The state is pursuing an active policy of supporting large families to increase the population. One of the main problems that has to be solved is providing large families with suitable housing. There is a special program for this, under which you can receive a housing certificate and, with its help, purchase an apartment or house. Read about how it works, what you need to know and what actions you should take to obtain a certificate.

The concept of a housing certificate for a large family

A housing certificate is an official document that is issued as part of the implementation of programs to improve housing conditions for large families. As practice proves, in many cases such families do not have the funds to purchase a new apartment or house, the area of ​​which would be sufficient for the comfortable living of all registered persons. This is exactly the problem that the certificate should solve. It can be used as payment for part of the housing, but only in rare cases does it completely cover the cost of the apartment/house.

Characteristic features of a housing certificate

The following features are typical for any such certificate:

  • Special purpose . The document is issued only for a specific purpose. It is impossible to use it for other purposes.

Example: The certificate can be used to purchase an apartment or house, as well as to expand existing housing (major repairs, including redevelopment and combining several apartments, as well as the construction of extensions to the main house in order to increase living space). At the same time, it cannot be used to purchase a vehicle, pay for children’s education, and so on. The certificate differs from maternity capital - these are different concepts with their own characteristics.

  • For free . The certificate is issued at no additional cost. You do not need to pay anything when completing all applications/certificates/documents, or after using the certificate. The amount does not need to be reimbursed. The only client expenses that may arise are an additional payment for housing in excess of the amount required under the certificate.

Example: A certificate is issued to a large family. This document provides for an amount of 2 million rubles. The desired property (private house), which is ideal for the entire family, costs a little more than 3 million rubles. The family will pay the entire amount in excess of the certificate (over 2 million) from its own funds.

  • Time limit . The certificate is issued for a strictly defined period (9 months). If the owner of this document did not manage to use it before the expiration date, everything will have to start again.
  • Once . The certificate can only be used once. If for some reason the applicant has lost it or mistakenly destroyed it, he can order a duplicate, but if he has already used the certificate, then he will not be able to reuse it.

This correctly remains relevant even if not the entire amount of the certificate was used. So, for example, if the document stipulates 3 million rubles, but only 2.5 million were used, the difference “burns out” and is sent back to the budget. Under no circumstances can the owner of the certificate receive this difference in cash or non-cash form.

Assistance in obtaining housing

Recent decisions taken by the Government allow the use of maternity capital when purchasing housing. Housing subsidies for large families are issued by local administrations on the basis of Federal and local legislation. They take the form of a personalized certificate.

A low-income family with four children living in a dormitory was put on a waiting list for housing. What information is included in the certificate?

As mentioned above, the certificate is an official document. It is drawn up on a standard A4 sheet, has all the necessary security elements against counterfeiting, as well as the signature and seal of the issuing government organization. The certificate contains the following information:

  • Name of the certificate.
  • Number and series of the document.
  • The name of the government agency that issued this certificate.
  • The place where the document was issued and the date on which it was issued.
  • Data of the applicant, starting from full name and ending with the information specified in the passport.
  • Living space, which is taken into account when calculating the certificate amount.
  • Stamp and signature.

The sample below is for reference only. There is no need to fill out or print it. A fully prepared version of the certificate will be issued to the applicant immediately after he receives the right to do so (it will be his turn).

Which large family is eligible to receive a certificate?

A large family means almost any family in which at least three children are raised. However, the status itself is not assigned automatically; for this you will have to additionally contact the social protection department. Basic requirements for a large family in order to be called one:

  • Number of children: 3 or more.
  • Children can be either natural or adopted.
  • Child age: up to 18 years. At a later age, it will no longer be taken into account when assigning status. An exception is the situation in which the child is studying at a higher educational institution (HEI) or serving in the army. Depending on the region, this may help push back the “recognition period” to approximately 21-23 years.
  • All children live with their parents (permanent or temporary registration has been issued). Temporary registration is allowed only if it is not possible to register the child on a permanent basis. For example, when parents do not have their own home and they themselves do not have permanent registration.

It should be borne in mind that the status of a “large family” largely depends on the number of children. And the “limit” that must be reached to obtain this status directly depends on the region of residence. Most often, 3 children are enough, but in some regions the bar can be raised to 5-8 children.

