Certificate on the results of production and economic activities of the enterprise

Concept of production capacity

PM refers to the maximum volume of products that an enterprise can produce within a given time frame. When calculating this parameter, the technology used and available resources are taken into account. These include:

  • production capacity;
  • energy;
  • raw materials;
  • staff.

There are many types of PM. This includes design, planned and balance capacity. It is measured in units of production volume: ton, piece, etc. Full use of capacity ensures the production of more goods and a reduction in their cost. The company gets the opportunity to quickly accumulate funds from product sales and use them for re-production and equipment renewal.

How to submit an information letter

There are no special requirements for the format of the letter, as well as for its content.

You can compose it in free form, for example, as in sample 3.

If the buyer fulfills the supplier’s request and transfers money to the account of another organization, he will fulfill his obligations to pay for the goods.

Put your signature and seal on the letter, if you have one. Otherwise, the counterparty may refuse your request on the grounds that the document was executed incorrectly. So that later he would not have to prove in court that he had repaid his debt (resolution of the Arbitration Court of the North Caucasus District dated July 23, 2015 No. F08-5037/2015 in case No. A63-2526/2014).

Factors affecting the size of production capacity

Production capacity parameters are determined by the following factors:

  • The perfection of the technologies used.
  • The range of goods and its quality.
  • The quality of work organization.

Sometimes the results of PM calculations in different periods differ significantly. This is a result of the instability of the factors given above. For example, the company is constantly introducing new equipment. Production technology and tools used are the main factors influencing power parameters.

Filling and features for ITU and VTEC

So, ITU is a medical and social commission. While VTEC stands for medical labor expert commission.

VTEC and MSE are very similar in form, since VTEC is also associated with ensuring a high level of labor for citizens, and most importantly, bladeless work.

But, the difference still exists. VTEK is engaged in forecasting the worker’s ability to work. That is, practically, VTEK and ITU are one system.

First, the work is carried out by the ITU, sending a request to the organization and finding out information about the employee, and then sending it to VTEK, where the results of this examination are presented.

But to be precise, VTEK has the following responsibilities:

  1. Determining how much longer the patient can do the work that is required of him
  2. Degree of incapacity to work
  3. Determination of the disability group, if there is a network basis
  4. Determining how advanced the disease is and whether it is chronic
  5. Sending the patient on vacation, that is, the commission gives time for recovery to both the patient and his body.

The main purpose of MSE may be the requirement of embassies of many countries when applying for a visa, for visiting a sanatorium, at the request of MES and VTEK, upon admission to an educational institution and, of course, when transferring to a new place of work.

The compilation of the characteristics is carried out in the following sequence: an employee’s request to the employer to provide him with an ITU certificate, but the employee must say the purpose of such a certificate.

Next, the actual execution of the document and, of course, the signature of the authorities and the final stage is obtaining a certificate. It must be said that the employer does not have the right to refuse to provide such a certificate to a subordinate.

Important ! False information that will be indicated in the document will be invalid, and management may bear some responsibility for this.

When filling out the VTEK, more attention is paid to the medical part, for example, the effect on vision, on the spine, the influence of harmful production factors on internal organs.

Values used in calculations

To calculate PM you will need to know the following parameters:

  • List of available equipment, its quantity for each type.
  • Equipment operation mode.
  • Mode of operation of production areas.
  • Qualification of employees.
  • Progressive standards for the operation of equipment.
  • Labor intensity of equipment.
  • Nomenclature and assortment of goods.

Before making calculations, it is necessary to analyze the key features of work at the enterprise.

Main characteristics of the help

There is no unified form for such a document; this certificate is drawn up individually at each enterprise. However, there are general requirements for its preparation.

Basic information about the certificate:

  • Company name;
  • date and document number;
  • employee's SNILS number;
  • the nature of the work the employee performs;
  • Full name and position of the employee;
  • conditions for special labor assessment and the last time it was carried out;
  • position of the manager, full name, signature;
  • Stamp of the company.

