Who is in charge of the first aid kit?

The organization must appoint an employee who will purchase, store the first aid kit and be responsible for its contents. To do this, the head of the organization must issue an appropriate order. Such functions can be assigned to an employee of the organization who has been trained in providing first aid to victims at work, and no separate special training is required.

The employee responsible for the first aid kit replenishes its contents in a timely manner (as they are used or expire). The frequency of checks of the first aid kit for completeness is not clearly defined by law. For a number of areas of activity, auxiliary composition requirements have been approved. They are prescribed in sanitary regulations: SanPiN, SP. They may also be contained in industry documents. What should be in the first aid kit

The complete set of medical kits for providing first aid to workers is determined by Order No. 169n. This should include:

  • medical products for temporarily stopping external bleeding and dressing wounds (for example, hemostatic tourniquet, bandages, adhesive plasters);
  • cardiopulmonary resuscitation device;
  • other medical products (isothermal blanket, medical gloves, etc.);
  • other means (for example, a fountain pen).

    Order No. 169n answers the main question: what medications must be included in the first aid kit? Thus, it includes: medical devices for temporarily stopping external bleeding and dressing wounds (for example, a hemostatic tourniquet), a device for cardiopulmonary resuscitation, “other products” (in particular, an isothermal rescue blanket), as well as “other means” (for example, a fountain pen).

    Since the beginning of the year, the order of the Ministry of Health and Social Development of Russia “On approval of the requirements for equipping first aid kits with medical products for providing first aid to workers” came into force.

    From now on, every enterprise and every office should have a first aid kit with a set of dressings, rubber gloves, a protective medical mask, a tourniquet to stop bleeding, plasters, pins, scissors, a device for artificial respiration, a notepad, a pen and a thermal blanket.

    According to labor legislation, the Ministry of Health and Social Development told RBG, the absence of a first aid kit anywhere is punishable by the Code of the Russian Federation on Administrative Offences. Officials may be punished with a fine in the amount of one to five thousand rubles, and legal entities - from thirty to fifty thousand rubles, or with administrative suspension of activities for up to ninety days.

    Where to store the first aid kit

    The employer is obliged to create sanitary posts with first aid kits (Article 223 of the Labor Code of the Russian Federation). The posts are located in such a way that workers can quickly access them if necessary.

    On the walls and doors of the rooms where first aid kits are located, you must place a first aid kit sign - a white cross on a green background (Table I2 GOST R 12.4.026–2001).

    The presence of a paramedic station in the workshop does not relieve the employer from the need to create sanitary posts with first aid kits (Article 223 of the Labor Code of the Russian Federation).

    Other types of first aid kits

    In addition to the considered first aid kit option for employees of organizations, depending on the purpose, there are:

    • automobile;
    • household;
    • by industry;
    • tourist;
    • for civil defense and emergency situations.

    The composition of the automobile is approved by the administrative document of the Ministry of Health and Medical Industry of the Russian Federation dated August 20, 1996 No. 325.     The list of first aid products is compiled taking into account the specifics of car accidents. Today, a motorist’s kit consists of the following:

    • stopping bleeding and for dressing wounds, which includes bandages, tourniquets, napkins, adhesive plaster;

    • scissors, gloves, instructions.

    The products included in the first aid kit have a shelf life of up to 4.5 years. Six months are provided to replace them. The total shelf life does not exceed 5 years.

    How many first aid kits should an organization have?

    The number of first aid kits and their completeness is established by the head of the organization together with a medical worker and (or) an occupational safety specialist.

    How to calculate the required number of first aid kits at an enterprise?

    Let's assume that an organization occupies a 3-story building and has a technical floor. It employs over 160 people.

    The legislator has not determined exactly how many first aid kits an enterprise should have and where they should be located.

    We advise you to place first aid kits in a visible place within reach of staff (on each floor).

    The number of first aid kits must be determined based on the fact that one first aid kit is designed for approximately 40 people.

    Thus, if the number of employees is 160 people, then you need to purchase 4 first aid kits.

    Accounting and write-off

    The composition of the production first aid kit according to Order 169n must include both means for stopping bleeding and products for resuscitation.
    The means of assistance named in the document cannot be replaced - this is what Order 169n says; first aid kits can only be supplied with those medications that have been registered in the Russian Federation in the prescribed manner. Medicines have been removed from the package. Only medical supplies remained. For example, to provide first life-saving therapy in the form of cardiac or pulmonary resuscitation, a mouth-to-mouth device or a pocket mask for artificial ventilation must be used.

    In addition to medicines and aids, you should put in the first aid kit:

    • scissors;
    • gloves;
    • life blanket;
    • pins;

    There should also be short instructions in pictures with explanations about the first aid algorithm. Explanations must be drawn up according to certain requirements for images, for example, when performing first aid, all actions should be performed with gloves.