The status itself is not too difficult to obtain, provided that the family meets the region’s requirements for the number of children. But such status alone is not enough. The family needs to be:

  1. The poor.
  2. In need of improved living conditions.

The “poor” status also needs to be obtained separately and this is already a rather complicated procedure. Moreover, it still needs to be confirmed regularly. If an improvement in the financial condition of the applicant and his family members is revealed, they may simply be removed from the queue.

There is no need to specifically confirm need; this is done as part of the application for participation in the program to improve housing conditions. However, you need to understand the main features. For example, the main parameters by which the need for housing is determined:

  • The family does not have any home of their own.
  • The family's existing housing is of insufficient space.
  • The family is forced to live with a chronically ill person.
  • The family's property is located in a house recognized as unsafe.

The first 2 reasons are most common: there is no housing or it is small. The second two reasons allow the family to become participants not in the usual, but in the preferential queue. This can significantly reduce the waiting time for a certificate.

Improving living conditions for large families

  1. Lack of living space or lack of square footage. For one person living in a family - 10 sq.m., if a communal apartment, then 15 sq.m. per person.
  2. The family is poor.
  3. Over the past five years, living conditions have not worsened. Thus, methods of deterioration include registration of numerous relatives, donation of an apartment, etc. All this comes down to attempts to fraudulently obtain new living space.
  4. Permanent registration. Each subject of the Russian Federation sets its own period during which it is necessary to live on the territory belonging to it. Only in this case is it possible to receive help to improve living conditions. For example, in Moscow this period will be 10 years.
  5. Availability of Russian citizenship.

Amount for a housing certificate for a large family

The amount of the certificate depends on many parameters and is calculated individually in each case. It is affected by:

  • Number of persons registered in the apartment.
  • The area of ​​the existing apartment (if there is one at all).
  • Average market value of 1 sq.m. apartments.

At the same time, the number of children is important only in order to obtain the status of “large family”. So, for example, for 5 children and 6 children they will give approximately the same amount according to the certificate. The only thing that will matter is the fact that there is 1 more person living in the apartment.

Calculation example : A family of 6 people, of which two adults and four children, lives in an apartment with an area of ​​40 sq.m. Average market value of 1 sq.m. is 40 thousand rubles. A family is entitled to housing with an area of ​​at least 6*18=108 sq.m. Considering the fact that the applicants have their own apartment, the amount will be calculated only taking into account the difference: 108-40 = 68 sq.m. Preliminary calculation of the amount: 68*40000=2720000 rubles. However, the applicant is not entitled to the entire amount, but only a certain part of it. It can be up to 70%. Thus, the maximum, given this example, a family can receive is 1,904,000 rubles.

The percentage depends mainly on the length of time in the queue. The larger it is, the more money the family will receive. At the same time, the percentage rarely exceeds 70%. This means that it will be almost impossible to get 90% of the cost of the apartment.

If the applicant does not want to keep the old apartment, he can transfer it to the state after receiving new housing. Under such conditions, a separate application is required, but there are advantages. So, for example, when calculating the amount of the certificate, it will be considered that the applicant does not have housing. It makes sense to carry out this procedure in a situation where a person does not want or cannot sell an apartment on his own or if he is sure that he will not be able to sell the home at a price exceeding the possible compensation.

  • Children: the opportunity to receive free medicines, dairy products, free lunches and breakfasts at school, free attendance at sports clubs and summer camps;
  • Parents: free travel on public transport, free visits to museums, zoos, etc., exemption from paying transport tax, receiving garden plots, apartments and houses out of turn.

who has the right to participate in government housing programs?

  • Continuous residence in St. Petersburg for at least 5 years.
  • Property component:
  1. Income must be at least 2 and no more than 5 subsistence minimums for each family member
  2. The value of property owned and taxed (real estate, land, vehicles) should not exceed 10 times the average market value per square meter of total housing area in St. Petersburg.

Applicants have the right to pre-trial (out-of-court) appeal of decisions and actions (inaction) taken (carried out) by the Committee, officials of the Committee, state civil servants of the Committee, St. Petersburg State Budgetary Institution "GZhO", director (deputy directors) of St. Petersburg State Budgetary Institution "GZhO", employees of St. Petersburg State Budgetary Institution "GZhO", MFC, MFC employees during the provision of public services. The pre-trial (out-of-court) appeal procedure does not exclude the possibility of appealing decisions and actions (inactions) taken (carried out) during the provision of public services in court. The pre-trial (out-of-court) appeal procedure is not mandatory for the applicant.

