Types of statements

Depending on the purposes for which an extract from the home book is required, the extracts themselves are divided into extended and standard (simple) types:

  • about all persons registered in the living space - a simple statement;
  • about a specific registered person - a simple statement;
  • about the absence of persons registered in the living space - a simple statement;
  • extended (archival) extracts, for example, for notarial inheritance matters or registration of a housing purchase and sale agreement.

An extract from the house register can be ordered and received:

  1. originals and copies of passports of all registered in the residential premises and all co-owners;
  2. certificate of ownership or other documents confirming this right, for example an extract from the Unified State Register of Real Estate or a purchase and sale agreement;
  3. if the extract is requested by a representative, then a power of attorney will be required;
  4. house register (upon receipt of an extract by the owner).

How can I get an extract?

The extract has other names: certificate of registration in form No. 9; certificate of registered persons; certificate of family composition; extract from the apartment card; certificate from the registration card; unified housing document (only in Moscow); an extract or copy of a financial personal account (only for municipal housing).   • RIC cannot always issue such a certificate, since there may not be an archive with documents.

The MFC usually issues an extract on the day of application, but if the case is complex, then you will need to wait for some time, and then the organization will name the exact date when to come next time.

An extract from the house register can be obtained from the MFC of absolutely any district in the city.

In what cases is an extract required?

Mostly, an extract from the house register is necessary in the following basic situations:

  • Selling an apartment or house. This extract will be needed specifically by your buyer, since the extract will indicate everyone who is registered in this apartment or this house, which will protect the buyer from suddenly appearing applicants for housing in the future.
  • The need to confirm the place of registration. This is usually associated with receiving benefits or social protection.
  • In case of divorce or filing for divorce.
  • Litigation regarding the award of alimony. An extract in this situation is required to confirm the fact that the child lives with one of the parents.
  • Current or extraordinary change of passport. Here, an extract is needed to confirm the place of registration.
  • Registration of any social status.
  • Adoption of a child. In this case, a certificate is needed to submit it to the guardianship authorities.

Usually, when issuing an extract from the house register, MFC employees are not interested in the purpose of obtaining it, which significantly speeds up the process of obtaining the required document.

Reasons for refusal to issue an extract from the house register

Keep in mind that you may be refused to submit a document even if you brought all the documents and followed the rules. There are several reasons for this:

  • you provided documents that are expired or filled out incorrectly;

An archived or extended extract from a house register is slightly different from a regular one. It details all the data about persons ever registered at the address to which your house register is registered. In addition, the places of their subsequent registration are indicated.

An extended (archival) extract allows you to find out whether there are applicants for a given living space now and whether they will appear later. This is mainly done when concluding real estate transactions: buying or selling. This is necessary, since there are risks of violating the rights of minors entitled to this living space, which can subsequently cause the buyer of an apartment or house many problems and difficulties. There is also the possibility of preserving the right to use living space for persons who are missing or temporarily written out of the house register for various reasons: military service, stay in a colony, long-term hospital treatment, long business trip.

In other words, an archival extract, which indicates that there is no one who has the right to apply for this housing, serves as a kind of guarantor of security for the person buying the living space.

It is issued exclusively either to the owner of the house or to the person who is registered in it. An outsider can take the extract only if there is a power of attorney.

What information is contained in an extract from the house register?

In addition to the full name and passport data of the persons registered in the apartment at the time of receipt of the regular extract, it indicates:

  1. The exact address of the apartment;
  2. Registration status - permanent or temporary;
  3. The purpose of the move during temporary registration;
  4. Date of registration.

Sometimes such an extract indicates who the people living in the apartment are related to each other: husband and wife, mother and daughter, or just neighbors.

As we said above, in addition to the usual one, there is an extended extract from the house register. It is called archival because it contains not only currently relevant information, but also information about all the residents who were ever registered in the apartment.
