How to fill out a notice of arrival of a foreign citizen in 2020
Filling out the emigrant's arrival form is part of the migration registration procedure. Registration on a double-sided form is designed to include information about the visitor, the host and the location of a non-resident of the Russian Federation.
In the new form, put into operation on January 1, 2020, internal authorities pay great attention to filling out information about the foreign citizen’s address, specifically the place where he will be located and the type of property:
- possession
- plot
- apartment
- house
- office and so on.

Requirements for filling out the form
The document for migration registration of a foreigner is submitted to the district Main Migration Department of the Ministry of Internal Affairs at the address of arrival. The form provides three key points for entering information regarding
- A visitor.
- Places of residence of the foreigner during the visit.
- Receiver.
The person responsible for the guest’s arrival certifies the accuracy of his data with a personal signature in a separate column, as well as his “approval” for the guest’s short-term stay at the specified address. If the responsible person is an organization, the notification is signed by the responsible employee, affixed with the seal of the enterprise.
Filling technique
The form is available at the regional migration departments. You can also pre-order it by mail or download it online. At the top of the form there is a hint on the correct spelling of words in Latin/Cyrillic and numbers.
The general filling requirements are as follows:
- Registration is carried out in writing or on a computer. In the manual version, the data is legibly written in printed font using capital letters. Where necessary, ticks (crosses) are placed. The document is drawn up only in black/dark blue ink, without corrections or blots.
- You should start entering information in the first cell and then fill out all the fields.
- It is prohibited to shorten words or use abbreviations.
- Information is entered in strict accordance with the name of the column.
What to write
On the first (front) side of the form, information about the foreigner is entered in the provided lines and it includes:
- Full name, gender (marked with a bird), birth data, citizenship/nationality;
- document details to confirm identity (series, number, date of issue, expiration date);
- details of the document that gives the right to a non-resident to temporarily stay in the Russian Federation (details of a short-term residence permit/visa). The document type is selected with a check mark.

On the front page they indicate the purpose of the visit, the date of entry into the country, and for what period the visit is intended. The previous coordinates of the foreigner’s stay in the Russian Federation are entered into the form if there were other trips to Russia before the current visit.
The second (back) side of the notification is used to indicate the coordinates of the visitor’s residence, recording the exact address for the period of stay in Russia.
The back part of the form is designed for filling out information about the person responsible, indicating the full address and contact phone number.
The recipients are individuals or organizations. For the option with a private person, enter information about the inviter:
- Full name, date of birth;
- passport details indicating the series and number, as well as the date of issue;
- registration address.
In the design option from the company, the supervising employee enters the details of the Legal Entity. A visitor can find out and register information about the organization itself. Details include:
- Company name;
- addresses (actual);
- TIN.

Rules for filling out an application for registration at the place of residence of a foreign citizen
A foreign guest’s request for registration at the place of settlement is submitted to the migration service within 7 working days from the moment he is issued a short-term stay permit or residence permit, or from the moment he moves into the living space.
For his registration, a foreigner will need to fill out a form, an approved template, issued by the Main Directorate for Migration and Migration at his request.
The data in the form must be entered on each line, without any gaps. The information must be filled out personally, without the involvement of a third party.
The form will need to display the following information:
FULL NAME. birthday, what nationality you belong to, address of place of residence, information about living space, passport details, previous place of residence, etc. If a foreigner is not sure of the veracity of any information, it is required to clarify it.
If it is necessary to register an incapacitated or minor foreigner, the form is filled out by a legal representative, information about which is certainly displayed on the standard form. The form must be filled out without errors, blots or abbreviations.
After filling out all the data, the migration service inspector checks the accuracy of the information.
If a foreigner has transferred the state duty, the amount of which is 350 rubles, and the necessary documents have been prepared, he can immediately submit a petition to the inspector.
Having considered his request, the migration service makes a decision on registration, putting a stamp in the passport or refusing it, indicating the reason.
When submitting an application for registration, a foreigner must attach the following documents:
- Passport.
- Permission or residence permit in the Russian Federation.
- Originals and copies of title documents for the residential premises in which the foreigner wants to register.
Note : When putting a signature on a document, you need to check that the information filled in and the date are correct, as well as whether the signature of the responsible inspector is affixed. In addition, you need to pick up the tear-off part of the form, which the foreigner must have.
How to obtain a certificate of temporary registration
The legislation obliges absolutely all citizens living outside their place of registration for more than 90 days to issue a document confirming temporary registration. No marks are placed in the citizen’s passport. But at the same time, form No. 3 is drawn up, which is an insert. You must remember that without a passport it is not valid. It is the form that confirms temporary registration. Citizens of the Russian Federation who have permanent registration must also apply for temporary registration at their place of stay. In this case, registration at the main place of residence is not cancelled.
To obtain a certificate, you must contact the nearest FMS department at the place of temporary registration. All citizens have the right to move freely throughout the country. However, you are not allowed to live for more than 90 days outside your place of permanent registration. In essence, registration of temporary registration means informing the relevant authorities about your movement.
Having received temporary registration, a citizen receives a number of rights:
- formalize loans;
- place children in school and preschool institutions;
- receive social benefits;
- work;
- use medical services;
- receive the status of a socially vulnerable citizen.
You can also register temporarily on the State Services portal. To do this, you need to go to the official website to register on it. As a rule, a code is sent to your phone or email as confirmation of the creation of your personal account. To be able to use all the services of this portal, you must provide your passport information. The veracity of the entered information is checked automatically.
After registering on the portal, you need to select the “Public Services” tab, follow the “Federal Migration Service” link, and select “Registration at the place of stay.” Here you will be presented with the form in electronic form. It is completely identical to the paper version. After attaching scans of the required documents, submit your application for verification. After checking it and entering it into the FMS database, the applicant will receive a message indicating the date and time of arrival at the migration service department to receive a paper form confirming temporary registration.