How to obtain a certificate for the purchase of housing?

To obtain a certificate, as mentioned earlier, you must first obtain the status of “large family” and “low-income”. It is also necessary to study the issue of the need for housing improvement at the initial stage, otherwise, if the apartment/house is already spacious, then there is no point in applying for a certificate. And only after that you can apply for a certificate.

Obtaining the status of a large family

In order to obtain this status, you must:

  1. Collect documents.
  2. Contact the social security office.
  3. Fill out an application.
  4. Submit the documents and application to the responsible person.
  5. Get the desired status.

Instead of social security authorities, you can contact the MFC (My Documents). The general principle will be the same, but it is more convenient (branches are scattered in different parts of the locality) and MFC employees can always help with filling, provide advice, and so on.

Registration as a low-income family

It makes sense to apply for the “low-income family” status at the same time as applying for the “large family” status. To do this, you need to perform the same steps as described above, but the list of documents will be different. See below for more details.

Determining the need to improve housing conditions

In order for a large family to have a chance to receive a certificate, it must really need a family. Since the minimum number of persons registered in an apartment must be at least four (one parent, if the other is absent, and three children), then in this case you need to rely on the norm of 18 sq.m. for 1 person.

In this case, it does not matter whether the persons registered in the apartment are children or not, but it must be taken into account that the concept of “family” usually only includes parents and children. Sometimes - grandparents, brothers and sisters. All other persons can be considered a family (within the framework of calculating the standard area) only by court decision.

Example: In an apartment with an area of ​​50 sq.m. There are two parents and three children (5 people). A distant relative (for example, an uncle) is registered in the same housing. Only 5 people will be taken into account when calculating. They, based on the norm of 18 sq.m. for 1 person, housing with an area of ​​18 * 5 = 90 sq.m. This is more than it actually is. As a result, such a family can apply for a certificate.

No documents other than housing documents are required to confirm the status “needs improvement of living conditions.” A general calculation of the area (or confirmation of other reasons why people need new housing) will be sufficient. At the same time, after submitting an application for a certificate, an inspection will be carried out by a commission that will examine the occupied residential premises and draw up an appropriate inspection report.

Procedure for obtaining a certificate

To obtain a certificate, you need:

  1. Get all the required statuses (described in more detail above). It is important to remember that after receiving the status of “poor”, at least 1 year must pass before applying for help from the state in the form of a certificate.
  2. Prepare documents.
  3. Contact the MFC (My Documents).
  4. To write an application.
  5. Submit the documents and application to the MFC employee.
  6. Pass the commission check.
  7. Obtain a decision from government agencies on participation in the program.
  8. Wait for your turn.
  9. Get a certificate.
  10. Use the certificate to purchase real estate.

Given the limited validity period of the certificate, it is recommended to select several housing options in advance. As soon as the certificate is received, you need to immediately contact the seller and complete the transaction. Most often, this only takes a few days, but it is better to be safe than to lose good housing (or, especially, a certificate) simply because the applicant did not meet the deadline.

Required documents

To obtain a certificate you must prepare the following documents:

  • Applicant's passport.
  • Passports of all members of his family.
  • Birth certificates for children who do not yet have a passport.
  • Power of attorney for the representative and his passport (if you plan to use the services of a proxy).
  • Extract from the house register.
  • Registration certificate for the apartment.
  • Extract from the Unified State Register of Real Estate.
  • Title documents for housing (donation agreement, privatization, sale and purchase, etc.).
  • Financial documents confirming family income (usually a 2-NDFL certificate, but additional papers may be required, for example, a bank statement).

Depending on the situation and various features, other papers may be required or some of those described above may not be required. For example, it is logical that there is no need to provide documents for housing if the applicant does not have his own apartment. On the other hand, in such a situation it is necessary to provide a rental agreement, since a large family must still live somewhere.

Costs and deadlines

There are no special costs associated with obtaining the above statuses, as well as registration for improving living conditions. Costs may arise when processing documents (for example, a fresh extract from the Unified State Register costs 350 rubles), but these are usually not obligatory expenses.