Basic calculation rules

When determining production capacity, the following rules must be taken into account:

  • When taking into account available equipment, each form of equipment must be taken into account. It is impossible to exclude from accounting non-working equipment, tools that are being repaired or are idle. Only reserve equipment, which serves as a replacement for used resources, is not taken into account.
  • If new equipment is put into operation, when recording it, it is necessary to take into account the time of start of use.
  • The maximum possible operating capacity of the equipment must be taken into account. In this case, the adopted shift mode is taken into account.
  • You need to focus on comparable values of equipment operation and power balance.
  • When calculating, values are used based on the full load of resources.
  • When determining PM, equipment downtime is not taken into account, regardless of its reasons.

The manager is obliged to provide reserves for PM. This is necessary to be able to quickly respond to increased demand. For example, an enterprise operates at a certain PM. However, the demand for garden carts produced by the entity is increasing sharply. To meet all consumer needs, it is necessary to increase production capacity. This is why reserves are required.

Production capacity calculation

The calculation is carried out on the basis of passport and design standards. If the company's employees consistently exceed established labor productivity standards, the increased indicator is taken into account. Consider the calculation formula:

M = Tef * N

Where

  • M - production capacity,
  • N is the rated productivity of the equipment per unit of time,
  • Tef is the planned fund of her work.

To determine Tef, you need to subtract from the calendar fund (365 days) weekends, holidays, intervals between shifts, downtime and other time during which the equipment was not in use.

IMPORTANT! The parameters needed for calculations are determined for each workshop or section.

Filling out the form for the examination

An employee of the organization or the ITU can initiate the preparation of documents. In the first case, you will need to indicate the institution at whose request you need to fill out the form. In the second situation, a request from the bureau is required. The characteristics are drawn up on a special A4 format. You need to prepare the paper in 2 copies. A copy remains in your personal file. The original is provided to the employee. Arbitrary entry of information is acceptable. However, it is important to take into account all the requirements. To minimize the risk of errors, production specifications for the 2020 ITU are recommended.

If the citizen continues to be listed as an employee of the enterprise, all information is indicated in the present tense. If there was a dismissal - in the past.

The form must contain at least 13 mandatory items. The exact volume depends on the disease.

Video

The paper prepared for ITU must contain the following information:

  • Full name of the employee. Indicated in the nominative case.
  • Name of the organization. Indicated in full. You have to write down the legal address, department, area where the patient works.
  • Position held and length of service. The period of time during which the person works in this company is indicated. Additionally, assigned qualifications are specified.
  • Main specialty.
  • Information about the employee's qualifications. The name, assigned category, class and rank are indicated.
  • The main type of employment. Information about the work performed by the person is also indicated here. This can be manual or machine labor.
  • The daily routine is reflected. You will need to specify the number of days off and the duration of your vacation. Data about the position in which a person is forced to perform work duties is also recorded here. The employer must reflect the amount of psychological and physical stress, as well as the level of hazards and noise. This section must be filled out with great care. It allows you to get an idea of the adverse factors affecting the body.
  • Information about labor productivity. Output is expressed as a percentage. Additionally, it is indicated whether the citizen copes with the daily norm. If the indicators are low, it is important to indicate the reason that led to this.
  • Data is recorded on the submitted certificates of incapacity for work and the amount of time that was provided as leave. Data is provided for 12 months.
  • The clause specifies the types of benefits available to the employee. This may be the right not to go on business trips, a short working day, or exemption from workload.
  • The employer reflects the ongoing relocation with a change in wages as a result of the deterioration of the employee’s well-being, if such a thing occurred. It is necessary to reflect when the action was performed and where the face was moved. The assigned position is recorded.
  • The manager indicates whether he can provide the employee with a different position taking into account the disability. If a transfer was carried out before, the paragraph states that it will not be possible to carry out the action again.
  • Information is reflected that was not previously specified, but may have an impact on the examination. Here they usually write about the personal qualities of a citizen, his abilities and skills.

Increased attention should be paid to entering information into sections that indicate the difficulty of performing certain loads.

An example of this is point 8. It is important to record the actual amount of work performed, as well as the percentage.

There is no need to reflect the information on the ITU form in too much detail. The information is entered concisely.