    The most unusual product is a rescue blanket. It should be placed with the silver side facing the body (for the first rescue from cooling) or the gold side to protect against overheating. Only the victim’s face must be left open.

    Include all the products listed in Order 169n in your first aid kit! Replacing them with others is prohibited. All funds must be registered in the Russian Federation and comply with established GOSTs.

    The employer is obliged to pay close attention to the established requirements regarding:

    • product quality;
    • sizes of medical supplies;
    • the number of funds established in the document.

    At the end of the expiration date of medical supplies or when they are used, the missing funds must be replenished.

    The employee who is appointed responsible for the purchase and storage of the first aid kit is obliged to replenish the medical supplies on time (after expiration dates or upon use).

    For these purposes, journals are kept:

    • recording the use of funds at the time of assistance and requests for their replenishment (Table 1);
    • registration and accounting of first aid kits (Table 2).

    After the expiration date, the first aid kit is replaced with a new one. Medical supplies subject to write-off are confiscated and destroyed.

    The destruction and write-off of first aid kits is carried out by a specially created commission, which includes:

    • the employee responsible for storing the first aid kit;
    • enterprise health worker (health specialist);
    • accounting employee.

    The method of destruction is chosen depending on the amount of funds and capabilities of the organization. For example, burning.

    The fact of destruction of funds is confirmed by an act. The document is signed by all members of the commission and the head of the enterprise. The report contains information about the date, method and quantity of first aid kits destroyed.

    A complete list of medical products that should be included in each first aid kit is given in the appendix to this order. It is comprehensive. This means that the employer does not have the right to replace the products and drugs provided by him at his own discretion.     Should medications be in the first aid kit?

    It is prohibited to include medications in a first aid kit. For this violation of the law, the employer may incur administrative liability (Article 5.27 of the Code of Administrative Offenses of the Russian Federation).

    Medicines can only be used if the company receives a license to carry out medical activities.

    First aid must be provided by a person with medical education. If an incident occurs at work, you need to urgently call specialists and provide peace to the victim. It is unacceptable to give out medications - the drug can cause an unpredictable allergic reaction.

    Responsibility for the lack of a first aid kit

    Responsibility for the fact that the enterprise does not have a first aid kit for employees, according to Order 169n, is provided for in Article 6.3 of the Code of Administrative Offenses of the Russian Federation. This article provides for administrative punishment for violation of legislation in the field of ensuring the sanitary and epidemiological well-being of the population.     Medical products for temporarily stopping external bleeding and dressing wounds

    Hemostatic tourniquet

    The tourniquet included in the first aid kit must meet the requirements of GOST R ISO 10993.1-99 “Medical products. Assessment of the biological effects of medical devices." The purpose of this standard is to predict and study the biological effects of medical devices on the body. However, you need to understand that the tourniquet is not an implant. We understand that the main function of a tourniquet is to ensure reliable bleeding control. For this reason, it must be taken into account that a rubber band that meets the requirements of GOST may turn out to be less functional than the simplest turnstile. The rubber may dry out during storage and simply tear during application. Even a high-quality rubber tourniquet can be very difficult to apply to yourself in a situation where you can only operate with one hand. A rubber band is useless if a child tries to put it down. In addition, it is easier to place the tourniquet on a limb through clothing. So if you are packing a first aid kit not just for show, but to provide first aid, then feel free to replace the tourniquet with a tourniquet or add it to your first aid kit.

    Medical gauze bandages

    Sterile medical gauze wipes

    The first aid kit should include one package of medical wipes. The size of the napkins prescribed to be kept in the first aid kit is at least 16 x 14 cm. Their purpose is to cover a wound or burn.

    Band-Aid

    The first aid kit should contain two types of bactericidal adhesive plasters: Large 4 cm x 10 cm (2 pieces) and small 1.9 cm x 7.2 cm (10 pieces). Their purpose is to help with cuts and abrasions.

These factors make it possible for a budget organization to purchase first aid kits using Social Insurance Fund funding. How to do it? Order of the Ministry of Labor of the Russian Federation No. 580n dated December 10, 2012 established the rules for financing measures aimed at preventing injuries and illnesses at work.

    According to this document, the policyholder, that is, the organization, can purchase first aid kits at the expense of insurance premiums for insurance against accidents and occupational diseases. You just need to understand that the amount of financing cannot be more than 20% of the amount of contributions paid by the policyholder in the previous calendar year.

    This opportunity is formalized by the enterprise on an application basis, that is, the policyholder sends an application to the Social Insurance Fund with attached plans for financial support for measures to prevent injuries and improve working conditions.

    The application in paper or electronic form is sent to the Social Insurance Fund no later than 01.08 of the current year.