Approximate time frames associated with obtaining a housing certificate:

  • Time limit for obtaining “young family” status: up to 1 month.
  • Time limit for obtaining “low-income” status: from 1 month.
  • Waiting for the opportunity to submit documents to obtain a certificate: from 1 year after receiving the “low-income” status.
  • The need to confirm the status of “poor”: at least once every 5 years.
  • Queue time to receive a certificate: about 1 month.
  • Duration of obtaining a certificate: from 1 year or more (often it takes 10 years).
  • Certificate validity period: up to 9 months.

Sequence of certificate issuance

On average, about 100-500 people in a particular region receive certificates per year (the specific figure depends on the region, for example, in Moscow it is higher, and in other regions it is lower). Every year there are more and more people wishing to receive such a document, and as a result, all applicants are joining the queue. There are two types of queues:

  1. Preferential . Budget revenues for certificates are primarily distributed among those persons who are in this queue. As a result, this queue moves faster, but it is very difficult to become a member of it. To do this, the applicant must be chronically ill or have housing located in a building recognized as unsafe.
  2. Regular . All other persons fall into the general queue. She moves significantly slower.

It is important to regularly monitor your position in the queue. This is necessary in order not to miss the queue, as well as to receive timely information in case of problems. For example, if the applicant is excluded from the queue due to some error. In such a situation, he will only have 3 months to recover, and notification of this may come late. In addition, by monitoring the position, the applicant can have an approximate idea of ​​how quickly he can receive a certificate.

You can find out your place in the queue using a special online service. It is usually available on the website of the local administration, mayor or social protection department. It should be taken into account that in some regions information is not posted online for one reason or another. In such a situation, the only way to find out your position in the queue is to directly contact the MFC (My Documents) or the local administration.

How to get an apartment for a large family in 2021: benefits and subsidies

  • Social housing. It can be issued to a family if the income for one month for each of its members does not exceed the subsistence level. And also these persons should not own real estate.

Important! In cases where living conditions are poor and do not comply with the rules established for one person (according to the area of ​​the apartment), they can also apply for housing under social rent.

  • Housing benefits for large families for the purchase of an apartment or other residential premises. Any such family that legally has this status is entitled to a subsidy for the purchase of residential premises. They are given from 30 to 50% of the cost of the selected property, and they must pay the rest themselves.

Advice! One of the conditions for participation in such a housing subsidy program is their automatic removal from the queue for a social apartment. In order to take advantage of this program, you must submit an application to the Housing Program Agency of your city.

  • Free land. A plot of land can be allocated both for the construction of a private house and for gardening. A plot of land is provided with a size of at least six acres; it can be issued only once and in the region where the persons live.

Important! With the introduction by the President of Russia of amendments to the Land Code of the Russian Federation dated March 1, 2021, a free plot of land, at the request of individuals, can be replaced by an apartment.

  • contact the local authority in your region of residence;
  • write an application requesting recognition of a family with many children;
  • provide evidence of the required number of children (their birth certificates).

Possible reasons for failure and ways to solve the problem

Under certain conditions, the applicant may be denied any status and/or not considered for a certificate. The reasons suggested below can partially be used in a dequeuing situation:

  • Good financial condition. If an applicant does not meet the requirements for low-income status, he will not be eligible for low-income status and, in most cases, will not be eligible for certification. Even if at the time of submitting documents the financial condition was significantly worse, the applicant may be excluded from the queue later when the condition improves.
  • Comfortable living conditions. The applicant cannot apply for a certificate if his housing has a sufficiently large area and meets other requirements (for example, sanitary and epidemiological ones).
  • Facts of deliberate deterioration of living conditions have been revealed. In such a situation, the applicant will not only be refused, but also banned from participating in similar government programs for 5 years.
  • Help from the state was received earlier. The certificate is issued only once in a lifetime. If it has already been issued previously, you will not be able to apply for another one.
  • Incorrect information provided. Regardless of whether the applicant accidentally made a mistake or deliberately hid some information, the application will be refused. We will have to submit it again, but this time taking into account the comments and providing absolutely reliable information.
  • All required documents were not provided. In such a situation, the only way out may be to provide the required papers.

In some cases, the reasons for refusal are unmotivated, erroneous, or it is simply impossible to fulfill the requirements (for example, you cannot provide documents for your own housing if you do not have one). In such a situation, the only way to resolve the issue is to go to court.