Main conditions
To receive the form, you must ensure that it is filled out correctly. The following information must be present here:
- applicant's passport details;
- information about the citizen in whose area the applicant will temporarily reside;
- the period for which temporary registration is required;
- the address that is the applicant’s permanent place of residence;
- desired method of receiving the document;
- date of application and signature.
A document confirming temporary registration is issued for a period of up to five years. The minimum registration period is three months. For foreign citizens, the maximum period is twelve months. That is why foreigners staying in the Russian Federation annually renew their registration.
Often there are already registered people in the home who are not its owners. In such situations, special attention is paid to the presence of the property owner. If he is unable to arrive in person, he must provide his written consent to registration. However, for this, permission will need to be first certified by a notary. If a minor is registered at the address where his parents are already registered, the personal presence of the owner is not required.

The certificate itself does not have legal force. That is why it must be presented along with your passport. When the expiration date of the document arrives, the temporary registration is automatically canceled. To do this, there is no need to formalize the “closing” of the document. In the event that you do not need to use a certificate confirming temporary registration, it is simply not used anywhere.
Rules for filling out the registration form:
- The form must be filled out exclusively in Russian;
- All lines of the document must be completed;
- when entering information, you must adhere to the norms and rules of the Russian language;
- To fill out the document, you should use only printed characters;
- mistakes, crossing outs and various blots are not allowed here;
- refrain from using pencils and colored ink. Fill the document with dark colored paste;
- If temporary registration is issued for several people at once, then this document must be issued for each of them.
The completed form is submitted for verification to an official who is an employee of the Federal Migration Service. After the check, the responsible employee puts his signature on the form with a transcript and indicates his position.
What information is included in the form?
The front side of the form contains information about the person who entered the country for a temporary stay:
- Full name, citizenship, date of birth, gender;
- Passport data, which includes number, series, expiration date, when and by whom it was issued;
- Type of document allowing a foreigner to temporarily reside in the country;
- Purpose and date of arrival;
- The time that a non-resident of the Russian Federation plans to stay in the country;
- For foreigners who once lived here, there is a special column for indicating the address of their previous place of residence.
On the other side of the form, information about the place of planned residence of the foreigner is indicated. Information is also entered about the person with whom the guest will be staying.
Individuals who act as hosts must provide the following information about themselves:
- FULL NAME;
- Date of Birth;
- place of residence;
- passport details, when and by whom it was issued.
If the guest is received by a company, its details should be indicated:
- actual address of company registration;
- Name of the organization;
- identification code.
Algorithm for registration of migration registration:
1. A foreign citizen entered the territory of the Russian Federation and received a migration card.
2. «The receiving party fills out a notification form about the arrival of a foreign citizen at the place of stay and submits it to the Department of Migration.
3. The UVM receives the notification (enters information into the database) and returns to the receiving party the detachable part of the arrival notification form with the appropriate mark.
4. The receiving party provides this tear-off part of the notification form with the UVM mark to the foreign citizen.
! – it should be noted that in order to obtain migration registration, the receiving party can contact either directly the district department of the Migration Office at the place of registration, or the post office, or the MFC (Multifunctional Center) / Government Center.
Reverse side of the form

The reverse side contains the following data:
- The most detailed address of the citizen’s temporary or permanent stay.
- Complete information about the receiving party. If this is an individual, all passport data (number, series, date of issue, department number, etc.) must be indicated. If we are talking about a legal entity, then its full name with all details is indicated.
The tear-off part of the form repeats information about the receiving party. If the tear-off coupon is filled out incorrectly or has an illegible font, the entire document is considered invalid and the information is considered unreliable.
Who can be the host?
- A citizen of Russia who is registered at his place of residence in Russia, or owns a residential premises, at the address of which migration registration is issued.
- A foreign citizen who has received a residence permit in Russia and is registered at his place of residence in the Russian Federation.
- A foreign citizen who owns residential premises in Russia. It is important to note that in this case he has the right to register migration only for himself (it is not possible to register another foreign citizen at the address of his apartment/house, including members of his family).
- A foreign citizen who has HQS+ status owns residential premises in Russia. In this case, the HQS has the right to issue a notification for himself and his family members.
- Russian company (legal entity or its branch/representative office).
- Branch/representative office of a foreign company.
- International organization / Representative office of an international organization.
- State authority of the Russian Federation (federal / federal subject / local government).
