Approval of the production calendar for 2018

The production calendar for 2020 is not approved as an official document. There is neither a federal law nor a government decree, annex to which would be a production calendar for the next year available for viewing and downloading.

At the same time, Article 112 of the Labor Code of the Russian Federation defines non-working holidays, and the Decree of the Government of the Russian Federation of October 14, 2020 No. 1250 “On the transfer of weekends in 2020”. These regulatory legal acts are the basis for the formation of the production calendar for 2020 with weekends and holidays.

Working time standards for 2020 in Russia

The duration of a working day or shift with a 40-hour work week with two days off on Saturday and Sunday is 8 hours, with a 36-hour work week - 7.2 hours, with a 24-hour work week - 4.8 hours, on a pre-holiday day it is reduced by 1 hour .

According to the Russian labor calendar, in 2020 the country has 247 working days (including 6 shortened days) and 118 days off.

Working hours standards in 2020 are:

  • with a 40-hour work week: 1970 hours;
  • with a 36-hour work week: 1772.4 hours;
  • with a 24-hour work week: 1179.6 hours.

The production calendar for 2020 shows the standard working hours for months, quarters and 2020 as a whole for 40-, 36- and 24-hour work weeks, as well as the number of working days and days off for a five-day work week with two days off.

According to Article 112 of the Labor Code of the Russian Federation (hereinafter referred to as the Labor Code of the Russian Federation) (as amended by Federal Law No. 35-FZ dated April 23, 2012), non-working holidays in the Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 — New Year holidays;
  • January 7—Christmas Day;
  • February 23 - Defender of the Fatherland Day;
  • March 8—International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12—Russia Day;
  • November 4 is National Unity Day.

The Labor Code of the Russian Federation establishes that if a day off coincides with a non-working holiday, the day off is transferred to the next working day after the holiday. Thus, in 2020 the following days off are postponed:

  • from Sunday 4 November to Monday 5 November.

The exception is weekends that coincide with non-working holidays in January. In accordance with Art. 112 of the Labor Code of the Russian Federation The Government of the Russian Federation has the right to transfer two days off from the number of days off that coincide with non-working January holidays to other days in the next calendar year. In addition, part 5 of this article allows the Government of the Russian Federation to transfer weekends to other days in order to rationally use weekends and other non-working days.

Decree of the Government of the Russian Federation dated October 14, 2017 No. 1250 provides for the transfer of days off in 2020:

  • from Saturday 6 January to Friday 9 March;
  • from Sunday January 7 to Wednesday May 2;
  • from Saturday 28 April to Monday 30 April;
  • from Saturday June 9 to Monday June 11;
  • from Saturday 29 December to Monday 31 December.

In accordance with the “Procedure for calculating the norm of working time for certain calendar periods of time (month, quarter, year) depending on the established duration of working time per week,” approved by order of the Ministry of Health and Social Development of Russia dated August 13, 2009 No. 588n, this norm is calculated according to the five-day calculated schedule working week with two days off on Saturday and Sunday, based on the duration of daily work (shift):

  • with a 40-hour work week - 8 hours;
  • with a 36-hour work week - 7.2 hours;
  • with a 24-hour work week - 4.8 hours.

The length of the working day or shift immediately preceding a non-working holiday is reduced by one hour. Moreover, if a day off is moved to such a working day, then that day off, which becomes a working day, is reduced by 1 hour. In 2020, working hours will be reduced by one hour on the following days:

  • February 22;
  • March 7;
  • April 28;
  • May 8;
  • the 9th of June;
  • December 29th.

The standard working time calculated in the specified order applies to all work and rest regimes.

An example of calculating the standard working time in December 2020 with a five-day work week with two days off (initial data: 21 working days, on December 29 the working day was reduced by 1 hour):

  • calculation for a 40-hour work week: (8 hours x 21 days) - 1 hour = 167 hours;
  • (7.2 hours x 21 days) - 1 hour = 150.2 hours;
  • (4.8 hours x 21 days) - 1 hour = 99.8 hours.

In 2020, there are 247 working days, including 6 working days shortened by one hour. Calculation of standard working hours for 2020 with a five-day work week with two days off:

  • with a 40-hour work week: (8 hours x 247 days - 6 hours) = 1970 hours;
  • with a 36-hour work week: (7.2 hours x 247 days - 6 hours) = 1772.4 hours;
  • for a 24 hour work week: (4.8 hours x 247 days - 6 hours) = 1179.6 hours.

Postponement of holidays in 2018

Article 112 of the Labor Code of the Russian Federation provides that the transfer of days off is carried out for the purpose of rational planning of working time in organizations and taking into account the interests of various categories of citizens of the Russian Federation in creating conditions for proper rest. For these purposes, Decree of the Government of the Russian Federation of October 14, 2020 No. 1250 “On the transfer of weekends in 2020” provides for the following shift of weekends:

As you can see, the weekends of January 6 and 7 (Saturday and Sunday) 2018, coinciding with non-working holidays, have been moved to March 9 and May 2, respectively. Rest days from Saturday 28 April, Saturday 9 June and Saturday 29 December have been moved to Monday 30 April, Monday 11 June and Monday 31 December respectively. Taking into account such transfers, the 2020 calendar includes six long weekends and holidays:

  • from December 30, 2020 to January 8, 2020 inclusive (10 days of New Year holidays);
  • from February 23 to 25 (3 days on the occasion of Defender of the Fatherland Day);
  • from March 8 to 11 (4 days - International Women's Day);
  • from April 29 to May 2 (4 days for the Spring and Labor Festival);
  • from June 10 to 12 (3 days to celebrate Russia Day);
  • from November 3 to 5 (3 days dedicated to National Unity Day).

One holiday - May 9, 2020, in honor of Victory Day, we will have a rest during the week.

There will be three working Saturdays in 2020 - April 28, June 9 and December 29.