It is recommended to write down only data relating to the possibility of moving to another position. There is no point in praising a citizen. The document is not filled out to find a new place of employment. It does not constitute a recommendation. The form is required so that doctors conducting the examination can realistically assess the patient’s condition and the level of complexity of the disease. The finished document is signed by the head of the organization or the head of the human resources department. The paper is certified with a wet seal. If medical personnel are present, they also sign. You can fill out the production characteristics for ITU below.

  • Production characteristics form for ITU (VTEK)
  • Sample of production characteristics for passing the ITU (VTEK)

Analysis of the functioning of the enterprise

Analysis is required to determine optimal resource utilization. Let's look at its features:

  • It is assumed that products are manufactured on a limited number of machines. You need to count their number.
  • It is necessary to calculate the time spent processing a unit of product on the equipment.
  • Once the time required to produce a unit of product is known, the optimal quantity of products that can be produced in a selected period of time can be determined.

The manager can reduce the production rate of one of the types of products. In this case, the equipment is freed up for the production of other types of goods.

Why is critical point analysis needed?

Critical point analysis is required when determining the optimal PM value. Its essence lies in drawing up a graph of the dependence of expenses and income on the volume of products produced. As a result, the point at which the enterprise's expenses are similar to its income is determined. That is, this is the point at which the subject operates without loss. Based on this graph, it is possible to justify the PM, which will be optimal in a certain case.

Reasons for entering data

A special commission is created that determines whether the conditions in which employees are located are suitable for activities. How likely are they to have health problems? In addition to ITU, the commission also includes:

  • Head of the organization
  • Person who represents the HR department
  • Occupational Safety Specialist

It is important to know that the employee does not take any part in the preparation of this document and his opinion is not taken into account in any way, much less recorded anywhere.

Of course, the ITU will not request a report every day, this is done a certain number of times a year. ITU makes a request, the employer draws up a request and sends it to the address. The procedure is quite simple. It consists of three parts:

  1. Information directly about the employee and the company he works for
  2. Characteristics of working conditions
  3. Specific answers to specific questions regarding the subordinate’s health status

The first part indicates the full name, date of birth, of course, his profession, his functionality, and what exactly the employee does. General experience, experience in this particular profession, that is, other companies in which the person worked in this profession are also taken into account. Name of the organization itself, address, contact phone number.

In the second part, the employer undertakes to write down the working conditions in which the employees find themselves. He must write what kind of work is being performed (mental or physical). In what volumes is it performed, hours of work.

The intensity of the work is also taken into account, for example, a moderate pace of work, maybe a fast, or maybe even an easy pace of work.

Labor productivity is taken into account. If a worker does not fulfill the requested productivity, the reasons are clarified, since non-compliance may be a violation of working conditions.

The next thing that needs to be indicated in the document is the salary, namely the payment system. Perhaps the money is given at the end of the week, at the end of the month, are there incentive sanctions? All this must be written down.

Are there external factors that distract the employee and prevent him from concentrating on work (noise, dirt, dust, etc.). Statistics of a person’s absence from work, for what reasons he missed work, how often he went on sick leave or left early due to poor health. Sick leave is calculated for the entire year, and the date and diagnosis must be recorded.

The third part, “Specific answers to certain questions regarding the health of a subordinate,” indicates whether the employee left early but did not take out sick leave, whether there were proposals to transfer the employee to another workplace due to his illness, which is helped to progress by external factors of production.

Are there any reductions in work, for example, in the amount of work or in the hours of the working day, have there been any cases recorded when the employee felt unwell at work.

It is also indicated whether the employee worked night shifts, whether he was sent on business trips, or whether he was given overtime work. Additional information is provided as needed. All the data listed above must be specified in the resolution.

The grounds for entering employee data for the ITU are, of course, the examination claim itself that the employer is obliged to provide a description of the working conditions of his subordinates; also, the grounds are recorded cases of frequent illnesses of employees, and possibly complaints from employees about conditions that do not satisfy them.

How to increase production capacity?

You can increase the PM value in two ways: with large monetary expenses and without them. Let's consider methods that involve financial injections:

  • Installation of modern equipment.
  • Updating of emergency equipment.
  • Fighting equipment wear.
  • Improving the quality of raw materials or intensifying the regime.
  • Complete modernization.
  • Increasing the service life of equipment.
  • Carrying out scheduled repairs.
  • Ensuring regular operational maintenance.

