods of management, ensuring order in the team, production calculations, etc.

If production foremen are included in complex teams, then these specialists become leaders in them. It is also worth noting that they are subordinate to the head of the site.

Only a person with sufficient work experience can get this job.

What is a job description

A job description is a document that is developed within an enterprise and defines the duties, competencies and responsibilities for an employee holding a specific position. Drawing up instructions is not mandatory, but in most organizations it is introduced. There are the following reasons for this:

  1. The instructions make it possible to clearly delineate the job responsibilities of employees. This is especially important if several specialists work in a particular area. For example, in production, a job description may describe how the responsibilities of a site foreman differ from the responsibilities of a site manager, engineer, foreman or foreman.
  2. Clearly developed instructions prevent possible conflicts between employees and management and within the team. By regulating areas of responsibility, it suppresses disputes on this issue, and at the same time shows the employee what exactly can be demanded of him and what needs to be paid attention to in this regard.
  3. The instruction increases the manageability of the team, the personal responsibility of workers and, as a result, contributes to effective work.

Now let’s see how exactly the job description is drawn up and applied in relation to such a category of workers as production site foreman.

About the responsibilities of the production site foreman

This specialist has a fairly wide range of powers and functions.

Here are just the most basic of those indicated in the job description:

  • ensuring the fulfillment of all necessary tasks prescribed or specified in the plan;
  • ensuring proper operation of equipment and its elements;
  • development of production plans;
  • provision of necessary materials in accordance with the established time frames;
  • confirmation and advanced training;
  • control over documentation;
  • providing training for workers with lower qualifications;
  • control over various types of technological processes carried out by workers with lower qualifications;
  • ensuring labor discipline;
  • ensuring safety precautions.

A large number of rights also gives rise to high responsibility. This is exactly what will be discussed further.

What should a production foreman do?

Monitoring the absence of shortages of production materials, as well as timely ordering and monitoring the delivery of semi-finished products, fixtures, tools, technical documentation in accordance with established tasks. At the same time, it is necessary to monitor the proper work of the enterprise’s employees and proper labor efficiency.

Constantly checking the work performed by teams or individual employees, quickly eliminating problems that arise that prevent the enterprise from effectively performing the task. Rapid elimination of all factors that may affect the normal course of production of installed products.

On the responsibilities and rights of the production site foreman

So, what rights are assigned to the specialist in question? Here are just a few of them:

  • the right to nominate highly distinguished workers for bonuses;
  • the right to submit to penalties and fines employees who violated discipline rules;
  • the right not to allow specialists with lower qualifications to work if the working equipment or its elements are faulty;
  • the right to remove from work specialists who do not know the instructions and rules, and other rights similar to those listed above.

What about responsibilities? The job description for a production site foreman does not have a large number of subclauses here. You need to know first of all that responsibility rests with this specialist in the event of failure to fulfill or improper performance of his professional duties.