There are two ways to increase PM without significant financial investments: increasing the working time fund and reducing the labor intensity of goods production. Let's consider the options when choosing the first method:

  • Increasing the amount of available equipment.
  • Increasing the number of shifts, which will ensure continuous operation.
  • Improving the organization of repair work.
  • Reduced production cycles.
  • Optimizing the use of existing space.
  • Optimization of work activity planning.
  • Work on a narrow specialization.

Let's consider ways to reduce the labor intensity of production:

  • Improving product production technology.
  • Increasing serial production.
  • Increased unification.
  • Standardization of goods.
  • Modernization of existing equipment.
  • Increase in technical equipment.
  • Changing time norms.
  • Rational use of working hours.

You can increase your PM using either one of the listed methods or through a combination of them.

How to submit an information letter

There are no special requirements for the format of the letter, as well as for its content. It can be written either on the company’s letterhead or on a standard sheet of any convenient format.

Info

It will be enough that you send an application for offset to the counterparty, and he will receive it (clause 4 of the information letter of the Presidium of the Supreme Arbitration Court dated December 29, 2001 No. 65). But with a unilateral offset, there is a risk that the counterparty will not agree with it. For example, when there is a dispute between the parties about the amount of debt. In this case, it is better to formalize the offset by a bilateral agreement (Art.

421 Civil Code).

As in sample 2.

Recommendations for the manager

What should an employer do if he wants to change production capacity for the better? Let's look at specific examples:

  • Providing additional jobs.
  • Elimination of unreasonable waste of time.
  • Incentivizing employees to increase productivity.
  • Improvement of employee qualifications.
  • Equipping workplaces with modern technology.
  • Improving the structure of fixed assets.
  • Organization of measures to reduce raw material consumption rates.

Enterprises with obsolete and technically obsolete equipment have the lowest production capacity.

When does it become necessary to provide information about the nature and conditions of work?

The table below presents the main aspects of the part-time job process that affect the conditions for issuing the certificate.

PeculiaritiesInternal characteristicsExternal characteristics
Place of workAn employee works in the same company, but in different positionsEmployee works at different enterprises
Employer NoticeNo needThe employer at the main place of work must be notified of additional employment
Vacation28 days according to the calendarThe beginning and end refer to the dates that are determined in the schedule at the main place
Operating modeRegistered in Art. 100 Labor Code of the Russian Federation The schedule is set only in accordance with the main place of work. Additional work is done in free time.

Important! The law indicates that an employee cannot get a job at an enterprise with harmful and dangerous labor factors if his main job is related to such factors.

This condition by law is the main reason why part-time workplaces require a certificate about the nature and working conditions of the main activity.

However, there are other situations when such a certificate may be needed. They are reflected in the table below.

SituationLink to lawCharacteristic
Registration of an employee for a state or other municipal positionArticle 14 of the Federal Law “On the State Civil Service...”There are restrictions on part-time work:
· getting a job is possible only if this process does not entail a conflict of interest;

· it is necessary to notify the main employer of employment.

While serving in the Russian Army or the Ministry of Internal AffairsArticle 10 of the Federal Law “On the status of military personnel”Part-time activities are prohibited, except for the following activities:
· teaching;

· creative;

· scientific.

An employee whose work involves a risk to life and health retires earlyA certificate is needed to confirm dangerous working conditions
An employee was injuredA medical examination is required

Example No. 1. Orlov A.A. gets a part-time job at a plant that produces metal products. Working conditions in the workshops are considered harmful. S. 282 of the Labor Code of the Russian Federation prohibits part-time employment in a workplace where harmful environmental factors are present, if the employee already works at such an enterprise. Before drawing up an employment contract, the employer asks A.A. Orlov for a certificate of character at the main place of activity in order to make sure that the employee works under normal conditions.

After Orlov A.A. provided such a certificate, you can enter into a combination agreement. In the absence of this document, the employer may be punished under Art. 282 of the Labor Code of the Russian Federation with administrative penalties.
